PICKERING - Residents have given Mayor Wayne
Arthurs a majority mandate to lead the Town into the next mil-
lennium.
Mayor Arthurs took the mayoralty race in Monday's
municipal elections with 55.4 per cent of the vote. Ward 2
Local Councillor Sherry Senis came in second with 28.9 per
cent, while Ward 3 Local Councillor Enrico Pistritto brought
up the rear with 15.8 per cent.
I'm extremely pkased' said the mayor. "I'm extremely
happy. It's wonderful to be rewarded by the public with their
continued support."
Mayor Arthurs attributed his success to the public's decid-
ing to choose experience, strong political skills and a team
approacfi and his ability to reflect the concerns of the com-
munity on issues such as municipal government reform, the
Pickering nuclear station and waterfront renewal. He noted
the strong mandate he received should he taken as a signal by
Council to act on the issues he identified during the campaign
as being crucial to the future of Pickering.

n"Coun. Senis admitted she was "surprised" by the election
results.
"I thought I'd have a better showing:' she said, explaining
what she and her campaign workers were hearing at people's
doors had suggested residents liked the changes she was talk-
ing about in her campaign.
Coun. Senis noted she will be asking for a recount.
"I have been told by my scrutineers there were irregulari-
ties (in the ballo(-counting);' she explained. "If something
was done wrong it could affect the outcome for all the candi-

Coun. Pistritto was also surprised by the results.
"I really don't understand it," he said "because what I was
ihearing at the door was people wanted a change ..
What he was pleased about was a 62 -per cent referendum
vote by residents against allowing a casino in Pickering. It was
'Coun. Pistritto who had brought forward and fought for the

As school bells summoned chil-
dren back to the books across the
province yesterday, arca teachers
and students said they were happy
to return to class.
The two-week old Ontario -wide
teachers' strike in protest of Bill 160
ended Monday aher the last of the
province's five Feathers' federatiow
voted Sunday to return to the class-
room.
"I'm glad to be back. I really like
my job" said Neil Simpson, princi-
pal of Glengrove Public School in
Pickering. But, "I would feel much
better if we had corse back knowing
that the bill had been shelved."
While teachers will continue to
protest the Education Quality
Improvement Act, he said they're

Surveyaims to find how to makeAJ ax,
Pickering safer
How safe do you feel living in the Ajax-
Pickehng area'?
That's one of the questions the Safe
Communities Association of Pickering-
Ajak (SCOPA) will ask residents of 800
households in the two towns over the next
six weeks.
The association is conducting a tele-
phone survey to gauge how secure people
feel in their community with the hope of
increasing safety in the workplace and the
communiY,yat lar$e: .
"'The survey is goittg to be used inter-
nally for SCOPA in order,to develop initia-
tives to make it a "safer place to live;' says
David Sly, who is working out of the Ajax
Community Police Station while he con-
ducts the survey.
The Durham Regional Police Service is
one of over 50 community partners
involved in the steering committee for
SCOPA which was organized in Mav with
the goal of reducing injuries and raising
awareness about workplace and communi-
ty safety.
Other partners include the Towns of
Ajax and Pickering, the Ajax -Pickering
Board of Trade. Ajax and Pickering Fire
Departments, the Ministry of Labour, Ajax -
Pickering General Hospital, the Durham
Region Health Department. St. John
Ambulance and the region's two school

Mr. Sly says residents will be asked a
variety of questions ranging from whether
their feeling of safety has increased ove;
the years to "issues related to what they're
doing to make their households safer."
The goal of the Safe Communities
Foundation, which was founded in Calgary,
is "to make Canada the safest place to live.
work and play in the world," Mr. Sly says.

