Only children six and under are al- lowed to join their parents or care- givers in a change room for the oppo- site sex at the complex. Just last year, she adds, police charged a man with sex- ually assaulting a nine-year-old girl and a 13 -year-old boy in the Picker- ing Recreation Complex pool during a public swim. If a new government comes in and wants to save quality education, it would cost too much money" to return it to its current level. While Mr. Hanson suggested teachers were "bitterly disappoint- ed" that the Ontario Federation of Labour didn't join them on the pick- et lines, Ontario Secondary School Teachers' Federation, Durham dis- trict president Pat Jermey recognized the division in the Ontario Teachers' Federation failed to garner support from organized labor. But many union members do support teachers, reported Oshawa resident Russ Rak. "Bill 160 cannot be allowed to stand if it passes (third reading and is made into law);' he argued. "We must fight to get it repealed. It has nothing to do with quality education. Its objective is power. Its goal is to privatize education and set up char- ter schools" Ontario English Catholic Teach- ers' Association. Durham district president Mike O'Connor also ex- pressed concern that Bill 160 is paving the way for private — or charter — schools. "We're not giving up the fight. even though we're in the classroom;' he reminded parents. "We're not rul- ing out that somewhere down the road we may walk out of the class- room again," He reminded parents of their re- sponsibilities in defeating Bill 160. "Only the public can save public ed- ucation.- While d- ucation:'While the government insists Bill 160 will improve the quality of edu- cation, critics say it is nothing more than a power grab to slash spending. Johnson "opened his wallet and fumbled through his papers, eventually produc- ing a police officer's business card" He was de- scribed as being "unco-operative" when asked for his proper identification. He was then arrested, taken to the Pickering police station and later released. In court Friday, Coun. Johnson was fined $125 for the of- fence of intox- ication in a public place, and given a suspended sentence on the charge of having open liquor other than in a permitted area. Provincial prosecu- tor Stephen McGuire said he agreed to the suspended sentence on the second Liquor Li- cence Act charge be- cause the defendant's judgment was likely af- fected by his intoxica- tion. Coun. Johnson's PICKERING — Ward 3 Regional Councillor Rick Johnson has pleaded guilty to Charges of being intoxicated in a public place and having open liquor other than in a permitted area in an incident in January. Coun. Johnson's lawyer, George Wright, entered the guilty plea in provin- cial court in Whitby Friday morning on behalf of his client, who wasn't there. According to an agreed statement of facts submitted to the court, at approxi- mately 2:15 a.m. on Jan. 18, a police offi- cer stationed in the parking lot of Celebrity's restaurant on Bayly Street ob- served Coun. Johnson exiting the establishment holding a bottle of beer and a glass. The councillor got into the passen- ger side of a vehicle which left the lot. The vehicle was fol- lowed by police and stopped at a plaza at 1271 Kingston Rd. She points out she had been spending about $400 a year on semi -private swimming lessons for her son before he became too big to sneak into the women's dressing room. It will cost Pickering in rev- enue lost, she says, as long as there is no family change room. Pickering Block Parents chairman Sandra Armstrong agrees the new change room is required, describing it as a "safety necessity". She says it's particularly impor- tant because the recreation complex is so big and not very tightly moni- tored, so anyone can easily get in the change rooms. "It could really be beneficial to a lot of families," says Mrs. Armstrong. "It's part and parcel of a modern facility." There were 194 new homes sold in Durham last month, compared to the 167 in September. The Greater Toron- to Home Builders' Association (GTHBA) reports 2,427 homes sold, down from the September total of 2.447 units. Association president David Hirsh says, "October's results are extremely positive. It marks the 24th consecutive monthly increase year over year. How- ever, the rally we've seen throughout 1997 really began a year ago with a tremendous surge in October of 1996. With a full year of substantially im- proved sales under our belts, it's be- coming a challenge to outdo our own successes." October sales were seven per cent higher than October of 1996. In Whitby, 56 units sold, including 51 freehold and five condominium units. That's up from the 51 total units that sold in September. Sales in'Pickering were right behind Whitby, as 55 units — 36 freehold and 19 condo — sold, an increase over the September figure of- 36 sales. Oshawa-Courtice was next with 34 sales, all freehold, and that's down one unit from the September total of 35. The veteran Pickering councillor, who was re-elect- ed Nov. 10 by a decisive margin, was charged last Jan. 18 with being intoxicated in a public place and having open liquor other than in a permitted area by Durham Regional Police. His lawyer entered guilty pleas on both charges on behalf of his client, who wasn't in court. Ward 3 residents should have had the opportunity to decide for themselves before the Nov. 10 municipal election whether his admission would affect their vot- ing choice. The public would have had that chance on Aug. 18 had Mr. Johnson not requested the trial be postponed until Nov. 21, eleven days after the elec- tion. And that is where Coun. Johnson must be held ac- countable. He bears a measure of responsibility for keeping the case out of the limelight. Coun. Johnson told the News Advertiser on at