PICKERING — The head of the
Pickering 2001 Waterfront Task
Force is welcoming a proposal to
have the Town take the first steps to-
ward a stormwater management plan
for Frenchman's Bay.
"We've been looking for this for a
couple of years," says task force
chairman Dave Steele. "It certainly is
a good thing. It's a good thing if they
do it properly."
The task force is a group of citi-
zens, community representatives and
waterfront landowners appointed by
the mayor to draw up a plan for the
town's lakeshore area. Its interim re-
port, presented to Council in Octo-
ber, advised the Town to take quick
action on environmental measures to
preserve Frenchman's Bay before un-
dertaking any other projects on the
Pickering waterfront. Its recommen-

Mr. Steele says a stormwater man-
agement plan is crucial to the future of the bay
and the waterfront.
"It has to happen if they really want to pre-
serve Frenchman's Bay. If we don't do it the

He notes academic staff at the University of
Toronto at Scarborough, including local resi-
dent Professor Nick Evles, who headed the task
force's environment committee, have agreed to
help with the design of the stormwater man-
agement plan.
Mr. Steele says he hopes Coun. Holland's
resolution is approved and that the Town moves
forward quickly with actually imple-
menting a plan to preserve the bay.
"We hope it's done properly. We hope
they don't study it to death so it never
happens.'
The waterfront task force's interim
study is being reviewed by the Picker-
ing planning department, agencies
such as the Metropolitan Toronto and
Region Conservation Authority and
the Waterfront Regeneration Trust.

The task force has also made a num-
ber of recommendations in areas such
as tourism, recreation and waterfront
trail design. Goals the task force has
set for itself, according to Mr. Steele,

and protection of the town waterfront, estimat-
ing costs for each, recommending implementa-
tion years for each, and finding sources of
funding to pay for them_

Garry Cubitt said, since Metro and Durham
have the two highest per -capita levels of social
assistance in the Greater Toronto Area, "In a

However, Coun. Perkins kept up her attack
and was especially angry over the way Metro
placed its needy people here.
"For Toronto to leapfrog over our social ser-
vices department and place them in Durham, I
find unacceptable. It's totally unacceptable to
this Region they side stepped what we have in
place."
"We have a social responsibility to ensure
people are housed. But, Toronto has placed
people in places that may not be appropriate"
Coun. O'Connor agreed. "Metro Council
brought us to the table through the back door.

The committee passed a recommendation to
have them study the long-term financial impact
on Durham if the families housed at the Os-
hawa motel remain here.
Regional Council will deal with the matter at
its meeting on Feb. 11.

pressed with what they saw.

retrial in 1992. He was fully
exonerated through DNA

Developer ensures progress doesn't plow over the past

When Donald Mackav and his wife
Margaret Broadbent arrived in Pickering
Township from Scotland in the mid -1830s,
they settled on that land on the north side
of Kingston Road, in a log cabin built by
former tenants. By 1854. Mr. Mackav had
managed to purchase all 200 acres of land
and build a magnificent stone house foi his
family -- a mark of true success in the
1850%.
To build his home. Mr. Mackay had
amassed a great collection of granite, as
each spring thaw forced new and annoying
boulders to the surface of his farm fields. A
stone mason was employed to square the
large stones and place them in rows, with
smaller stones used to fill in the gaps.
Mr. Mackay created a home unique in
the Ajax area by using Kingston limestone
to complement its local fieldstone walls.
Built at a cost of 800 pounds, the stone
dwelling, known as Charnachy, became the
only home in Ajax to be featured in the
1877 County of Ontario Atlas, where it was
described as an attractive and productive
estate.
Although damaged by fire in 1882, the
family home remained unchanged. Had it
not been for its original superior construc-
tion, the Mackay House would never have
withstood the rigours of wanton destruc-
tion, neglect and vandalism which came to
plague its later years.
By 1996, land developers were eying
the old house; one was First Professional
Management Inc.
Traditionally, in push-pull discussions
between developers and Towns, heritage
buildings, such as the Bryant House. once

treated as targets for destruction. This time,
the Town of Ajax was in for a pleasant sur-
prise: First Professional announced it
planned to move the house rather than de-

stroy it. Despite the cost, the developer was
willing to pay for the home's restoration.
"There are a number of reasons why
someone would not want to move such a
building," says David Schiffer, project
manager in land development for First Pro-
fessional. "Preserving does cost a lot of
money. But it was indicated to us very
early in the process that here was some-
thing we could do, as a new developer in
Ajax, to indicate our intention to become
involved with this community."
Having read A Town Called Ajax, Mr.
Schiffer had also looked up the old house
in the 1887 atlas prior to his meeting with
the Town. "It just seemed like the right

rate historical value into its work in other
communities as well.
On ]an. 17, 1997, on the coldest day of
a bitter winter, Mr. Schiffer met with archi-
tects representing the Architectural Con-
servancy of Ontario, a representative from
owner Runnymede Development, and
members of the Ajax Local Architectural
Conservation Advisory Committee
(LACAC) to climb an icy ladder and eval-
uate the house. While camera batteries
froze, necessitating a return trip for exteri-

