The board will give first consideration to the Picker- ing relicensing at its Feb. 19 meeting in Ottawa and make a final decision after further submissions to its March 24 meeting in Oshawa. The Pickering plant's current nine-month licence expires at the end of March, and its previous permit was for only six months. Board of trade lauds education tax freeze JOHN WIERSMA `That is welcome news' TIM, GREEN THUMB The Ajax -Pickering Board of Trade is cheering Finance Minister Ernie Eves' announcement that business taxes to pay for education will be frozen at their cur- rent level across Ontario. There had been some discussion of a uniform rate for all municipalities before Mr. Eves announced the rate freeze at the annual meeting of the Ontario Chamber of Commerce Executives in Mississauga last 'Thursday." Iluat is welcome news to local businesses;' says board chairman John Wiersma in a media release. "We have been concerned for some time about the planned redistribution of taxes in the GTA, which would have trans- ferred the tax burden from Toronto to the surrounding municipalities" The new measures will provide ranges of fairness for business property taxes relative to res- idential taxes. For commercial and indus- trial property tax rates, the range is 0.6 to 1.1 times the residential rate. However, Mr. Wiersma expresses concern about the possibility towns and cities will have to shave with regional government the payments they receive in lieu of taxation for provincial properties within their boundaries. The Town of Pickering, for instance, currently receives about $4.8 million annually in lieu of taxes for the Pickering nuclear station. DNA LICENCE/From page I In its submission, DNA urges the AECB board to call on the Province to order an environmental as- sessment of the Pickering nuclear station, in response to Pickering residents vot- ing 87 per cent in favour of the assessment in a referen- dum during the November municipal election. "To fail to do so is to show contempt for the peo- ple of Pickering, the large majority of whom have asked for a full provincial environmental assess- ment;" says DNA. DNA is also calling for improvements to the AECB's regulatory process. "We believe that the AECB's failure to resolve longstanding problems at the Pickering nuclear sta- tion indicates a failure of its regulatory approach," states the group's submis- sion. "Just as there has been a self -admitted nuclear cult at Ontario Hydro, there ap- pear to be similar cultural problems at the AECB. The serious nature of problems at CANDU nuclear stations calls for a much more pre- scriptive regulatory ap- proach, and the use of addi- tional specific and time -de- limited conditions in li- cences." DNA notes the Ontario Legislature's Se- lect Committee on Ontario Hydro Nuclear Affairs also found the AECB's regula- tory approach to be lack- ing. The executive director of the Ajax -Pickering Salvation Army Family Services Centre, Mr. Carew will soon be sending out thank you letters to companies and individuals who helped during the Christmas appeal. And, as in years past, the Salva- tion Army was very busy at Christ- mas, providing assistance to 385 families, consisting of 1,215 people, including 732 children. The number of families is up slightly from the 1996 total of 376 needing help. Includoed in those seeking help were "people I never thought I'd see — people with post -secondary education, nurses. They've never done anything wrong. They were let go (from their jobs) and need help," Mr. Carew says. "One trend I'm still seeing and it bothers me" is the fact people in their mid-30s are "hit the hardest. It's not necessarily a group that had to get a university or college educa- tion. With restructuring going on, they've lost their jobs and have to compete with younger people who arc better trained, with post -sec- ondary education and computer training." Mr. Carew, 29, has been working with the Ajax -Pickering Salvation Army for four years and has been with Sally Ann for six. But, the Salvation Army "has been my church all my life. It's the only church I've known." Mr. Carew's role is referred to in Sally Ann circles as a soldier or roughly a layperson. He worked two years in Toronto as a "floater", filling in when some- body was on holidays or sick "It was nice. Each office the population was so different. I saw the strengths and weaknesses of each office. I took the strengths and try to apply them here." "When the communists fell, it had an impact and I decided to get into this kind of work." So, Mr. Carew travelled to Rus- sia in January of 1992, spending seven weeks in SL Petersburg and two in Moscow. "If you want to go to Russia, don't go in January. It was kind of cold, but it was a mild winter for them, so we were fortunate in that way." But, he reports, "Rte task was so daunting, so huge. hard work, but enjoyable: work at the same time... Mr. Carew saw a nation strug- gling to adapt following the fall of communism. In hospitals, two peo- pie shared a bed, there were no medical supplies, bed pans weren't cleaned and "they used the same molded cast" more than once. `We try. All we can do is try our best... They asked for younger people to cane over and help with social pro- grammes and youth programmes. We were to kick start it and then Russians would nut the pro- grammes. It was enjoying. At one orphanage he visited, there was no heat so a Swedish company donated blankets for dis- tribution to the children, most of them handicapped. "We were giving out