cripple region's roadways
The fieezing rain yesterday morning turned
roads and parking lots into ice rinks, creating
chaos for rush-hour motorists and regional po-
lice.
A steady flow of traffic on the stretch of
Highway 401 running through the region pre-
vented ice from forming and kept the number of
accidents to just a handful, however, sheets of
ice covered local roads, sidestrects and parking
to 66 accidents, almost all caused by the slippery
road conditions, said Staff Sergeant Jim Broom.
Of those, only nine involved injuries to dri-
vers or passengers, and fortunately none serious,
Staff Sgt. Brown said.
One of the more serious accidents, he said,
involved a vehicle which lost control and
slammed into a hydro pole, knocking it down, at
Rosebank Road and Sheppard Avenue in Pick-
ering. Part or all of the intersection was shut
down for several hours while hydro crews re-
pairea the damage caused by the 3 am. colli-

"At one point we told the officers not to drive

emergency, he said.
Ontario Provincial Police reported just five
fender benders through the morning, all involv-
ing only property damage.
"We were lucky that with the temperature
where it was the traffic seemed to break the ice
tip so the highway, out here at least, wasn't too
bad," said OPP Staff Sergeant Brad Dunbar,
adding the roads were worst before dawn.

The Durham Homepreneur Group Inc. (DHG) is a non-profit organization serving home-based and small businesses in
and around the Durham Region. We are dedicated to supplying opportunities to small businesses and home entrepreneurs
to stabilize, advance and increase their business.
Small and home-based businesses have become increasingly important to the Canadian economy. In 1983, just 8% of
Car.adians operated a home office. In 1994, that figure had grown to more than 29%. The latest surveys show that today
more than 33% of Canadians operate some form of business from their homes. The owners and operators of these
businesses need the support and guidance offered by groups like DHG.
The current DHG theme is "Back to the basics of running your business:' "During 1997/1998 a series of lectures
required for a small business to succeed" says Kim Copetti, president of DGH.
DHG holds meetings on the second Thursday of every month for breakfast and evening meetings on the fourth Thursday
of every second month. The meetings provide an opportunity for members and guests to network, display their products
and services and listen to experienced business people discuss diverse business topics.
Other benefits of membership include membership certificates, member -to -member product and service discounts, a
membership listing for lead generation purposes, a bi-monthly newsletter, showcases and other events held throughout
the year to increase public awareness and support.
The cost of membership is $30.00 per year. The charge for attending meetings is $10.00 for members and $15.00 for
guests, including refreshments. All meetings are open to the public. For more information on DHG, please call our
Hotline at 905-428-2004, ext. 3444 or visit our website at www.dhg.kisite.com.

asking for your help in solving a rob-
bery in Pickering on Dec. 12 of last
year.
Around 9 p.m., an employee at
the Penny Gas Bar at 478 Kingston
Rd. was standing inside the gas
pump service booth when a male
armed with a knife yanked the ser-
vice booth door open. Demanding
money, the suspect ordered the em-
ployee to open the till, then get down
on the Floor.
As the victim complied, the rob-
ber helped himself to a quantity of
cash and fled the area on foot, head-
ed in a northerly direction.
The suspect is described as male,
white, five -feet 10 -inches tall with a
thin build. He was wearing a black
zippered sweat shirt, faded blue
jeans and black toque. The gas bar
attendant was not injured in the inci-
dent.
The knife used by the culprit is
described as an eight -inch butcher
knife.
Crime Stoppers will pay a cash
reward for any information that leads
to an arrest in this incident. Callers
never have to give their name or tas-
tify in court.