AFFECT Durham, or Asso-
ciated Families for Effective
Community Ties, involves six
organizations — Dream Catch-
ers, People First, The Literary
Outreach Centre, Invisible Dis-
abilities, The Hearts Network
and the Durham Association
for Family Respite Services.
The group promotes the
strengths and gifts of people
with developmental disabilities
and their families, and is dedi-
cated to building close rela-
tionships in the Durham area.
Since its 1995 organization,
each of the six members has re-
ceived more than $4,000 to-
ward operating costs and fami-
ly support.
AFFECT president Roy
Brillinger says while the group
is continually raising funds in
different ways, including a reg-
ular bingo at Ajax Bingo Coun-
ty, members are hoping Temp -
cations will be an annual night
to remember.
"We've decided we need
one big event per year to really
get our name up in lights," Mr.
Brillinger says.
Tickets are $25 each, dress
is informal and the evening
runs from 7 p.m. to I a.m.

"We are now looking for a tenant who
might like a historic house -- for a restau-
rant perhaps, an old English pub, or an ice
cream shop," says Mr. Schiffer. "We see
this house as being a good focal point for
the entire site, combining history with
modern use."
Local conservationists, while delighted
with First Professional's plans, say they
will not breathe easy until relocation is a
thing of the past. Obliged to remain in
waiting for now, the Mackay House has
been guaranteed protection for the winter,
its move scheduled for sometime in spring.
The exact location, expected to be close
to Hwy. 2, has yet to be determined.

It's a tragedy that 40 needy families can't find a
place to live in Toronto and have been shunted to an
Oshawa hotel for the time being. But it's ridiculous
that the price tag for their needs will be, on average,
$1,000 per month and that the bill will be paid by the
Region of Durham.
That's the dilemma faced by Durham's taxpayers
in the wake of news Toronto could not find shelter
for desperate people and sent them off to the Clover-
leaf Motel in Oshawa as an emergency measure. And
it points to a greater problem facing municipalities
everywhere: what to do with an increasing number of
homeless people when the funding and facilities for
them are drying up? That's a major, long-term prob-
lem which must be grappled with by the Tory gov-
ernment, but for the present, there's the 'nightmare'
(as described by Whitby Regional Councillor Pat
Perkins) of the $40,000 per month bill for the Re-
gion.
Who should pay?
A fair view would suggest the full bill should not
fall on the Region. Why should Durham taxpayers,
who through 'pooling' will already be subsidizing
Toronto social services costs, be hit again with the
entire bill for Toronto welfare recipients who must be
moved to Oshawa because Toronto is short of shel-
ter? If Toronto's municipal government can't afford
the bill, surely there must be help somewhere else.
Why can't the Province eat a portion of the bill?
Perhaps there could be a three-way split between On-
tario, Toronto and Durham Region. If Durham is able
to provide a place for the poor to come to, it should
also not have to pay the whole shot.
This is a problem that is not likely to decrease in
future. The Province must work with municipalities
to come up with a fair alternative - otherwise being
`nice' will also become very expensive for the re-
ceiving municipality. We can look forward to Toron-
to moving more homeless down the highway as long
as Durham is ready and willing to write the cheques
for their stay.

be supported

Hurrah for the article in your
newspaper Jan. 16, by Marianne
Takaes, regarding the initiative of
Brenda Mallaley of Ajax and Sally
McLeod of Pickering, who are
asking Ajax Council to approve a
resolution in support of the Picker-
ing request for a provincial envi-
ronmental assessment on the fu-
ture of the Pickering Nuclear Gen-
erating Station.
About 17,000 Pickering voters,
87 per cent, voted to support this
assessment.
We the residents of Ajax
should throw our whole -hearted
support behind these ladies. I am
certain the support in Ajax will be
the same as Pickering's, after all
we are neighbours, just down-
stream from the nuclear planL

ject; I got nowhere.