PICKERING — The source of tri-
tium contamination in surface water at
the Pickering Nuclear Generating Sta-
tion has not yet been pinpointed.
But even if all the contaminated
water could be dumped into the lake at
once the tritium in it would be far
below the daily legal limit for the sta-
tion, according to Ontario Hydro.
Hydro representatives appeared
before the Durham (Region) Nuclear
Health Committee Friday to explain
what progress has been made in deal-
ing with the contamination. The prob-
lem was revealed in August following
an invitation by Hydro management to
its nuclear employees to bring up envi-
ronmental concerns.
Laurie Swami, acting technical
superintendent for environmental mat-
ters at the Pickering station, reported
.there are an estimated 13 curies of tri-
tium in the contaminated surface water.
Hydros own maximum target for tri-
tium release is 480 curies a day, which
is about one per cent of the actual legal
limit, according to Ms. Swami.
The contamination is centred
around UPP (Upgrading Plant Picker-
ing) towers on the west side of the sta-
tion, where the quality of the radioac-
tive heavy water used in the plant is
improved through a distillation
process.
A ground and surface water moni-
toring system was started in the late
1970% during construction of a UPP
tower for the new 'B' side of the plant,
and it was recently expanded to include
45 bore holes for sampling.
Normally, explained Ms. Swami, a
range of 300 to 2,000 becquerelsAitre
of tritium should be found in the water,
but some sites close to the UPP
reached levels of up to about 150,000
bgAitre. The monitoring has revealed
clear spikes in tritium levels over the
years, in surface water but not ground-
water.
Investigations have revealed the
contaminated water has not moved off
the station site, though it appears some
may be flowing toward the lake. Ms.
Swami said exposure of the public due
to the contamination has been negligi-
ble — about the equivalent of back-
ground radiation you'd receive from
drinking a 250 ml glass of ordinary
milk. (The legal limit for drinking
water is 7,000 bq/litre.)
A number of possible sources for
the contamination have been identified,
including a 1978 spill on to the ground
of about 100 litres (approximately 50
curies or 1.8 trillion becquerels) of
heavy water from a UPP tower. It was
reported to the Atomic Energy Control
Board but the water was never cleaned
up since there was more concern about
airborne contamination from the spill,
explained Ms. Swami.
Other possible sources include a
dike built to contain leaks around the
UPP, small leaks of tritium from venti-
lation stacks, leaks of steam containing
tritium from the plant heating system,
leaks from building sumps and leaks
from outdoor storage of heavy water

Measures have been discussed to clean up tritium -contaminated water at
the Pickering Nuclear Generating Station, including fixing steam leaks,
lining building sumps, and discontinuing rainwater drainage from a dik,,
drums (a practice discontinued years
ago).
Measures to be taken to deal with
the possible sources include fixing the
steam leaks, lining building sumps and
the UPP dike, and discontinuing the
draining of rain water from the UPP
dike into the ground.
Ms. Swami said a remediation
action plan for the contamination prob-
lem is expected to take 18 to 24 months
but can't really be commenced until
the exact sources are determined. In
any case. she said, there will be a pub-
lic consultation process to help decide
how the situation
will be remediat-
ed, likely some-
time next spring.
"We're taking
the approach that
we want the pub-
lic to be comfort-
able with what
we do," she said.

Durham school board moves to make buses safer

The Durham Board of Education
is continuing to work with its bus
carriers to ensure school vehicles are
safe in light of bus fires in Ajax and
Scarborough earlier this year.
In a report to the standing com-
mittee of the board Monday, Ron
Trbovich, superintendent of educa-
tion and business, told trustees the
board has implemented the initial
recommendations of the coroner
regarding the Jan. 16 Scarborough
accident
Mr. Trbovich said a number of
safety-related issues became appar-
ent following the tragedy in which a
16 -year-old mentally and physically
disabled boy died when he was
trapped in a burning school bus.
While the coroner's inquest into
that accident continues, the initial
recommendations made shortly after
it centred on the safe operation of the
rear doors on school buses. Those
doors jammed in the Scarborough
fatality.
In another incident a few weeks

for students with special needs in

Trbovich said. "We must strive to
reduce the probability of those acci-
dents occurring. To that end we've
got an enviable record ... our major
operators have worked with us."
Mr. Trbovich said Laidlaw Tran-
sit Ltd., Stock Transportation,
Durhamway Bus Lines and Scugog
Transit Ltd., all have training pro-
grams in place that exceed the Min-
istry of Transportation's require-
ments.
School bus operators also offer
instructional programs in school bus
safety for students such as the Young
Rider Program, the Safe Rider Pro-
gram and Child Check.
A report to the board states,
"[hese safety programs include a
classroom instruction session as well
as a hands-on teaching session on
the I.W.
Mr. Trbovich said the board will
continue to monitor the implementa-
tion of these programs.
And, it will continue "to hold
safety as the highest priority.,.

