Keep Hydro, on
a short leash
Staff of the federal regulatory agency which
oversees the Pickering nuclear plant say it
should be granted a two-year operating licence if
it meets certain conditions by the end of March.
A local nuclear watchdog group argues the
station should only be given a six-month permit
to keep Ontario Hydro on a short leash.
Somewhere in between. we believe, the public
interest is best served.
Atomic Energy Control Board staff are recom-
mending the problem -plagued power plant be
given the longer licence because "progress is
being made by Ontario Hydro" in addressing de-
ficiencies at the station.
Hydro officials "have done a comprehensive
self-assessment:' reports Barn Parsons, the
AECB's senior site officer at the Pickering plant.
"They have come up with well-defined pro-
grammes to get them where the% want to be:'
Mr. Parsons reports it will take at least a year
for those efforts to have an impact and another
fewmonths to evaluate them, so the two -Near li-
cence makes sense.
It doesn't make sense. he feels, to give the
station another nine-month permit like the one
under which it's currently operating. It "would
not serve the same purpose as the previous one
did. We use short licences to get licensees' at-
tention and we got their attention"
Howc%er. AECB staff report. the progress
being made b% HNdro to address problems at the
Pickering plant is slow and much remains to he
donee.
Enter Durham Nuclear Awareness spokesman
Dave 'Martin, who argues for the six-month per-
mit. "The short licences are the only wav to en-
sure Ontario Hydro compliance'- with AECB or-
ders to clean up its act.
We tend to agree with DNA that Hydro should
he kept on a short leash — even though the
clearly anti-nuclear group's %views may need to
be taken with a grain of salt.
With the degree of public concern over the
nuclear station and the fact AECB staff admit
Hydro has a long way to go to make things right
at the Pickering plant, a two-year licence just
isn't appropriate at this time. Two years is the
standard licensing period for a nuclear station
that's meeting standards set out by the AECB.
Pickering isn't.
On the other hand, a six-month permit is too
shun when the station's performance does ap-
pear to he improving and it needs time to imple-
ment changes being made.
When the AECB makes a final decision on the
licence after submissions u) its March 24 meet-
ing in Oshawa. it should seriously consider an-
other nine-month permit to keep Hydro's atten-
tion on the task at hand.

AJAX — Green Group membet; at
Ajax's Lakeside Public School were
honoured by the Toronto and Region
Conservation Authority (TRCA) Tues-
day for their part in making a local en-
vironmental project a success.
The students sold T-shirts last
spring, raising $750 for the launch of a
Tern raft, a floating resting spot for
Common Terns at Duffins Creek
Marsh. The group was also instrumen-
tal in securing a $2,000 project contri-
bution from the Canada Trust Friends

planted trees at the waterfront and built
birdhouses for the area.
"You understand that wildlife need

front specialist Larry Field told the stu-
dents in thanking them for their contri-
bution.
Their "initiatives have brought back
nesting Common Terns to Dufftns
Creek:' said Mr. Field, who reported
there are now 30 Common Tern nests
on the raft.
"That raft was the most successful
Common Tern raft in all of the Great
Lakes this year:' said Mr. Field, esti-
mating there are at least 60 new Com-
mon Terns as a result of the project.
"in one year it's incredible to have that
kind of success:'
The students, who are currently
working on raising awareness about
energy efficiency under the direction
of teacher Deanna Fry, were presented
a calendar and a certificate of appreci-
ation for their "extraordinary efforts
and commitment to the preservation

Harris PR

ready to

Premier Mike Harris has hinted
at some of the tactics he will use to
try to win an election next year and
they consist mainly of blowing his
own trumpet.
The Progressive Conservative
premier has said many times his
programmes are fine bub his gov-
ernment is not communicating. So.
he said again last week that it

personally after two years of cut-
ting services he has to look kinder
and gentler and has turned up at

turcd in a club with his stall. A boss

Many think his unspoken view is

His public relations strategists in
a document that has now inadver-
tently become public toy Premier
Harris and his Torics alsn should
stress they arc making Ontano the i
best jurisdiction in North America
and the envy of the world and they
are already starting to pint this
rosy picture.
On a n cnt day when the [cgs
lature was mil sitting and the gov-
ernmcni normally has few an-
nouncements, Health Minister Eli.-
abeth Wrtmcr lunched a pro-
gramme to reduce heart dueasc j

them, because it require, a lot of re-
search to track down how every ju-
nsdiction in North America handles
an issue, so the Tones may be get-
ting away with Ixoasts they cannot
suMtanu sees This approach is a
variation of one used by Liberal
Premier David Peterson in the late
198th when he bragged everything
in Ontario under his guidance was
"world class;' but failed to win re-
election.
Mr. Harris's public relations
staff want him w talk more of the
people his rrogrammes help than
money spent or saved or other dry
statistics. which is little more than
the newspaper technique of focus-
ing on the "human" angle.
Ontarians therefore should brace
for a deluge of announcements
from the government telling how
single mother Sally Jones pros-
pered by getting off welfare or
metal worker Tom Morgan has a
more secure job now that Mr. Har-
ris has softened environmental re-
quirements.
If the Mike Harris government
churns out much of this propagan-
da however, it will be accused of
using public employees to help its
political objectives, of politicizing
the civil service.
Mr. Harris's PR people say he
should be portrayed as a "thought-
ful listener;' but one of his hall-
marks is he makes up his mind after
consulting only a tiny inner circle
and is rarely swayed. An over-
whelming majority showed they
were against amalgamating Metro-
politan Toronto, but he did it just
the same.
His PR advisers say Mr. Harris
also should stress he is different
from other politicians because he
keeps all his promises.
Premier Harris and his team
seers w be planning to seek re-elec-
tion on the theme he is turning On-
tario into a paradise.
But if this is true resident
would know and he would not treed
a host of PR tricks to sell them on
it.

The pictures here might be something
you wall to show your grandchildren.
Soldiers. Police officers and firefighters.
Family members helping each other.
'.neighbours helping neighbours.
Volunteers from church groups and
the Red Cross.'fhere were thousands
of people involved – working in the
cold in a sort of war against the
darkness and the cold that followed
the Great Ice Storm of 1998.
Ontario's Power Workers were
there too. About 1,600 of our
members – along with skilled workers
from other utilities and unions –
worked 16 hours a day, day after day,
in the cold, often in the dark, miles
away from their own homes and
families. We rebuilt the electrical
distribution system – pole by pole and
concession road by concession road.
And other Power Workers organized
the work. making sure we had the
equipment and supplies we needed
to do the job.
And we got the lights back on.
We're publishing these pictures as a
sohtte to aN the people who helped fight
back after the Great ice Storm of 1998.
You might want to show them to your
grandchildren or you might want to
bring them out every once in a while
to remind yourself of come basics –
like how important reliable electricity
is, like the fact that Mother Nature is
still very, very powerful. And that
when things get really tough, people
really pull together.
The Great Ice Storm of 1998 was
a huge challenge. By the time we had
power back on for rveryone, wed
used almost 8i,(" insulators, about
12.000 new poles, 2,(X)O transformers
and almost 3.000 kilometres of wire
and cable.
Together, we did a good and an
important thing. The Power Workers
hope these pictures will help us all
remember.
