Pickering Council's execu- tive committee Monday voted to advise Ajax that the Town opposes a rezoning applica- tion from 1 & F Was— S s - voice their opposition to it. Spokesman Terrance White, of Marshcourt Drive, told councillors the transfer station would bring "more inconvenience, more heavy truck traffic, more difficul- ties for pedestrians, more noise, more dirt", and that residents already have to put up with a lot in the area, bor- dered by the Metro East Trade Centre to the west and Pickering Parkwa to the tems Inc. to establish a 'multi- MAURICE south. No residential, liquid or hazardous waste would be processed at the site and materials would be tem- porarily stored indoors at the facility. About five to seven trucks per hour would bring materials to the site. Coun. Brenner is planning to bring a mo- tion before Council Monday to have Picker- ing ask the AECB to grant only a nine- month licence for the nuclear plant operated by Ontario Hydro. "I'm asking the municipality to take a position on the relicensing;' he says, adding the two-year permit is simply too long when Hydro's recent track record is taken into consideration. Battle brewing in Pickefingover Ajaxplan BATTLE/From page I had recommended the 'town not o we have to tolerate;' said Mr. White. He urged councillors to "comment strongly and clearly against this appli- cation." Mildred Elliott, of Ashford Drive, whose home backs on to Pickering Parkway, said the waste facility will only lead to more traffic on Pickering Parkway and more pollution for near- by residents. -You can't [cave your windows open in the summer because of the noise and the dust;' she told council- lors. David Lawson, president of the Bowmanville Creek Anglers Associa- tion, reminded councillors spoor fish- ing generates millions of dollars worth of tourism revenue for Durham Region and suggested the proposed transfer station, which would back on to Duffins Creek in Ajax, would damage that sector. . "This sort of industry should not be allowed in such close proximity to Duffins Creek;' stated Mr. Lawson. He said paper, cardboard and other waste would be blown off the site, as is the case with other transfer stations, and would end up in the creek. Pickering planning department staff P - pose the proposal, suggesting current zoning allows the establishment of heavy industry on the site that could be even less compatible with the neigh- bouring residential area. Staff suggest- ed Pickering should ask for conditions of approval on the project such as traf- fic signals at the intersection of Notion and Kingston roads, a prohibition on outdoor storage on the site; limited op- erating hours; odour, dust and pest controls; and time restrictions for truck traffic to the site. Several councillors maintained the proposal was not compatible with the residential area next to it. Ward I Re- gional Councillor Maurice Brenner suggested he would support fighting the project all the way to the Ontario Municipal Board if Ajax approves it. As well as opposing the transfer station, councillors agreed to recom- mend to Ajax that its Town officials re- view Official Plan provisions for the area "in order to establish a long-term vision for the area that is more com- patible with residential uses". Ajax Council will consider the issue at its Feb. 23 meeting. Approval must also be obtained from the Ministry of the Environment in order for the project to proceed. Mayor Wayne Arthurs has submitted a letter to the AECB on behalf of the Town report- ing the results of Pickering's recent referendum, in which 87 per cent of voters cast bal- lots in favour of conducting an environmental assessment of the local nuclear plant. (Town Council has passed a resolu- tion formally asking the AECB to support the environ- mental assessment.) Store owner Roger Pardy was shot to death and three others wounded when masked bandits burst into the sporting goods store and opened fire Sept. 14, 1994. Before fleeing the store, the taller of the two bandits smashed a glass display case and scooped II handguns into a duffel bag, a Whitby court has been told. No money was taken dur- ing the robbery. Prosecutors Greg O'- Driscoll and Bryan Davies contend the same two rob- bers hours earlier abducted and "executed" Kenneth Thomas of Pickering so they could use his car in the heist. Mr. Thomas's skeletal re- mains were found four months later in a secluded area near the Pickering nu- clear plant, court has heard. The 55 -year-old self-em- ployed carpenter had been shot four times in the head with a .22 weapon, the same calibre of weapon used to kill Mr. Pardy. the Crown has said. Roshan Nourozah, 35, and Ronald James Wood- cock, 45, are on trial for two counts of first-degree murder in the deaths of Mr. Pardy and Mr. Thomas. The London men are also charged with attempting to kill store employees Randy Jenkins and Wesley Glaspell and customers David Spicer and George Haralampopo- los, all of whom were shot at during the robbery and, with the exception of Mr. Glaspell, were wounded. On Thursday, jurors in the Ontario Court, general division, trial were shown police photographs taken after the robbery of blood- stained