Investigation a `dumb decision':

PICKERING — An expensive investigation for possi-
ble oil contamination in a landfill at the Pickering nuclear
station has been a mistake, says one of the American ex-
perts brought in by Ontario Hydro to help turn around its
ailing nuclear plants.
Robert Ferguson, vice-president of technical support for
Hydro's nuclear division, told the Durham Nuclear Health
Committee Friday that Hydro has spent about $1 million on
the investigation.

"If students are doing excellent
work in what's prescribed for their
grade level they can get an A;' she
says.
Ms. Laing notes guidelines on as-
sessing students are included in the
government's new curriculum.
In languages, for instance, a stu-
dent would receive an A if they were
using -complex ideas" in their rea-
soning and communication and had a
"thorough understanding" of
spelling and grammar.
Ms. Laing says a student would
receive a B if they could work inde-
pendently and had a general under-
standing of the material, a C if they
required "limited" assistance and a D
if they needed substantial help and
were achieving below expectations.
Meanwhile, Mr. Weaver says the
public bpard is looking at ways to
create opportunities for students to
exceed the standards through apply-
ing the skills they've learned.

Alcohol-related charges against
drivers up 67% in Christmas blitz
The number of alcohol-related
charges laid by Durham Regional Po-
lice RIDE units in the first two weeks
of this year's campaign is up 67 per
cent compared to last year.
Twelve motorists were charged in
the second week of the program, bring-
ing this year's total to 25, says
Sergeant Rick Bates of the traffic man-
agement unit.
Sgt. Bates says officers are "bound
to find more" drunk drivers as the de-
partment has doubled the number of

For the most part, says Mr.
Paznar, the landfills contain con-
struction rubble such as wood,
steel, asphalt. concrete and plastic
sheeting. Some materials which
were routinely tossed into con-
struction landfills in the 1970s but
are no longer put there, such as oil
filters, paint cans, oil or grease
drums, a fuel can and a fuel tank,
have also been found.
About 350 soil samples have
been taken and sent to indepen-
dent labs for testing. The results
are not vet available.
Wardrop has also decided to
dig some horcholes in parts of
Alex Robertson Park just north of
the nuclear plant that were appar-
ently used to bum construction
rubble.
"We've had a thorough investi-
gation and Wardrop has been
given an independent hand in de-
termining where and what they're
going to dig:' notes Mr. Paznar.
The Town's consultant was
scheduled to provide Pickering
Council last night an update on
the landfill investigation. Work at
the site is expected to wrap up by
the end of December, and Mr.
Paznar expects to have his final
report to Council by the end of
January.

then forcing their way into a neigh-
bour's residence at 2:30 a.m. Mon-
day, Durham Regional Police said.
"When officers arrived the door
was answered by a man who lives

bed with his wife, -and children in
another room," Sergeant Jim Grim-
ley said.

the house they found two males
hiding in the dining room,'

Police recovered a large quanti-
ty of various items stolen from
three cars on the street and took
two suspects into custody.

The prosecution started legal pro-
ceedings last week in an attempt to have
the man convicted of shooting three po-
licemen during a bloody bank heist de-
clared a dangerous offender.

Micky McArthur, 44, was
one of two masked bandits
who, armed with a high-pow-
ered military rifle, burst into
Port Perry's Bank of Montreal
on Oct. 20, 1994, shot bank
manager Alan Knight and
opened fire on police during
Crown. Dangerous offenders can be im-
prisoned for life, with periodic reviews
of their case.
The hearing, however, was side-
tracked by a motion made by Mr.
McArthur's lawyer, Greg Lafontaine, to
have the new dangerous offender
amendments declared unconstitutional.
Arguments on the application were ex-
pected to take up most of the
day.

Angus Junior McArthur, Mitchiel's
younger brother, was also accused in the
robbery, however, he was acquitted of all
charges by a jury.
Prosecutors Lori -Ann Turner and
Michael Hill yesterday filed an applica-
tion in the Ontario Court, general divi-
sion, asking Mr. Justice Harry LaForme
to grant a court-ordered psychiatric as-
sessment of Mitchiel McArthur.
Under amendments passed last sum-
mer to the section of the Criminal Code
dealing with dangerous offender applica-
tions, the assessment is required before
the Ministry of the Attorney General can
support such an application made by the

earlier in the year.
Mr. McArthur, the author of a 1990
autobiography titled, 'I'd Rather Be
Wanted Than Had — The Memoirs Of An
Unrepentant Bank Robber', has a long
criminal record for crimes of "escalating
violence" and previously gained notori-
ety for escaping from the maximum se-
curity penitentiary in Kingston.
"I am well aware of the background
of Mitchiel McArthur, his history, the
book. . . The concern about Mitchiel
McArthur is very real," said Mr. Justice
LaForme.

ment's controversial Bill 160 passed last
week in the Ontario Legislature, but she does

