Pressrun -44.000 20 pages Don't panic Meningitis outbreak a ` rare occurrence' : MD BY LINDA WHITE YFAFF RFPOKrt.x The meningitis outbreak that has claimed two lives in the Waterloo Re- gion is a "rare occurrence" and should- n't raise red flags here, the region's as- sociate medical officer of health says. And no travel advisory has been is- sued for people travelling to the area, notes Dr. Linda Panaro of the Durham Region Health Department, who has received "numerous" calls from par- ents concerned about children travel- ling there for sports activities. While most callers want to know if there is a danger in travelling to the Waterloo Region, "travellers are not at special risk:' reports Dr. Panaro. She does however urge hockey case — which includes meningitis (the bacteria is located on membranes that cover the brain and the spinal cord) and meningococcemia (bacteria locat- ed in the bloodstream) — occur after someone has been in contact with a carrier. But most people's immune systems can successfully fight the disease with- out antibiotics. About 10 per cent of the population will unknowingly carry the bacteria at the backs of their throats and though they will not develop the disease, they can pass it on to others through transfer of saliva. "It's very unusual to have that clustering going on though a similar outbreak occurred in Ottawa in the early 1990s. While most cases of meningococcal disease occur in children aged one year and under because their immune systems haven't yet built up a defense against the dis- ease, "it shifts to a slightly older age group when clusters occur;' says Dr. Panaro. It isn't known why that happens, though it is known that meningococcal disease spreads through the sharing of saliva. by such activities as kissing. sharing food, drinks, lip balm or cigarettes or sneezing directly at someone. The health department here is informed of each case of meningococcal disease and will treat with antibiotics anyone who has come into close contact with the affect- ed person. Symptoms for meningitis include fever, headaches, nausea and neck stiffness. It's harder to define "classic symptoms" for meningo- coccemia because the bacteria is spreading throughout the body through the blood system, according to Dr. Pa- naro. Those affected "feel very unwell", likely have a fever and may have a rash which is not raised and will not turn white if pressed. The vaccine against meningococcal disease is rare and vaccinations here are not being recommended. However, if someone "gets paranoid and wants a vaccine" they can purchase it, says Dr. Panaro. But because it comes in a 10 -dose vial, they may have to purchase all vials and "it's quite expensive" The vaccine is getting scarce because most supplies are going to the Waterloo Region, Dr. Panaro adds. It takes two weeks for the vaccine to take effect. In an announcement Dec. 30 the minister said the provincial govern- ment will provide close to $8 billion in funding for the operation of new district school boards for the January -to -August transition period. Under Bill 160, the fiscal year for education funding changes from the calendar year to the school year. The Province is also assuming half the cost of education previously paid for by tax- payers and as a result will determine how education dollars are spent across On- tario. "We are meeting the com- mitment we made last April by pro- viding secure and stable funding for schools through the 1997-98 school year," Mr. Johnson said last Tuesday. Grants totalling $7,3(x) have been allocated to the Head Injury Association of Durham Region, the Literacy Outreach Centre, Our Home Resi- dential and Respite Services, the Durham branch of the Canadian Mental Health Association, Os- hawa -Durham Symphony Orchestra and Durham Farm and Family Resources. The grants range from $420 to $2,500. "We looked at funding charities f-rom a variety of sectors representing all geographic areas of Durham Region. We know donors want to help in their own communities and with these grants, donors see their dollars at work:' foundation ex- ecutive director Wendy Orton says. The foundation was founded in 1994 and of- fers donors the chance to help their community through contributions that are permanent. St. John Ambulance course puts focus on winter safety The Durham Region Branch of St. John Am- bulance is offering a first aid course next month featuring helpful tips for winter safety. The 16 -hour Standard First Aid and CPR course teaches participants how to treat some- one suffering from frostbite and how to recog- nize the signs of hypothermia. The course, which is being held at each of the branch's teaching facilities across the re- gion, also teaches artificial respiration and pro- vides information on head and spinal injuries, fractures, burns, poisoning, heart attack and stroke, choking, bleeding and shock. Participants must be at least 16 years of age and must register one week prior to the course date. The cost of the two-day course, which will be held from 8:30 a.m. to 4:30 p.m., is $75. Quickly, however, the symptoms worsen and the child is whisked to their community hospital's emergency department. Just days later the child is dead, a victim of meningi- tis. That tragic scene played itself out over the Christmas holidays in the Waterloo Region and health officials there have been frantically organizing mass inoculations against the outbreak. Two young women have died; a third, unrelated case took the life of a Barrie baby. But the deaths in those two regions, the Durham Re- gion Department of Health assures residents here, does- n't mean we should lock ourselves inside our homes, fearful of being struck by the disease. In fact, says Dr. Linda Panaro, Durham's associate medical officer of health, most people's immune systems can successfully fight the disease, even without adminis- tering antibiotics. That's an important consideration for anyone concerned about the "outbreak"' in the Waterloo region. Further, says Dr. Panaro, about 10 per cent of the pop- ulation will unknowingly cam, the meningococcal Woe - ria at the backs of their throats. Though the} will not de- velop the