Mary Brown, communications manager for the Durham Board of Education, says principals were instructed last week that "there is to be- no discussion of Bill 160 in the classroom... classrooms are for teach- ing." Ms. Brown also says the board has banned political buttons and signs in Todd McCarthy, vice-chairman of the Durham Region Roman Catholic Separate School Board, says while the board has not yet instructed teachers on the matter, "The question is 'is the role of a teacher in the classroom getting into political issues?' That issue has to be looked at " While many schools throughout the region have been decorated by par- ents with apple -green ribbons to show support for teachers, Ms. Brown says principals have been asked to "discourage" parents from schools. "Why should our schools, paid for by taxpayers on both sides, be deco- rated in green ribbons just because one side is unhappy with it'? "There are two sides to every story," he says. "I don't think they should use something that's paid for by all the taxpayers to make their point." Ms. Brown also says while schools are welcome to host evening information sessions for parents regarding the legislation, they are being asked to ensure that presenta- tions are "balanced" and present both sides of the issues. Meanwhile, Ontario teachers wearing green ribbons were to con- tinue their protest Monday with plans to surround Queen's Park and MPPs' offices. Durham's public school board 11111 projects year-end surplus Extra funds top $770,000 for Durham Board of Education BY SUSAN o'NEILL STAFF REPORTEk The Durham Board of Education is well on its way to ending the year with a budget surplus. In a report to the board last week, Ron Trbovich, superintendent of education and business, told trustees "overall we're expecting a surplus of $778,000 at year end. At this juncture that's a prudent estimate of our position" Mr. Trbovich's report outlines the revenues and expenditures for June through September. The More PA days cancelled The Durham Board of Edu- cation has announced plans to cancel additional Pro- fessional Activ- ity days to make up time lost during the teachers' strike. PA days slated for Nov. 21, Dec. 4 and Dec. 5 will be regular school days for all ele- mentary and secondary school Stu- dents. Meanwhile, Dec. 12 has been scheduled as a PA day for elementary stu- dents only. The day will be used for interviews and conferences with parents. For more infor- mation call 905-666-5500. report lists expenditures for the period totalling $109,611,519 and revenues of $152,338,210. Mr. Trbovich said the board has "historically .achieved a modest surplus in its budget". Because the board "expects to be flat - lined in terms of funding (next year);' the money will "place us in a better stand- ing for January to August" (Fiscal years for school boards have traditionally followed the calendar year, but under the provincial government's Bill 160, they will run from September to August to parallel the school year beginning in 1998. Boards will follow an abbreviated fiscal plan beginning in January until the change is in effect.) Mr. Trbovich said any surpluses at year end will be transferred to the reserve -for working funds which "will be available to this board for its use". The board now has $2.4 million in that fund, which is maintained for such things as emergencies and to offset sizable projects — such as the purchase of new computers. While Oshawa trustee Nancy MacLean expressed concern the surplus will be clawed back by the Province, Mr. Trbovich said there has been "no indica- tion" that is the govern- ment's intention. Some of the money, however, will be given to a French school board, which will be created under the Fewer School Boards Act. The amount will be deter- mined by student popula- tion. For all, it's the wave of the future and will probably not be denied. The question for Durham Region is, who will be amalgamated with who and how? For municipal lead- ers, the decision is how proactive to be, and with who. Currently there are a number of amalgamation bat- tlefronts in Durham — the most notable being Pickering's push to join with Ajax (Pickax) and Oshawa's notion that Whitby and Counice would be better off in the meeacity of Oshwhitice. Scugog might be encouraged to go in with what remains of Clarington along with Brock and Uxbridge: anyone for Scuclarbridge? The other option is all municipalities will be joined together to form one City of Durham. But with a wide-ranging, far-flung spread between municipali- ties that isn't practical to govern and with the elimi- nation of each municipality's own identity, this isn't a preferred option. Nobody really likes change. Every smaller munic- ipality that sees amalgamation coming down the road cringes in fear and lashes out defensively against the idea. What may work best for Durham is not a full political amalgamation but rather an attempt by all municipalities to work