Few turn out to
help shape Canada

A handful of people gathered Tues-
day to debate the latest at- _
tempt to solve the "Canadian
conundrum".
About 15 people showed
up at the McLean Communi-
ty Centre in Ajax for a forum
entitled Ontario Speaks: A
Dialogue on Canadian Unity It'
and hosted by Durham West
MPP Janet Ecker and
Durham Centre MPP Jim Fla-
herty.
Ontario Speaks is the
provincial government's ef-
fort to encourage Ontarians to
comment on the Calgary Ac-
cord and its seven points de-
veloped by nine premiers and
two territorial leaders in September.
Among other things, the accord
states that all Canadians are equal and
have rights protected by law, says all
provinces have equal status, recognizes
the "unique character of Quebec soci-
ety", and provides that if the Constitu-
tion is amended to give one province
certain powers, then those powers will

be available to all provinces.
Ms. Ecker feels the Calgary Accord
has principles "that might unite us. It's
too bad (Quebec Premier Lu-
cien) Bouchard wasn't there,
but that won't stop us" in the
fight to keep Canada together.
She expressed the view of
many people in the country.

A "significant number' of teach-
ers have been applying for the rebate
being given to parents for costs and
inconveniences experienced during
the province -wide teachers' strike, a
federation leader confirms.
But "we know school boards are
going to tell us we are not eligible,"
admits Ontario English Catholic
Teachers' Association, elementary
division president Mike O'Connor.
"We don't expect any school
board in the province will agree to
give us the rebate"
Instead, teachers want to get their
names on record in the event the
Human Rights Commission agrees
with a complaint from the Ontario
Teachers' Federation (OTF) that ex-
cluding teachers and their spouses
from being eligible to receive the re-
bate is discriminatory.
Mr. O'Connor says the issue was
discussed it an OTF meeting three
weeks ago, when legal counsel sug-
gested Bill 161 — the Fairness for
Parents and Employees Act (Teach -

One man in attendance urged people to give
thought to the merits of giving all provinces a
special power if it's offered to one province.

Durham Region to review
builders' charges
Durham Region will spend
$150,000 reviewing how much it
charges developers to build in com-
munities here.
The development charge review
will be conducted by the firm of
C.N. Watson and Associates which
has done similar work for the Re-
gion over the past 20 years.
Durham and other Ontario mu-
nicipalities must conduct the re-
view because the Province changed
the Development Charges Act last
year.
The Region currently charges
developers about $7,300 to build a
single-family detached house to
pay for such services as sewers,
water mains and roads.
Also included in the $150,000
cost is work to be done by the law
firm of McCarthy Tetrault to draft a
new development charges bylaw for
Durham.
Regional finance commissioner
Jim Clapp told the finance commit-
tee Wednesday it will be early sum-
mer of 1999 before the new bylaw
goes to Council for approval.
The time frame for conducting
the review is "realistic," Mr. Clapp
said. "It's quite involved and does
take a lot of time.
Regional Chairman Roger An-
derson noted the "consultation
process will be extensive. There's a
pile of money on the table here. We
have to make sure we have every 'ii'
dotted and every `t' crossed."
Durham Regional Council will
consider the expenditure at its
meeting Jan. 28.

Pickering demands revenue -neutral
vow from Province in writing

PICKERING —Town Council has asked
the Province to sign a contract to make good
on its promise that downloading will be rev-
enue -neutral and won't cost Pickering taxpay-
ers any extra money.
But the provincial representative who
made that promise most recently is calling the
request "grandstanding".

ing situation.
"We're left up in the air right now. We're
told one thing and the figures (from the
Province) give us something else."
Ward 1 Regional Councillor Maurice
Brenner, who seconded Coun. Holland's mo-
tion, stated it was time for the Province to put
its money where its mouth is on downloading
being revenue -neutral.
"If you're that confident, sign on the dotted
line."
When asked about the resolution, Mr.
Gilchrist said, "We don't really respond to
that sort of grandstanding."
He maintained "it's a pure mathematical
fact" that restructuring will be revenue -neu-
tral and that Pickering residents should not
have to face a tax increase as a result of it.
However, he added that revenue -neutrality
does not include the elimination of the gener-
al support grant from the Province ($940,000
for Pickering) because that was announced a
year ago, and that it is based on the premise
that Durham Region will fairly allocate its
new costs and savings among its member mu-
nicipalities.
"I am going on faith that regional govern-
ments ... will treat fairly all of the lower -tier
municipalities," said Mr. Gilchrist.
"I would be very disappointed if Pickering
councillors let Durham councillors get away
with something and then blamed the
Province."
The Scarborough East MP also noted
Queen's Park has already announced a mech-
anism for bringing in an auditor to settle dis-
putes between the Province and municipali-

