The Town has not yet decided whether residential and/or industrial - commercial taxpayers will have to cover the loss of the BOT in the long run. Pickering Council approved the in- terim increase Monday. Jilted boyfriend charged in murder bind Ajax man charged in Pickering stabbing incident An Ajax man remained in hospital yesterday under police guard charged with attempting to murder his former girlfriend's new beau, who was stabbed in the stomach Sunday. The victim, a 28 -year-old Toronto man, was found wounded inside his girlfriend's Balaton Avenue home in Pickering around 1:50 P.M. Sunday, Durham Regional Police said. Police were given the name and address of a suspect and, when offi- cers went to the Old Kingston Road residence, "he would not respond to the door or the telephone," said Durham Regional Police Sergeant Jim Grimley. Just before 5 p.m., heavily -armed tactical support officers stormed the Ajax home and found a suspect hid- ing in a crawl space, Sgt. Grimley said. He said the man had suffered "self-inflicted" wounds to the neck and abdomen and was taken to Ajax - Pickering General Hospital, where he was admitted and held under po- lice guard. The stabbing victim, meanwhile, underwent surgery and remains in the intensive care unit listed in stable condition, police said. Sgt. Grimley said the 29 -year-old woman had broken up a relationship with the accused man about a year ago, however, he did not say what sparked the stabbing. Scott Finkle, 41, is charged with attempted murder, wounding, aggra- vated assault and assault with a weapon. Town director of finance Gil Pater- son reported to Council it's "pre- sumed" industrial/commercial prop- erty owners will recover the increase in their taxes from the tenants who will benefit from no longer having to pay the BOT. The tax hike should not come as a surprise to the business community, says Mr. Paterson, because Queen's Park announced its intention to elim- inate the BOT about a year ago. "Businesses have been fighting for this for a long time. I'm sure a lot of businesses argued in favour of elimi- nation in the hopes (the BOT) would just disappear." However, explains Mr. Paterson, the revenue has to be made up for somewhere, and that may mean an in - and/or residential property taxes at final budget time. The Province "left it up to the mu- nicipalities to figure out, how they might want to replace that lost rev- enue. Town Council has not debated that question yet." The finance director points out most municipalities have not decided how to make up for the BOT yet, though some have chosen to hike in- dustrial/commercial taxes on an inter- im basis by as much as 45 per cent to completely offset the loss of revenue. "With all these changes coming down, most councils don't want to deal with the Business Occupancy Tax in isolation from the other changes," says Mr. Paterson, explain- ing the politicians want to see the en- tire picture on downloading and re- assessment, which is not yet clear, be- fore making any final decisions. Politicians hope all the changes may free up some "tax space" where the BOT loss could be made up for without a major tax hike for business - "It's very difficult to say;' notes Mr. Paterson, "but it's very unlikely" Ajax -Pickering Board of Trade president Doug Wilkinson says the board will closely follow the Town's actions on this -issue. "The board of trade is definitely keenly interested in being part of the process of this tax reform and how it may directly affect the business com- munity," explains Mr. Wilkinson. "Our concern is that this is going to be in the end revenue -neutral to local businesses because businesses cannot afford to be hit by another tax hike" He adds the board plans to seek "di- rect input" on the issue with the Town and to raise awareness of it in the local business community. Pickering is coping with the elimi- nation of the BOT, which amounts to the loss of about $1.5 million annual- ly in Town revenue, on top of a loss of about $1.2 million (which includes an increase in taxpayers' share of Re- gional taxes) from the downloading process. A dinner honour- ing Mr. Witty for his community service is being held Friday, Feb. 20 to raise money to establish the Jim Witty En- dowment Fund through the Commu- nity Foundation of Durham Region. JIM WITTY Mr. Witty began his political career in Dinner honours 1980 when he was former mayor elected Ajax Region- and chairman al Councillor. He was then elect- ed Ajax Mayor in 1988 and appointed Regional Chairman in December of 1995 to replace the late Gary Herrema. Mr. Witty resigned from Durham's top job effective Dec. 3. Mr. Witty has also been active in the community through service clubs and other volunteer endeavours. Last year, he held the first-ever Re- gional Chairman's Charity Golf Classic which raised $76,000 for the Community Foundation of Durham Region. The foundation supports community- based programmes and last year gave out more than $7,300 in grants. The interest generated from the endowment fund will be used to support groups through the foundation. It's hoped $25,000 will be raised at the dinner in honour of Mr. Witty at the Pickering Recreation Complex on Valley Farm Road south of Hwv. 2. It was meant to offset costs borne by parents who were inconvenienced by an illegal strike caused by teachers unhappy with actions taken by a democratically elected government. Now comes word that teachers are applying for the rebate and teacher representatives plan to take action against the government because they feel the Province is discriminating against teachers and their spouses by disallowing them the $40 per day rebate. What gives? Arc teachers and their spouses saying they want compensation for a strike they planned and carried out simply because they chose to make a po- litical point? No way! It's unfortunate teachers and their spouses were in- convenienced by the strike and were forced to find al- ternate arrangements for their children. But if they're looking for someone to blame for their troubles over that two-week period, they should look in the mirror. not look to the government. Teachers were not forced to go on strike - they had legitimate signed contracts with their local boards of education to perform their jobs and chose, for a two-week period, to ignore their contractual duties. For that reason, they won't he paid for the time off they chose to take and they shouldn't receive compensation because their