Durham':, xparate sctkox.l board
has approved plans to Zorn the public
school board in developing a commu-

the public with telecommunications
Access.
Cleary Smith. superintendent of
.business for the Durham Region
'Roman Catholic Separate Schuol
&card, told trustees Monday the net-
work will provide schools with Inter-
act and e-mail access and opportuni-
ties for long-distance learning.
"We certainly would stand to ben-
efit significantly by being an equity
partner:' he said.
The two school hoards have agreed
'to seek a grant from the Provincial
Telecommunication Access Partner-
ship to build the network, said Mr.
Cleary. who noted up to $2 million in
funding for the project is available
through the government program.
While the network would help stu-

benefit private and public sector part -

A report on the project states the
network would "allow residents, busi-

Dave Snoddon• superintendent of
education for the Durham Board of
Education. says the public board has
. taken the "lead role" in organizing the

"We think we've got a good sub-

work's potential is limitless.
He says the network would open

parents and students over the Internet,
: adding homework assignments could

Mr. Snoddon says the board ex-
pests an answer from the Province re-

Leave politics
out of the
classroom
The Durham public and separate boards of edu-
cation are right when they tell principals and teach-
ers to desist from discussing the merits of Bill 160
and the apple -green ribbon campaign in the class-
room.
When an issue touches teachers as closely as Bill
160 does. it is naive for anyone to expect educators
- who spent two weeks on an illegal strike to make
their point - to have an objective view on the sub-
ject.
In addition. while many parents side with teach-
ers and oppose Bill 160 polls suggest there are just
as many parents who are with the government on
the bill.
Since public education is taxpayer -supported by
all parents. it isn't fair for either side to impose its
will on young minds in the classroom.
There is a time and a place to discuss the merits
or pitfalls of Bill 160: around the dinner table at
home, after school hours, in the media and the Leg-
islature. There are plenty of ways for parents and
students to make their feelings known on the hill.
but the classroom. where students have missed two
full weeks of school and must make up the time,
isn't the proper place.
For that reason. apple -green ribbons. pamphlets,
petitions and other forms of protest against Bill 160
aren't part of the school proper experience.
Students will need to spend all their available
class time on reading, writing and arithmetic and
teachers will need to dedicate their professional en-
ergies to delivering the education taxpayers pay for
and expect.
Nothing less will do
students who bring up Bill 160 in class should
he politely told by teachers to discuss the issue
with their trends and farruly outside of classroom
time. Students. who look up to teachers as role
models, need to believe only their education will
come first in the trying times ahead.

Democracy is a
way of doing
and a way of being
To the editor:
Democracy by any defini-
tion is government by the peo-
ple. One in no way lives in a
democracy by voting every
five years. One can only live as
a democracy.
Freedoms are never given
despite what people might say.
Freedom is a practice; it is
how people act. Democracy is
a way of doing and a way of
being for society.
In short, democracy and
freedom are practised and
fought for; democracy, as a
form of government, was born
in opposition and conflict with
the i uling laws of its time.
What kills a democracy are
cowards — those who quiver
before all that is "legal" and
hide that fear by using the law
to "differentiate right and
wrong".

Rosa Parks rode a whites -

rights movement (democracy's
high point).
Was that legal? People
fought to oppose the slavery of
humans against governments
and armies; was that legal?
Or this democratic space
where John Haste and I are
free to exchange letters, this
public space deemed essential
for the existence of any
democracy, was this not fought
for by an editor who dared to
break the "democratic law"
banning any questioning of
government actions right here
in Canada? John Haste's con-
science would make cowards
of us all.

