Nuclear plant review
not needed: Hi dro boss

PICKERING — An environmen-
tal assessment of the Pickering nuclear
station is not really necessary but On-
tario Hydro will undertake one if the
Province tells it to, according to Hydro
chairman, president and CEO Bill Far -
linger.
Mr. Farlinger was in Pickering Fri-
day afternoon to address the Ajax -
Pickering Board of Trade at Regalis
Restaurant. He did not refer in his pre-
pared speech to the environmental as-
sessment, which the Town has asked
the Province for and which was sup-
ported by 87 per cent of Pickering vot-
ers in a referendum held during the
November municipal election. But the
assessment issue was raised afterwards
in a request made by Mayor Wayne
Arthurs ind in questions from the
media.
"It's not our decision;' said Mr.
Farlinger, "If the (Ministry of the En-
vironment and Energy) and the gov-
ernment ask us to do that sort of as-
sessment, we will do it. We'll do it if
we're asked to"
In reference to the mayor asking
him to encourage the Province to un-
dertake the review, Mr. Farlinger said,
"I'm not convinced we need it. I think
we're doing all the right things"
He suggested the assessment was-
n't needed because Hydro has.commit-
ted itself to meeting the international
ISO 14000 standard with the new en-
vironmental management system it is
implementing at the Pickering plant.
The ISO standard would involve strict
evaluations of the station's environ-
mental %anagement and would in-
clude consultation with the communi-

A "crisis" is facing
Durham taxpayers and the
Region officials who must
hammer out a budget that
doesn't hit property owners
too hard.
Regional councillors re-
iterated their
concerns on
Wednesday, fol-
lowing debate on
the issue at a fi-
nance comittee
meeting last
week.
Clarington

comments as Re-
gional Council discussed
Durham's budget and how
to overcome the fact
Durham Regional Police
were over budget by $3.4
million in 1997.
Durham would have had
a year-end surplus of $2.67
million produced by other
Region departments, if it
weren't for the police de-
partment's extra expendi-
tures and the fact the works
department was over bud-
get by $500,000.
Instead, the Region is in
the red by $1.28 million, so
it has to find savings of that
amount in the 1998 budget.
"To me, this is a crisis,"
Coun. Hamre said. "What
are we going to do to get a
handle on this?"
The police were over
budget mostly because of a
salary increase given offi-
cers in an arbitrated wage
settlement and costs associ-
ated with the Guy Paul

quiry. There's no question
there should be provincial
assistance," Oshawa Coun-
cillor and finance commit-
tee chairman Brian Nichol-
son said.

Snowmobilers feared dead

A firmer Ajax resident is
presumed dead after a snowmo-
bile ride on Lake Scugog ended
in tragedy.
Durham Regional Police
divers searched near Sunrise
Beach on Scugog Island for the
bodies of two men who went
missing after their snowmobiles
hit open water in separate acci-
dents Thursday night and Fri-
day morning.
The search was called off
around 2 p.m. Friday with no
bodies recovered and only a
snowmobile suit lifted from the
icy waters.
One police diver was helped
from the lake and treated for hy-
pothermia atter ripping his suit
on the ice.
Presumed drowned are
Shane Cobb. 31. of Woodville.
formerly of Ajax, and 20 -year-
old Christopher Raines, of View
Lake, Durham Regional Police
report.
Mr. Cobb was employed as a
compounder at a paint -coating
plant in Ajax. He and his 30 -
year -old wife moved to
Woodville recently.
Contacted at their Woodville
home, Ms. Cobb said she was-
n't holding up too well. "Not