no-win situation
It should hardly come as a surprise that three
months after local residents voted 87 per cent in
favour of an environmental assessment of the Picker-
ing nuclear station, there's been no significant re-
sponse from the Province except to say they're look-
ing into it, and 'by the way, this may be a federal re-
sponsibility'.
This is a no-win situation almost any way you
look at it.
If the Province and/or the federal government say
'no' to the assessment, it will appear they are cover-
ing up on behalf of Hydro and/or are simply unwill-
ing to deal with whatever can of worms may be
opened up by an environmental review. As well, if
there is no assessment, a cloud of doubt will contin-
ue to hang over the station and Pickering that will
likely affect the town's economic future. Last, but
certainly not least, whatever environmental problems
the nuclear station may be causing will not be ad-
dressed.
If they say 'yes', the battle will begin over how
the assessment will be conducted and what the terms
of reference are to be. Who will be in charge of the
review and how will the interests and views of citi-
zens. Hydro, governments, the nuclear industry, en-
vironmental groups and a whole lot of others be fair-
ly represented? Should the assessment only look at
the immediate quality of the air, water and soil, or
also consider long-term issues such as dcc:ommis-
sioning and the radioactive waste that could remain
in Pickering? And whose standards will be used to
evaluate the effects of the station on the environment
and the public?
These issues, which are complex enough in them-
selves, will get all tangled up with financial ones
such as how much different assessment scenarios
will cost and who will pay for them. Any findings
that threaten the viability and future existence of the
station could ultimately mean millions of tax dollars
lost for the Town of Pickering and therefore to local
taxpayers, and hundreds if not thousands of jobs lost
for area residents. If only a few manageable prob-
lems are found there will be the cost of dealing with
them, which could ultimately mean a greater burden
for hydro ratepayers and/or taxpayers.
Even the scenario everyone is praying for —
where the station comes up smelling like roses as
much as a nuclear plant can — will undoubtedly
leave arguments over whether the assessment was
conducted properly.
The temptation is huge for the provincial and fed-
eral governments to just jam their heads in the sand
and hope this all blows over. But it won't, and that's
not what they were elected to do.

Hockey refs must be cool, calm

He is one of the most impor-
tant people on the ice during a
hockey game. Yet to be suc-
cessful, the fan shouldn't really
know he's there.
"When a referee goes on to
the ice he can't hear anything.
He has to block everything out
and 95 per cent of all referees
can do that. He can't become
the focal point of a game," says
Gus Bambridge, a Cobourg res-
ident who is one of two super-
visors of officials in the Central
area for the Ontario Hockey
Association. His coverage area
takes in Ajax and Pickering and
covers numerous leagues. He
watches over the Provincial Ju-
nior A league, which includes
the Ajax Axemen. Metro Junior
A which includes the Port Hope
Buzzards and Oshawa Legion-
aires and Junior C which in-
cludes Port Perry MoJacks. A
notable exception for Bam-
bridge is the Ontano Hockev
League's Oshawa Generals, a
major junior team that is part of
a self-regulating league.
And for the past 30 years,
Mr. Bambridge has also been a
referee instructor so when he
talks about the trials and tribu-
lations referees face each game,
he knows more than the aver-
age fan about the sub*t.
While other people arc in
the stands, watching a game
with an emphasis on the play-
ers, Mr. Bambridge takes in a
game, with an emphasis on the
referee. His job as a supervisor
is to make sure the referee fol-
lows the guidelines as set out in
the Canadian Hockey Officiat-
ing Programme.
He rates the referees and if
he feels they are missing calls
or aro not up to standard, he
provides ideas to make sure the
next game out is better.
"I do watch everything at a
game but if I we a Provincial

"A good referee has to have
peripheral vision, a rapport
with the hockey players and
has to remain calm. He also has
to like hockey," says Mr. Bain-
bridge, who tries to get to throe
or four games each week. He
has a choice of 16 games he
can go to each week, so he's
never really quite sure which
arena he'll be sitting in.
A good referee, says Mr.
Bambridge, may also be a nice
guy but he has to call penalties.
"Nice guys don't survive being
a referee. You have to make the
call and both teams are relying
on you to do the job."

Mr. Bainbridge says he can
usually spot a good referee
right away. "He has to have a
good skating ability and you
can tell if he wants to be out
there. The referee has to know
every rule and remain calm at
all times." For example, when
speaking to an irate coach, ref-
erees are taught to bring the
coach down to the level of the
referee. "If the coach is stand-
ing on the bench, the referee
has to get him off the bench
and down to ice level. Then he
can talk."
Before accepting the role of
supervisor this past November,
Mr. Bambridge was president
Of the Cdxxwg Cougars and to
make sure there wasn't a con-
flict of interest, he decided not
to supervise any referees work-
ing the Cougar games.
Mr. Bambridge said he be-
came involved with officiating
and hockey 25 years ago, after
completing a junior hockey ca-
reer.
"I wanted to give something
back to the game," he said not-
ing his wife has also played a
big part in his job. "If it wasn't
for her I wouldn't be doing
.this."
And when does he plan to
step down and just go to a
game and wards it as a fan? "I
have to be able to say I'm help-
ing someone. If I'm hindering
them, at that time I'll stop
town," he says.

and made off with $10,950.
Harris, the curler, will repre-
sent Canada at the Olympics
next week with his teammates
George Karrys, and Pickering
resiaents q-omn Mitchell and
Richard Hart. But before leaving
for Japan, the foursome first
earned a little more yen for the
trip at the $25,000 Skins Chal-
lenge, hosted by the Oshawa
Golf Cluh_

the Oshawa Golf and Curling Club Friday and
Saturday. The Harris rink won $10,950 after win-
ning the final over Russ Howard Saturday.