least one occasion the case involved 'just a misdemeanor' and therefore wasn't worthy of reporting in local media. Two weeks prior to the election the News Advertis- er learned Mr. Johnson intended to plead guilty on Nov. 21. When asked for comment at that time Mr. Johnson asked how the News Advertiser had discov- ered this information and referred us to his lawyer. Calls to his law -ver were not returned. Public officials should be held to a high standard of conduct by the people they are elected to serve. They are awarded a huge responsibility on election day and owe it to the electorate to be forthright with them. Mr. Johnson should have come clean much sooner and given voters all the information they deserved at the polls. I am writ- ing to appeal to each MPP to vote their conscience on Bill 160, rather than to follow the party line. All most people have heard about on television, on the radio, and in newspapers is that Bill 160 is about preparation time, class size and a budget cut. It is about control, control that the premier stated in his Common Sense Rev- olution he did not want. It's about control that will shackle the boards of education and the hands of the elected school board trustees. A section of the bill will allow the Minister of Education to fire board staff and other officials without allowing those people the right of appeal. It also allows the minister to assume complete con- trol of boards and to fire any staff member who does not follow his orders. This is most certainly in di- rect contradiction to some of the most important values in our soci- ety — free thought, free speech and the right to act according to one's conscience. Do we really want our children educated in a system that will be essentially run as a dictatorship'? What will they be learning from that experience and how can we teach them to think if the educa- tors themselves are hobbled by fear of speaking out'' According to an article in the Toronto Star by Jim Coyle, the word power appears in the hill 124 times, whereas curriculum, learn- ing, outcomes and skills do not ap- pear at all and the word student is used once. How can the minister (this word appears 260 times) ex- pect us to believe that this bill will improve the quality of education for our young people — the future leaders who by this bill will not be allowed to learn how to think freely — when it does not speak to education so much as power'? So I ask you, our elected lead- ers, to vote according to the wish- es of your constituents, to vote ac- cording to your conscience. The minister can't fire you (YET) and to be moved to a back seat is real- ly quite inconsequential in com- parison to losing the votes of the electorate in the next election. "I'm not overly concerned;" admits Durham Region Roman Catholic Sepa- rate School Board director Grant An- drews. He's referring to an announcement earlier this week by Minister of Educa- tion and Training Dave Johnson that, under Bill 160, the government will have regulatory power to set education property taxes without public debate. Mr. Johnson insists the government wants that power only temporarily and promises to make the issue the subject of full public debate in the provincial legislature once the new taxation sys- tem is running smoothly. Ministry spokesman Daniele Gau- vin says the length of time the "tempo- rary measure" will be in place is still up in the air. "It's an initial measure to es- tablish the tax -setting powers in regula- tion. The government will move the rate -setting power to the legislature after the transition period" Mr. Andrews believes Catholic stu- dents here will benefit when the provincial government takes over the collection of education property taxes. "Me current model doesn't work effectively for boards with a limited as- sessment base:' notes Mr. Andrews. His board traditionally matches the mill rate set by the Durham Board of Education for fear that some separate school supporters would switch alle- giance in order to save money. But "that means we have much less money to spend per pupil than the pub- lic board does:' explains Mr. Andrews. "We are one of the lowest -spending boards in the province... We have to spend within our limits:' He hopes "there will be a significant improvement" in the amount the board spends on staffing and materials under the new funding model. Though Durham Board of Educa- tion superintendent of business Ron Tr- bovich would "prefer to retain local au- tonomy and control" over education property taxes, he believes the board will also have more money to spend under the new funding model because the amount it currently spends per stu- dent is well below the provincial aver- age. NOVEMBER 23, 1497 E r n Y? 9 C M Durham hospitals turn awaycritical care patients BY BRIAN LEGREE DURHAM STAFF Area hospitals' emergency departments are "sitting on a time bomb;' being forced to turn away patients for brief periods of time as they struggle to meet the demands of a growing pop- ulation. Dr. Robin Davies, Oshawa General Hospi- tal's chief of medical staff, says the emergency, department had to turn away patients for brief periods both Wednesday and Thursday. A total of three patients were turned away at OGH over the two-day period, said Ministry of Health spokesman Lily Wheedon. Emergency departments at Ajax -Pickering and Scarborough Centenary hospitals were in similar circumstances, also redirecting ambu- lances, meaning some patients had to be trans- ported to hospitals in Bowmanville or Port Perrv. says an Oshawa Ambulance Service offi- cial, who requested anonymity. "Our hospital in Oshawa and others in Durham Region do not have the capability to meet peak emergency demands:" says Dr. Davies. OGH invoked its 'ambulance bypass' system for an hour Wednesday afternoon and about a half-hour Thursday morning, says Dr. Davies. "Depending on the level of bypass, ambu- lances are not to bring patients to the hospital," he says. "it happens when emergency is overwhelmed and there's no room to put peo- ple.