together to cut costs. That would certainly get the attention of Al Leach and 'alike Harris. Oshawa, Whitby and Courtice have been investi- gating shared municipal transit service. There's a chance the eight hydro -electric utilities in Durham Region will amalgamate, though there's some dis- agreement over how much taxpayers in each munici- pality will end up paying in such a scheme. At the regional level, other cost-saving initiatives must be explored to benefit all taxpayers. Infighting between regional councillors of separate municipalities does- n't serve the region well in the long run. We're not sure what the final call on amalgamation will be, but we do know this: the current form of municipal government is under fire and Durham's politicians will have to look long and hard at other options and lobby Queen's Park for what they want. 'Teachers will lose in waiting game'. you mentioned that teachers would not get support from the public. You also stated "How are you going to look your students in the eye?" Well, stu- dents marched in support of their teachers and in opposition to Bill 160. Parents and children picketed with the teachers and provided them refresh- ments. More appalling than your obvious lack of support for the teachers is your choice of quotes in 'Have Your Say'. which are all negative. People who believe teachers are "overpaid" and "under worked" obviously have no children of their own. Parents and high school students have not been deceived by Mike Harris' patronizing attitude towards us. Does he really believe we are all so stupid that we cannot see what massive cuts will do to hurt our children? His syrupy speech to the province only attempted to divert our attention from the true facts of Bill 160, which is about ultimate power for the govern- ment. Bill 160 is not about the new curriculum and standardized report cards. Teachers have seen the value of these additions to their field and are using them now. I am surprised by your paper's one- sided viewpoint on the editorial page. Chris Withrow, Ajax Make yourself known, MP To the editor: I totally agree with Donald Young of Ajax who wrote a letter to the editor recently about not knowing who our federal MP is. Only recently, I had a conversation with my husband about the same thing. We always knew of Dan McTeague. (I was very sorry he moved constituen- cies.) He always had constant contact with his constituents throughout his representation of us. As for now, I don't know who rep- resents us in Ottawa. If I wrote I guess I'd have to head the letter "To whom it may concern". Our household has had one scrap of paper work from our elected MP since the federal election. It's the same story, year after year. I've always prided myself on never stepping foot in a shopping centre during December. But it's getting harder and harder to live up to that goal now that I have two young children. Part of the blame goes to those com- mercials popping up on our TV screens lately like jumbo -sized bags of popcorn. You've probably seen them — the ones featuring children whose future happi- ness depends solely on the acquisition of some new and improved toy. Somehow, they draw my three-year- old daughter in like radar. She can be hap- pily playing, oblivious to the T% but whenever one of THOSE commercials appear. I find her just inches from the screen, telling me "I need one of those." Fortunately, the only things on the mind of my 21 -month-old son are trains. cars and books. It's doubtful his letter to Santa will mention anything that has appeared on TV or which needs batteries. Come to think of it, someone could sneak a few things onto that list and Brody probably wouldn't even notice. I wonder if Santa's elves would believe he needs one hour of kids -free grocery shopping a week'? Another problem — it's so much more fun buying things for the kids than for my husband that one column on my shopping list still remains untouched. Somehow, spending no less than $5 on a pair of men's dress socks doesn't have as much attraction for a bargain hunter like meas does a bag full of Dalmatian stick- ers, Little Mermaid pencils, Barney fig- urines and coloring books. Now I've admitted that I, too, will be fighting the crowds this holiday season. I hope my co-workers will quit giving me dirty looks whenever they hear the word 'Christmas'. She said currently most decisions about issues like what is a safe level of radia- tion exposure for the public or workers in certain indus- tries are made by physicists and engineers without much input from health care spe- cialists or the public. "It's done very much behind the scenes in Canada; the public is considered not sophisticated enough to enter into the discussion. Some of the things we arc dealing with are bureaucratic decisions and we have every right to look at them." Dr. Bertell noted, for example, that over half the members of the Interna- tional Commission on Radiological Protection