Your friends
and neighbors are
counting on you
Virtually everyone knows that
the United Way of Ajax -Pickering
campaign runs this time every
year. Perhaps you're thinking that,
given all the hype and excitement,
your support is not needed and
somebody else will help meet the
goal for our community fund-rais-
ing drive. Or perhaps you're think-
ing the United Way's work isn't
important to you.
The truth is, however, that your
support is needed; after all some-
body else's somebody is YOU.
And it's also true the United Way
offers exactly the kind of helping
hand up you'd want for yourself,
your friends or family members.
Before you decide to leave the
United Way responsibility to
sommbo dy else, stop to consider
just a few of the ways United Way
touches one in every three people
in Ajax and Pickering. United Way
funding ensures that 80 different
programs can meet needs like:
LJ Infants and young children —
ensuring that our children get the
best possible start in life, with ad-
equate health care, child care and
parents who know how to "par-
ent".
Ll Older children and youth —
helping older children overcome
their special circumstances and
thrive in school and life, with pos-
itive role models and solid career
paths.
0 People with disabilities or spe-
cial needs — delivering training
and opportunities to keep them as
independent and positive contribu-
tors to our community -
0 People in crisis — answering
the call of people in times of
greatest need, with shelter, cmo-
tional and professional support
and a way out of the desperation
anyone of us could know.
0 Aging population — helping
our seniors maintain their dignity,
independence and health with spe-
cial equipment, care and relation-
ships.
Given the scope and breadth of
United Way funded services, vir-
tually each and every one of us
could someday need to turn to a
United Way agency for support.
There are just a few short weeks
left for you to help United Way
raise the critical dollars this com-
munity needs. Your donation, no
matter how small, makes a
tremendous difference to real peo-

just like you.

— TOTAL FOR 1997: 103
` Dose firoln a sirlyle dtest X -rale. about 7f1
Note: Natural background radiation, the annual legal limit for station emissions, and be dose from
a typical X-ray are provided for reference. Emissions are in addition to background radiation.
The radiation doses due to emissions are for
the most exposed persons living near the station
They would typically apply to persons living just
outside the station boundary who are at their
residences 24 hours a day. who drink local water,
and eat local fish and produce The doses were
calculated using actual data from routine analysts
of air, water fish and vegetation samples as well
as station emission data
Most persons would actually receive less
than the doses indicated because they have
different eating habits or live farther away from
the station Radiation doses decrease significantly
as the distance from the station increases.
Less than I% of the radiation dose received
from the station was due to liquid emissions,
while the remainder was a result of airborne
emissions

Labor Minster and Durham Centre MPP Jim Flaherty in-
troduced legislation at Queen's Park Monday afternoon to
compensate parents fix a variety of cxfvnses incurred in the
recent illegal tcwhcrs' strike.

can claim up to Seo per day per family fix each day schools

or special-nec&% %corkdary school stuolents.
Thr payment would k- made for each school day that
schools were closed. school bus transportation was unavail-
able or schools were open but parents did not feel there was
safe supervision for children.
Mr. Flaherty said parents will he compensated for more
than just child -cane expenses.
"We intentionally are taking into account many families
who may not have actually paid cash to someone:" he said.
He added he heard from parents who had grandparents
look after children, are self-employed and couldn't get their
work done or work on commission and had to forego sales to
look after children.
'"nmere were a la of people who had financial problems
and suffered financial hardships because of the strike;' he said.
Once the legislation is passed, application forms will be
available from school boards for parents to fill out and return
to the boards. Receipts won't be required but parents are asked
to retain them for Revenue Canada
Mr. Flaherty said if the opposition parties co-operate and
get the bill passed quickly, cheques could be in parents' hands
in January.
Teachers will be eligible for the

