Computer programmers at the Durham District School Board have been working to ensure all sys- tems are year 2000 compli- ant for several years now, re- ports Dave Snoddon, super- intendent of education re- sponsible for technical and information services. "Any programme we've developed in the last three to five years would have been made year 2000 compliant," he explains, noting student records, accounting and purchasing programmes are "all potentially im- pacted by the year 2000" Unless computer programmes are recoded, computers will read the last two digits in the year as '00' when the century changes, Mr. Snoddon notes. "Basically it would become difficult to find records," he says. While Mr. Snoddon says pro- gramme changes will "in- volve some work and some investment," he notes the work is being completed "for a fairly modest cost" because it's being done by computer programmers currently em- ployed by the board. Based on the amount of time spent on the project, the board estimates it will cost $150,000 in salaries and ben- efits, with some of the cost to be picked up by the separate board DAVE SNODDON `All potentially impacted.' Pickering's property system soft- ware was rewritten two years ago in- house, a new recreation system was purchased two years ago, and the fi- nancial software is currently being re- placed. Without the new 2000 compliant fi- nancial software, notes Mr. Storms, "year-end calculations would be just horrendous" as the turn of the century approached. Confusion would also have reigned in areas such as property and building records and recreation memberships. Pickering has also been lucky in terms of the cost of adapting to the year 2000 change. Since the three new systems were being replaced anyway, compliance will not create any extra costs for taxpayers, explains Mr. Storms, and it has not taken up extra time for staff. It appears the Town's computers at least are ready for the next millennium, and Mr. Storms is not expecting any last-minute glitches to mess things up. "We are looking extremely good. Pickering Hydro came to the res- cue of the ice -storm ravaged Ottawa area by sending staff and equipment there Thursday. Pickering Hydro general manager John Wiersma says he received a call from Nepean Hydro at 3 a.m. Thurs- day. ` It became obvious that they needed help in dealing with the dis- astrous ice storm," says Mr. Wiersma. "We responded by contacting our staff at 6 a.m., and we had four jour- neyman linemen and two trucks on the way to Ne- pean. Cleary Smith, superintendent of business for the Durham Catholic District School Board, says computer glitches aren't a worry within the separate system. He says the board recently replaced its ad- ministrative computer system as part of its strategic plan to "upgrade" all computers. "We're not anticipating any problems," he says, noting while the separate board shares on- line financial and personnel programmes with the public board, staff at the public board are upgrading those programmes. The public board is now in the midst of rewriting its financial programmes, partly to en- sure they will work properly at the turn of the century, but also "to make it more flexible" than it currently is, Mr. Snoddon says. He notes changes have already been made to the board's student data base that records infor- mation such as a student's birthdate, address. relevant medical history and contact numbers for parents or guardians. The other shoe dropped last week when announcements were made by Mr. Johnson which indicates high school learning will he intensified and improved over the next few years. Students who enter Grade 9 in 1999 will now need just four years to finish a high school education, bringing On- tario in line with all other provinces in Canada as well as the United States. The process of destreaming has been dropped in favour of programmes which focus on academ- ic Grade 9 courses for students who have their sights set on university and applied Grade 9 courses for those aiming at college or apprenticeships. Students will need to meet the requirements for two ad- ditional compulsory credits over the four-year period with an emphasis on a new curriculum focusing on math, lan- guage and science. A comprehensive literacy test will be administered during Grade 10 with remedial work assigned if necessary. Students will also have teacher advisers from Grade 7 to Grade 11 to help them make decisions about their future goals. The: most intriguing announcement involves a term of 40 hours of community service by each student in order to qualify for graduation. Charity groups will benefit from this but, more importantly, young students will get a chance to lend a helping hand to those less fortunate. It's a different kind of education than most students are used to, but it's one all can take advantage of. The changes can only improve and enhance the solid ed- ucation students now receive. Lending a hand Nobody said they had to do it, but how typically Cana- dian that Ontario Hydro crews would zip down the 401 to help struggling citizens in eastern Ontario and Quebec in the grip of the dreadful ice storm. As well, many local people have donated generators and other goods needed by those suffering from the cold and lack of power. It's reminiscent of the kind of help provided for the Saguenay and Red River regions when they were besieged by floods over the last few years. When Canadians see their neighbours in trouble, they don't ask how they can help, they ask how much they can help. And they help as much as they can. Bravo! I THE EAGLE HAS LANDED I v Letters to the editor Arthurs a stand-up leader To the editor: Re the letter in the Dec. 14 News Advertiser headlined 'In business, Arthurs would be fired'. I must re- spond to the comments made by Mr. Morris about Pickering Mayor Wayne Arthurs. Firstly, the comments relating to Mayor Arthurs abandoning the peo- ple of Pickering to seek the regional chairman's seat are misguided. The Iettw incorrectly infers that Mayor Arthurs was aware the regional chair- man's position was to become avail- able, but Jim Witty did not announce his intention to step down until after the municipal election. If we should be angry with anyone, it should be Mr. Witty. He had a fiduciary respon- sibility to make clear his intention Prior to the election. His failure to do so is inexcusable. In the business world, opportuni- ties arise for CEOs and senior execu- tives on a regular basis that may fur- ther their careers. Take for instance the elected positions in the World Trade Organization or the Interna- tional Monetary Fund. If we all thought