disease, they can pass it on to others through transfer of saliva. And given the health department's knowledge of the disease and its transmission patterns, Dr. Panaro says her department actuall} expects to record approximately five or six cases each year. So, it's not time for a self-imposed quarantine. What will work best in terms of prevention is common sense. Wash your hands thoroughly and regularly, don't share food or drinks, lip balms or cigarettes. Cover your mouth and nose when you sneeze. If you do develop symptoms and fear the worst, make an appointment with your family doctor. But don't panic. History lesson large cut in education spending will o is needed To the editor: 1 road with interest both of the Point and Counterpoint letters which recently appeared in your newspaper. It was after reading the Counterpoint side, and in particular, the third fait paragraph of said letter, that I felt compelled to write. Without getting into the merits of the current debate over the ramifications of Bill 160, which has been debated, ad museum. I was particularly shocked at Miss Erwin's use of the term "dictator- ship". Perhaps a brief lesson in political science and history is required for this Grade 12 student (and, judging from the: rhetoric which emanated from the tcach- ers and their union bo)sses, some of those individuals as well). As Canadians, we live in one of the most liberal and progressive democratic societies in the world, and enjoy the ben- efits of an all-encompassing constitution. Basic powers are split between the feder- al and provincial governments, with the provincial level having complete juris- diction over education. Like it or lump it, this provincial government was duly elected by a clear majority of residents on a clear mandate of cost cutting, deficit reduction and tax rebates. No matter what your political stripe, most would agree that this government has kept its word in all aspects of its agenda in re- ducing spending, getting the massive deficit under control and cutting tax rates. All sectors of public service have been affected. While I am certainly not ,Cd nfy be achieved by increasing efficiencies and not reducing actual services avail- able. I am also confident that biting the bullet now will most certainly benefit fu- ture students in the system, once more rrx►rwyis available to spend on educa- tion, rather than debt service. A democratic government is elected by its populace to govern. "Government by the people", is the actual Vbebster%' definition. Fortunately, this dons not mean that government stops when one particular group dons not like a particular law, as long as the law is constitutionally valid. What is most distressing to me, how- ever, is Miss Erwin's extremely poor choice of words, in describing this province as being larder the yoke of '*dic- tatorship"_ Perhaps, in addition to politi- cal science, it would be appropriate for Miss Erwin to open up one of Iter histo- ry books, and review the perils of the Second World War. To loosely label this duly -elected de- mocratic government as a dictatorship is to kick sand in the faces of the men and woman who died for this great country. I would even go as tar to suggest, as a fur- ther tool of her education, that Miss Erwin be given a free ticket to Iraq, and attempt there to express some of the free- doms that she enjoys here. Perhaps then, she will appreciate the sacrifices made by our predecessors in preserving the freedoms we enjoy in this democracy, in- cluding Ontario. And birthdays being what they are — at least for me as I plunge headlong into my mid-30s — they always seem to highlight the rising importance of numer- als in my life. Here's what I know: I'm 34, one numeral higher, naturally, than 33. My waist in the last 365 days, in con- trast to my hairline, has expanded ever so slightly. I doubled, in this past 12 months, the number of children I have, from one to two. The number of %tresis headaches have gone up by a factor of four. I need more sleep instead of less. Where six hours would do when I was in my 20h, 1 now need eight. At this rate. I'll need 12 hours or more by the time I hit my 6(k. The scale on my hathroxm floor regu- larly reminds me that weight, like spring temperatures, marches quietly and inex- orably higher every single year. I now count the grams of saturated fat in everything I cat_ But, I seem to need twice as much food and it only give% me half the satisfaction. Time, as I get older, passes with gath- ering velocity. There are still only 24 hours in a clay, but they pass with the swiftness of a gunslinger's draw. I know in my head the; 15 or so ciga- rettes I smoke every day will surely kill me. I fear in my heart I'll find the inner strength to quit when it's exactly one day too late. Twenty years ago, I would have run to the store to pick up milk or bread. Ten years ago. I would have walked. Tula}. I'll take the car. Tomorrow, I'll send my oldest boy. Alas, much of our lives, are measured not by the company, but by the numbers, we keep. If I pay close attention, I can re- duce some of the numbers that need re- duction and raise those that need raising. And, in the meanwhile, I'll keep a hope that all your numbers adequately sum up in this new year I had one good year in 1997. This year, if I'm lucky, I'll have twice as much fun in 1998. As one of the former participants of this program I can tell you that I was thrilled to have joined up when we started our exploration of self in color. I was a little scared, although it read 'no drawing experience .jecessary'. I figured even being with a real 'artiste' would push my buttons, but Heather is a woman (l - wonderful insight into the expression of soul and made me feel.. not only at case• but quite happy about my limited drawing skills. As we proceeded to reach deeper into the content of my dreams I developed insights that have lead me to release some old pain and heal some ancient wounds. This program has taught me a new and creative way to open up energy blocks. Heather Rigby describes her Dream Drawing workshop: The workshop will reveal stories fresh with information about elements in our psyches.
