Durham teachers will continue to
picket at intersections across the
region despite a freak accident
Thursday morning in which three
strikers were hit by a car in Picker-
ing.

Ward. 3 candidates talk business

PICKERING — It became a battle of the
businessman versus everybody else Thursday
night as Ward 3 local candidates faced off in
an election forum at the Greenwood Commu-
nity Centre.
The Ward 3 local seat has been vacated by
Court. Enrico Pistritto, who is running for
mayor.
The businessman was candidate Dave
Demerino, who based his pitch to voters on
the premise that his experience as owner and
investor in several sectors, including new
home sales, publishing, marketing and adver-
tising, made him the best choice to deal with
Town affairs on behalf of Ward 3 residents.
Ian GlynWilliams suggested his work as a
marketing consultant in the health care field,
which has undergone restructuring and cost-
cutting as well, has prepared him to deal with
Town issues such as restructuring and down-
loading. But he also pointed to his work with
groups trying to preserve the Rouge Valley as
evidence of his ability to deal with complex
Town issues.
"I don't think that's always achieved by
considering the Town as a business;' said W.
GlynWilliams, noting people are not numbers
on a balance sheeL
John Hayden said his goal would be to help
create a community that was run by the people
of Pickering for the people of Pickering. He
also vowed to fight urban sprawl and warned
the town would be turned into "Mississauga
east" if residents made the wrong choices on

who to elect to Council.
"I'm not a business man," he said. "I'm not
a realtor or developer. I do not publish my own
newspaper," he added, to a big round of
applause from the audience. "Do you want a
Council made up of businessmen whose bot-
tom line is dollars, not people?"
David Pickles, who is a policy advisor on
native affairs for the provincial government,
noted he would bring "no vested or business
interests" to the councillor's job. He said his
goals included bringing "sustainable develop -
meat" to Pickering that wouldn't harm the
environment, and that he supported an eavi-
ronmental assessment of the Pickering nuclear
station because residents shouldn't be subject-
ed to health risks.

old Pickering man charged with
first-degree murder in the stran-
gling death of his ex-girlfriend
has been refused bail.
In a judgment given Wednes-
day, Mr. Justice Alf Stong denied
an application for release made
by Jesse Andrew Watkins, who
was ordered detained until his
trial.

expression as he was led from the court-
room.
A publication ban prohibits reporting
on the evidence heard during the hearing
as well as the reasons the judge gave for
his ruling.
A future date for a preliminary hearing
in the case is to be scheduled in provincial
court on Tuesday.

councillors on behalf of community

our choice
for Pickering
Much has changed in Pickering in the last
three years.
A new provincial government has taken office
and introduced enormous reforms, many of
which affect the future role and dynamic of
municipal government.
Downloading must be dealt with by your new
municipal government. Eliminating the duplica-
tion of services by municipalities, finding new
efficiencies in the delivery of those services, and
perhaps even forced amalgamations could well
be on the municipal agenda in the next three
years.
In that context, experienced leadership in
municipal government becomes ever more criti-
cal to taxpayers in Pickering in the coming years.
That's why the Pickering News Advertiser
supports incumbent Mayor Wayne Arthurs in his
bid for voters to return him to the mayor's chair.
His leadership style is still best -suited for
Pickering to achieve some of its goals. He
remains a consensus -builder and rarely practises
the politics of confrontation; he has a strong
work ethic and honestly represents the views of
taxpayers in the community. Though council
tends to remain combative and fractious, value
can be found in Town budgets without property
tax increases in the last three years. Pickering
Council has created a vision for the town's shore-
line; it has, as a group, secured land and funding
for a youth park; it has introduced a much-need-
ed code of conduct for politicians and staff; it has
worked hard to eliminate inefficiency in its fiscal
recording procedures; and has finally gained
important ground in public scrutiny of the
Pickering Nuclear Generating Station. Further,
years of discussion led to the announcement last
month that a Pickering campus for Durham
College will be built on a 250 -acre site on
Taunton Road between Whites and Brock roads.
None of those achievements are the work of
Mayor Arthurs alone, surely, but his leadership,
experience and team -building approach to uncer-
tainty, controversy and issues management has
helped propel the Town and its taxpayers for-
ward.
Mayor Arthurs has first-hand knowledge and
experience in dealing with the changes which
loom ahead. That experience, combined with a
positive leadership style, can help Pickering deal
effectively and efficiently with the near future.
We support Wayne Arthgrs for mayor on Nov.