that any experienced and ca- pable leader should be terminated from their present: positions for at- tempting to reach, not only for them- selves, but for their communities, the calibre of leader we would have lin such a position would leave us want- ing. In this particular situation at lost Mayor Arthurs won his election and received an overwhelming mandate from the people of Pickering to lead us once again. Roger Anderson can- not make that same claim. His own townspeople didn't think he was leadership material, and now he heads the entire region. Go figure. The letter writer's comments on accountability are without merit. Mayor Arthurs has done a stand-up job of leading the Town of Pickering. Pickering is a growing and vibrant community, no small thanks to the efforts of Mayor Arthurs. It is a com- munity I am proud to call home and raise my family in. We as a commu- nity should focus on Mayor Arthurs' record over the years, and not offer Petty criticism for his attempting to better serve his community by throw- ing his hat into the race for the re- gional chairman's job. Pickering could only have benefited had he won that seat. In the business world, any suc- cessful company and its board of di- rectors would take a look at ' the big Picture" and the inherent benefits that lie therein, before making any hasty, and perhaps erroneous decisions. Perhaps the writer's grasp of "die business woad" is not as firm as he would like to believe. So you've been all aflutter with excitement since hearing recently the Queen has commis- sioned a top polling company to survey the British public for their attitudes about the Royals? Unfortunately, we were scooped on that one But your intrepid correspondent was busy last week calling her overseas sources, and all the hard work finally paid off yesterday with the arrival at the office of a plain brown envelope, sans address_ It contained a list of the questions the pollsters will be asking focus groups, to help plan an impending makeover for Her Royal Highness. Remember, you saw them here first: 3 What should be done to update Her Majesty's fashion image? Will the Queen gain popularity with young people if she replaces her frumpy pun_ es with handbags in more happening designs'' ❑ Are Mrs. Windsor's hats costing her approval points? Should she try some modern styles, or will that diminish the sense of tradition and dignity she is working so hard to reflect with the current mod- els? L3 Should the Royal Family give up cell phones'' While their use lends the Windsors an up -to -dale, businesslike image, they do pose a national securi- ty risk. Or is there a better way to counter the impression created by the Queen's re- served manner that she is cold and uncaring? ❑ In order to help regular folks identify with the Royals, should the Queen's public relations office organize photo opportunities of them engaging in ordinary activities like taking the corgis for a walk in the gardens at Buckingham Palace, Sandring- ham or Windsor Castle, carrying a small shovel and stoop -and -scoop bag? How about installing a supermarket at the palace and inviting the tabs to take photos of Liz and P: -til doing their grocery shopping? ❑ Would it help dispel the public impression that Her Highness is aloof if she were to depart from centuries of royal tradition and allow herself, when she is being transported in one of her carriages or a limousine, to wave at her subjects with the palm of her hand facing outwards rather than inwards? "We had the vision some years ago that volunteering is something important in our students' lives," says Sarkis Kay, head of the work education department at Exeter High School in Ajax. Indeed. representatives from the Ministry of Education and Training will visit Exeter Tuesday to learn more about its Citizenship Volunteer Program, which principal Pamela Christoff de- scribes as "the hallmark of Exeter. "We've believed from the outset in the importance of getting kids out in the community" At Exeter, students in Grades 9 to 12 sign up for volunteer placement at any of a number of local agencies, such as the Heart and Stroke Foundation and the Durham Region Down's Syndrome Association. The programme is co-ordinated by the school's work education department and guidance department. Students sign up for work experiences based on their interests and the hours when they arc needed. "We are finding that students benefit in several area~;' notes Mr. Kay, who co- ordinates the programme now in its fifth year. 'Being part of the community helps build self-esteem ... and to develop a sense of caring, honesty and integrity. "Students demonstrate a willingness to become good citizens and begin to understand the local and regional gov- ernments' function in certain areas of the community. They learn what is needed to create a healthy community" While the volunteer programme also gives students important work experi- ence, Mr. Kay believes one of the most important lessons they learn is that "doing something for nothing in terms of monetary reward is more satisfying and fulfilling than doing a job just to get paid.' About 200 of the school's 1,000 stu- dents are taking part in Exeter's Citizen- ship Volunteer Program this year. Volun- teers who put in 10 hours in a year are recognized at an annual banquet. Programme organizers are particular- ly grateful for sponsorship from the Ajax Rotary Club, the Ajax Optimist Club and Durham Regional Police, 19 division. According to the new curriculum guidelines announced Friday, students in Grades 9 to 12 must take a civics course and do volunteer work in the community as part of a plan to promot- ing responsible citizenship. In order to become a registered real estate agent in this province, you must complete three compulsory phases. The first is a correspondence course offered every month through the On- tario Real Estate Association, which 8 or more tn- provides an introduction to the field and outlines the requirements for reg- istration as a salesperson. Phases two and three are offered at Durham College. The second phase consists of 60 hours of classroom time covering the technical aspects of real estate brokerage, while the third phase provides practical application of earlier studies over 90 workshop hours. After completing the educational programme, the participant enters into an articling period for two years under the supervision of a licensed real es- tate broker. During that time, three additional courses — each 40 hours in length — must be completed. The courses are Real Property Law, Principles of Ap- praisal and Principles of Mortgage Fi- nancing.