Durham Regional Police divers and Scugog firefighters ven-
ture out onto Lake Scugog to search for snowmobilers who
fell into open water Thursday night and early Friday morning.
10 p.m. Thursday night. Mr.
Raines and 20 -year-old Mark
Ward. of Greenbank, were
snowmobiling on Lake Scugog
near Caesarea when they hit a
large section of open water.
Both machines and riders went
into the lake.
Mr. Ward was able to pull
himself out of the water and
shed his boots, helmet and suit.
After losing sight of his friend,
he set out for help in Caesarea,
approximately one kilometre
away dressed in a T-shirt, jog-
ging pants and sock feet.
The Caesarea hall of the
Scugog Fire Department re-
sponded first to Mr. Ward's dis-
tress call and searched the area
but could only find a snowmo-
bile helmet: Firefighters from
the Port Peng hall joined the
search near Sunrise Beach just
after midnight.
Police say at approximately
12:30 a.m. emergency crews
saw headlights from two other
snowmobiles heading west-
bound. At that point, those rid-
er and their machines hit open
water just ahead of the search
area, sinking into the lake.
Firefighters launched a boat
and were able to recover one of
the ciders. 35 -year-old James
Riley, of Washburn Island, but
couldn't locate Mr. Cobb.
Emergency crews called off
their search just after 2 am.

conditions on the lake are thin
this year due to the water cur-
rents.

Pickering endorses 401
plan, with reservation

PICKERING — Town Councillors
have endor%W the widening of Hwy. 401
from Brock Road to Harwood Avenue,
though there is some concern provincial
staff planning the widening may be ig-
noring the wishes of Pickering and
Durham Region for a bridge over the
highway at Notion Road just west of the
Ajax border.
Councillors endorsed the widening
plan at their meeting Monday.
Widening of Hwy. 401 to 12 lanes
from the west to Brock Road in Picker-
ing has recently been finished, and the
Ministry of Transportation of Ontario
(MTO) has completed the preliminary
design for the future widening of the
highway from Brock Road all the way to
Courtice Road in Clarington.
However, the expansion to Claring-
ton, for which no schedule has been set,
is not expected to take place for several
years. Widening of the 401 to Harwood
Avenue would be an interim solution to
provide a more efficient transition from
the 12 lanes at Brock to the six now
available the rest of the way to Claring-
ton.
Under the interim expansion plan, the
401 will be widened to 10 lanes between
Brock and Westney Road, and eight
lanes from Westney to Harwood, all
within the highway's existing right of
way. The project will include improve-
ments to existing ramps, roadside safety
upgrades such as guiderails, drainage
improvements and lighting upgrades.
These are expected to lead to a reduction
in congestion and accidents, particularly
nighttime mishaps with the installation
of full illumination. There will also be
wider lanes, enhanced barrier protection,
an improved driving surface and im-
proved signage.
Much of the work done for the Envi-
ronmental Study Report (ESR), which
was required before the Province could
undertake the widening project, will be
usable for the ultimate expansion to be
completed to Clarington.
At past meetings with the MTO,
Town staff have stressed that all the
preparatory work being done for the
final widening to Clarington should in-
clude planning for a `flyover' bridge
(with no access ramps to the highway) at
Notion Road, as provided for in both the
Town's and Durham Region's Official
Plans. However, the ESR received by the
Town does not include any discussion of
the Notion Road flyover.
In passing a resolution supporting the
interim widening on Monday, Town
Council's executive committee made the
Town's support conditional on the provi-
sion of modifications to the ESR to ac-
commodate the future flyover at Notion
Road.

in Ontario Hydro in this
community". He suggested
an environmental review
was the best way to rebuild
confidence in Hydro and
urged Mr. Farlinger to en-
courage the provincial gov-
ernment to undertake the as-
sessment Pickering is de-
manding.

