Reduced debt
and taxes
spell relief
No sooner had the federal government announced
it had slain the deficit beast than suggestions started
pouring in about how it should go about spending any
surplus.
Tax relief? Debt reduction? Increased social pro-
gram spending? More money for health care?
The suggestions are as plentiful as the zeros on the
national debt.
Here in Durham Region, Liberal MPs and Progres-
sive Conservative MPPs, naturally, differ somewhat
on what the federal government should do next year
with its so-called 'fiscal dividend'.
Liberal MP Judi Longfield says health care spend-
ing is a priority, though she remains suspicious about
what the Ontario government might do with money
handed down from the feds.
For her part, Tory MPP and Community and Social
Services Minister Janet Ecker tends to agree with Lib-
eral MP Dan McTeague that some tax relief and a start
toward paying down the national debt should be
strongly considered.
That view — debt reduction and a measure of tax
relief — holds the most appeal for ordinary Canadians
in terms of applying any fiscal surplus.
Canadians tightened their belts along with various
government levels when the Liberals took office in
1993 and announced their intention to eliminate the
massive budget deficit.
Consequently, they deserve some reward for their
willingness to shoulder the load. More importantly,
however, the focus must also turn to debt reduction so
Canadians can enjoy — down the road — long-term
fiscal rewards.
The Chretien government is the first in recent years
to meet its commitment in battling the deficit; for that
it deserves credit.
But again, ordinary Canadians were the people
who bore the brunt of cuts in the last four years. They
— you — merit some of the benefits of those efforts.
By any measure, Canadians do deserve some tax
relief. But, they also deserve effective fiscal manage-
ment that will sustain us in future years.
.Pay down the debt today and we'll reap the bene-
fits — for our children — tomorrow.

Ontario Speaks questionnaire
a cruel hoax by Tories
To the editor:
Having just received my copy of
the Ontario Speaks questionnaire, only
one question begs to be answered in
my mind: Is this Mike Harris' idea of a
really bad joke? How could the same
government that spent the past two -
plus years ignoring the wishes of the
electorate have the gall to use our own
tax dollars to send us questionnaires? I
must be missing something here.
Mike and company do not even ap.
pear to understand the concepts of fair-
ness, compassion, respect, tolerance or
democracy. They dismiss all who seek
to have their views heard as "whiners;'
"complainers" and "special interest
groups". They place barricades around
the legislature, close the public gal-
leries, trot out the police riot squads at
will, and then ask us to speak up. This
has to be a cruel hoax.
I will fill out my questionnaire and
return it, but I don't expect to be heard;
that would require a government intent
on listening. Sadly, we don't have that
in Ontario today.
William Lambert,
Pickering
Roger Anderson was not
thrown out of office
To the editor.
I would like to point out the need
for clarification of a letter to the editor
m your Dec. 12 edition.
Reader John Hillman, when com-
menting on the retirement of former
Regional Chairman Jim Witty and the
subsequent appointment of Roger An-
derson to that position, stated that vot-
ers "threw Mr. Anderson out of office
in Ajax".
To clarify, Mr. Anderson chose to
run for the position of Ajax mayor, as
opposed to seeking re-election as re-
gional councillor. On Nov. 10, Steve
Parish was elected mayor and Mr. An-
derson was defeated in his quest for
that position. He was never "thrown
out of office".
On behalf of all Ajax residents,
congratulations to Mr. Parish and to
Mr. Anderson. Both have traditions of
excellent leadership, and both will
continue to represent Ajax very well
for the next three years.

