Budget OK lets Durham board build schools

Public school board trustees
narrowly passed the short -year
budget Monday following a de -
'bate over delaying the vote until
the new funding formula is re-
leased by the Province at the end
of the month.
While some new trustees ex-
pressed concern about approving
a budget they didn't have a hand
in preparing. the Durham District
School Board voted 6-5 to pass
the 5236.ri X042 budget for the
period Januar through August.

blueprint, noting, "We're in the
second month of the budget.
More than 20 per cent has al-
ready been spent"
Grant Yeo, director of the
board, told trustees the short -
year budget is "basically the con-
tinuation of the old one" ap-
proved by trustees of the former
Durham Board of Education.
He added within two weeks
the board may be involved in an-
alyzing the new funding allotca-
tion for September so delaying
passage of the short -year budget
would "put us behind".
However, Pickering trustee
Paul Crawford said the board
would have the "benefit" of in-
formation in the new funding for-
mula if the short -year budget was
pushed back until the new model
is released by the Province.
"1 am not prepared to take
something someone else pre-
pared and pass it;' he said. "I
want this to have my fingerprints
on it"
In an interview following the
meeting, board chairman Ruth
Ann Schedlich reported she was
surprised by the close vote, not-
ing trustees had an opportunity to
ask questions and express con-
cerns at a special budget meeting
held Feb. 9.
"We need to move ahead;' she
said, adding the approval of the
short -year budget means stable
funding is in place until Aug. 31.
Ms. Schedlich also said ap-
proval of the budget means the
hoard is on track with the con-
struction of three new schools,
that it can go ahead and purchase

ously it's a concern but at the same
time we feel the investigation will
identify the reason and the motives

Mrs. Edgecombe notes she is
particularly pleased with how
smoothly the evacuation went and
that police and the fire department
praised the school for its emer-
gency performance.

The debate raged on at the Durham District School
Board Monday evening as opponents of a sexual edu-
cation programme for developmentally delayed stu-
dents attacked the board.
The board explains the importance of socio -sexual
education for special -needs student, in term,, of
streetproofing and providing accurate information on
the facts of life. Members of the Family Action
Council call the material pornographic and are out-
raged homosexuality is referred to in any way in the
material and further that form% of birth control are
discussed.
The material is graphic — no doubt about it. Pen-
cil drawings include images of a man and a woman
masturbating. of a heterosexual couple involved in in-
tercourse and of male and female genitalia.
There are graphics of two men walking hand-in-
hand, two women sitting on a couch with one
fondling the other's breast and images of birth con-
trol devices.
The argument over homosexuality. abstinence and
birth control come, down to one of morality -- one
person-, versus another's. That's not what this debate
should be about.
When considering the objections of the Family Ac-
tion Council we we left asking if it's really any of
their business. None of the protesters who raised con-
cerns at Monday night's board meeting have deyelop-
rrientally delayed children in this programme. In fact.
man_ do not even have children in the Durham Dis-
trict School Board and some have no children at all.

parents to instill their own beliefs and standards on
relationships and scx in their children. It must be
more difficult when the student has a leaming dis-
ability which may be further complicated by limited
social and judgment skill,
There is no more important job than that of being
a parent. Let the parents of these students do what
only they know is right for their children. If. after re-
viewing the course material. a parent says '-this is
right for my child" or "this is nut" their opinion
should he the one that matters most.

wife winks in a medical lab in Pick-
ering Village. The majority of pa-
tients are elderly nun -drivers living
alone. who eagerly anticipate their
trips to her clinic — even though it
means needles and blood taking —
because they like to chat and unload
some of their problems.
The main complaint my wife has
been hearing is that although the til-
lage is a nicely maintained and
friendly community. it lacks a basic
need — a well -stocked grocery
store. If 11 was not for the foresight
of one mid -town chain providing a
courtcsy transport service, these el-
derly Citi/ens would have a problem.
My wile called the lural council-