Public should
decide pay for
public oiiicials
Who better to decide rates of pay than the peo-
ple paving the freight?
A handful of Durham citizens will be given the
chance later this year with Durham Regional
Council's finance committee move on Wednesday
to set up a salary review panel made up of area res-
idents.
That's good news on two levels for Durham
ratepayers wondering not about whether down-
loading will result in a property tax hike, but how
big it will be.
First, it's good news because Durham Regional
councillors have committed themselves to an inde-
pendent public assessment of the value of their
work. That's an important symbolic gesture, par-
ticularly as it comes on the heels of the controver-
sy surrounding mega -city councillors in Toronto
whose first order of business as a new governing
body last week was to give themselves hefty pay
hikes.
On another level, it's great news because it
gives ordinary Durham residents the opportunity to
participate in and help shape the tone of the debate
for regional councillors as they consider fiscal is-
sues in the coming months.
That participation, particularly as it relates to
the sensitive issue of salaries for elected council-
lors, gives us all a stake in the decisions that are
made by those we elected to serve.
Last fall, you may recall, then Regional Chair-
man Jim Witty proposed that councillors' base
salary be increased to $26,640 from the current
$21,840.
That salary, incidentally, is in addition to the
pay councillors receive for serving on their munic-
ipal councils, as well as various honoraria for com-
mittee work.
But bearing in mind that 1998 will pose political
challenges unseen in years — with grant reduc-
tions, downloading and reformed property tax as-
sessment regulations, among others — it may well
be that more work should equal more pay for
Durham councillors.
Is the $4,800 hike proposed by former Chairman
Witty too much?
That's for a panel of citizens to decide.

To the editor:
1 find it strange that since the
teachers' walkout, we've had so
much vocalizing against the
schools sending home 'political'
(ie. from other than the govern-
ment!) information via our chil-
dren, but no word against the gov-
ernment sending home political in-
formation (that could well be
mailed) such as the 'Ontario Fami-
ly Assistance for Teachers With-
drawal of Services.' What gives
here?
We, The Concerned Citizens of
Durham,'and the Ontario People's
Forum, have been trying to get our
apolitical campaign 'The First
Forty Challenge' through to par-
ents via the school boards and
principals, and are finding it ex-
tremely difficult if not simply im-
possible.
The hypocrisy of this is offen-
sive.
We are simply asking parents to
put back, to the school of their
choice, at least $40 of their $400
rebate that we find is a political
bribe as you don't have to show
any proof of using child -minding
services, to get this money.
We find the rebate offensive and
immoral.
To those people who have a
problem with information sent
home on the backs of our children,
wake up to your hypocrisy and
play fair.

Both sides right
in rebate debate
What to do, what to do?
That time -worn query, usually muttered
to one's self, has surely been asked aplenty in
recent weeks.
And it's all over the provincial govern-
ment's rebate offer to parents 'inconve-
nienced' by the illegal teachers' strike last
fall.
[be subject came up frequently over the
recent Christmas holiday season when we
tend to see more of our friends and family
members as part of the celebration of the sca-
son.
Working parents tend to believe it's per-
fectly suitable for them to embrace the*rebate
for exactly what it is — a symbolic gesture
from the provincial government recognizing
their troubles in rearranging day-care and
employment schedules, etc.
Still others have taken the view that,
whether they were inconvenienced or not by
the strike, they'll cheerfully accept money
from the government since such things are
offered to taxpayers about as often as Hal-
ley's Comet streaks past our blue planet.
On the other side of the debate, groups of
parents have actually formed coalitions en-
couraging — and in some cases, shaming —
other parents into donating at least a portion
of the strike rebate back to their schools so it
can be put to use in the classroom.
It doesn't matter which camp you tend to
support; they all have merit. But wherever
you take sides, the decision you are making
is the correct one. Only you know — really
know — how much (or how little) you were
affected by the teachers' strike.
You may dislike the Harris government.
but missed work because of the illegal strike
and had a difficult time of it.
Conversely, you may be a true-blue Tory,
but weren't affected by the strike at all and
therefore unwilling to claim money for an in-
convenience you didn't experience.
The point is the government has provided
this rare instance; if you choose to take ad-
vantage of it, that's as much your business as
what your annual wage is.
Many people — friends, colleagues, fam-
ily members — have asked if I'm claiming
the rebate.
I'll tell you what I've told them: That's
between me and my MPP.