Boards study ways to make up lost time
Durham Board of Education students may find
themselves in class on scheduled professional activ-
ity days to make up time lost during the 10 -day
teachers' strike.
Bev Freedman, board superintendent of educa-
tion and programs, says Nov. 21, the next scheduled
PA day, will be a regular school day for students.
"Nothing definitive has been decided other than
the 21st:' she says. "But we're looking at the oth-
ers.'
There are two professional activity days slated
for the beginning of December, one in January and
six in June.
"My sense from the Ministry (of Education and
Training) is that they will probably leave it to indi-
vidual boards to decide how to make up time:' she
says. Ms. Freedman reports regulations require the
board to submit revised calendars for ministry
approval.
John Brown, superintendent of human resources
for the Durham Region Roman Catholic Separate
School Board, says staff have yet to decide how the
board will make up lost time.
"We're waiting on direction from the ministry:'
he says. Mr. Brown adds holding classes on sched-
uled PA days is an option.
Meanwhile, Ms. Freedman says there's no need
for high school students to wont' about losing their
credits because of class time lost due to the teach-
ers' strike. She says the Ontario Labour Relations
Board "traditionally has decided around 21 to 28
missed school days would constitute a threat to a
credit:' Ms. Freedman notes that, even considering
1973 when teachers walked off the job for three
weeks, 'I-hcre has never been a situation that has
endangered students' credits:'

explain" the strike to her son,

"He basically knew they were

Meanwhile, as the Province
prepares to pass the legisla-
tion that led to the protest, Mr.
Simpson said he's particular-
ly "nervous" about recent
amendments to the bill that
removes principals and vice -
principals from the collective
bargaining unit. He fears the
government may have a "hid-
den package" in store for

what that looks like for the

Future begins
now for new
Pickering
Pickering has spoken.
The News Advertiser congratulates mayor -elect
Wayne Arthurs on a well -fought and successful cam-
paign, as well as those councillors municipal voters
saw fit to choose as their representatives for the next
three years. Now the real work begins.
Of three plebiscite questions listed on the munic-
ipal ballot during this 1997 civic election, perhaps
the most significant was that regarding an environ-
mental assessment of the Pickering Nuclear
Generating Station. On that, Pickering residents
were clear 86.9% want the provincial government to
act clearly and swiftly to carry out the assessment
and give citizens answers on its impact on our com-
munity.
We expect the newly -elected council to take our
case before the Province and aggressively lobby for
the assessment review.
We expect our new council to focus on achieve-
ment and not practise the politics of confrontation
and divisiveness, as has been the case too often in the
past.
We expect our new council to work far more
effectively in attracting jobs and commercial and
industrial development to help spread the tax burden.
We demand a government that will be efficient,
cost-conscious and progressive.
To its credit, Pickering's preceding council has
laid the foundation for these lofty goals to be attain-
able.
There is now a code of conduct in place for elect-
ed officials and Town staff, that will aid the incom-
ing council in creating a culture of efficiency, open-
ness and trust. New accounting and reporting proce-
dures are in place to minimize such embarrassing
things as overpayments to contractors.
This council will take us into a new century. In
that time, we want to see completion of the youth
patio, environmentally conscious developrnent of the
waterfront and strong, responsible fiscal manage-
ment, especially as provincial funding reforms loom.
The people have elected you with these views in
mind. We encourage members of the new Pickering
Council to hued this as they take charge for the next
three years.

I fear for my kids' education
To the editar-.
I wish to crdaw the OcL 15 News
Advertiser letter to the editor head-
lined 'Attacking orality education is
not common sense' and add my voice
to the sometimes silent majority which
supports the teachers and education
system of Ontario. Education in the
'90s is not easy and I fear for the edu-
cation of my three children should this
infamous Bill 160 become law.
In any other context of society we
know that one gets what one pays for.
How can we think that taking $1 bil-
lion out of the education budget will
not severely impact the schooling our
children receive. Schools are already
struggling to maintain the extra pro-
grams in art, music and spats, all of
which contribute to a well-rounded
educations for our children.
'Ilse rhetoric against teachers in the
past few weeks has beers unjustified
and demoralizing. The teaches 1 have
known have been dedicated, conscien-
tious and incedibiy hard working. The
prep time teaches are supposed to
have too much of is very quickly used
up directly or m&mc dy to provide
those extrasports and music pro-

not stay in school. I personally remem-
ber my sports and music events from
school far better tum what I learned
academically. It would be completely
unacceptable to me should these
opportunities be withdrawn from my
children.
Dave Johnson, I ask that you work
together with the teachers of Ontario
to make education here the best in the
world! The Durham Board of
Education has already won an intona-
tional award for its work in education
so we can't be doing it all wrong. Let's
have some genuine discussion with
those who have worked on the "front
line" in education and have first-hand
knowledge of what the real problem
areas are. I'd like to feel confident that
we can all look forward to quality edu-
cation that will prepare our children
for what lies ahead in their collective
futures.