The United Way of Ajax -Pickering is seeking dedicated
new volunteers to serve on its board of directors.
A strong commitment to the community and a well-
rounded knowledge of the Ajax -Pickering area are essen-
tial for membership on the board.
The organization needs candidates with commitment to
the United Way philosophy, strong leadership skills and
specific business acumen in finance, marketing, law or
business/public administration.
Candidates from all sectors of the community are wel-
comed, including individuals retired from active business
life or with experience in the social or cul-
tural services arena.
New board members serve a three-
year term and are required to serve on ilDE
various committees such as alloca-
tions, agency awareness, community
development, strategic fund-raising,
nominating and finance.
Board members will have the opportu-
nity to play a critical role in community development
while developing their own skills and community contacts.
Candidates should provide a covering letter with a brief
outline of their specific interest in the United Way and
what they can contribute to the board, as well as a biogra-
phy that includes a brief description of their community in-
volvement, education and business experience and exper-
tise.

restructuring?' And the answer is 'yes'. If it's
part restructuring it's

of the Central Lake Ontario Conser-
vation Authority as it celebrates its
40th anniversary this year.
That's the message past chairman
and Durham Region Chairman Roger
Anderson shared with fellow board
members at the authority's annual
meeting Jan. 20.
"One of the growing concerns I
see in the community is the issue of
water quality gen-
erally and the pro-
tection of our
groundwater sup-
plies in particular,"
Mr. Anderson said
at the meeting.

celebrate Ramadan
Ramadan celebrations among
Durham's estimated 4,000 to 5.000
Muslims will culminate at the end of
January with Eid-al-Fitr thanksgiv-
ing celebrations in Scarborough and
Oshawa.
Ramadan is a month of forgive-
ness and mercy and a means of
avoiding the punishment of Hell. All
adult Muslims must fast from dawn
to sunset every day of Ramadan,
which means abstaining from eating,
drinking, smoking and conjugal rela-
tions during the hours of fasting.
Travellers and the sick can defer fast-
ing at this time and make up for it
later.
Fasting develops self-control and
helps to overcome selfishness, greed,
laziness and other human weakness-
es, according to Muslim teachings. It
is considered to be an annual training
programme to refresh Muslims for
carrying out their duties towards God
(Allah).
At the end of Ramadan, Muslims
celebrate Eid-al-Fitr, a day of thanks-
giving and happiness that is one of
the great occasions for the Muslim
community. This year Eid-al-Fitr will
fall on Jan. 29 or 30, depending on
-the visibility of the new moon.
In past years, as many as 10,000
Muslims gathered at the Metro East
Trade Centre for Eid-al-Fitr celebra-
tions.
However, the location was un-
available this year and local residents
will be going to either Scarborough
or Oshawa, according to Ikram
Makki, president of the Muslim
Youth and Community Centre Pick-
ering/Durham. In Scarborough, the
celebrations will be held at the Is-
lamic Foundation (416-321-0909),
441 Nugget Ave. near Sheppard Av-
enue and Markham Road, and in Os-
hawa at the Oshawa Islamic Centre
(905-436-9310), 26 McGrigor St.,

Gunmen rob local adult video store
PICKERING — Two gun -toting bandits fled
with an undisclosed amount of cash from the Adult
Video store at 1725 Kingston Rd. in Pickering Tues-
day night after forcing a 25 -year-old clerk to open
the register at gunpoint.
Durham Regional Police report the two nen en-
tered the store around 10 p.m., ordered a customer
to the floor and forced the cleric at gunpoint to open
the safe and till. The- first suspect is described as an
IH- or 19 -year-old black man. 5'5" tall and 150
pounds. He was wearing dark pants, dark glasses
and a blue Nike jacket and carrying a small hand-
gun. police say. "Ihe second suspect is dc-serihed as
black, in his late teens. 5'9" tall and 170 pourxls.