are physicists and the ICRP has never had representation from spe- cialties such as epidemiology, occupa- tional health, oncology . or toxicology. She also noted most Canadian institu- tions dealing with radiation standards say their regulations are based on the recommendations of the ICRP, while the ICRP says its recommendations are meant only to be used as guidelines. "'The responsibility for the stan- dards has to hc: clarified" instead of being passed off to other authorities. A major problem with most radiation standards and the research they're ..a.,Ced o:: .., they only c viw1UW I AUIQ- tion as it relates to cancer death, the incidence of certain cancers and 'seri- ous' genetic defects when research has indicated there is a far wider range of health effects related to radiation expo- sure, often over the long term at lower levels. Dr. Bertell said some of those health effects may include premature aging; • cancers with long latency 1 periods; miscarriage; low - birth -weight; infant mortali- ty; mental deficiencies in kids; neurological defects in children; vision and hearing impairment; and immune system deficiencies. On the issue of tri- tium in drinking water, which has been much discussed in Durham following leaks from the Pickering nuclear plant into Lake Ontario, Dr. Bertell said the 7,000 becquerelsAitre provincial stan- dard has created the misleading impression anything below that is safe. She noted the natural background level is five bq/litre and the provincial stan- dard is based on avoiding "clinical ill- ness" and doesn't take into account more subtle impacts on health. Dr. Bertell maintained there are many issues related to radiation stan- dards, including acceptable levels of risk, which must be publicly addressed. "We don't have a technology to really assess and make recommenda- tions for community -level health. It makes no sense the way we do it" ROSALIE BERTELL `It's done very much behind the scenes' low-level radiation and human health: Dr. Rosalie Bertell, an epidemiol- ogist and head of the International Institute for Concern in Public Health cited several studies which linked long-term low-level radiation with various health problems. They included: ❑ Higher -than -normal mortality rate for low -birth -weight babies downwind from nuclear power plants in Wisconsin. She figured that radioactive gases and particulates released from nuclear reactors hurt infants' infants respiratory systems and depressed monocyte formation in the bone mar- row. ❑ Studies of communities exposed long-term to low-level radi- ation (including McClure Crescent in Toronto, where it was discovered in 1980 that radioactive tools, gloves and other debris had been buried after World War II) which showed an exposure -level -related increase for children and adults in monocytope- nia (a decrease in blood monocyte counts linked to iron deficiency ane- mia and immune system deficiency). ❑ A study in India in an area of high natural background radiation which found increased incidence of Down's syndrome, epilepsy, congen- ital blindness and deafness, cleft lip and palate, skeletal abnormalities, and infertility. Facing the Aurora Tigers, Picker- ing trailed 1-0 at the end of the first period, but assistant captain Brad Hughs netted two goals and Mike O'Neil scored into an empty net to give the Panthers a 3-1 victory. Capta.'n Mike Minnings, Winston Tang. Mike O'Neil and Chris Thorpe earned assists. Goalie Daniel Stewart was stellar between the pipes. Pickering then faced the Markham Waxers and fell 4-0, despite a solid effort by goaltender Ryan Sabourin, who faced 28 shots. The Panthers rebounded against the Peterborough Nationals by play- ing their best game of the season for a 6-3 win. Blake Araujo and O'Neil each potted two goals, while Tang and Thorpe tallied once each. Thor- pe, Hughs and Chris Wilkinson chipped in with two assists apiece, Mustafa Salch, Rob Selig and Araujo had one each. Stewart was again sharp in net, as all three Nationals goals came on the power play. With time running out, Pickering pulled goalie Sabourin for an extra attacker and the strategy paid off as Minnings set up Leon, who blew a shot past the Huskies' goalie. However. Hum- berview got the winning goal late to win. The Panthers were defeated 7-1 and 3-1 in other action, with O'Neil scoring both goals on assists to Hughs and Mark Dirosa. Bantam Raiders still rule the rink The Ajax -Pickering Raiders Chester Cartage minor bantam 'AAA' rep hockey team continued to improve on an already outstanding record with a win and a tie in recent Eastern Ontario league action. The Raiders settled for a I -I tie with the Quinic Red Devils and defeated the Whitby Wildcats 9-2. In the Quinte game, James Cum- mins scored the Ione goal on a break- away. Jeff Tobin assisted on the play. Michael Snetsinger played a good game in goal. James Cummins and Scott Robin- son led the Raiders against Whitby with two goals each.
