Jurisdiction could bog do wn assessment DAVE PIUK i `Looking for an excuse' BY MARIANNE TAKACs STAFF RFPOR ER PICKERING — The Province may not have the authority to order an environmental assessment (EA) of the Pickering nuclear station, says the On- tario environment ministry official considering the review demanded by residents. " Ibere's a potential for a number of things that could happen;' says Bar- bara Brownlee, manager of class EAs and declarations for the ministry's En- vironmental Assessment Branch. `11hat's why there's a review. In this case, because it is nuclear, there is the federal jurisdictional issue. Letters formally requesting an EA of the station have come to the ministry fixim the Town of Pickering and some individual citizens as well. The min- istry has sent out responses to the let- ters stating stall are reviewing the re- quests and preparing a report on the issue for Environment Minister Norm Sterling. Pickering residents voted 87 per cent in favour of an EA in a referen- dum held during the Nov. 10 municipal election. Ms.. Brownlee says the Province may not have the authority to order an EA of the Pickering station because nuclear activities are regulated by the federal government though the Atom- ic Energy Control Board, and because a 1976 provincial exemption order ex- cuses Ontario Hydro nuclear facilities from having to undergo an EA process. _ She says the jurisdiction question is being investigated and will be one of the issues discussed in the report going to the minister, likely within about a month. However, an environmental lawyer who was asked for a legal opinion on the proposed EA by Durham Nuclear Awareness (DNA) says federal juris- diction is not a barrier. "It would be absurd if the Province had no power to make a decision whether its own agency should be able to do something or not;" says David Poch, who has represented the Green Energy Coalition to which DNA belongs. Mr. Poch notes that in the early 1990s Ontario Hydro's demand sup- ply plan, which was a 25 -year expan- sion plan for the provincial utility, was subjected to an EA. "They included nuclear and there was no suggestion that was an im- proper procedure because of it." Though questions have been raised about whether Ontario's Environmen- tal Assessment Act is applicable to the Pickering station, Mr. Poch maintains it is. Police nab 8 men in washroom sting BY STEPHEN SHAW DURHAM STAFF PICKERING -- A Catholic school teacher is among sev- eral men charged during a surveillance sting for allegedly committing indecent acts in a public washroom at Pickering Town Centre, police have confirmed. During the two-day probe by mall security, a plainclothes officer posing as a shopper witnessed individuals "mastur- bating or exposing themselves" in the men's washroom, Sergeant Jim Grimley of Durham Regional Police said. In at least two of eight incidents - all separate - a man walked up to a urinal beside the officer, "made conversation and invited him to participate (in the act);' Sgt. Grimley said. One man was arrested Wednesday and seven others on Thursday. Three of the men were charged criminally with committing an indecent act; five were charged under the Provincial Offences Act - though criminal charges are pend- ing against them, Sgt. Grimley added. 'Inose charged are between the ages of 28 and 57. Mum are from Pickering, two from Oshawa, and three from out- side Durham Region. That's when a four-year high school programme will start for Grade 9 students. On- tario currently is the only province in Canada with a five-year system at that level. "These reforms will build on the new elementary ` A` school curriculum to ensure DEN rigour throughout Ontario's GOU education system:" Educa- `A w•o tion Minister Dave Johnson idea said of the changes. — Highlights include: • Streaming: In Grades 9 and 10, core courses will be streamed as 'academic' with a focus on theory or 'applied' with an emphasis on appli- cations. Students can change streams in Grade 10 if they choose. In Grades 11 and 12, courses will be streamed according to the student's chosen destination: university, college, ap- prenticeship or work. • Compulsory Credits: Students will be required to complete 30 cred- its of 110 hours each to obtain a high school diploma. Of those, 18 will be compulsory — two more than cur- rently required. The federation, through its presi- dents and five affiliates, has served the Government of Ontario, Premier Mike Harris and Minister of Educa- tion and Training Dave Johnson with notice of libel for the commercials, which ran in November. "There were many things said at meetings (by teachers) that I didn't think were appropriate. The good news, of course, was that Durham had maintained its 'AAA' credit rating from the Canadi- an Bond Rating Service through solid fiscal man- agement. That rating gives Durham lower interest charges when it borrows money for projects. The bad news, however, is that Durham's police service over -spent its budget by a whopping $3.4 million, primarily because of costs associated with the Guy Paul Morin wrongful -conviction inquiry and an arbitrated wage settlement. The $250,000 budgeted for the Morin inquiry was woefully inadequate; that much is clear. It's expect- ed the final tally will cost Durham taxpayers rough- ly $1 million. What's most troubling, as Regional councillors were quick to point out, is that the people responsi- ble for providing the police budget — the elected members of Durham Regional Council — have little control over how it is spent. Moreover, there are no reporting procedures to the members of Regional Council. Notes Uxbridge mayor and newly -appointed po- lice services board member Gerri Lynn O'Connor: "I appreciate the police have a role to play, but what's gone on there in the past is, almost unforgiv- able. There has to be a better way of doing business. We don't