Merry, mushy
Christmas, Hon
Dec:. 25 is no big deal for me.
No, my friends don't call me Scrooge.
Stooge, perhaps, but not Scrooge.
It's not that I have anything against Christ-
mas. I've never uttered the phrase "Bah, hum-
bug!' The closest I've come is, "Aaah, ham_
burgers! Are they all for meT'
You see, the reason Dec. 25 is no big deal is
because every day is Christmas day for rne.
It's made so by the woman in my life. "M
Girl", as I call her sometimes. Or "Mukestcr''.
Or "My Manx".
Or ' the perpetrator who hit me over the
head with a festive Yule log, officer", if I get
too mushy with this. We both hate mush, big
time. Oh, we haul it out for her parents who
live with us or the guests who don't know
when it's time to leave. It's our signal that we
want some privacy — to watch A&E's latest
installment on mass murderers or to view
TLC's most recent offering on Operation. to
see who'll blink first as surgeons cut open an-
other patient. Or if she's given temporary cus-
tody of the remote, to watch Rather Large Per-
spiring People sing in Italian.
Yes, we have decidedly different tastes. For
Christmas, she's asked me for a boxed set of
Vivaldi CDs. "You mean Valdy'?" I asked as I
made up my Christmas list. I've put in my re-
quest for a videotape entitled Mayhem on Ice:
Hockev's Bloodiest Brawls, one step up on the
grisly scale from Don Cherry's series, Look al
that Chicken Swede Turtle, Will Ya'"
In many ways we are proof that opposites
do attract. She won't eat red meat. I need to
have a dead beef -bearing animal on my plate at
least once a week. She loves vegetables. I be-
lieve they should remain planted in Goofs
green earth, not make their way into my bellN
She likes to get out in the great outdoors, sm ll
the fresh air, play sports. The Great Outdoors
was one of my favourite John Carly movies:
if you've seen one tree you've seen them all;
there's plenty of sports on TV.
And, the other thing that separates us is the
fact that she's unlucky in love; I'm the luckiest
guy in the world.
You're simply the best, My Girl. You light
up my life, Mukester. You are the wind beneath
my wings, My Manx. Merry Christmas.
Baby...
Ane you planning to hit me with that fes-
tive Yule log?

Durham prosecutors
back off on challenges
to Morin Inquiry
BY STEPHEN SHAW
DURHAM STAFF
A year-long inquiry into Guy Paul Morin's wrongful mur-
der conviction has ended with two Durham Region prosecutors
— notified they may face findings of misconduct — agreeing
to drop legal challenges which threatened the inquiry from
reaching its ultimate conclusion.
Lawyers for Crown attomev John Scott and Assistant
Crown attorney Susan MacLean launched eleventh -hour legal
applications on Wednesday, objecting to notices advising the
prosecutors that findings of misconduct could potentially be
made against them in commissioner Justice Fred Kaufman's
final report. In the applications, their lawyers argued the notices
were too broad and vague, therefore their clients could not
properly respond to the allegations. Michelle Fuerst, Ms.
MacLean's lawyer, agreed on Thursday to drop the challenge
and, on Friday, after being provided with further details, Mr.
Scott's lawyer, Robert Armstrong, agreed to withdraw his ap-
plication as well. "We are now of the view we have the partic-
ulars we require... We arc content" Mr. Armstrong said.
Notices of potential misconduct findings are believed to
have been sent to numerous individuals involved in the Morin
case, as required under the Public Inquiries Act.
Though highly confidential — since they may or may not re-
sult in findings of misconduct — the notices sent to Mr. Scott
and Ms. MacLean became public when they were included in
their notices of application. Mr. Justice Kaufman does not have
the mandate to assign criminal or civil responsibility, but find-
ings of misconduct could jeopardize the reputation of those
cited. Mr. Morin
was charged with rn

"It reinforces our practices in law,"
says Durham Region Roman Catholic
Separate School Board director Grant
Andrews.
"Our practice has been to hire
Catholic teachers"
Catholic school trustees launched the
court challenge more than two years
ago, maintaining the law — which effec-
tively prevents the separate school sys-
tem from discriminating in favour of
Catholics when hiring and promoting
was unconstitutional.
Catholic schools would be Catholic
in name only if the law were allowed to
stand, they argued.
Mr. Justice Robert Sharpe of the On-
tario Court, general division, released a
45 -page decision Thursday.
Justice Sharpe says the religious
faith of the teacher is relevant with re-
spect to teaching of religion and family
studies.
Mr. Andrews agrees, saying the board
has a mission statement based on
Catholic beliefs.
"It's important that people we hire to

He says hiring non-Catholic teachers
"has never been an issue for us"
The Ontario Secondary School
Teachers' Federation was among those
which opposed the challenge.
Representatives argued that all mem-
bers of the public should be eligible for
employment at Catholic schools because

