PICKERING — Premier
Mike Harris' letter responding
to the Town's request for a
written guarantee that down-
loading will be revenue -neu-
tral for Pickering is no re-
sponsc at all, say the two
councillors who proposed the
request.

Ward 1 Regional Council-
lor Maurice Brenner noted the pre -
mier's letter was "totally silent" on
the issue of the written guarantee.
"Maybe we just need to re -send
that resolution back sug-
gesting he's left out the
meat and potatoes part of
it:' said Coun. Brenner.
On Jan. 19, Council ap-
proved drafting a "con-
tract" between the
Province and Pickering
stipulating the restructur-
ing by the Ontario govern-
ment will be revenue-neu-

AJAX — `Chase' the police dog sniffed
out a teen suspected of breaking into the
home of an 84 -year-old Ajax woman Sun-
day morning.
Durham Regional Police said the elderly
resident called 911 after she was awakened
by burglars in her Mary Street home around
1:40 a.m.
Thieves smashed a window and forced
their way inside before fleeing with a small
amount of money, police said.
Sergeant Jim Grimley said Durham Re-
gional Police canine unit Constable Dave
Mounsteven and his search dog Chase fol-
lowed a scent trail left by the burglars and
about 20 minutes later arrested a 16 -year-
old Oshawa boy.
He has been charged with break and
enter to commit theft.
Sgt. Grimley said arrest warrants were to
be issued for two other suspects.

downloading process, and on promis-

Copies of the resolution were sent
to the premier, Mr. Gilchrist, various
ministers and all GTA mayors and
chairmen.
Mr. Harris' Feb. 3 response makes
no mention of the proposed contract.
Instead it simply outlines what the
Province has done so far on down-
loading and lists the various pro-
grammes established by the govern-
ment to provide transitional funding
to eligible municipalities having diffi-
culty dealing with cost transfers.
"As you will recall;' states the let-
ter, "the Province is transferring about
$3 billion worth of services and pro-
grammes to municipal control. We are
eliminating $2.5 billion from the resi-
dential education property tax, and by
providing municipalities with the
$570 million CRF (Community Rein-
vestment Fund) and other funds men-
tioned above, (this) represents a fair
and even trade.-

In an interview a few weeks ago in
response to Pickering's resolution.
Mr. Gilchrist suggested the calcula-
tion of revenue -neutrality should not
include the Province's elimination of
general support grants to municipali-
ties ($940,000 for Pickering) because
that was announced a year ago.
Councillor Holland said the down-
loading contract is currently being
drafted and will be sent to the pre-
mier.
"That will give Mr. Harris another
opportunity to think over what we've
given him.
"I'm not going to let go of this
issue. It's far too important."
Mr. Brenner noted Whitchurch-
Stouffville Council has passed a reso-
lution supporting Pickering's.
"I have a funny feeling we have
started a chain reaction;" he said.

Ajax man
charged
in stolen
car chase
AJAX -- Durham Regional Police
used a "rolling roadblock" to end a
highway chase of a vehicle stolen after
its owner left it running in a doughnut
shop parking lot.
The owner of the General Motors
Tracker went in to buy a coffee at the
Harwood Avenue Cross Country
doughnut shop around 11:25 p.m.
Sunday. When he returned it was
gone, police said.
The vehicle was quickly spotted by
patrol officers who gave chase when
the driver refused to stop.
Police said the suspect sped onto
Hwy. 401 and the pursuit continued to
Meadowvale Road in Scarborough,
where several cruisers boxed the vehi-
cle and slowed it to a stop.
Kenneth Widdifield, 26, of Falby
Court, has been charged with posses-
sion of stolen property, impaired dri-
ving, driving over the legal alcohol
limit, failing to stop for police, driving
with no licence and breach of proba-
tion.