Infrastructure projects ready to dig in
PORT PERRY — A section of North Street
is in for some improvements, thanks to a infra-
structure project involving the federal, provin-
cial and regional levels of government.
The federal government announced Nov. 21i
that eight Canada/Ontario Infrastructure Works
(COIW) projects worth more than $4 million
had received approval in Durham, including a
sanitary sewer and water main replacement job
along North Street between Perry and Water
streets.
The program calls for the three levels of
government to equally share the cost, although
only $87,000 of the local project, which will
cover the water main work, will be funded by
COIW money. The remaining $253,000 for
sanitary sewer construction is being paid for by
the Region.
Durham engineering technician Peter Ufni-
ak said both areas needed the work, and since
the water application was approved, Region of-
ficials decided to take care of all the work at
once.
-It makes sense to do them both at the same
time so we're going to do them both at the
same time," said Mr. Ufniak. "That way it will
mean less disruption and it will be more eco-
nomical at the same time."
Witnesses wanted to fatal accident on Hwy. 401
OSHAWA -- Police are look-
ing for witnesses to a rush-hour
pedestrian accident on Highway
401 which claimed the life of a
37 -year-old Courtice man Fri-
day.
Teens charged with
possession of stolen
property
OSHAWA -- Durham Regional Police offi-
cers who became suspicious of a driver when
they "could only see the top of his head" ended
up arresting two teenage boys, ages 13 and 14,
on auto theft charges.
The officers stopped the 1988 GMC pickup
on Laval Drive in Oshawa last Saturday
evening and noticed the ignition had been
punched out, police said.
The vehicle was stolen earlier from the GO
Transit parking lot in Oshawa.
Sergeant Jim Grimley said the 14 -year-old
driver and a 13 -year-old passenger were both
arrested by officers at the scene. Police seized a
screwdriver.
They teens were both charged with theft,
possession of stolen property and possession of

Surveillance ends in
robbery arrest
OSHAWA — Durham Regional Police have
arrested and charged a suspect in the robbery of
a Seven -Eleven store in Oshawa last Tuesday.
A 33 -year-old man was arrested late Friday
following surveillance of a Nonquon Road
housing complex by robbery unit detectives,
police said.
The early -morning heist occurred when a
man and a woman entered the store at Nonquon
Road and Mary Street and the man, with his
hand in his pocket, gestured to the clerk he was
armed, police said.
The robber demanded and received cash and
cigarettes before he and his accomplice fled the
store.
No weapon was seen.

in Whitby hosted a fund-raising skate Sunday,
Dec. 7 to help a local family which has fallen on
tough times.
Wheelies is donating a portion of each ad-
mission fee on from the fund-raising skate day
to help the family of Ben Twiddy, a local four-
year-old who just went through his second liver
transplant.
Ben's parents were forced to leave their jobs
to care for their son.

Senate overhaul
long overdue
When is the only time you ever hear about Canada's
upper chamber, the Senate? Answer: only in a negative
light and only when that light shines on some form of
abuse of power, of public money or of public respect.
The latest Senate embarrassment rests squarely on the
shoulders of Sen. Andy Thompson, a 72 year old who
was appointed to his post in 1967 by then -Prime Minis-
ter Lester Pearson. A one-time Ontario Liberal leader,
Sen. Thompson has shown up just 12 days in the past
459 sittings of the Senate, a term that extends over the
past seven years. For that Sen. Thompson, who lives in
La Paz, Mexico for six months a year for health reasons
and who will not be forced to retire his Senate seat until
Dec. 14, 1999 when he hits the mandatory retirement age
of 75, is paid a salary of 564,4(x) per year. He also re-
ceives a tax-free allowance of $10,100 per year, has of-
fice expenses of $90,000 per year, a 538.000 personal
government paid -for secretary at his disposal and gets 64
free business -class airline trip tickets per year. He re-
ceives this largesse if he appears just one day out of
every two consecutive sessions of Parliament.
Sen. Thompson is only one example of many senators
who do not take their jobs seriously but certainly have rx)
trouble cashing. ta\payer-funded cheques for doing next
to nothing. Other senators certainly work hard at their
jobs. putting in long hours on committees and providing
a review of legislation that can help when final reading
comes along.
The obvious problem with the Senate is that its role
and the job of its members is ill-defined. There are two
options: either scrap the Senate completely, or radically
reform it so it has a vital place at the centre of public life
in this country.
Reform idea., (and it can be said they really are 'Re-
form' ideas) included the triple -E senate: equal, elected
and effective. A senator from Alberta, Stan Waters, was
elected in the 1980s, died shortly after and was replaced
in the old-fashioned way, by appointment. An equal Sen-
ate would have equal numbers of senators from each
province. As for being effective, the Senate's duties
could be expanded. These ideas were on the table along
with many others in the Charlottetown Accord in 1992
but went away when the Accord was defeated.
The first step is that senators must have much more
stringent attendance and committee work requirements.
If senators can skip Senate work, why have a Senate at
all? The Senate can be a force for good work in this
country, but the House of Commons must ensure a Sen-
ate that in fact, does work, is put in place. Canadians de-
serve no less.