floors in the shop, then located on Simcoe Street South. Constable Gregory McAllister of the Durham Regional Police forensic identification unit testified he found six .22 -calibre shell casings on the floor. A sev- enth casing was later turned in by a citizen who found it in the parking lot. Also found on the floor inside the store was a piece of Gagnon Sports stationery, stamped by a bloody foot- print, with the licence plate 153 DBE scrawled on it. The licence plate of the Thomas KEN THOMAS Pickering man executed for his car. car was 153 VBE, the court has heard. Const. McAllister said he also collected three blood- stained shards of glass from the smashed gun display case. The Crown, during its opening statement to the jury on Tuesday said DNA evi- dence will show the blood matched one of the accused men, Mr. Nourozali. During cross-examina- tion of the officer, defence counsel Liam O'Connor suggested the crime scene could have been disturbed in ROGER PARDY Sporting goods store owner shot to death. the frantic aftermath of the robbery. Mr. O'Connor said emer- gency personnel would have left their own fingerprints, footprints and other items as well as transferred blood from one area to another while tending to the shooting victims. Court heard the crime scene investigation got under way about one hour after the holdup. "in fact, when you got there it was contaminated to a certain degree:' Mr. 0% Connor said. The lawyer for Mr. Nourozali then went on to also Suggest "it's possible someone could leave be- hind" the DNA of a person not involved in a crime, such as by leaving a handkerchief following a robbery or a used condom following a sexual assault. While agreeing that hy- pothetically that is possible. Const. McAllister testified he was confident the crime scene had not become conta- minated and said there was `round-the-clock police presence. Court heard police also found a blood smear on the driver's side armrest of Mr. Thomas's 1989 Chevy Caprice, which was located behind a nearby apartment on Bloor Street the morning after the robbery. Droplets of blood were found on the dashboard. Const. McAllister testi- fied fingerprints were lifted from the car's door and van- ity mirror, but were of poor quality and. he believed. were insufficient for analy- sis. L I S 2H5 PHONE: 683-51 10 FAX: 683-7363 Publisher: Tim Whittaker ♦ Editorial Good or bad news is in the mail Brace yourself for the bad news. Or, prepare to be pleasantly surprised. It depends entirely where you live in Durham Re- gion. Property assessment notices are, as they say, in the mail this week which will give residents across Durham Region an inkling about how much property tax they'll pay in the coming years. It's part of the provincial government's move to- ward market value assessment to more adequately and equitably address who pays what on their tax bill. The assessments are the basis on which your prop- erty tax bill is calculated. People in Oshawa and Whit- by could well be in for a nasty fiscal surprise because those municipalities haven't updated the;r assess- ments in years. As Whitby Councillor Joe Drumm pointed out at a regional council meeting this past week, "We haven't been assessed since God was a young boy" That could well translate into much higher assess- ments — and a higher property tax bill — for home- owners in communities which haven't been assessed in recent years. In other Durham municipalities like Ajax and Pick- ering, the impact of 1996 market values will be felt less severely because assessments there are more cur- rent. But prepare yourself for either eventuality. More current assessment rolls across Ontario will translate into a more equitable distribution of the tax burden and a fairer way for homeowners to contribute to the same pot. Community information meetings are being held across the region in the coming weeks, allowing resi- dents to get informed and get involved in the process. An} change will meet resistance. But it's important that a measure of fairness is both represented and im- plemented as part of the overall tax system. As Mery Bowen, the regional assessment commis- sioner for the provincial Ministry of Finance points out, "The whole assessment programme will have a significant impact on taxes in Durham and the province" Prepare yourself, one way or the other. t To respond to this editorial call Infosource at nfosource 6X3-7040 and dial 51 I I Ajax -Pickering mews Advertiser Publisher: Tim Whittaker A Metroland Community Newspaper published Tuesday, Wednesday, Friday, Sunday v Letters to the editor Wait till the next election, Mr. Harris To the editor: Re the News Advertiser's Feb. 4 story headlined 'Pre- mier gets food for thought': It appears from the article that our premier paid a hasty visit to see if our municipality has any complaints. It's only the second time the $1 -million threshold has been reached in the local drive's 28 -year history. The campaign total for 1997 was announced Wednesday and the organization attributes the drive's success to solid support from major industry and the com- munity, and to ground -breaking support from several first-time corporate donors and employee