have control over their budget, but to find out at the end of the year it's in the red is not ac- ceptable" In this time of budget restraints, cost -efficiency, and value for our tax dollars, this police overrun is even more startling. Reporting procedures and a system of checks and balances must be put in place — and quickly — to ensure such substantial budgetary gaffes are identi- fied early and dealt with effectively. Indeed, we must provide police with the financial tools to do their jobs efficiently. But the barrel has a bottom. Taxpayers in Durham have tightened their belts in recent years — as have the municipalities and regional government — to maintain the Re- gion's enviable record of fiscal management. Surely the police force and police services board have an equal obligation to do the same. Clearly the views were imposed on her, she is simply too young, not stupid, to fully understand. I also still question her tall for the resignation of the current Minister of Education. I have never met a child who has closely followed a political career arid, in turn, found it lacking. But how ex- pensive is it each December to keep the seasonal spirit shining? As one might expect, on a house -per -house basis the cost is not prohibitive but multiply that by thousands of homes throughout the region and it can be quite a drain, say public utility officials. "It's comparable to that really hot day when everyone is throwing on their air condi- tioners:" says Robert Leask, chief administrator of engi- neering, construction and stores for the Oshawa Public Utilities Commission. "Relative to a reading lamp, 10 outdoor lights equals a 60 -watt reading lamp. When you get 100 of those, plus spotlights, it real- ly does add up'" But, as Mr. Leask is quick to point out, the added drain is usually short-lived and in the grand scheme of things, the cost is negligible. Most people, he says, tend to put their Christmas lights up about two weeks before that special day, adding to the regular day -today demands. As Christmas approaches however, the decorative light- ing requirement is offset by business and industry shut- downs. '"lire loads are generally lower in the latter part of De- cember;' agrees Dave Clark, general manager of Ciaring- ton Hydro, which supplies about 9,500 Bowmanville, Newcastle and Oriono cus- lomers with power. Although the public utility officials are adept at predicting trends and "guess-timating" when the greatest demands will occur, they can't distinguish be- tween residential commer- cial, industrial or retail use. Their best guess comes from a mathematical calcula- tion based on bulb wattage, number of bulbs and estimat- ed time the little lights are on. Based on that formula John Wiersma, general manager of Pickering Hydro Electric Commission, believes Chri st- mas lights "don't consume a abler. Hydro demand obvi- ously increases with colder weather but decreases at Christmas when industry closes down, although a por- tion of that decrease is offset by the fact more people are home doing their seasonal baking and cooking. `Ten outdoor lights equals a � 60 -watt reading lamp. He estimates 100 strings of miniatures at 25 watts each costs roughly 15 cents an hour to operate. "The Christmas lights don't have a massive affect on energy consump- tion because most are low wattage:' says Terry Adder- ley, manager of Scugog Hydro, in agreement with Mr. Wiersma. The problem in using this formula, officials say, is that it doesn't take nuo account all the van - Zetask Nor does the formula take into consideration the time when power is consumed. It's more expensive to use hydro during peak hours , generally through- out the day and early evening. Though hydro officials generally consider Christmas lights a minimal drain on the system, anything the con- sumer can do to save energy is, in the end, a benefit to us all. Here are a few energy- saving taps provided by local public utility officials: • After a bath, let the water cool before pulling the plug. The energy from the hot water can be used to help heat the house. • Use the microwave oven whenever possible. It uses far less power than stoves. • Allow leftovers to cool be- fore putting them into the re- frigerator. The fridge must work harder to maintain its pre -act temperature if a hot plate is put inside. • For those with electric base -board heaters, you might consider looking into buying a thermal storage heating unit. They store up heat overnight which can then be used to heat the home throughout the day. The four -team, round-robin tournament, spon- sored by the Ajax -Pickering News Advertiser, features Pickering rivals Dunbanon High • • School Spartans and host Pine Ridge Pumas as well as two highly -regarded Scar- borough squads — the Winston Churchill Collegiate Institute Bulldogs and the Georges Vanier Secondary School Vikings. So far this season, the Pine Ridge junior cagers haven't enjoyed much success against the Dunbarton Spartans, losing twice in Lake Ontario Secondary School Athletics (LOSSA) league play. But. Pumas' coach Domenic Cirone says if his charges bring their 'A game to the court, they can provide the Spartans with all they can handle. ..We know Dunbarton is a very strong team. They beat us a couple of times this season. But, if we come to play, it should he close:' says Cirone. Cirone doesn't know what to expect from the Vanier Vikings. "We've never seen Georges Vanier, but the Toronto schools tend to be very strong and they tend to throw a different kind of game at us than we're used to. Their players tend to be quicker and they use the fast break a lot;' says Cirone. Pine Ridge, 2-3 in LOSSA league play this year, will need a total team effort to be successful at the Puma Cage Classic. Cirone says forwards Rinaldo Best and Mike Veira and guard Andrew Cotterell will be counted on to provide leadership on the court.