Ajax-Pickerin Information Centre points callers in right direction

Tucked away in an industrial area of
Ajax is an organization that has access to
more phone numbers than you can imag-
ine.
Inside, the co-ordinator and volun-
teers update databases, leaf through
newspapers for information on clubs and
services and answer telephone calls.
On one recent day, for example, the
Ajax -Pickering Information Centre re-
ceived a call from a person who wanted
the phone number of the MP in their
area. Another caller was looking for legal
help, one for immigration information
and another needed to find shelter from
an abusive situation.
Whatever information you're looking
for, it's likely only a phone call away.
Established in 1984, the Ajax -Picker-
ing Information Centre is a project of the
Social Development Council of Ajax -
Pickering that provides information on
services for people and referral to appro-
priate agencies, programmes and ser-
vices to meet the needs of area residents.
Calls to the centre run the gamut —
from newcomers to Ajax or Pickering
who want information on recycling
boxes to people with "quite complex"
problems — says Noreen Finnigan, full-
time co-ordinator of the information cen-
tre.
..Calls are quite varied. We can deal
with all of those on an individual basis.
We don't solve problems but help
(callers) get in touch with the organiza-
tion that might be able to help them:'
On a typical day, the centre receives
about 25 calls. When a caller dials the
number of the information centre, they
are greeted by a real person on the end of
the line. In a time when computers regu-
larly answer calls and most companies
have voice mail, callers find a human
voice refreshing.
"People who call us really appreciate
that we are human beings and take the
time with them;" Ms. Finnigan says. "I
find quite often senior citizens who have
been around the mulberry bush really ex-
press their appreciation"

As an example, let's take a fictitious
newcomer to Ajax. Jane Doe has two
young children and wants to find a day-
care centre that is close to her office and
suitable for her youngsters. Mrs. Doe
doesn't know where to begin because she
is not yet familiar with street names and
landmarks.
When she calls the information centre,
Ms. Finnigan or a volunteer will ask Mrs.
Doe the following questions: "How old
are your children?" Ms. Finnigan notes
the child's age -determines the options for
the caller. "Where do you live and
work?" This will again fine-tune the
choices and determine the facilities that

Trial set to begin -for
accused in Gagnon
Sports murders
More than three years after the
Gagnon Sports murders of Roger
Pardy and Ken Thomas, legal argu-
ments will start tomorrow in the trial
of the two accused gunmen.
Ronald James Woodcock, 45, and
Roshan Norouzali, 34, each face 17
charges in the Sept. 14, 1994 heist,
including two counts of first-degree
murder.
The pair is also on trial for the at-
tempted murders of employee Randy
Jenkins and customers Dave Spicer
and George Haralampopolos, who
were also shot during the robbery.
The London men were arrested by
Durham Regional Police in October,
1995, more than a year after masked
bandits stormed the sporting goods
store, then located on Simcoe Street
South, and opened fire on the vic-
tims.
Mr. Pardy, the 43 -year-old co-
owner of the store, was shot in the
head and killed instantly during the
robbery; Mr. Thomas was believed
to have been abducted the day of the
robbery and his car used in the get-
away. It wasn't until four months
later the bullet -riddled body of the
55 -year-old Pickering man was
found in a wooded area near the
Pickering nuclear plant.
Police said eleven guns were
taken during the deadly holdup,
which sent shockwaves through the
community.
On Monday, prosecutors and de-
fence lawyers are to begin making
submissions before a justice on legal
motions involving trial issues.
The motions, which can't be re-
ported on until the trial has ended,
are expected to last two weeks. Jury
selection is scheduled to begin Feb.
2 and the trial itself is to start Feb. 9.
The prosecution could call as
many as I10 witnesses during the
trial, anticipated to last as long as
three months.