Re the Nov. 30 News Advertiser
story headlined 'Ambushed: Ecker
faces Bill 160 foes at public forum':
The coverage given to this event
by your reporter, Linda White, was
difficult to believe. Hundreds of par-
ents and other constituents had their
first — and for many — only oppor-
tunity to speak to their provincial rep-
resentative. It should be remembered
that were it not for the opposition par-
ties, Bill 160 would have passed third
and final reading the very afternoon
before Ms. Ecker "faced" her con-
stituents.
The clear and overwhelming ma-
jority of these residents wanted to let
Ms. Ecker know they did not agree
with her government's cuts to educa-
tion icor did they accept its illogical
reasoning. Many were fully aware of
both sides of the issue and did not
come to hear the "party line" simply
repeated. For your reporter to focus
on a parent in the distinct minority
does a disservice to the many frus-
trated, concerned parents who were
in attendance.
My wife and I have tried for three
weeks to speak with the ti1inister of
Community and Social Services.
Home and work numbers have be:cn
left with Ms. Ecker's office assistant.
We have made reminder calls to at-
tempt to communicate. To date, no
response from Ms. Ecker.
"Ambushed", the word used in
your headline, implies hiding. Some-
one has been hiding and it's not the
constituents of this riding. But after
reading your paper's coverage one
might think, "Those Durham West
constituents, they just won't listen".
Excuse me, I'm getting dizzy from
the spin on the story.

Never a
dull moment
As Christmas and another year ap-
proach, it's time to reflect on the past 12
months. These are among the things I will
remember:
The Tory government: Thank you for
ensuring I always had a story to work on.
Sure, there were days at the beginning of
the year when I'd come to work and won-
der if I'd have a big headline to chase down.
In the last few months, I still came to work
wondering — but instead of worrying
about headlines, I'd be wondering if the
story I was working on in the morning
would have any relevance by the afternoon.
Never have I seen so much happen at
Queen's Park.
My Son: Brody learned to walk, give
me kisses and say "love you" this year.
Death of a Princess: Like many, I will
remember what I was doing the moment I
heard the news of Princess Diana's death.
While I can't say the same of Mother Tere-
sa. 1 will remember feeling touched that the
world lost two compassionate people with-
in days.
hly Daughter: Alexandra has learned
to draw wonderful pictures of our family
and helps make the best -tasting cookies
I've ever had. Except maybe those my
Mom makes.
The Teachers' Strike: Even if you did-
n't agree with teachers closing down our
schools for two weeks, you must agree they
forced an untold number of parents to look
at our education system. Many can at least
thank them for the $400 they can collect for
the 'inconveniences' experienced during
the strike — especially those who didn't
need to fork out money for day cane but can
collect the maximum anyway.
My Husband- For remaining dedicated
to getting his university degree and staying
up late so many nights studying so he did-
n't miss out on time with the kids.
The un -elections: When I realized we'd
be covering two elections — the federal
and municipal, in case you've forgotten —
within months, I was a bit apprehensive.
But a lot of non -issues allowed me to pret-
ty well yawn through earth.
Celebrating Christmas with my family
will round off my list — though perhaps I
should find out when the legislature recess-
es before I make my list complete.

PICKERING — The Pickering Panthers
managed one win in two league contests on

The score in the Panthers' defeat in
Wellington was not indicative of the play of
the Pickering juniors who outworked the op-
position and also outshot them 42-28. Howev-
er, the Panthers were unable to finish their
scoring opportunities and the powerplay was a
woeful 0-7.
Despite the team's inability to convert its
scoring chances, the Panthers' effort had head
coach Rod McGillis beaming.
..We gave one of our best effort- in a long
time. TM work ethic was exceptional;' notes
McGillis.
"When you go into Wellington, you have to
compete for the entire game. They're a real
good team and I have a lot of respect for
them.
George Trifon opened the scoring in the
contest, finding the range on a breakaway. But,
Wellington scored on Panthers' starting net -
minder Joel Cameron before the end of the pe-
riod for a 1- I draw. The Dukes led 2-1 after the
middle stanza, then scored two more in the
final frame to put their I 1 th victory of the sea-
son in the books.
Meanwhile, the Panthers started December
off on the right foot with the win over the ex-
pansion Pittsburgh Jr. Penguins. Picker-
ing opened up a 2-0 lead in the first pe-
riod on goals by Justin Kowalcyzk and
Mike Hanna Pittsburgh scored a pow-
erplay goal to cut Pickering's lead to 2-

The Panthers return to action this weekend
with three important divisional games. Picker-
ing plays rival Oshawa Legionaires at the
complex Friday at 7:30 p.m. The Panthers
travel to Port Hope's Jack Burger Sports Com-
plex for a game against the Buzzards Saturday
night, then end the weekend with a Sunday af-
ternoon tilt in the U.S. against the first -place
Syracuse Junior Crunch.
The Panthers are currently in fifth spot in
the league'- Eastern Division with a mark of 8-
14-5 for 21 points.

ceeds from the Panthers' home game on Fri-
day, Dec. 19 against the Durham Huskies will
be donated to the United Way of Ajax -Picker-