BEYOND WHAT YOU EXPECT!
Beyond Ordinary Prices. Be and Ordinar Service.
Are you sick of paying full
price for everything when
every penny counts? More
and more people are turning
to factory outlets to buy
everything from housewares
to home furnishings.
For Sure Fit Home
Furnishings the concept of
giving customers good value
for their money is nothing
new. Sure Fit has played a jE
vital role in the community of
Ajax since 1964. In 1988, when they opened a factory outlet at the same
location as their factory at 458 Fairall Street, many residents of the town
became loyal customers.
The layout of the factory outlet reflects the large assortment of products
manufactured by Sure Fit and makes them easy to find. It is not a 'fabric
dump' as many outlets are these days. In the Bed Shop there is a wide
variety of comforters, bedspreads and duvets to choose from. In the Bath
Shop you'll find textiles for the bathroom including towels and fabric shower
curtains.
Spruce up your living room with a trip to the Drapery Shop, the Topper
Shop, the Rug Shop or the Cover Shop. In these areas of the outlet you'll find
rugs, slipcovers ang ready-made window treatments. The Kitchen Shop has
placemats, napkins. chair pads. and curtains to add a personal touch to one
of the busiest rooms in you home.
For those of you with a creative flair there is the Fabric Shop, with a large
assortment of quality material to choose from, and the Remnant Shop where
you'll find fabric seconds at incredible prices. Finally, there's the Gift Shop
with perfect gifts for every occasion.
Coordinating your choices at the factory outlet is easier than at department
stores where goods are often made by several manufacturers. The friendly
and helpful staff of the outlet are always on hand to help you with your
decorating ideas and sewing projects.
Come to the Factory Outlet and check out our great savings! 458 Fairall St.

School students, parents, community
members, and former staff who sup-
ported us during our recent political
protest.
We appreciate your involvement in the
fight to defeat Bill 160. Thanks for your
hospitality, refreshments, supportive

controlled Whithy Mental Health Centre
is to become a publicly operated facility.
The commission delayed its decision
about the services to be operated by the
North Durham hospitals until the
Durham health council completes its re-
view of rural services.
"This amalgamation will ensure
stronger clinical linkages alm ng hospital
sites, and facilitate improved access to
sceoridary. spcciah/ed and diagnostic
services through outreach programs and
satellite services:' Dr. Sinclair said.
With the changes proposed the total
number of inpatient beds will jump from

Whitby Santa
parade
Bl CHRISTY CHASE
DURHAM STAFI
'AH1TItY - Santa Claus may be
facing soinc changes when he comes
to town for his parade next month.
Jennifer Paterson, chairman of
this year's Whuby Jaycees' parade.
says some minor changes for the
end of the route may be necessary to
avoid traffic congestion. Discus-
sions with police are going on now
to determine whether alterations
will be needed, she says.
Any route changes will be decid-
ed well before the parade day, Dec.
6, and residents will he informed,
she says.
The parade may also be shorter
too, she says. Last year's parade
took 2 1/2 hours to pass any given
point.
"Last year we had about 100 en-
tries. This year we've been asked to
keep it at 80:' Ms. Paterson says.
The theme for the parade is "A
Futuristic Christmas" and all groups
and businesses interested in entering
have been asked to keep to the
theme, she says.
Entrants arc also being asked nm
to enter company vehicles with no
decorations or ties to the theme, she
says.
If everyone adheres to the guide-
lines. it will make for a fun, inter-
esting parade for everyone, she says.
"It's considered one of the better
parades in Durham Region:' she
says• adding people come fron all
over Durham to watch the event.
Ms. Paterson and about five other
people are involved in organizing
the parade. About 20 volunteers are
expected w help out during the pa-
rade.
The parade will begin at 10 a.m.
The current route starts at Gifford
and Cochrane streets• moves south
on Cochrane, cast on Dundas Street
to Brock Street, south on Brock to
Clemence Street, ending at Kathleen
Rowe Public School.

Member, of the GIA Healthcare Al-
liance offered a more bleak view of the
commission's report staling the "60
train solution" forcing residents to travel
to Toronto for specialvcd service. "is not
adequate."
Jim Armstrong, chairman of the GTA
905 Healthcare Alliance. which repre-
sents 16 hospitals to the 905 area, said
the commission fell shoe of its goal to
ensure health care services would be pro-
vided closer to home and provided only
about one-half of the capital and operat-
ing funding needed.
"We arc very concerned that our hos-
pitals. which are already among the most
efficient and highest quality in Ontario,
will not be able to meet the future need
of our communities:' said Mr. Arm-
strong.
Dr. Sinclair defended the commis-
sion's findings stating. "We bchLvc the
funds allocated are adeluate a, suet the
nods:' he said.
Hospital o0icials and the public now
have 30 days to respond to the commis-
sion about its decisions flu deadline is