food. "It's a new concept — the char- table concept. It wasn't allowed under the communists. It will take years to change." If Mr. Carew's work was daunt- ing in Russia, "Personally, the hard- est part for me was adjusting back to life here. We came back and real- ized how goo cl we have it." A graduate of the University of Western Ontario with a double major in history and political sci- _nce, Mr. Carew had thoughts of :ntering law school or teachers' col- lege before joining the Salvation Army. "Ibings change. When I gradu- ited, it was the beginning of the re- _cssion." The lingering effects of the re- _cv,ion are "still hard" on a lo(of ;-4.:uple, particularly the 18 to 30 agc ,roup. He witnesses first-hand the fact that unemployment is high among young people. "We see that a lot. It's so unfortunate. They keep up- grading their skills, but technology is changing so rapidly, you're up- grading to stay at the same level. If you get behind, it's so hard to catch UR.. Mr. Carew finds his job "euro- tionally draining. I know I won't do this job the rest of my life because; it's so emotionally draining. "Sometimes there's a feeling of hopelessness. There's only w much you can do. You hope to solve all the problems and you can't." The Salvation Army aids as many hungry people as possible. "We can help, but there are other factors that led to the hunger. There's only so much one person can do, one organization can do. "You get lost. We have to set guidelines on where to focus. as hard as it is to do. You can get lost, pulled in so many directions. We try. All we can do is try our best" Mr. Carew tries hard not to take his work home to Karen, his wife of three -and -a -half years. "I try to do a physical thing to relieve the stress," like playing hockey Friday nights in a Christian league in Oshawa. Instead of burdening his wife with the troubles he sees on a daily basis, Mr. Carew consults another family member. Certainly, our prime minister does. The actual number being kicked around is $118,000 in 00 total with $12.0of that being used as a housing al- lowance. Right now backbenchers have a taxable annual salary of $64.400 with a tax-free allowance of $27,300. Their Ottawa housing allowance currently amounts to $6.000 per year. There are a number of problems with the process. The committee that recommended the pay hike is made up of ex -politicians appointed by the government — hardly an impartial group. And, while the increase is being pushed it isn't balanced by the area of compensation that [rally sticks in the voters' craw: the gold-plated pension. How many other organizations offer a pension at age 55 for just six years of service that pays out at a rate of nearly $4 of public money for every $1 invested by the MP? But, and this is a big but, the juicy pension was ar- rived at back in the 1960s (it was $6 of taxpayers' cash for every $I from each MP until cut back a few years ago) as a compromise for the 'modest' salaries members would be paid for their work. So. should there be any raise given to members, the saw -off is their pensions must come more into line with pension plans paid out in private -sector companies. Some of the more laughable statements about the pay increase debate revolve around Prime Minister Jean Chretien who complained that he is paid less than the worst NHL player. What Mr. Chretien fails to realize and what we all know is the following: professional sports salaries have skyrocketed in the past two decades and are way out of line with the salaries the rest of us make. While most of our salaries, have, say doubled in the past 25 years, pro hockey salaries have jumped by about 1,000 per cent. And anyway, pro athletes have a very short shelf life and must battle to keep their jobs against thousands who would love to replace them. Mr. Chretien has been in Parliament for 36 years now and could well be there for another decade or so — a career in pro hock- ey is just a fraction as long. And he'll receive a pension far in excess of what any NHL star will get. Yes, members of parliament must receive a decent wage. But they get a lot of perks, a tremendous pension, plenty of time off during the year, and the honour of rep- resenting the people of Canada, which is the fulfillment of a lifelong dream for most of them. Pickering Panthers' third -year general manager Ron Blizzard hopes his team can catch fire for the Metro Junior Hockey League's post -season beginning next week. "If there ever was a time for things to start to gel, it's now. There have been some good signs. I think the players know that they can do it. I do feel good about the playoffs." This season has been an uphill climb for the Panthers with a large number of rookies and several veteran players remaining from last year. The club had great expectations for this year after the 1996-97 campaign — the best for the Panthers in more than a decade. Last year, they were the talk of the league, amassing an impressive 34-124 mark for 72 points, good for fust place in the Eastern Division. The team also produced more points than in the previous three Panthers' seasons combined. Pickering dispatched Oshawa in the fust round of the playoffs, before injuries played a key role in stalling the team's fortunes in the semi-final round. This season, the Panthers have retooled under the guidance of new head coach Rod McGillis, who replaced throe -year bench boss John Blackburn. The rookie -laden Panthers have proven frustratingly inconsistent through much of the regular season.