Martian kids among us
Just when was it that all the children on the
planet, or in Ontario at least, were abducted by
Martians and replaced in their beds by identical lit-
tle aliens?
Who are all these children apparently trauma-
tized by the experience of not being able to go to
school for two weeks — the ones we saw every
night on television or read about every day in the
paper? Six year olds anxious about missing
instruction in how to shape the letter H. Preteens
wondering how the interruption in their studies
would affect their job prospects. Kids suffering
from acute boredom as they were forced to
exchange phonics and multiplication for the free-
dom to do just about anything they wanted.
Certainly these children are not from the same
plant I and my childhood friends inhabited. We
prayed for the school to close at every snowfall
and fantasized about it burning down at the end of
summer holidays. We never even dared to dream
about anything like a teachers' strike and would
have prayed for it never to end if there was one.
It's not that school was so bad — just that no
school was so much fun. If it wasn't pouring rain
or 20 below it usually meant playing outside most
of the day, whizzing around on bicycles, roller
skating, skipping, or playing an endless variety of
games like kickball, various forms of tag and street
hockey_ There was swimming and skating and
going to the neighborhood park to clamber on the
slides and swings. In the winter there were snow-
men and snow forts to construct
Inside there were toys and games and dolls and
crayons and paint sets and books to amuse your-
self with And when you were through with all that
there was the television set.
Boredom was something that only set in in
places like church, restaurants, department stones
and, yes, sometimes school.
Is it the world that has changed or the children?
I suppose parents are hesitant to let their children
roam free as much as they used to, but kids can still
bike and rollerblade and play street hockey.
Indoors, they have computer games and more to
add to the stuff their perms had to play with. So
what gives?
Have we organized our children's lives so
much they're triable to amuse dicinselves? Have
things like TV made them so sophisticated at a
Young age they're no longer able to enjoy childish
pleastrim" Or have they simply absorbed the anx-
ieties of their downsized, outsouoed, overstressed
and over-worked parents?
I don't know, but I suspect today's kids will ooh
look back on their deldioods with as much fond -
am as today's stuns do. I hope I'm wrong.

committees in December. 1997. All appointments will
be a three year term to expire on November 30, 2000.
The following is a list of the committees, a beef

Advisory Committee on Race Relations and Equity
- Three members are appointed to a 19 person
Committee to represent the community at large. This
Committee meets as required to recommend to
Council policy with respect to multicultural and rate

Fenceviewers - Five persons are appointed and meet
as required to arbitrate fence disputes between
neighbours and arc paid $40 per arbitration plus

attend on an individual basis at a livestock kill to
determine the value of livestock killed by dogs or

Panthers try to claw
out of slump

slump.
The Pickering Panthers are skat-
ing on thin ice after dropping three
Metro Junior 'A' Hockey League
contests on the weekend.
Hosting the Wellington Dukes at
the Pickering Recreation Complex
Sunday, the Panthers were beaten
5-2. They travelled
to Deseronto to�'�14
meet the Quintc Q�=�C
Hawks Friday
night when they
came up short 4-
2. Pickering's woes start-
ed on Thursday night in Caledon
where the Canadians, the first -
place team in the league's Western
Division, blanked the Panthers 6-0.
Worst of all, two of the three
losses came against division rivals.
All the ingredients of a slump
— bad breaks, ineffective power-
play, lack of scoring and mental
errors — were in evidence against
the surging Wellington Dukes
Sunday night. The Panthers out -
shot the Dukes 40-32, but their
ability to bury the biscuit was sore-
ly lacking as they had a dozen
shots miss the net on good scoring
chances.
The Panthers' powerplay strug-
gled in Sunday's game as it had in
the previous two losses. Pickering
converted only one of eight man
advantages against Wellington.
Joel Johnston, on the powerplay,
and Jeff Milroy scored the
Panthers' goals against the Dukes.
The Pmhers' recent nosedive,
which has dropped their record to
6-8-4, has head coach Rod
McGillis perplexed and frustrated.
"This is a full-blown, real
slump. We started off the year well
and things seemed to be going our
way. Now the tables have turned.
"Everyone is really frustrated
right now. The coaches right out to
the players are frustrated and
upset. We're going through a diffi-
cult stretch and we're going to
have to do what we can to get out
of it"
McGillis is quick to point out
that the team's work ethic was
strong in the three losses, but the
squad's ability to convert quality
chances vanished.
"We're working hard, but we're
not finishing our chances. We're
making mental mistakes which arc
ending up in our net. We're work-
ing hard, but we have to work even
harder now."
McGillis hopes the current
slump will be a temporary setback.
In preparation for this weekend's
games, the club will be concentrat-
ing on improving its special teams
play, especially with the man
advantage.
"Right now, we have to get (the
powerplay) clicking at a better
rate. We're going to focus on that
at practice this week. -
In addition to juggling forward
lines for a combination that works.
McGillis says the Panthers' general
manager and assistant general
manager are trying to find some
reinforcements to bolster the strug-
gling line-up. While he's holding
his cards close to the vest right
now, McGillis admits trades could
be an option to shake the club out
of its doldrums.
"Obviously, with a 6-8-4 record,
we're going to try to improve the
quality of our line-up if we can.-