Bill 160 death knell for public education
To the editor:
As a teacher, a parent, a taxpayer and a
citizen, I find Bill 160 concerting educa-
tion in Ontario to be seriously flawed.
As a teacher. I know the bill is not fun-
damentally about "prep time". It is in the
government's interest to reduce the bill to
this isolated matter. It is much easier to
"sell" and distracts from the true purpose
of the bill — to give absolute power to the
Minister of Education to determine, at
ministerial whim or for political expedien-
cy. virtually anything to do with the learn-
ing conditions of students, the working
conditions of teachers and the operation of
our schools. Input from parents, tcadtners
and school boards will be unnecessary.
As a parent, I need the crucial deci-
sions concerning my child's education to
be debated in an open, public forum. Just
as teachers should not determine these
factors alone, it is obvious this is far too
important to be left solely to any politi-
cian. The proposed bill would empower
the Minister of Education to privately (in
cabinet) enact any law concerning the
nature of my child's education. It allows
the government -appointed, non-clected
Education Improvement Commission the
power to dictate any changes it wishes.
The proposed law would forbid any legal
challenges to these changes. This is not
my understanding of aooammbility.
As a taxpayer, I am aware that signifi-
cant money is directed to education.
Education and heakh cane am and should
be priorities. Polls consistently indicate
OMarianu agree with this. We must work
togedwr to get more for each dollar we
spend. No one is for the '"status quo" or
against ..quality education... When Mr.
Harris suggests it's either his way or no
change at all he's simply employing the
traditional "straw person' argumentative
technique. By exaggerating and distorting
the other side's view, your view is meant
to sound more reasonable. Tunis ranspar-
cm strategy does not influence me to give
unfettered power to the Minister of
Education and his commission to do what-
ever they wish with tax monies. There is
no substantive defence for this -tax grab...
That is why we are hearing none.
As a citizen, I am aware that the public
school system is central to a strong and
healthy society. There is a need to improve
the system. Bill 160 does not speak to
these improvements. Rattler, it lays the
foundation for the dismantling of our pub-
lic education system and its eventual pri-
vatization. When this occurs, only com-
munities and parents with sufficient clout
will survive and prosper. Those with less-
er resources will have to be satisfied with
what is left of the public system. Again,
polls repeatedly demonstrate Ontatians
demand a secure public school system.
The rue implications of this bill have not
been stated. I require that my government
enter into a meaningful discussion before
it attempts to alter one of the fundamental
imtidtiom of Ontario. Not to do so is not
consistent with a democratic society.
I oppose Big 160 in its present form

Views, divergent
on teachers' strike
The two loves of my life are on opposite sides
of the picket line in the Ontario teachers' dispute.
My wife, a Durham Board of Education
teacher for 13 years, has been on the picket line
daily, occasionally lashing into venomous invec-
tive directed at former education minister John
Snobelen for creating the blackboard jungle
we've endured for the past week.
At the same time, our two-year-old daughter
crosses the line to attend day pre at the school
where my wife teaches.
While my daughter plays with Lego at day
care, my wife pickets to protect the building
blocks of her education, believing too much gov-
emncni control will gradually erode its long-term
quality.
As one teacher puts it, if the government pass-
es Bill 160 intact, "I really believe parents will
come to me in a year or two and say 'Why didn't
you tell us it was going to be this bad?'.-
Simultaneously,

I've conic under intense, guilt -by -association
scrutiny from sone members of the teaching
community who are angered by editorials pub-
lished in the News Advertiser and The Toronto
Sun questioning the teachers' tactics.
Ile teachers have expressed their opinion
about Bill 160 by walking the lines.
Yet, judging from the hundreds of phone calls,
faxes and letters we've received from teachers,
the News Advertiser can only have an opinion on
the issue if we agree with them.
Make no mistake - I support the teachers and
don't buy the provincial propaganda ($1.3 million
in print and TV ads featuring Mike Hams as
Mayor Tommy Shanks of SCTV fame, paid for
by you and me by a government trying to save
money) about how they're ..improving" educa-
tion by removing hundreds of millions of dollars.
While some people oppose the .-illegal„ aspect
of the teacher walkout, they tend to overlook the

The Education Quality
and Accountability Office
(EQAO) released the results
of the Grade 3 English and
mathematics and Grade 6
mathematics test results Fri-
day.