campaigns. "Breaking the million -dollar barrier makes a critical statement for United Way and the people of Ajax -Pickering:' says 1997 cam- paign chairman Lesley Whyte in a media release announcing the fund-raising results. She reports, "1991, just before the recession hurt so many local businesses and residents, was the only year the United Way campaign was able to surpass $1 million. The economic turnaround of the past 12 months, with the growth of jobs and in- creased consumer optimism, are certainly reflected in the large increase from the 1996 campaign" In 1996, $973,633 was raised. Ms. Whyte credits the increase to long- time major United Way supporters such as Chrysler, Purdue Frederick, Messier Dowty, Lear and Paintplas, as well as sig- nificant increases in employee campaigns at firms like Pitney Bowes. Pickering Hydro, Chart Industries and Costco. Several new employee campaigns and corporate donations, notably from Volk- swagen Canada, Jet Composites and Clear - net, brought in critical new dollars. "In addition to the locally -based busi- nesses, the developers and home builders working in this region came on board with a total of $25,000:' notes Ms. Whyte, "which repre- sented a dramatic 260 -per cent in- crease over their 1996 gifts" The balance of 1997 donations was raised from residents, local community groups, Town of Pick- ering employees, Town grants, teachers and special events. A successful campaign ensures funding for more than 80 local programmes meeting critical community needs. The United Way of Ajax -Pickering touches the lives of one out of every three people in the community. The or- ganization has aggressive growth plans for the next few years to meet the needs created by rapid growth and counter the effects of reduced government spending on social services. "By reaching many new businesses and individuals, we made pivotal first steps for the growth we must achieve over the next five to 10 years:" says Ms. Whyte. "I want personally to thank all the local citizens, business owners and employees who gener- ously supported the United Way in 1997. And I trust that all of you, when you get to know the vital work we're doing to build a caring community here in Ajax -Pickering, will be back to support your United Way in 1998." So when you're sitting Jane (:filbert, Account Manager down with your Investments Royal Bank, banker O r Hwy. 2 & Liverpool. Pickering financial adviser to discuss your retirement savings, how can you make sure to ask the questions that are right for you'? There are all sorts of considerations besides where you are in your financial life cycle: * What is your tolerance for risk' *Will you have to care for an aging relative, or pay for your child's education'? * Will you continue to have a mortgage once you retire? * Do you expect an inheritance? * Are you in good health? *What type of retirement lifestyle do you want to have ... ie: Winter in Florida'? * Does your financial plan include a budget, Power of: Attorney and an up-to-date Will'' It's enough to make your head spin. When it comes to putting an RSP plan in place. TWO IMPORTANT QUESTIONS should always he asked: 1) How far are you (and your partner) from 2) What are your goals for retirement. The answer to the first question reveals how much time you have to save to meet your goal. It also tells you, statistically speaking, how long your retirement might last. If you're 35 and foresee retiring at age 55, you might have a 30 -year retirement in store. The next 20 years just might not be enough time to save. Perhaps you have to be more realistic about when you can retire, or take a fresh look at your savings strategy. The second question partially dictates how much savings you'll need. Do you simply want to maintain your current level of income? Do you want to travel? Might you buy a winter residence? In short, what will your retirement look like? Jane Gilbert, Account Manager, Investments. Royal Bank, says -it's critical to discuss such issues with your banker or financial adviser yearly. Investing for Women Every Woman needs to be responsible for her own finances simply because eighty to ninety percent of all women will have to handle their own finances at some point in their lives. The facts are that we will live longer than men. and approximately 75% of us will be widowed or divorced before age 50. Preparing ourselves to deal with these realities will not only ensure that our money lasts as long as we do, but also go a long way toward attaining the things . that money represents... financial freedom, self-sufficiency and self-esteem. Women -owned businesses in Canada employ more people than the top 100 corporations, yet women are perceived, and many believe themselves to be, risk - averse and conservative. I believe that much of this contradiction can be attributed to lack of time and fear of the unknown. Whether you're on your own or With a spouse, it's better to be educated now than to be thrown into this responsibility during a crisis situation. Knowledge is power. Come to this free seminar. You owe it to yourself to take control of your future. The article was prepared for Esther Inglis who is an