Witty honoured
at Friday
fund-raiser
Friends and colleagues will salute former Durham
Chairman Jim Witty at a fund-raising dinner on Fri-
day.
Proceeds will launch the Jim Witty Endowment
Fund through the Community Foundation of Durham
Region. The dinner aims to raise $25,000 with the in-
terest generated to be used to support groups through
the foundation.
Last year, Mr. Witty held the first ever Regional
Chair's Charity Golf Classic which raised $76,000
for the foundation to support com-
munity-based programmes. The
foundation gave out more than
$7,300 in grants in 1997.
Mr. Witty began his political ca-
reer in 1980 when he was elected
Ajax Regional Councillor. He was
then elected Ajax Mayor in 1988
and appointed Regional Chairman
in December of 1995 to replace
the late Gary Herrema. Mr. Witty
-- resigned from Durham's top job
JIM WITTY' last December.
Salute raises Mr. Witty has also been in -
money for volved in the community through
Foundation service clubs and other volunteer
endeavours.
The Feb. 20 event is being held
at the Pickering Recreation Complex on Valley Farm
Road south of Hwy. 2. Cocktails are served at 6:30
p.m. and dinner at 7:30 p.m.
Tickets are $75 per person or $600 for a table of
eight. They're available from Val Marshall Travel at

Your blood can
make you a hero
Two blood donor clinics are being
held here over the next week.
The Canadian Red Cross Society
hopes to collect 80 units of blood at a
clinic in Pickering on Wednesday, Feb.
18. A clinic in Ajax on Tuesday, Feb. 24
has a goal of 240 units.
Healthy individuals aged 17 to 60 can
donate as so as they've waited 56 days
since the last time they gave the gift of
life. You must have valid identification,
including one piece with a photograph.
Your donation of blood can help up to
four people, as each unit is divided into
four components — red cells, plasma,
platelets and cryoprecipitate.
So, a few minutes of your time could
help accident and burn victims, cancer
patients, transplant recipients, people
with blood disorders or someone under-
going major surgery.
The Pickering clinic will be held from
4 to 8 p.m. at the Metro East Trade Cen-
tre, on Brock Road north of Hwy. 401.
The Ajax clinic will be from 1 to 7:30
p.m. at St. Bernadette's Church, at the
corner of Bayly Street and Harwood Av-
enue.

you're on or a health condition you have

The Pickering -Ajax -Uxbridge Pro-
gressive Conservative Association will
hold its annual general meeting Thurs-
day, Feb. 19 at the Pickering Recreation
Complex.

P.m. PC national director Ross Reid will
be the guest speaker. A question -and -an-

These Nagano Winter Games are really 'sick.'
That's the term half -pipe snowboarder Lori Glazier, an
Oshawa native who now calls Whistler, B.C. homemight
use to describe the Olympics. 'Sick,' as in great or fantas-
tic in snowboarding lingo.
For Glazier, the Olympics came and went pretty quick-
ly as she failed to make the final in her event (but did star
in a segment on CBC's The National 'Journal'). But sick
they were in real terms for the Mike Harris rink which
failed to win gold losing 9-3 in the final game to Switzer-
land. The men's foursome, which includes Pickering resi-
dents Collin Mitchell (second) and Richard Hart (third),
breezed through the first six games and won its semifinal
in a walk by a 7-1 score over the United States but could-
n't drop the Swiss. Skip Mike Harris was under the weath-
er with the Olympic tlu tug but silver was a decent colour
for a medal for these guys.
Whitby natives Keith Primeau, with two goals against
the U.S. in a 41 win for Canada and Joe Nicuwendyk,
who had a goal and two assists as Canada dumped Swc-
den 3-2 are showing they more than belong on our Dream
Team. The two forwards have shone brightly and will be
key contributors should Canada win the gold medal.
Adam Foote, who is listed as being from Newcastle but is
certainly from Whitby (Oshawa is listed as Nieuwendyk's
hometown — he's from Whitby) has played his part as
well by sticking to his own end and taking out the man.
Bring on Kazakhstan in the quarter -finals.
There is an excellent chance five of our six Durham
athletes will stand on a medal podium in what will be our
best -ever Winter Olympics. Surely the hockey trio is
poised to earn silver or gold. And Mitchell and Hart will
treasure the silver medals they've won.
Other impressions from Week One of the Games:
Nothing finer than seeing Catriona LeMay Doan and
Susan Auch pulling off a gold -silver double in the
women's 500 -metre speedskate; Pierre Lueders and Dave
MacEachern finally claim gold in their third Olympics by
tying with the Italian sled in two-man bobsleigh; Sandra
Schmirler's rink — as down-to-earth as any group of ath-
letes you will find — wenc fantastic winners of gold
medals and will get an incredible welcome when they get
back to Regina and begin curling in the Scott Tournament
of Hearts at their home rink this Saturday; tough break for
Brian Stemmle in men's downhill and for Elvis Stojko in
men's figure skating but both did us proud in overcoming
injuries, especially Stojko, who skated and won silver
with his.
Inst but not least — it was really 'sick' that Ross Re-
bagliati captured gold in the snowboarding giant slalom.