Pickering nuclear plant
staff, Ajax teens team
up for Christmas drive
Two groups
help feed and
provide gifts
for needy this
holiday season
There's no trouble
bridging the generation
gap for employees of the
'Pickering Nuclear Gener-
ating Station and students
of Exeter High School in
Ajax.
For three years now,
station employees and Ex-
eter students have gotten
together to organize a
Christmas food and toy
drive for local needy fami-
lies. A wrap-up party for
the drive was held Tuesday
at the nuclear station.
"We adopt 15 families
with Exeter and make sure
they have a good Christ-
mas;" says Don Terry, em-
ployee communications
co-ordinator at the station
and one of the organizers
of the drive.
At the station, staff
have collected about
$6,000 to purchase gifts
for the 15 adopted fami-
lies, food for the Salvation
Army and pyjamas and
stuffed animals for the
Denise House shelter for
abused women and chil-
dren. About three small
van -loads of food and toys
have also been donated by
the employees for the Sal-
vation Army to distribute
to other needy families.
At Exeter, the students
have collected enough
food and cash to provide
Christmas dinners for the
15 families.
Pickering station em-
ployees actually started
their own Christmas drive
about 10 years ago when
Mr. Terry came up with
the idea. It was adopted
enthusiastically by other
staff and the drive has
been getting bigger every
year since.
The Exeter students
also had their own drive
going which was success-
ful at collecting food, but
they were finding it diffi-
cult to get toys for their
adopted Christmas fami-
lies.
Then, when the station
and school began to form
partnerships in areas such
as work co-op programs
and curriculum develop-
ment, it seemed natural to
work together on the
Christmas drive as well.
-We run it in partner-
ship with the students and
staff at Exeter;' says Mr.
Terry.

Students at Ajax's Exeter High School and employees
at the Pickering Nuclear Generating Station joined
forces in a bid to make Christmas a little brighter for
needy families in Durham Region, and came away
with quite a load of donations. In all, more than
'$6,000 was raised and spent on toys and food for 15
'adopted' families. Celebrating their succuss are (from

Grand Opening celebrations. Nov. 8/97
Cynthias Creative Dance Mayor Parish with Brian Seetner
with Mayor Parish (owner) and Luka Kapec (manager).
Owners Brian and Cathy Seetner, and Howard and Missy Mandel of Party Packagers are pleased to announce the
opening of their third store. This location at Hwy #i2 and Harwood Ave. in Ajax celebrated its grand opening on
November 8th of this year.
Party Packagers is one of a kind!
We are the 2Wy one stop, discount warehouse superstore that offers amazing deals everyday on a unique product
combination of brand name and imported toys, loot (loot bag stuffers) and party supplies for absolutely every
occasion you can think of.
With over 1 million items in the store, our party supplies selection is broad and always well stocked, our loot selection
is humongous (and something we're famous for!) and our toy department offers a wide range of good quality toys,
puzzles, games, crafts plus a smaller selection of electronics, videos, computer games and educational products.
Our prices are very, very low everyday on everything we sell. Additionally, throughout the year, we buy thousands of
closeouts and o%erstocks of brand name toys and novelties that offer our customers amazing deals at prices they won't
often see elsewhere.
Party Packagers is a Canadian, family owned business. The company began in 1976 as a toy distributor to companies
and organizations holding Family Christmas Parties for the staff's children, whom we continue to service today. Party
Packagers began selling to the public from the back of our distribution warehouse on a side street (1987). Our concept
has remained true to our roots while our retail outlets have grown in size, number, product selection and popularity.
One of the first Discount Warehouse Superstores in the GTA, we are now 3 - in Downsview, Mississauga & now in
Ajax. Each store is between 18-23,000 square feet.
Party Packagers is a true destination store, attracting customers from great distances because of the overall low prices,
the "amazing deals" on toys, and the big selection for parties. Our customers tell us they I= the store because, in
addition to the great prices and selection, it is so much fun to shop at Party Packagers!
Amazing deals everyday

on odour from Oshawa
auto plant supplier
OSHANA — A report on an odour problem
coming from Peregrine Industries will be ready
in February.
Residents near the plant at the southwest cor-
ner of Ritson Road North and Adelaide Avenue
East have complained for years about an odour
problem, according to Durham Region's envi-
ronmental health division director Brian Devitt.
The Ministry of the Environment and Ener-
gy's (MOEE) Trace Air Gaff Analysis (TAGA)
mobile testing unit conducted an air monitoring
survey in October, Mr. Devitt told Regional
Council's health and social services committee
Tuesday.
The: TAGA unit first conducted tests near the
plant in April. 1992 and found emissions from
the factory were within ministry guidelines and
would have no long-term health effects, Mr. De-
vitt said.
"In the last few months, there have been
many more calls;' he reported. -It seems the

