D,qv-care costs rise for special kip
Parents of special -needs children in
Durham will have to pay more for day care
because of a change in a provincial subsidy.
Parents now paying less than $2 a day
could have to fork out $15 or more daily,
Durham family services director Ron Dancey
told Regional Council's health and social ser-
vices committee Tuesday.
As of Jan. 1, the Ontario government ter-
minated a subsidy programme under which
parents, regardless of their income, had to pay
13 per cent of the child-care costs and the
Province 87 per cent.
Now, parents who can afford it have to pay
100 per cent of the child care -costs for young-
sters with physical or mental disabilities.
If they can't afford it, "the Region will pay
what the parent can't," Mr. Dancey said in an
interview.
Rather than change to the new system
without notifying parents. Durham wants to
phase in the charge. The phase-in period that

environmental assessment of the
Pickering nuclear station, says Ward
I Regional Councillor Maurice
Brenner.
Coun. Brenner plans to bring a
motion before Town Council Mon-
day to have Pickering ask for the en-
dorsement of all municipal councils
within the GTA for its request to the
Province for an assessment. He also
intends to introduce another motion
to ask the Atomic Energy Control
Board to recommend the assessment
to the Province.
The councillor suggests obtaining
support from other municipalities
and the AECB may help push the
Province to finally act on the issue
and order the environmental assess-
ment.
"They need to know it's not just
Pickering." he says. "I think it may
be more influential if other munici-
palities joined with us."
Court. Brenner notes that while
the nuclear station is located in Pick-
ering it has an impact on all of the
GTA and the assessment "is in
ever} body's best interest".
He also points out that while the
AECB is not in the same position as
the municipalities, it certainly has
the ability to put "pressure" on the
Province in favour of an assessment.
Pickering first requested a public
review of the local nuclear station
last June during a meeting with Min-
ister of Environment Norm Sterling.

Let public
decide pay for
public servants
If Durham Regional councillors know what's
good for them, they'll clam up when it comes to
their pay. We've all heard just about enough on the
issue.
The latest debate involves rookie Oshawa
Councillor Clare Aker and her counterpart. Clar-
ington Mayor Diane Hamre who squared off
Wednesday at regional council. Coun. Aker does
not support a salary increase for councillors while
Mayor Hamre does — sort of.
The background for the debate involved the
provincially mandated decision to eliminate the
one-third tax-free allowance for municipal politi-
cians. That meant the full base salan of $21.11.1().
which councillors now receive, would be taxed in-
stead of just $1.1.560 of it. Certainly the new rules
would mean less take-home pay than in the past.
For her part. Coun. Aker is willing to live with
less. She said politicians run for office knowing
what they'll make once elected and that it would
be 'elitist' to replace the one-third tax-free al-
lowance in full.
On the other hand. Mayor Hamre replied, "No
one is willing to have their salary cut by one-third.
I don't support a salary increase... but I don't sup-
port a cut of one-third"
Coven. Aker does have a point: all councillors
knew before they ran last fall that the Province
was considering eliminating the one-third tax-free
portion of their salaries.
The best solution to the dilemma is to have a
citizens' committee formed to deal with the prob-
lem. Should councillors' salaries remain where
they are at present or do they deserve some sort of
raise"
That's just what is being done. Finance com-
mittee chairman Brian Nicholson, a regional
councillor, is working with Durham chief admin-
istrative officer Gary Cubitt and human resources
director Don Paterson to come up with terms of
reference for a committee to look at councillors'
salaries. A decision is expected shortly.
In the meantime may we suggest councillors
stop wasting time talking about their pay and start
spending time doing the work required to earn
their salaries.

vate British company.
In 1996. Mr. Murphy's union led a
campaign against the privatization of
Ontario Hydro. A paid advertisement
placed around the province by the
Power Workers Union in February
1996 was titled 'Four reasons you
should be worried about the Mike Har -
ns plan to privatize Ontano Hydro.'
Mr. Murphy asked, "Do we really
want our nuclear power stations in pri-
vate hands? Will a private, profit -dri-
ven company invest the same amount
of money in safety:*' He went on to
say, .-Stop Mike Harris from selling off
our most valuable public asset..:'
A month later, Mr. Murphy argued
that the privatization of the British
electrical system was a huge mistake.
He said, "Let's not make the same mis-
take here. Stop the Ontario Hydro sell-
off." Now Mr. Murphy proposes that
one of the main companies involved in
the United Kingdom privatization
(British Energy) should take over
some Ontario nuclear reactors. Faced
with the temporary shutdown of the
Pickering 'A' and Bruce 'A' nuclear
%talions, Mr. Murphy is clearly willing
to defend nuclear power at any cost.
However, the bottom line should he
about safety and the economic cost for
ratepayers. Many objective critics be-
lieve that the Pickering 'A' and Bruce
'A' nuclear power stations are too dan-
gcroxts and too costly to continue oper-
ating. They should be shut down fox
good.