Ontario Games
held in Durham
Town supports Region
effort to lure 2000
Summer Games
PICKERING — Pickering coun-
cillors have thrown their support be-
hind a Region -wide effort to bring the
Ontario Summer Games to Durham in
the year 2000.
On Monday, councillors voted to
authorize a Town staff member to
work on the Ad Hoc Games Commit-
tee established by recreation depart-
ment directors from throughout the re-
gion to investigate the feasibility of
making a formal bid for the games.
The Ontario Games started in 1970
as a showcase for amateur sport. They
have developed into a multi -sport
competition which provides Ontario
athletes developmental and competi-
tive opportunities and gives the public
a chance to see the province's best am-
ateur athletes compete. Each Ontario
Games involves 2,200 to 3,000 partic-
ipants competing in up to 26 sports.
The Regional ad hoc committee in-
cludes representation from Pickering,
Ajax, Whitby, Oshawa, Clarington,
Brock, Uxbridge, Durham, the YMCA
of Durham Region and the provincial
Ministry of Citizenship, Culture and
Recreation. According to the commit-
tee, the benefits of Durham's hosting
the games would include:
* strengthening sports development
and promoting sports in Durham;
* building closer municipal partner-
ships in the delivery of leisure ser-
vices-,
* a positive impact on the local econ-
omy;
* encouraging community develop-
ment, recognition and civic pride.
All municipal councils in the re-
gion are being invited to commit staff
to help investigate a bid for the games.
However, the ad hoc committee will
provide a full report to each council
on its feasibility findings before any
formal bid is submitted or any expen-
ditures are made for such a bid.

medal at the recent
Markham tourney.
In the final of the Eto-
hicoke event, Pickering
f,i, ed a tough Ayr team
and posted a 5-3 victory
despite being shorthanded
for 20 minutes of the 30 -
minute contest.
Pickering led 4-2 late
in the game, but Ayr
scored to make it close. In
the fast -paced action that
followed, Pickering se-
cured the title when
Amanda Wallace scored
her second goal of the
game with just under three
minutes left to close out
the scoring.
Jessie Cater also scored
two goals, Kate White-
head notched a single.
Adding assists were Lau-
ren Brandon with two,

Shiatsu: In Touch With Your Health
There is a growing awareness that
health is more than simply repairing
the effects of physical trauma and
disease. People are coming to realize
that health is really about wholeness,
i.e., a balance of mind, body and
energy, that enables them to resist
stress and disease, but also (and more
importantly) empowers them to pursue
more meaningful patterns of life, love
and work.
Shiatsu is a Japanese art designed to
balance mind, body and energy.
`Shiatsu' means finger pressure
because during shiatsu massage the
therapist applies comfortable pressure
with thumbs, fingers and palms to key
points throughout the whole body.
This is very effective for removing
tension and reducing stress, but much
more is happening in shiatsu than the
simple application of pressure. The
therapist is also interacting with
his/her patient at a deeper level: the
level of the ki. Ki is the
energy/information that acts to
communicate wholeness to mind and
body. It is that sense of vitality and

energy that is believed to travel in session is a very pleasurable and

Exploring the compatibility of

has been my main focus for the last
4 years.
Yoga is most noted for increasing
flexibility. Since most forms of

muscular fatigue and pain are
results of restriction in the soft
tissue, lengthening and stretching
these tissues often lessens the dis-
comfort.
Even if a bodyworker can work
magic with her hands, all muscular
conditions are helped by good self
maintenance skills of the client. For
example if the client is seeking
bodywork for relief of shoulder
tension, s/he will find that a yoga
stretch that lengthens the muscles.

Receiving bodywork and/or practicing yoga
promotes improved circulation and structural

Quite often a yoga practitioner will find that
they are discovering their body and its stress
holding patterns as they get in touch with
sensation during the postures. The parts of the
body that are restricted but not necessarily in
pain, need to be freed up in order to experience
complete relief in the painful areas.
A bodyworker can duplicate many of the
wonderful changes that we experience in our
bodies from practicing yoga. There is one point
however, where the benefits are not identical. In
yoga we develop a spectacular strength, stability
and trust in our bodies that finds no comparison
in bodywork.
..Yoga" means "union". Yoga practitioners and
bodywork clients understand that our mental
and spiritual aspects, as well as our physical
bodies need to come into union. This explains
why people experience such profound changes
in their lives while learning yoga or receiving
bodywork.

speaker.
Reservations are required; as
space is limited.
Although the course is free,
participants are asked to donate a
nominal fee toward the cost of
the student manual and other ma-

takes place at the church at 882
Kingston Rd., with dinner served
at 6:40 p.m. The Pickering Pen-
tecostal programme will be held
at the Sarah McDonald Place,