facing an increase of eight to 17 per

Coun. Dickerson says Queen's
Park has not been playing fair on the
whole downloading issue because it
keeps changing the rules.
-Their theme all along was we
would not have to cancel services that
have been available all along to our
residents," he says. The Province first
said downloading would be 'revenue
neutral' and would not create addi-
tional costs for taxpayers, notes the
councillor, and then said there would
be transitional funding available to
keep it revenue neutral for municipal-
ities facing increased costs.
But when the financial arrange-

says Coun. Dickerson, the Province
started singing another new tune by
saying municipalities will only have
access to the transitional funding after
meeting a 'savings target' based on
population, which would be 1.7 per
cent for Pickering. He maintains the
targets are unfair to communities
such as Pickering where cuts have al-
ready been made because they will
have to meet the same savings target
as "other cities around who have done
sq uat".
Coun. Dickerson says that if the
situation is not resolved to Picker-
ing's satisfaction, he will be asking
other councillors to support his invi-
tation to the Province to find the fat in
Pickering's budget, which he main-
tains should strengthen the Town's
'business case' to receive some of the
transitional funding for downloading

Changes raise damage minimum in car
crashes before police must be called
Changes to the Highway Traffic Act,
which went into effect in the new year,
mean fewer fender benders must be re-
ported to police.
The Ministry of Transportation has
announced motorists are now only re-
quired to report minor property -damage
collisions if the combined damage to all
vehicles involved totals more than
$1,000. Previously, accidents had to be
reported if damages reached $700.
Police must still be called to any ac-
cidents involving injuries or possible
criminal offences, regardless of the
value of property damage. Motorists
who don't call in either situation can get
dinged for a fine as high as $1,000, the
loss of three demerit points and the pos-
sibility of a licence suspension or jail
term. New changes also require drivers
involved in collisions to exchange their

out drinking
and driving
We'll probably never be able to completely elimi-
nate
t, but efforts must be redoubled to cut down the
rate of drinking and driving.
The latest Reduce Impaired Driving Everywhere
(RIDE) statistics are downright depressing. As the
six-week long programme wrapped up this past
weekend, the numbers were grim: a total of 40.930
vehicles were stopped in Durham this year, up 16 per
cent from last year, but the number of drivers charged
with impaired driving was an all-time high of 75, up
from 59 for the same time period last year.
You'd think with all the publicity and money spent
on the hazards of drunk driving the message would be
getting through but it doesn't seem to be. These who
were stopped and charged were not just a little tipsy
either. The average reading was 140 milligrams of al-
cohol per 100 millilitres of blood — way above the
limit of 80 milligrams of alcohol per 100 millilitres of
blood.
A 15 -year-old youngster was among those charged
near the end of the RIDE programme and the average
age of drivers charged was 33. Two-thirds of the dri-
vers were men and the age range stretched from 15 to
53.
Perhaps the penalties for those convicted of drunk
driving are simply not strict enough, though you'd
think the possibility of an automatic one-year licence
suspension would keep everyone sober behind the
wheel. The penalties get significantly tougher for sec-
ond offences (two-year licence suspension and
mandatory 14 -day jail term) and third offences
(three-year licence suspension and mandatory 90 -day
jail term), but it just doesn't seem to be enough.
Repeat offenders must be convinced that one more
drunk driving conviction will mean the loss of their
licence to drive forever, combined with six months in
jail. And those who commit a first offence must he hit
with a two-year licence suspension combined with 14
days of jail time. That might be the scare needed for
motorists to stay sober when they get behind the
wheel.
The attempts to educate the population about the
perils of drinking and driving are admirable but it
seems the statistics paint a sorry story. Drinking and
driving is a very serious criminal offence that must be
accompanied by stiff penalties if any long-term
progress is to be made.

Leave Hwy. 2,
Bayly alone
To the editor:
I attended the Dec. 1 I public infor-
mation centre of the Ontario Ministry
of Transportation about the proposed
changes to Hwy. 401 from Brock Road
to Harwood Avenue.
Project manager Bram Hurd says it
will take two years to complete the
changes. The main reason for this
length of time is the Church Street
Bridge. Mr. Hurd says it needs to
"have its deck completely overhauled"
as well as new pillars built underneath
to support additional lanes.
The Church Street bridge currently
has four lanes in both directions and
when the changes are completed it will
have five lanes in both directions. But
Mr. Hurd notes during construction, it
will have only three lanes in both di-
rections. Considering the current traf-
fic jams at rush hour, Ajax is going to
experience an absolute traffic night-
mare for a full two years!
To make the best of a bad situation,
I feel it's imperative that Ajax Council
and Durham Regional Council not
allow any changes on either Hwy. 2 or
Bayly Street between Brock Road and
Harwood Avenue during this period.
These two roads are obviously going
to bear all the overflow. The bleed for
these roads to be completely free of
construction hazards is essential.
No changes on Highway 2 and
Bayly means no new sewers, no new
lights, no re -paving, no curb adjusting,
and no beautification projects.