A death, a life
At the end, it's true, there was also a beginning.
For Pickering resident Danielle Thomas, the end
came for her husband, Ken, in a manner not unmu-
al for the times in which we live: randomly arxi vio-
lently.
Mr. Thomas was conducting some routine busi-
ness Sept. 14, 1994. The routine was shattered when
he was abducted and murdered, his car believed
used as a getaway vehicle in a bloody robbery at a
sporting goods store in Oshawa. His body was dis-
covered four months later, confirming his wife's
worst fears.
His tragic end became his widow's new and un-
expected beginning.
Today. Danielle Thomas carries herself with a
quiet and inspiring dignity. It's especially touching
for an individual so thoroughly shaken by tragedy
and circumstance: Following her husmband's murder.
Mrs. Thomas was denied life inunrarx:e bemuse of
an undisclosed heart ailment. Later, the government
denied her claim fox compensation as a victim of vi-
olericc, suggesting she wasn't %uffcicittly 'injured'
by the Hedy- -
Tcxlay, she lives a day-to-day financial existence
and isn't sure what she'll do with her comfortable
and tastefully furnished bonne in so uth Pickering.
The trial of those accused in her hushand's mur-
der looms, yet she's not sure she'll be able to attend
the court proceedings in their entirety since she isn't
paid when she's not at work. She's managed to save
some vacation time, and notes that her employer has
been supportive, but %till...
Through it all, Mrs. Thomas maintains an im-
pressively calm outward demeanor. She lives her life
these days in clearly defined 24-hour segments.
Thinking beyond that, surely, would crush the spirit
Of the strongest survivor.
But she is surviving. She credits the support of
her daughter. Lesley, with whom she has grown ex-
tremely close, as well as family living in the Greater
Toronto Area. Neighbours on her street have pro.-
vided much help and keep in touch.
Sadly, though, she is left with little but her own
thoughts at the end of the day. It is then she contem-
plates a world in which a family can be torn apart so
unexpectedly, so unnecessarily, so violently.
She lives with a vague, yet very real, fear of what
the future will bring. But her admirable inner re -
sol ve carries her. Her determination to remain strong
is inspiring. An enduring love for her husband and a
commitment to her only child provide a source of
that strength.
Danielle Thomas began anew, however unpre-
pared she may have been, on Sept. 14, 1994.
Surely this beginning must bring with it a happy
ending.