usual political waffling — "unattrac-
tive business proposition due to the

sad to think that these pfoncers of

The year 1997 draws to a close and
the Durham Regional Police Service
has over -spent its budget. Many citi-
zens are calling on the force to hire
extra officers, which will obviously
cost more. But those people who want
additional police presence on their
streets are financially -squeezed home-
owners opposed to paying more taxes.
Welcome to police budgeting in the
1990%.
The news being made by Durham
Regional Police in the past few months
hasn't exactly been the type that ends
up in a scrapbook. In January, the de-
partment reported it was $3.4 million
over -budget in 1997 and the Ministry
of the Solicitor General announced it
would conduct an internal audit on
how the force is operated. The audit is
the first in the 24 -year history of the
department.
Last v'car's over -expenditure can le
partially attributed to the force's legal
Costs associated with the Guv Paul
Morin wrongful conviction inquiry,
which alio garnered the department
some embarrassing headlines. One of
those headlines reported Durham po-
lice made a public apology to Mr.
Morin for the role they played in his
unjust conviction.
More recently, new Chief Ke%in
McAlpine made headlines when he an-
nounced at the first meeting of the new
police services biard that the depan-
ment needs at least 20 more officers.
All this at a tint: when Durham Re-
gion has ro handle provincial down-
loading initiatives, which Regional
Chairman Roger Anderson ,ays will
double the size of Durham's budget.

The sixth largest police force in Ontario, Durham spends $110 per person annually on policing. the third
lowest in the province. But Durham has only one officer per 828 residents, well above the average of 745.5.
In contrast, the lorcc had an atuuhn-
rized staff of 590 officers in 1991
when the population of the region was
424,400 compared to 484.740 in 1996.
The average among Ontario's 12
largest police departments — Durham
included — is 745.5 residents to every
one officer. In Durham, the ratio is sig-
nificantly higher. at 828 residents for
every officer.
The closest comparable community
to Durham Region as far as population
gores is Hamilton -Wentworth. which
has a population of 486,9(1) and which
employs 671 police officers.
Deputy Chief Demon says he's
..absolutely" concerned that there are
fewer officers but more people ti, po-
licc here at home.

Interprovincial Pipe Line Inc.
Line 9 Pipeline Relocation and
Lowering - Brock Road
Interprovincial Pipe Line Inc. (IPL) has been directed by the Regional
Municipality of Durham to relocate and lower Its existing 30 inch (762 mm)
diameter crude oil pipeline known as Line 9, to accommodate a future
planned road underpass of the Canadian Pacific (CP) Rail Line, located
approximately five kilometres north of Highway 401 on Brock Road.
The pipeline is presently buried with 1 to 2 metres of cover in an 18.3
metre wide section of right of way, which runs parallel to the north side of
the CP Rad Line.
Line 9 was constricted in 1976 to carry crude oil between Sarnia, Ontario
and Montreal, Quebec. The pipeline is currently filled with nitrogen and is
deactivated. In December 19%, IPL applied to the National Energy Board
(NEB) to reverse the flow direction of Line 9 to carry imported crude oil
from the Montreal and Portland Pipeline Systems (running between
Portland, Maine and Montreal. Quebec) to major refining centres In
Ontario In December 1997, the NEB approved this application and IPL
anticipates an In-service date for this project in the latter hall of 1998.
The design of the proposed underpass requires the existing Line 9 to be
relocated approximately 20 metres north and lowered up to 6 metres to
meet the minimum cover and clearance requirements for the Brock Road -
CPR Grade Separation Project.
Interprovincial Pipe Line Inc., in cpquction with the Regional Municipality
of Durham, will be holding a Public Open House to discuss these projects.
Representatives of both IPL and the Regional Municipality of Durham will
be available to answer questions which area residents might have with
respect to the planned underpass or the Line 9 Relocation and Lowering

There were thousands of people working in the cold in a son
of war against the darkness and the cold that followed the
Ice Storm. Soldiers. Police officers and firefighters. Family
members helping each other. Neighbours helping neighbours.
Volunteers.
Ontario's Power Workers were there, too — along with
skilled workers from other utilities and unions. We rebuilt
the electrical distribution system — pole by pole and concession
road by concession road. And other Power Workers organized
the work, making sore we had the equipment and supplies
we needed to do the job.
By the time we had power back on for everyone, wed
used almost 85,000 insulators, 12,000 new poles, 2,000
transformers and almost 3,000 kilometres of wire and cable.
