M"411, RLESUM EGIINTON AVE [] KWATON RD _ 771E NEWS ADVERTINSM WEDNESDAY. JANUARY 7. 11611- PM:E S Charterschools debate 'ihe current debate over the future of Ontario's education system has raised the queslion as to whether charter schools will soon begin appearing across the province. Supporters say the schools, which began emerg- ing in Alberta Just over two years ago, provide par- ents and students with an educational alternative that creates healthy competition with the public sys- tem. But, opponents of the system claim the estah- lishmcnt ol' charter schools in Ontario would create a two-tiered system, ultimately leading to the de- struction of public education. According ti) Alhena's education ministry, a charter school is a public school that provides a basic education in a "different or enhanced way" to improve student learning, The schools are typically run by a parent group rather than a schooil hod and the teachers employed in the system are generally not mcmhers of a teachers' fed- eral ion. Ruth Ann Schedhch, chair- man of the Durham District School Board, says introducing charter schools is not the way to go in Ontario. " f think we need a very strong puhlic education system. Pub - h, education serves every stu- &nt. It accepts all students:' RUTH A\\ tio, she', glad the Education SCHEDLICH Improvement Commission Not the (I:IC) came out against charter schools in its Dec. 19 repoyrt en - way to go titled The Road Abad dl, A Re- port on the Role of School Boards and Trustees. -We have stated clearly that we du not support One funding of charter schools, as such a move would undermine the strength of Ontano's public education system:' the commissioners concluded in the 28 -page report. Tiac report eniphasiied the importance of the role played by school hoards within the education system, noting "Current reforms in education gov- emancc should not he wen a, a step towards the elimination of* school hods" The EIC's report "a good move:' says Mrs Schedlich, who helicycs creating another schol syst,:m furred from the public purse would place too much %tram on the Province's education dollars and result in less money fix public education. Durhaom district president of the Ontario Secondary School-Icatch- crs' Federation "NII concern would he that charter Charter schools differ from public school ,v stems and have enjoyed success in Alberta. How- ever, the Ontario government says charter schools aren't an option here at home. schools provide the opportunity for small groups of parents to be able to provide private education from public Funds" But, Sandra Shepitka-Boyle, charier sc'himl co- ordinator in Alberta, says that province's charter school sys- tem Is "a choice -driven sys- tern" that's had "all sorts of fenefitti' for education. Ms Shepitka-Boyle, whose daughter attends a charter school. says the intro- duction of the system was ..not driven by a decaying public system tut by a desire I i it more choice " She says the expczctation for charter chools is that they offer an educational alte-rna- live to what is locally avail- able in the public system and that the programmes providL d vary hctwo.'cn sch,)ls. The charter itself is an agrecrnem hewccen a school hod or provincial education student outarmes it intends to achieve. As for funding.