OSHAWA -- Iuco Oshawa schools have been

pla}ground equipment.
The City received requests from Beau Valley
Public School and Ecole Catholique Corpus
Christi for funding. Although the City has recent-
ly provided SI0,0(X) toward new equipment at
Queen Elizabeth and Glen Street schools, it re-
jected requests from Beau Valley and Corpus
Chnsti for two different reasons.
In a report. Stephen Bedford. community ser-
vices commissioner, says the Beau Valley school
area already has sufficient parkland with play-
ground equipment for its population. The Corpus
Christi area doesn't have enough parkland, the re-
port says. but the request was denied due to the
proximity of playground equipment at Laval Park
and the future parkland that will be provided in
the Champlain Avenue/Fox Street development.
problem is more pronounced and something
seems to be triggering these complaints:'
Ministry official Dave Fumerton said MOEE
staff have met with Peregrine officials recently
to discuss complaints about the odour which is
caused by N -butyl acetate.
The fact that use of N -butyl acetate has been
reduced at the factory may be triggering other
odours. Mr. Fumerton said.
"N -butyl acetate is a masking odour. If you
get rid of that odour, you'll smell other odours"
Keith Willson, also of the MOEE, compared
the odour to the presence of a skunk and per-
fume in the same room; people would notice the
skunk's odour over the perfume's scent.
Mr. Fumerton said when Peregrine altered its
incineration process in July that could have
"changed the characteristics of the odour. We'll
know for sure when we see the report"
N -butyl acetate is the "dominant chemical
used. N -butyl acetate was always within the
ministry's criteria, even when you could smell
it"
Peregrine officials have told Mr. Fumerton
more equipment is being installed during the up-
coming Chnstma% shutdown to remove the
odour.
Regional Chairman Roger Anderson said.
"Waiting four months for a report when there
could be a problem is unacceptable"
Ministry staff spent the spring, summer and
fall doing TAGA testing and will write the re-
ports in winter. Mr. Fumerton noted.
Mr. Devitt said if the TAGA unit picked up
something significant. the Region would have
been notified.

OSHAWA — Durham Regional Police are
looking for the driver of a stolen van which nearly

youths drinking in a vehicle in the parking lot be-

The officers were provided with the licence
plate numbers of the Chevy Lumina and learned i
was a stolen vehicle before arriving at the scene,
Sergeant.Jim Grimley said.
He said the officers pulled into the parking lot,
parked the police cruiser in front of the suspect
van and, with their revolvers drawn, ordered the
two occupants out.
"Neither of the males complied and the driver
put the van in reverse, striking a car which in turn
struck two others," Sgt. Grimley said.
The driver then "drove directly at the officers;'
both of whom managed to get out of the vanOs
path, he said.
A short time later police found the vehiclem
abandoned near Cedar and Taarack streets and
arrested the 14 -year-old passenger of the vehicle
at the scene, Sgt. Grimley said.
The driver managed to elude officers.

Infant Dental Care • at Birth
by Dr. Dhanji
Contrary to common
belief, a child's dental
care does not start with
the first visit to the
dentist at about 2 to 3
years of age, but right
after birth. Proper
feeding habits and even
cleaning of the teeth as
soon as they erupt into
the mouth are of great importance. The medical
doctor's background contains very little information
about preventive dental care, so you should receive
advice from your dentist about the health of your
child's mouth. Healthy and well -formed baby teeth
make a necessary foundation for a truly permanent
dentition.
Paedodontists (childrens' dentists) find, that despite
advances in all fields of health care, we have to deal
with an increasing number of dental problems at a
very early age, in some cases, soon after the baby
teeth start erupting.
The irony of it all is that our expertise and
knowledge are more than sufficient to prevent these
conditions, but non -sufficient communication
between us and the general public hinders us from
spreading the necessary information. Following, we
will try to put down in point form some basics for
good dental health for very young infants. If these
are followed, then the child's own first visit to the
dentist at around 2 1/2 years of age should be a
pleasant experience and form a good relationship
with the dentist for all the yeah to come.
A Few Pointers For Good Dental Health
I. Breastfeeding is preferable to bottlefeeding
mostly from a medical point of view, but
paedonontists and orthodontists do suggest it as
well, mostly because bottlefeeding can easily
become habit-forming.
2. If you bottlefeed, you may need to add a certain
amount of sugar or syrup to the formula. This
should be omitted as soon as a medical doctor
permits it. At around 1 year of age, a cup should
replace the bottle, particularly the night bottle.
3. The baby's positioning at bottlefeeding should
imitate that of breastfeeding. The hold in the bottle
nipple should be small enough to make the baby use
the oral nuscles to the same extent as with
breastfeeding - this will help proper development of
the oral cavity. Not at any time should the bottle be
left with the baby in the crib because: a) The
contents of the bottle (even unsweetened juice or
even milk) can be damaging to the teeth if left in
contact with them for any length of time. b) The
nipple itself, depending on its positioning in the
mouth, can before a developing mouth permanently.
4. If the baby shows a tendency toward
thumbsucking, we would advise a soother which,
however, should never be dipped in sugar, honey or
any other sweetener. It can be tiring popping the
soother back into the baby's mouth time after time
at the beginning, but this effort is still small
compared to the trips to the dentist later on, if the
baby becomes a habitual thumbsucker. At about 1
year of age, the soother should be discarded. Some
crankiness may follow, but the chances of having a
deformed mouth are largely diminished.
5. At teething time, any kinds of biscuits are
definitely not recommended. They have a doubly
damaging effect by forming a sticky, cariogenic
(cavity -forming) film around the teeth and also
introducing an appetite spoiling snacking habit.
Rubber teething rings and soft plastic toys are
excellent for the purpose. Also rubbing the baby's
gums with a piece of gauze dipped in water will
both relieve itchiness in gums and concurrently
clean any already erupted teeth.
6. When choosing baby foods, remember that
infants like bland foods. As a guideline, do not use
your own taste but common sense, avoiding sugary
and salty foods. Read the labels.
7. Tempting the baby to eat by adding sugar or jam
to the porridge will only lead to overfeeding and a
desire for sweets. Avoiding snacking and eating
balanced meals yourselves will set a healthy
example for the baby.
8. It does take character and courage to say a