Protecting
kids at risk
The Durham Region Children's Aid Society (CAS)
received a much-needed financial shot in the arm this
past week with the announcement of nearly $500,000

The funding is in addition to the approximately $11
million the Durham CAS receives annually from the
Province to provide child protection services.
"We welcome the change in funding of our base bud-
get. (Durham West MPP and Community and Social
Services Minister Janet Ecker) is to be commended for
that." Durham society executive director Jim Dubray
says. "It goes part way to solving some of our staffing
problems... but it doesn't make up for the shortfall in
workers needed."
That's a gracious acceptance of money that is clearly
needed to help protect children in Durham Region from
abusive and potentially dangerous situations.
But Mr. Dubray further adds that staffing is barely
coming back to 1992 levels with the funding, despite the
fact "our caseload has doubled". He adds the Durham
CAS i, seeking money from the Province through a con-
tingency fund to pay for three extra CAS workers not
covered by this past week's announcement. If that
money isn't forthcoming, he says the agency will have
to address "spending patterns and staffing."
Ms. Eckcr's ministry has clearly responded to exist-
ing needs demonstrated by the Durham Region CAS.
with a view to casing the workload and addressing chil-
dren's requirements. It's important to note, too, that this
funding is part of $ I5 million being spent to shore up the
child protection system among Children's Aid Societies
across the province.
But governments at all levels in Canada have recog-
nized in recent years that problems aren't necessarily
solved by throwing money at them. Though child wel-
fare must be a priority for government, this latest fund-
ing announcement suggests the Tories are listening.
And Mr. Dubray appears to have a firm grasp on this
reality with his stated position that should additional
funding not be forthcoming, his agency will scrutinize
spending trends and staffing levels. The Durham CAS
would do well to closely examine its spending in con-
junction with this funding to ensure children are getting
the most value for the dollar anyway.
Innovative approaches, a high level of commitment
by all involved, and an enduring depth of care for chil-
dren are what will help them the most.
Money provides part of the solution to the equation,
but certainly not all of it.

Licence rules don't make sense
To the editor:
Ontario's driving regulations
need serious revision in order to
make the transition from GI to
G2 smoother.
With GI status, one cannot
drive on major highways unless
accompanied by a driving in-
structor. I spent nearly $500 on
driving lessons during which I
only drove on a major highway
once! I never got an adequate
chance to practise my highway
driving skills. Suddenly, when I
got my G2 status, I was allowed
to drive on all major highways by
myself with barely any prior ex-
perience.
Do these regulations snake any
sense?

Slow and painful suicide
Just as sure as Weedless Wednesday has passed, so
too have an untold number of smokers passed on
since last Wednesday.
Coughing, hacking, wheezing, gasping for air,
dying.
Foolish people who killed themselves, really. Fool-
ish people who didn't heed the advice of medical ex-
perts who've been warning them for years about the
dangers of smoking. Foolish people, I'm song to say,
just like me.
So far, I've escaped the ravages of smoking for 20
years, the dying part at least. The coughing, hacking,
wheezing and gasping for air I'm getting used to. Not
my mate. She says she doesn't want me to die prema-
turely. I can't stand to make her sad so I've resolved
to quit my deadly habit.
The decision was also helped by this nagging sore
throat that's plagued me for the last three weeks. "It
takes a real man to face lung cancer,- I used to joke.
I'm not laughing now. Quite frankly. I'm even afraid
to see my doctor about the persistent sore throat.
Then, there was that woman from the Durham
West branch of the Canadian Cancer Society who vis-
ited the office the other day with material to promote
National Non -Smoking Week and Weedless Wednes-
day.
Since I'm hardly capable of preaching against
smoking. I'll let the literature she dropped off do the
teaching.
There's one particularly graphic piece of material
topped off with a bold headline in large type: "What's
Your Poison?"
"When you smoke you inhale up to 4,000 chemi-
cals." the Cancer Society advises. "It's enough to
make you sick. Very sick."
A pamphlet answers 50 most -often asked ques-
tions about smoking and health. "Is there a safe ciga-
rette'.' No." "Can one smoke a small number of ciga-
rettes without risk'? No.- "Has it been scientifically
proven that cigarette smoking causes cancer? Smok-
ing is estimated to be responsible for 30 per cent of all
cancer deaths and specifically related to 85 per cent of
all lung cancer cases?" "What are the chances of
being cured of lung cancer? Very low."
Good questions. Alarming answers.
Disgusting poisons. Deadly diseases.
Among the 4,000 chemicals smokers inhale and
the hazards they face:
Acetone (paint stripper). Chronic brontehitis.
Cadmium (used in car britteries). Circulatory dis-
ease. Carbon monoxide (poisonous gas in car ex-
hausts). Throat cancer. Toluene (industrial solvent).
Emphysema, Arsenic (ant poison). Miscarriages,
DDT (insecticide). Heart attacks, Hydrogen cyanide
(poison used in gas chambers). Death. Slow and
painful. One cigarette at a time.