Snowmobiler's death
prompts friend's warning
To the editor:
I write this in memory of a fam-
ily friend who was killed in a
snowmobile accident Feb. 7. The
disbelief of his death is still fresh,
so very unbelievable.
But I only have to look around
to see a grieving father who has
lost his son, a sister who no longer
has a brother, and a room full of
friends and relatives who will
never again enjoy his friendship
and love, and, like a slap in the
face, it is suddenly very real.
Perhaps one of the most difficult
things is understanding how this
happened to an avid snowmobiler,
an experienced rider. A few weeks
ago when my three-year-old
daughter climbed onto his machine
wanting to ride with him, there was
no hesitation, no second thought. I
had total trust and confidence in
him; I knew she'd be safe with
him, and she was.
In a moment's time, unfamiliar
territory, conditions, modifications
to machines, distraction, mechani-
cal failure or judgment can unfor-
givingly steal a life away, even that
of an experienced rider.
To all the snowmobilers out
there, young and old, beginners
and experienced, I ask you, I beg
you: the next time you go out rid-
ing, please think of your family,
your friends and loved ones; don't
sentence them to life without you.
It is something no one deserves.

Let parents decide
on sex ed. kit
I saw it. And I didn't even blush, which
is really something for someone whose
cheeks light up like Rudolph's nose at the
mere mention of anything a little risque.
Of course, I had a bit of time to prepare
myself for the viewing of the Durham Dis-
trict School Board's Life Facts Sexuality
kit. It took a few phone calls and a little
pleading to convince staff that our paper
could more accurately report on the docu-
ment if we actually saw it.
The kit made headlines after being
deemed immoral by a group of right-
wingers who fear for the future of some
special -needs students. They maintain the
high school students shouldn't be exposed
to such graphic material and were to stage
a protest at board headquarters Monday
night to highlight their concerns.
Yes, some of the material contained in
the kit is graphic and there are some illus-
trations and issues that I am not especially
comfortable with. But it isn't meant for
light reading and the most explicit illustra-
tions are to be used one-on-one if a need
arises — such as suspected sexual abuse: or
inappropriate public behaviour.
However, a large number of the illus-
trations likely wouldn't have raised an
eyebrow in Beaver Cleaver's house. But
what's important to note is that parents of
special -needs students have not exercised
the option of pulling their children out of
sex education classes after viewing the kit.
Indeed, many parents of special-needs

kids welcome this type of instruction be-
cause they know their children avulner-
able to abuse. The skill levels of special-
nds children vary — some have limited
or no vocabulary, while others may say
things that simply aren't true, one mother
explained to me. Blustrations could help
them understand any of a number of is-
sues. '
After covering a trial several years back
in which a man who cared for develop-
mentally -handicapped adults was found
guilty of sexually assaulting several men
and women, I realized how vulnerable this
part of our population can be.
If kits such as this could prevent even
one person from such an experience, I
would think it worthwhile.

Metro Junior 'A' Hockey League first-
round playoff- series against the Syracuse
Junior Crunch in New York State. today,
Tuesday.
The Panthers will be in tough against
the Crunch who finished fourth overall
among the 16 teams advancing to post -
season play. The Panthers go into the
playoffs as the 13th

the border. McGillis downplays the
rigours the travel will have on his charges.
The Partthers were to arrive in Bald-
winsville, New York, near Syracuse, five
hours before Tuesday's game to give
them time to relax in hotel rooms and
have a pre -game meal befcxc taking to the
rink.
"We're going to try to eliminate the
bus ride fatigue as much as we can. Hope-
fully, the adrenaline will take over so fa-
tigue won't be so much of a factor."