child-care diffi- culties were intensified by their own actions. The rhetoric has flowed hot and heavy over the whole Bill 160 issue for the past six months. Some have sided with the government's position, others have taken the teachers' side. No doubt, some tax- payers will feel teachers and their spouses should re- ceive what all other parents of young school-age children have received as a result of the illegal strike. But that would not be fair and would send the wrong signal to others in society. If you give your word (the same thing as signing a contract) you must pay a price if you break it. If there's no price to he paid, why give your word? The government must stand firm and refuse pay- ment to teachers and their spouses. The only people who deserve the $40 per day rebate are the put-upon parents, who, with virtually no notice at all, were forced during the illegal strike to scramble to make emergency child-care arrangements. Sunday • Letters to the editor I'm grateful for rebate To the editor: In reply to the Jan. 19 letter from Patricia Gibson Kirby: I can't believe this woman is the chairman of the Concerned Citizens of Durham. Which "con- cerned citizens of Durham" does she represent? Personally, I have never heard of them and if her let- ter is an indication of the kind of nonsense they represent, God help the citizens of Durham! For your information, Ms. Kirby, I am a parent of two school- age boys. Both my boys are in day care and I was highly inconve- nienced by the recent teachers' strike. I don't find the government rebate "offensive or immoral". However, I find your letter "of- fensive and immoral". I pay close to $900 a month for day care and am very grateful to the govern- ment for the $400 rebate to com- pensate me for my inconvenience and extra day care expenses that I had to fork out for the two-week teachers' strike. How dare you tell the I am a "hypocrite" for accept- ing the full $400 and not giving "at least $40 of it back to the school"! That is none of your business! As for calling the rebate a "political bribe," at least the government recognizes how difficult it was for some of us to rearrange day care and work schedules, etc. and had decided to compensate us accord- ingly. By the way, Ms. Kirby, I do have a problem with political in- formation sent home through my children, be it from the govern- ment or sources other than the government. Frankly, I'm not sur- prised The Concerned Citizens of Durham are having a hard time getting "The First Forty Chal- lenge" through to parents via the school board. Most parents would probably read the material and laugh at it and then throw it away! Obviously you have never had to scrimp and save to pay day care expenses and put food on the table for your children. Maybe you should think about donating your full $400 rebate (if you are eligi- ble) to your school. You never did say in your letter how much of the rebate you are donating back to the school. If you are such a concerned cit- izen of Durham, maybe you should concern yourself with more important matters such as violence in the schools, safe communities, the environment, the homeless, etc. and stop concerning yourself with how other people decide to spend their money! The 1998 Winter Games are the first in which men's and women's curling will be an official medal sport. And, since Canada is one of the world's top curling nations, the Harris rink is auto- matically given the pre -Olympic edge as a gold- nxxW favourite. How do they feel about the pre -Olympic medal hope hype? "It's a little daunting, but we're not going to start believing what we read," Mr. Mitchell said during an interview at the Panthers' game. "We still have to beat seven really good teams and we're ready for that." If they're worried about anything, it's the ice conditions they'll face in Nagano. Accustomed to throwing rocks on good ice here, the Harris rink curled on horrendous ice at a bonspiel in Switzer- land earlier this month which featured some of the teams they'll meet at Nagano. Classrooms are crowded, teachers are concerned about their future, and there is a new and more demanding curriculum. Funding for extra resources to help individual students is now almost non-existent. Parents need to come up with their own solutions to help students succeed in school. A very credible and increasingly popular course of action is for parents to turn to professionals who arc set up to give the extra help that is needed. Grade Expectations Learning Centres provide programs that help students to succeed. Grade Expectations is a Canadian company with had offices in Unionvilic, Ontario. There are 14 centres in Ontario, most of them within the Greater Toronto Arca. The Grade Expectations Learning Centre in Pickering has provided both the Pickering and Ajax communities with a much needed service since April of 1995. The educational programs are developed and monitored by professional teaching staff' under the direction of Dr. Gary Hunt, Chair Faculty of Education OLSE/University of Toronto. At Grade Expectations students from grades I to OAC are individually assessed. The results of the assessment enable the educational director to customize a program for each student. Students are instructed by Ontario Certified teachers in a classroom setting. The maximum number of students in a class is 3 to ensure individual attention to each and every student. The centre also offers a resource room with computers, educational software, games and novels. Communication between Grade Expectations staff and the parent is ongoing with written reports sent home every four classes. "We strongly believe in being directly accountable to all students and parents. To ensure this happens, informal meeting can be arranged at any time to discuss the student's progress" says Rosana Gardner Director of the Grade Expectations Learning Centre in Pickering. The Centres offer programs in all academic subjects from grades I to OAC. The greatest demand is for programs in mathematics and the language arts (reading, writing etc.) One of the most important topics covered with every student is study skills. "We pride ourselves on our individualized approach and our ability to observe noticeable progress with all our students. We believe that self esteem is key to any successful student, and our programs provide the opportunity for each student to improve academically and to feel confident and positive about their education" says Gardner.