- OGH eo-ple „OGH has three levels of bypass it co-ordinates with ambulance ser- vices and area hospitals , says Dr. Davies. Under the first level, ambulances are asked to take patients with non life-threatening injuries to other hospitals. Under the second level -- the system uti- lized over the past two days — amhrdanrP c,+r- vices are request- ed to take critical care patients to other facilities, says Dr. Davies. "These pa- tients are in a po- Aentially life- threatening situa- tion, for example, a heart attack" Under the third level of bypass, OGH basically must "lock the door," says Dr. Davies, adding it becomes a ques- tion of "who is the sickest. There are degrees of what we call ambulance bypass, it's a practice we very seldom invoke and only with severe concern" The problem stems from a lack of space, monitoring equipment and staff, says Dr. Davies. Between emergency and intensive care, there are 26 beds with monitoring equipment for critically ill patients, he says. so "there is a limit to what we can do" The emergency department at OGH was built to accommodate about 45,000 patients annually, not the 70,000 it receives, he says. "It's not an ideal situation, it's actually a ter- rible situation. It underlines the need for more resources in our area. We'vc made a lot of at- tempts for Band-Aid solutions to try and deal with it" With Durham's growing population, the situ- ation will only worsen if emergency facilities aren't enlarged, says Dr. Davies. The hospital has been planning its $147 -million redevelop- ment for "the past 10 years;' notes Dr. Davies. -We recognize there's going to be a time, if something's not done promptly, that we can't handle what we want to handle" An Oshawa Ambulance Service official says the ambulance bypass system "works. Volunteers provide friendship and support and help im- migrants overcome language barriers, bank and shop, find major services in the area, enroll in school and use public transit. Volunteers and their match spend an average of two or three hours a week together. They decide when and where they will meet and what activities they will share. "It's a wonderful opportunity for Canadians to help new immigrants participate in the community," says program co- ordinator Mahmood Mustafa. Temporary licences are granted by the ministry for a 90 -day interim period to drivers who are renewing their licences, making name and ad- dress changes, or who have just passed their drivers' exam. Permanent licences are unable to be sent through the mail at this time, so temporary licences have automat- ically been extended. However, the validity of vehicle permits will not be extended. Today, an increasing number of baby boomers are seeking this information from physiotherapists. Chris Carpenter, a faculty member in physical therapy at the University of British Columbia, says sexual health counselling is becoming a more important part of physiotherapy practice as 8.5 million Canadians are now between the ages of 35 and 49. "Since we can't stop the aging process, we have to learn how to adapt our physical activities, including sex, so that we can live life to the fullest;" Carpenter, herself a baby boomer, explains. "Physiotherapists can help with advice and counselling -- from how to prevent problems by maintaining flexibility and fitness to suggestions on positions that can help avoid strain during sexual activity." Carpenter says most patients do not specifically seek sex advice from physiotherapists. Rather, the issue arises, with increasing frequency, as part of broader concerns about mobility. As the health care experts in movement and physical function. physiotherapist have long provided counselling on sexual activities to patients recovering from injuries or living with chronic illnesses such as arthritis. Poorly handled conflicts lie at the core of most emotional distress. With more effective conflict resolution patterns learned, individuals, couples and families in distress can move toward resolution of their underlying difficulties and develop emotionally healthy living. In order to get the maximum benefit from therapy, a course of treatment is recommended as there are different stages of therapy. The first stage focuses on the content of the client's conflicts. Here the therapist is a guide. helping the client identify the source of their conflicts. During this phase, the uncovering of underlying concerns and buned feelings can liberate the client, relieving them of long troubling emotions. The therapist helps the client find new solutions and behaviours, which unpicks the difficulties and opens new passageways to more satisfying living. Understanding where and why dysfunctional habits were learned in the family can facilitate habit change. It is then the client no longer takes on the blame and the shame of the dysfunctional habit, giving them a plausible reason for why they have been engaging in clearly counterproductive behaviours. The client begins to feel more sympathetic toward their communication foibles. They recognize that these habits may have been needed to survive in the family culture in which they grew up but now are getting in the way of diem getting what they want in fife. Once a client enters into the second phase of treatment. they begin to learn new ways of resolving conflict and develop new habits. The coaching dimension of treatment helps them learn new skills pertaining to getting their relaboaship needs wet. The client's communication and negotiation skills arc then practiced within the safety of the tbetapy sessions in order to develop and strengthen them.