Investment Advisor with TD Evergreen Investment Services, a division of TD Securities Inc. (TDSI) which is a subsidiary of the Toronto - Dominion Bank TDSI - Member CIPF. Consider a loan to help make this year's RSP Contribution The March 2 deadline for 1997 RSP contributions is fast approaching, and many people are wondering where they II find the money. For the future, you might consider a regular monthly contribution plan. But for now, many financial experts agree it can make sense to borrow. Assume you borrow $10,000 for an RSP at an annual rate of 6.50 per cent and that you repay the loan in one year. Actual interest charges would only be $355.57 because the interest paid is calculated on the daily balance and the balance declines with each repayment. The total cost of the loan would be $10,355.57. Suppose the $10,000 you borrowed is invested in a tax - fluctuate due to market conditions). You may also benefit from a 90 -day grace period before your first repayment is due. Although interest will accumulate during the 90 days, this option provides you with some extra time until you receive your tax refund. You can use the refund to repay part or all of your loan therefor Rutland, Mobile 9 Royal Bank Ajax sheltered RSP that earns an annual interest rate of 10 per cent. Your RSP investment would grow to $11,000 by year-end. But that's not all. Assuming you are in a 40 per cent tax bracket, your tax savings from contributing to that RSP would be $4.000.00. You come out ahead with a total benefit of $15.000.00 that year. Don't forget that your $10,000 RSP contribution will work for you every year. At a 10 per cent average annual compound return, that money will grow to more than $108.347.06 over 25 years. Many financial institutions offer clients a special preferred rate for RSP loans. For example, Royal Bank is offerin rates for a two year RSP loan at prime (prime may reducing overall interest costs. e Since 1991, interest paid on a loan used for an RSP contribution is not tax deductible. "However, says Sue Rutland, Mobile Banker, Royal Bank, "through prudent financial planning, you can arrange your investments so that interest can be deducted from taxable income". For example, if you have other investments outside RSPB such as stocks, bonds, Canada Savings Bonds or mutual funds, you can cash them in and use the proceeds to contribute to an RSP. Right after, you can borrow the money to repurchase or buy different non -RSP investments. The interest paid on the investment loan is considered totally tax deductible. Of course, before cashing in any existing investments, discuss this option with your financial or tax advisor to ensure you come out ahead. Dental professionals attribute water fluoridation and use Dr. Dhanj of sealants with helping to bring about this rapid decline in cavities. The use of sealants does not eliminate the need for regular attention to dental care. Dentists recommend regular brushing and flossing, attention to the amount of sugary foods consumed, and to the frequency with which they are eaten. The teeth are subjected to a 20 minute acid attack every time sugary foods are eaten. causing an erosive action that can break down healthy enamel. The plastic -like coating, called pit and fissure sealant, is applied to the chewing surface of the back teeth and to indentations and nicks in the teeth's surfaces. It is used by dentists as a preventive measure to ward off decay that tends to settle into hidden crevices in the teeth. It is yenmuch like placing a clear nailpolish on fingernails. The preventive plastics also are used to seal "fissures", or join lines in a tooth's enamel created while the tooth is being formed. A perfect fissure should be tightly sealed, but often several spots along the length of the fissure will open directly into the tooth. Food and bacteria collect there. Stress is part of the vital biological heritage that is necessary for our survival. Stress is actually the name for a complex set of responses that our minds and bodies make to the perception of danger. It involves communication between our brain and our autonomic nervous system. Our central problem is that the things we worry about are no longer concrete, clear and immediate -- thev are abstract, unclear and distant in space and time. The problems we face in our lives are often messy and ill defined. When there is no specific object, and the threat is much more indefinite and abstract, there is not as clear and definite a signal or indication given by the brain telling the autonomic system to calm down. So. our sympathetic system remains in a continual state of background arousal stress as we worry about our status, our marriage. the economy and other such very ill IF • TIME • QUALITY • GENTLE DENTAL CARE ARE IMPORTANT TO YOU WE ARE AVAILABLE TO SERNT YOU WE WELCOME NEW PATIENTS WE f* PEOPLE OF ALL AGES defined problems. What is deleterious to our bodies and our health is being in a continual state of imbalance where the sympathetic system is not being adequately constrained by the parasympathetic system. Our hearts are over -stimulated and our digestive systems are under -stimulated. We have heart attacks