AJAX — The Annandale
Curling Club again hosted its
annual Mixed Stakes Bonspiel at
the club this past weekend.
Twenty-eight teams, includ-
ing six rinks from other local
clubs, entered to play for the
$500 first prize. The highest
points based on wins and game
scones determined the winners.
Each rink played one game
Friday and two on Saturday
before the bonspiel came to a
close Saturday night with a din-
ner and dance.
The high points winning team
was the Bill Harwood rink from
the Uxbridge Curling Club,
which entered the Annandale
event as a warm-up to the OCA
Senior Mixed Zone competition.
Joining Harwood on the rink
were Elaine Stevenson, Ken May
and Gail May. In addition to the
$500 first prize, the winning rink
also took home a trophy.
Runner-up was the Rhonda
Lawson rink from Annandale.
Rhonda, husband Doug Lawson,
Jim Sliva and Shannon Sliva
made tip the team which won the
$300 second prize.
Third place went to the Ralph
Fairman rink of Port Perry.
Football Dolphins tackled in playoffs
The Ajax -Pickering Dolphins
Football Club teams ended their
1997 season after bowing out of the
Playoffs on Nov. 2.
The Dolphin tykes were overpow-
ered by the visiting Burlington
Stampeders 21-0. The Dolphins
couldn't find the right plays to put
the ball in the end zone. The tykes
finished the season with an outstand-
ing record of nine wins and two loss-
es.
The Dolphins' atoms played host
Scarborough Thunder in a game in
which Ajax -Pickering was the decid-
ed underdog. The Dolphins kept it
close in the first half, but the

final half en route to a

The Dolphins took the ball to start
the second half and Sean Bennet
scored a touchdown on a 45 -yard
run. Wheatle added the convert to
narrow the North York lead to four

utes. The Dolphins' peewees ended
the season with a 7-4 record.
The Dolphins' executive thanks
the players and coaches for making
the 1997 season a great success.
This year is the fifth for the
Annandale Mixed Stakes
Bonspiel. Bonspiel chairman
Alex Bianchi gave credit to a
strong permanent committee,
which brought all the elements of
the event together into an excit-
ing weekend of curling and
entertainment. Bianchi and his
rink placed eighth overall with a
record of two wins and one loss.
Many of the teams in the
event included first-time players
on rinks which went winless.
Although these teams finished
dead last, each was presented a
bottle of wine to toast their future
success.

inary play, defeating
Mississauga 3-1,
Burlington 2-1 and earning
a 2-2 tie with Ohio.
Scoring for the
Durham West atoms in the tour-
ney were Brittany Chandler with
four goals, Brianna Gooding with
three. Katie Dale, Nicole Ruta and
Teryn Emslie all with singles.
Adding assists were Misty
MacKinnon and Mary T. Faux with

In league action, the Lightning
girls edged Orangeville 2-1, beat
Barrie 4-1 and shut out Scarborough
3-0, but lost to Etobicoke 3-1. Goal
scorers were Ruta with three, Dale
with two, Emslie, Gooding,
Chandler, Ryan and Katelyn
Sears with singles.
Drawing assists were

Lillie with two each, Ruta,
Faux, MacKinnon, Emslie,

PICKERING — The Pickering
twecn 'B' nngctte team was fit to be
tied against Barrie at the Eastview
Arena in Barrie last Sunday.
The teams skated to a 3-3 draw after
Pickering scored the equalizer with
five minutes remaining in the contest.
Barric got on the scoreboard at the
three-minute mark of the first period
and the hosts took a 2-0 lead on a pow-
erplay marker midway through the first
frame.
Pickering closed to within one goal
five minutes into the second stanza on
a picturesque goal by Nancy Gallagher
with Julie Ross earning an assist.
Barrie scored soon after, but Lisa
Flatman brought Pickering back to
within one goal one minute later on an
unassisted effort. Nicole Delory scored
the tying goal for Pickering with five
minutes remaining, assisted by Melissa
Gibson. Pickering turned up the heat in
the dying minutes to break the dead-
lock. but couldn't put one past the
Barrie goaltender.