It marked the third consecu-
tive year the Harris rink had won
the Skins Challenge, amassing
more than $35,000 in those
years. Harris defeated Russ
Howard's rink in the champi-
onship match, winning $8,100.
Harris made it to the final by
collecting $2,850 in his first
match against Ed Werenich. The
Wrench earned $2,150 in the
loss. Howard defeated Wayne
Middaugh's rink earlier in the
day to advance to the final.
In total, Howard won $10.300
for his one -day total. Middaugh
collected $1,600 in his loss to
Howard.
Approximately 2,000 specta-
tors gathered to watch four of
the top curling teams in Canada
vie for $25,000. What they wit-
nessed was the possible
Olympic champion in his last
event before taking on the
world.
"Hopefully they'll keep hav-
ing this here so we can keep
coming back," says Harris as he
hurried out of town to catch a
plane for Calgary where
Olympic athletes were gathering
for a big send-off. "It's always
nice to play for someone else's
money."
Nagging injuries to various
men on the team may have been
a contributing factor to the
team's poor play leading up to
the Skins Challenge. Harris was
hoping playing in Oshawa might
provide the remedy for success
before the big test in Japan.
"Our team is kind of a mo-
mentum team," says Harris. "We
can be a bad team at times.
Today, we made enough shots to
win."
Harris's rink was the first to
pick up a skin when they earned
$2,100 in the third end. It wasn't
until the fifth end when the con-
test finally started to get interest-
ing as both teams started making
incredible shots for a big payday.
Harris secured the win when he
collected $4,500 in the ninth
end.
Oshawa has been a nice place
to visit for Harris, but now he's
hoping Japan will hold golden
fortunes.

Dolphins minor football
The Ajax -Pickering Dolphins Minor Football Club will hold rcg-
istration for the 1998 season on Saturday and Sun-
day, March 7 and S. from 10 a.m. to 3 p.m.
March 7 registration will take place at the
Pickering Recreation Complex, on Valley
Farm Road, while on March 8 it will be at
the Ajax Community Centre on Centennial
Road.
The season runs from June to October.
The registration fee is $150 for tykes
(eight to 10) and $175 for atoms, peewees
and bantams (1 1-19). Take a copy of the play-
er's birth certificate, a health card number and
two recent photos.

Pickering belles ring up
ringette tournament title
PICKERING — The Pick-
ering M&M Meats belle
ringette team captured a gold
medal to go along with two sil-
ver medals in recent tournament
action.
At the Etobicoke tourna-
ment, Pickering needed an
overtime marker by Katie Ed-
munds with one minute and 10
seconds remaining in overtime
to earn a 4-3 victory over St.
Catharines in the gold -medal
final. Lisa Mountain earned an
assist on the game winner.
St. Catharines led the final 3-
1 after the fast period, but, in
the final frame, Pickering
roared back with two goals to
knot the score at 3-3 and send
the game into overtime.
Scoring in regulation time
for Pickering were . Kim
Marescaux with two and Ed-
munds with one. Assisting were
Kim Wells with three, Edmunds
and Marescaux with one apiece.
In round-robin play, Picker-
ing went undefeated with a 4-0
record The M&M Meats belles
defeated St. Catharines 7-0,
Mississauga 7-2, Hamilton 5-2
and St. Catharines 7-3.
Meanwhile, at the Markham
tournament, the Pickering
belles settled for the silver
medal after a 4-1 loss to Finland
in the final. Edmunds scored the
lone goal, assisted by Cara
Clements and Jenny Kelleher.
Pickering posted a 3-1
record in its round-robin games
to advance to the final, defeat-
ing Oro 5-2, Hamilton 4-2 and
Markham 3-2, while losing to
Finland 7-3.
In the skills competition,
Pickering netminder Mary
Lawrence tied with the Finnish
goalie for top spot. Cara
Clements tied with a Finnish
shooter in the shoot-out compe-
tition, while the Pickering relay
team of Tina Barnes, Kelleher,
Janna Senyk and Wells finished
in second place.
The Pickering belles also
finished as runners-up at the
Scarborough tournament. In the
final, Stratford doubled the
score on Pickering 4-2 to leave
the local belles with the silver
medal.