It's that
time of
year
. when it
<.► seems
like
everyone
you
know is
suffering from some type of cold or
flu bug. We have all said and heard
others say, "I must have caught this
cold from "so-and-so". So one
person wants to take responsibility
for starting the whole thing - nor
should anyone. When we get a cold
or a flu we have no one to blame
but ourselves.
The immune system is an amazing
little army of defense. When a
foreign invader enters a person's
body, the army in your body,
especially your white blood cells,
go on the attack. When you are
healthy and your white blood cells
are plentiful you can march those
invaders right out of your body
without noticing any symptoms. It
is when we have a suppressed
immune system that our army shuts
down and we allow ourselves to get
sick.
What factors arc involved in
suppressing the immune system''
Number one is stress. Stress can be
physical, emotional or
psychological stress. Tis the
season for hustle and hustle
shopping and entertaining friends
and relatives all in a very short
period of time. Find at least ten
minutes to every day to spend by
yourself and do some deep
breathing exercises. Oxygen is a
great healer, but we tend to breathe
shallowly which doesn't bring
oxygen deep into the lungs. Deep
breathing does that.
Indoor air quality can be very poor
and is second factor in immune
depression, especially for those
that suffer from indoor allergies
and asthma. We spend more time
indoors in the winter and naturally
we will he exposed to more indoor
air pollutants. Try to get outside
and do outdoor activities. Walking
is a great activity and helps to lift
the mood as well.
Diet is a large factor in keeping the
immune system as healthy as
possible. What we don't put in our
mouths is just as, or more
important as, what we do put in our
mouths. Refined sugar in cookies,
cakes, brownies, pies, etc. are the
biggest contributor to immune
suppression. When we eat refined
sugar our white blood cell activity,
our army of defense, becomes
suppressed for the next five hours.
Dairy, including cheese, milk, and
yogurt all contribute to sludging up
the system. Dairy is a big mucus
producer. When you have a chest
cold or are sick for any reason, stay
away from dairy altogether.
Hydrogenated fats that are found in
almost all packaged food including
margarine should be avoided at all
foods and extend their shelf lives, but
they do nothing for extending our lives.
They contribute to shortening our lives,
though. Not only are they depressing to
our immune systems, they are one of
the largest contributors to heart
disease. Do yourself a favour. Start
reading food ingredient lists on
packages and discover for yourselves
how plentiful this ingredient is in food.
I think you will be amazed.
Foods to focus on are the following (in
order of priority): Vegetables,
especially the green, yellow and orange
vegetables high in Beta Carotene;
Fruit; Legumes (beans, peas, lentils);
Whole grains; lean meats; nuts; seeds.

than anything, is what I consider an insult to our

intelligence, that the economy is growing at too
rapid a pace, and rates must increase to curb infla-
tion. I must have blinders on, because the only thing
I see is a slight improvement over the past few years,
with most people still having a major concern as to

job security. If these exorbitant billion plus profits
were taken out of the equation I wonder if every-