Clinic examines
proper use of
child car seats
WHITBY -- Parents of young children can have their
children's car scats checked out at a clinic to be held Jan.
31.
The clinic is being held by the Durham Region Car Safe-
ty Scat Committee, formed last year to increase awareness,
practice, installation and use of proper car seats.
Clinics and surveys show more than 85 per cent of car
seats are not put in or used properly. However, in Durham,
it's been found more than 90 per cent of seats examined are
not approved or not used properly, the committee says.
Car accidents are the number -one cause of death for chil-
dren ages one to four.
Trained volunteers will be on hand from 10 a.m. to 3
p.m. at the Town of Whitby works operations centre, 333
McKinney Dr., off Taunton Road, to make sure seats are
propeFly installed and children are being properly buckled
in.
Durham Region Kids' Safety Village will have battery-
operated mini -cars for younger children who can try out the
kids' safety lane.
The clinic is free. Coffee and refreshments will be avail-
able. The event is sponsored by Motor City Saturn -Isuzu,
Tim Hortons, Town of Whitby, Durham Regional Police

view has many high school
students here "feel-
ing like we belong"
and has heightened
their interest in the
community where
they may one day
raise their own fami-
lies.

"It will be our families
growing up in this area, so I
think it's good for us to get in-
volved:" added Amber Jones,

rectors and update the 20-
ycar-old Ajax District Plan.
Students were asked to
consider the town's current
population of about 65,000,
expected to increase to
118.900 by the year 2021.
While the planned area for fu-
ture development appears suf-
ficient. students were instruct -

involved in updating the plan
by using a chart which showed

Bayly Street east of Harwood
Avenue a top priority, with
some suggesting it would be
well-suited for apartment
buildings whose residents
would support businesses in
the south part of town.
Others expressed concern
over a lack of services in the
rapidly -growing northern part
of town, where they are call-
ing for a medical centre and
nursing home.
Meanwhile, some suggest-
ed Pickering Beach Road be
connected at Hwy. 401 to off-
set traffic congestion on Har-
wood Avenue, while many
called on Town planners to
talk to neighbouring towns
about mistakes they may have
made.
Though some stu-
dents are worried
about the amount of
land set aside for in-
dustrial and commer-
cial use, Mayor
Parish reminded
them, "It will get you

Regan Branch: The goal of CDA is to improve

and Adams recorded one each.
In two meetings with the Whitby
Wildcats, the IBEW novices pre-
vailed by scores of 8-5 and 8-4.

The Raiders skated past Oshawa
10-6. Carroll led the scoring parade
with a hat trick. McCusker connect-
ed for a pair of tallies, Cyr, Pater-
son, Gregorack, Pineau and Hann
had single markers. McCusket
notched two assists, James, Jarvis.
Pineau, Hann, Cyr, Watts and Car-
roll each had one.
In an exciting contest against the
Central Ontario Wolves, the
Raiders fought their way back to a
6-6 draw, scoring the equalizer with
one second remaining. McCusker
struck for a hat trick, Garrett Train-
er, Hann and Carroll rounded out
the scoring. Michael Carey, Mc-
Cusker, Cyr and Carroll drew as-
sists.

RECORDS
MANAGEMENT ANALYST
As part of a team, responsible for the development,
establishment and implementation of the Region's
corporate records management program, you will
conduct and analyse records inventories and perform
procedural analysis and efficiency studies. Additional
duties will include preparing reports, newsletters and
forms, designing and co-ordinating training programs
and developing and implementing different phases
of various records management projects. This is a
6 -month temporary contract position, with the
possibility for extension.
You must be certified in Records and Information
Management, or have experience in that discipline,
have PC proficiency in word processing and records
management software and possess good planning,
organization, communication and interpersonal skills.