PICKERIN(: — Pickering
curlers Ri hard Hart and
Collin Mitchell have spent a
lot_ of time the past several
weeks speaking with well-
wishers at public appearances
and reporters during media in-
terviews.
Now that the talk is over,
they're ready to rock ... on the
pebbled ice sheets in Karuiza-
wa. Japan where the Olympic
curling competition starts next
week.
Hart. 29, and Mitchell, 28,
along with skip Mike Harris,
30, of North York, and George
Karrys, 30. of Scarborough,
lel't Saturday night 1'or Calgary
where they will gather with
other Olympians to be outfit-
ted with the patriotic gear
they'll wear to represent Cana-
da.
On Monday, the four make
their Olympic journey (o
Japan, carrying Canada's gold -
medal hopes in men's curling
along with them.
Hart• the vice with the Har-
ris rink. and Mitchell, who
plays second, are anxious to
get to Japan where they will
have six days to rest• become
acclimatized, and focus on
curling• a first-time medal
sport at the Winter Olympic
Games.
..We're feeling pretty goo d,"
Hart said in an interview while
making an appearance at a ju-
nior htwkey game in Pickering
last week.
Collin Mitchell (left) and Richard Hart are ready to represent
Canada's Olympic gold hopes in curling at the Nagano games.
Sterling play as members of the Harris Rink during the
Olympic trials has led the local pair to their latest challenge.
"We're starting to get a bit
nervous. It would he a problem
if we weren't a little nervous"
"We'll be over there for six
days before the Olympics. so it
will be a chance for us to see
three or four of the other
Olympic curling teams;" adds
Mitchell.
At will be nice to go and
relax, get away from the media
and totally concentrate on
curling."
Both feel the Harris team is
well prepared for the
Olympics, after earning a trip
to Japan by defeating the
favoured Kc%in Martin rink
from Alberta at the Canadian
Olympic Trials in Brandon,
Manitoba in November.
Since securing the Olympic
berth. the Harris rink has
played at a variety of high-cal-
ibre cash bonspiels against
,such top Canadian curlers as
Ed Werenich, Russ Howard
and Wayne Middaugh.
The Harris rink had a big
payday of $40,000 when it
won a cash bonspiel in Red
Deer, Alberta in early Decem-
her. It also competed at the
GM Goo dwrench Skins Chal-
lenge at the Oshawa Golf and
Curling Club on Friday and
Saturday.
The Harris rink also got an
initiation into international
curling last month at the
Grindcrwald Bullspiel in
Switzerland where the first
prize was $1{,(X)0. The Harris
foursome settled for $2.001
after a semi-final finish, losing
to Norway's Eigle Ramsjcft
who will represent that coun-
try at the Olympics.
"It was no different than
playing any teams in Canada,
but we did get a feel for what
kind of game they play", says
Mitchell, a memhe r of the Har-
ris rink for the past four years.
"We're used to playing the best
teams in the world in Canada.
Basically, there was nothing
for us to play in here, so it was
no big deal going to Switzer-
land."
But, the Switzerland bon -
spiel did raise the spectre of
the Harris team playing on
less -than -ideal ice conditions
in Japan.
In Canada, they're accus-
tomed to excellent ice, but the
sheets in Switzerland made for
an erratic curling experience.
Hart hopes the ice at the
Olympic curling venue will
prove favourable to the Harris
rink.
"Were hoping the ice con-
ditions will be good there. It's
big concern of mine:' says
the eight-year member of the
Harris rink.
"If the ice conditions arc
good• it will Improve our
chances. If the ice conditions
are bad ... Ideally we need per-
fect ice because that's what
we're used to playing on in
Canada.-
Since
anada"Since Canada has produced
many world championship
curling teams, the Harris rink
is the early gold -medal
favourite at the Olympics. But.
team members aren't fooled
into thinking it will he an easy
task.
"It's a little daunting, but
we're not going to start believ-
ing what we read:" says
Mitchell "W'e still have to beat
seven really good teams and
we're ready for that"
Hart adds: "No matter what
happens, it's going to come
down to a one -game situation.
W'e're fix used on that."
After official training and
team meetings on Sunday, Feb.
R. the Olympic curling compe-
tition starts on Monday. Feb. 9,
with Canada playing the host
Japanese rink first. CurlinL,
continues till Sunday. Feb. I5

The Road to Nagano
Runs through Durham Region
Memories
of the 1960
Games
BY CHRIS BOViE
DURHAM STAFF
Not since 1960 has there been such a solid local
contingent of hockey players from Durham represent-
ing Canada in the Olympics.
Whitby's Adam Foote, Joe Nieuwendyk and Keith
Primeau will all suit up on the national team in its at-
tempt to bring home the gold from Nagano, Japan.
Former Whitby mayor Bob Attersley and three other
stand -outs from the world champion Whitby Dunlops
were added to the Kitchener -Waterloo Flying Dutch-
men lineup for the 1960 Winter Olympics in Squaw
Valley. Attersley played on a line with Dunlops'
George Samolenki and Fred Etcher. Oshawa native
Harry Sinden played defence and Wren Blair served as
an adviser for the team.
The Dutchmen came home with the silver medal,
losing only one of seven games, 2-1 to the United
States.
"We outshot them 53 to 17 and we must have hit
four goalposts;' recalls Attersley. "We knew (the Amer-
icans) would be tough. We just couldn't score"
When the Dunlops played in the World Champi-
onships the lifestyle was a lot different compared to
that of the "Olympic village experience"
"In 1958 we stayed in a hotel, but when we arrived
in Squaw Valley there were (Military Police) on the
gates;' says Attersley. "We had to show passes every-
where we went. It was completely fenced in. You felt
like you were under the eye all the time."
Thanks to their barracks buddies from Australia, the
prison -like setting became less of a distraction.
..The Aussies were a great bunch of guys;' he says.
-it was their first time in (Olympic) hockey"
The Canadians also felt the pressure of world-wide
media attention, says Attersley. "It was a lot different
than local or Canadian media, especially for the top
ranked teams.
"Everybody was looking for a story"
Having NHL players suit up for the Olympics does-
n't bother Attersley.
-Really, every Russian in 1958 and 1960 were pro-
fessional. They all used the Red Army as a shield.-
. Despite the strong play of U.S. teams of late, Atter-
sley predicts Canada will come home with the gold,
,Sweden silver and the U.S. bronze.

Your feet are your body's

foundation a small imbalance can
result in severe problems in the rest
of the structure. Have you ever
ridden in a car which vibrates and
sliakcs or have seen the tires
unevenly worn:' These are the
detrimental effects of an imbalance
in the car's suspension or alignment.
Your feet are generally subject to
similar problems when skeletal
problems occur. These imbalances
will very often cause painful feet.