Rick Johnson's statement, "V4'c're
nit-picking" in the Dec. 14 edition of
the Pickering News Advertiser.
Mr. Johnson, it is the lack of con-
centration on detail that causes er-
rors in the Town of Pickering such as
duplicate payments to contractors
and, more recently, the installation
of the incorrect signs on a plaza
which is supposed to be the "beauti-
ful gateway of Pickering" at Hwy. 2
and Altona Road.
I suggest, Mr. Johnson, that you
and all the other councillors in Pick-
ering spend your time to make sure
things are done correctly the first
time so that you're not wasting our
money on rework.

The real mystery
about men
I have discovered, by accident, the real
difference between the sexes — or what
separates them from us, if you prefer. it is
the male's unfathomable ability to walk
through life without carrying half of his
belongings in a purse. After trying unsuc-
cessfully to pare down what I lug around,
I salute the other gender. I have absolute-
ly no idea how they manage.
Unlike some women I know, I've
never been a fan of carting a great deal
around on a shoulder strap. But, to my
dismay, I realized over the holidays that
just packing up the essentials almost re-
quires a suitcase. I acquired my new un-
dcrstanding when 1 bought a new purse.
1 liked the new purse just fine when I
spied it in the store. Not overly big, not
overly small. Just the right size, I thought
and I welcomed the opportunity to reor-
ganise the stuff I carry.
First, 1 cleared my wallet of old re-
ceipts and notes. That's when 1 got my
first shock over how much stuff you real-
ly can't leave borne without. My newly -
slimmed wallet contained a notebook,
pen, chcgtwtxx>k, credit cards, banking
cards, driver's licence, library cards, iden-
tification cards, a list of newsroom stall'
phone numbers and a little bit of mo ncy.
And the wallet was all that would tit in
my new purse.
Well. there was a little: bit of room at
the top where you could throw in a set of
car keys if you wanted to, but that was it.
As an experiment, I squeezed in a tube of
lipstick aril my busirw,,% card holler and
found I couldn't reach the wallet without
unpacking everything.
What about my gloves, sunglasses,
brand-new cell phone:' Where would I
stash my cigarettes, not to mention a hair-
brush? Throw in an umbrella on rainy
days and I'd have a disaster to contend
with.
I began to wonder how men do it.
They seem to tote all they need in a little
folded -over, square patch of leather
tucked inside a pocket.
To cope, I've recently taken my brief-
case cut of semi -retirement, and now I'm
walking around with more pieces of lug-
gage than ever.
Which gives rise to another thought
— maybe that's the answer to the mys-
tery of the male wallet. We'll have to
sneak a peek inside some guy's briefcase
to be sure.

ILLEGAL ROADSIDE DUMPING
The closing of the Brock West Landfill Site on Concession Road 3 at Valley
Farm Road has resulted in a dramatic increase in the amount of illegally
dumped garbage found on Town roads. Not only does this dumping detract
from the esthetics of the Town, but it costs us all very dearly in additional
collection and disposal fees.
Residents are reminded that they may take their unwanted materials to the
-Miller Waste Durham" transfer station which is located on Squires Beach
Road just south of Bayly Street in Pickering. The first 100 kilograms (220
pounds) of waste dropped off per day is free of charge. For specific details on
dumping procedures, please contact Miller Waste Durham at 426-4222 or the
Town's Public Works Department at 420-4630.
Individuals found and convicted of illegally dumping garbage will be subject
to the maximum fine. A reward is available to residents for information which
leads to a conviction of these individuals. To report an illegal dumping
occurrence, please contact the Town's By-law Enforcement Office at 420-
4615.
Let's all help keep Pickering clean!