and heartburn. What we need are situations that give very clear signals to our brains that we should calm down. Contrary to what most people think. TV with its portrayal of violence and dramatic conflict, even in situations of comedy, does not provide these clear signals. Instead, we need to make use of two other effective strategies. The first is to be engaged in activities with very definite and immediate goals. Sports and exercise are excellent for this. especially if they are also designed for triggering the parasympathetic system's calming features. This combination of exercise and parasympathetic activation can be found in Tai Chi. The other main strategy involves directly stimulating the parasympathetic system in a very DR. JOSEPH A. Wearing dentures is often a source of discomfort for those with little or no i,_,ums left from >.: resorption (shrinking). Al Consider the difficulty involved in chewing when the loose denture is causing abrasions on the gums. As a result, not only the patient's comfort, but their quality of life can be adversely affected. Fortunately, advancements in oral implantology is to the point that it can very satisfactorily remedy the major problems that result from those dentures. An implant is an abutment (support) made of titanium, which has the property of adhering permanently to bony tissue. The technique was developed by a Swedish orthopaedist, Dr. Branemark, and has been used successfully since 1965. The insertion of the oral implants are usually performed under local anesthetic by a dental surgeon. Although the thought of having dental surgery is not a pleasant one, the procedure is relatively painless. The cost of overdentures on implants is notgenerally covered by insurance. However, this investment in your quality of life is tax deductible, and therefore more affordable that it might seem at first glance. Speak to a denturist to find out if implants are for you. Your case will be carefully evaluated with the rest of the dental care team to assure that your implant supported denture will give you years of comfort. Durham students reflected on all things Canadian this past week in celebration of Citi- zenship Week which began last Monday and concludes with Heritage Day Monday. Regardless of what the world thinks of us, or how we view our- selvcs. Sunday is National Flag Day which gives all Canadians a special reason to wave the red and white. During the past week, students have decorated their schools and learned about the privilege ofbeing a Canadian citizen, says retired citi- zenship judge Walter Borosa. During the past week, he has toured a number of the region's schools talking with children from Grades 6 to 10 on what it means to be a Canadian. "They learn Canada's symbols which tell the story of our country, our environment, our history, geography and the heritage of our peo- ple:' says Mr. Borosa, who also shares with students stories of his years swearing in new citizens. -All of the students so far are Canadi- an citizens. Even those with obvious different heritages were born here first or second gener- ation" So, with no experience of their own on the difficult process involved in becoming a Cana- dian after birth. the children sit in awe as Mr. Borosa relates the process of immigration. "Their ques- tions really focus on the exam and what if they don't pass it. 'Are the people sent hack''', they want to know:' he laughs. But, on a more serious note, Mr. Borosa says it is important for the children to understand "citizenship is not just waving the flag. Being a good citizen means getting involved, helping your fellow man" Ontario students will have the opportu- nity to do that as part of the new curriculum which will see each pupil complete 40 hours of community service prior to graduation. In the meantime. as the nation sits in antici- pation of more Olympic gold over the next week. students can continue to ponder just what it means to be a proud Canadian and just maybe they'll have an extra reason to wave their flags. While being the frontrun- ners for the Lake Ontario Sec- ondary School Athletics title might prove unsettling to a lesser group. Trojans' coach Ron Parfitt says his players are comfortable with their top- ranked status. "Our kids are very confi- dent. It's better to thinkyou're good than to think you're rot- ten:' says Parfitt. "But, as long as they don't get too overconfi- dent. It's gold for them to think they're capable of winning (the LOSSA title).-- In itle)"In their most recent con- quest of the season, the senior hoops champs ed Pickering's St. Mary Catholic Secondary School Monarchs 70-44 in their final LOSSA regular -sea- son contest. Pickering High ended the LOSSA schedule in first place in the league's West Division with an undefeated 10-0 mark. The Trojans' high scorer against St. Mary was Al Nabe with 17 points. The Trojans, says Parfitt. have relied on strong defensive play throughout the season which has also yielded two tournament crowns at the Jarvis Collegiate and the Guelph events, while staking the squad to eighth -place in the Toronto Star's poll of the top 10 Toron- to and area senior boys' high school basketball teams.