Problems begin when arches are

Lire well with
F r .must atr.uc. or spasms, or leg
or knee soreness. These symptoms often
signify that joints are being thrown out
of alignment. Usually related muscles
and tendons are being over -stressed in
struggling against the excessive forces
caused by the imbalance. Finally, the
..wear and tear" of stress on the joints
can result in degenerative arthritis. hack
pain and collapsed arches.
The key to treatment is a custom made
hiomechanical orthotic, a carefully
constructed insert that fits into your shoe
and controls your foot motions and
weight distributions, as you walk. The
orthotic is custom made from a negative
impression plaster cast of your feet, and
therefore will meet the needs of your
specific problem.
Orthotics can provide an arch when
one is not present, control gait when a
person's foot wants to roll in (pronation)
and take pressure away from bunions

Orthotics are one of the specialities
of our office. We provide a
comprehensh,e biomechnical exam
and gait analysis to determine the
root for the foot problem.

diagnosed and treated, the greater the
chance for optimum results.

Attunement With Life
by Allan Fisher
Life put us together originally when we were born. It makes
us grow, makes us blink and puts us to deep at night. Not only
us, but the trees, the plants, the animals, the planets, are al
animated by that one life force. It all seems to work pretty
well. Life's actually pretty dependable.
So how does one get in alignment with
this life force. Well, we already are to some
extent or we wouldn't be alive. Life is as
close as our own breath - the breath of life.
We each have our own very intimate,
personal relationship with life that we
usually just take for granted until some
trauma comes along like divorce, illness,
financial ruin. death of a loved one, etc.,
which forces us to wake-up and realize that
we are not in control - life is. Life is the
ultimate value and as long as we pay
attention to life and life's design, we live. So the first thing is
to change our consciousness and let go to live. That means
letting go of the past, all guilt, shame, regrets, resentments,
concepts. etc. It also means letting go of the future. No one

THE ;
FUTURE
(ANIMATION)
Visitors to the Toronto School of
Business, Oshawa campus, are often
surprised to discover life drawings and
sketches on the walls. and sculptures in
an art studio, in a school which has
become known for its business and
computer training. What they're seeing is
a big step into the future.
Ajax artist. Gary O'Brien, suffered a
ma)or disappointment when he stepped
out into the business world as a graduate
in Graphic Design. "Advertising is so
tough to get into," says O'Brien, "It's so
competitive. 1 couldn't find a thing"
When he heard that the school was
offering classes in animation. Gary
decided to investigate - and immediately
enrolled.
"In 1996, we were looking to expand
our computer department by adding
multimedia training" says TSB Director,
EIVGotz. "The consultant we hired came
up with 98 possible programs we could
teach - and then said that if we chose

whir "We paid a visit to Alias and what we
^pile found was a large corporation with an

incredibly complex y

nc "We also learned that to fit out a class of
20 would cost over 42 - million, in
s software only, per year- Hardware would
sa" also be costly, starting with Silicon
Graphics computers. -Fortunately. Alias
Ye was wiling to offer us the software at a
ng
5 much more modest price" he adds. A trip
to Silicon Graphics netted the latest In
Camp« `Tardware and necessary extras.
But assembling the equipment was
easy compared to designing a program to
Poll, teach complex animation and
ne technological skills- "We hired an art
instructor, Darlene Lazdins" says Gotz.
-Even though the students are all skilled
artists. we wanted them to be able to

attempting creation On the computer. In
the end, we brought in an expert from
New York to train our instructors. The
result is a unique program, specifically
designed to meet the needs of a
constantly changing Industry.
"One of our grads. Douglas Law, was
so good. Alias hired him immediately on
graduation. He started at an excellent
salary as an Applications Engineer. We
are now taking our student videos to
more than 80 production companies in
the Toronto area"
In January, a new 4500 sq. ft. studio
and computer lab will welcome the next
class of students ready to take on a 30 -
week course and a shot at the big money
world of animation.
Computer trainers, Terry Posthumus
and Gary Chapple, both graduates of
TSB's first animation course, enjoy
working, with fellow artists. "We see
ourselves as facilitators more than
instructors" says Terry. "By giving them
strict parameters and deadlines within a
creative environment, we can encourage
individual creativity."
"You get pretty passionate about this"
O'Brien says. It takes a lot of small
details to breathe life into a character. I
have to do all the acting and the story-
telling. I'm the director, the sound man; I
even do the lighting, I look forward to
coming here every day" Gary grins,
anticipating his future. "Getting paid will
be a bonus"