The three who would be mayor of Pickering
PICKERING — As evi-
denced by low voter turnouts
for municipal elections, choos-
ing a mayor for their town is
probably one of citizens' most
difficult duties.
There are no clear party
affiliations or obvious ideologi-
cal differences to guide voters
at the municipal level, and
there seems to be a certain
amount of consensus
among politicians on
local issues. /
In Pickering, for
example, all the
mayoralty candi-
dates have favored
the closure of the
Brock West land-
fill.
and-
fil1, the improve-
ment of the water-
front, investigation -
of problems at the
Pickering nuclear sta-
tion, and so on.
So voting
becomes a matter
of choosing
between the
style. experi-
ence, emphasis
and general
impression
offered by
each of the
candidates. In
Pickering at
least, there do appear to be
some significant differences in
these areas to help residents
make up their minds.
In terms of political experi-
ence incumbent Mayor
Wayne Arthurs, with 15 years
on Council and nine as mayor,
is way ahead of the pack. He
maintains his time at the helm
has prepared him to deal with
the "massive" changes he says
are taking place in municipal
government.
"Somebody who doesn't
have the Regional or GTA
experience will not be in a
position to effectively manage
the change," says the mayor.
He maintains the reputation
and relationships with other
municipal leaders he has devel-
oped will be essential in giving
Pickering "a place in the front
row" when the futures of
Durham Region and the GTA
are discussed and determined.
Both his challengers, Ward 2
local Councillor Sherry Senis
and Ward 3 local Councillor
Enrico Pistritto, are downplay-
ing political qualifications and
.highlighting the importance of
business know-how in dealing
with expected pressures on
municipal finances from
provincial downloading.
Coun. Pistritto, who has
been on Council six years,
points to his background in
farming, missionary and com-
munity service in Australia,
civil service with the provincial
agriculture ministry and current
retail consulting work as evi-
dence of a wide range of practi-
cal and business experience that
has prepared him to deal with
budget and other Town issues.
He says he's

build teamwork between Coun-
cil and Town staff and to work
to get rid of the "them against
us" mentality which she says
prevails now.
Mayor Arthurs emphasizes
the importance of building con-
sensus between staff, council-
lors and residents, and says he
-has been able to do so on
not a politician and suggests a
long political history can be a
disadvantage.
'•If people become profes-
sional politicians, if they
become obsessed with re-elec-
tion, their objectivity can leave
them;' says Coun. Pistritto.
.Coun. Senis maintains her
experience as a marketing man-
ager and real estate company
owner has provided her with
the business, marketing and
negotiating skills needed to
serve Pickering well as mayor.
She has served three years
on Council.
"I think we need less politi-
cal experience and more busi-
ness knowledge and common
sense to run the Town in
today's reality," says Coun.
Senis.
In terms of political style
and philosophy, Coun. Senis
promises to provide the "strong
voice" and leadership she
beheyes Pickering lacks and
needs, and notes she is not one
to sit on the fence on any issue.
"I'm a fierce competitor and
we need someone to fight for
Pickering residents' rights"
right to hear them and he is
prepared to give democracy all
the time it needs.
Coun. Pistritto also empha-
sizes consensus -building and
especially "listening first to
understand and then trying to
be understood by others".
He believes more open

nuclear station.
He's not terribly concerned
about critics who say he does-
n't maintain proper control of
Council and allows members to
grandstand too much and meet-
ings to drag on too long.
"You don't always have to
be out in front. There has to be
,opportunity for leadership from
others, both elected and
unelected"
The mayor says councillors
have the right to be heard on
issues, constituents have the
result in better
solutions to Town issues.
"I have developed a clear
philosophy.
"I look for solutions that
benefit as many as possible."
Coun. Pistritto notes inci-
dents such as councillors not
being told of a $1 -million Town
investment loss and the acci-
dental double payment of a
major contract by Town staff
have also taught him of the
need "to really dig sometimes"
to keep on top of Town affairs.
According to Coun. Pistritto,
the three most important issues
he would have to deal with over
the next term of office as
mayor would be bringing more
economic development to Pick-
ering, moving to a system of
five-year budget planning to
increase efficiency, and re-
establishing public trust in local
government.
He plans to bring the eco-
nomic development function
directly into the mayor's office
and have the Town take a more
welcoming attitude towards
business.
Measures to restore public
faith would include a weekly
"open door" night when resi-
dents would able to meet with
their mayor without an appoint-
ment, and neighborhood "walk-
abouts" by staff and politicians
together to increase their
awareness of residents' needs.
Coun.' Senis believes the
three main challenges are to
increase economic develop-
ment, improve Pickering's
image and update Town man-
agement techniques and poli-
cies.
She says more must be spent on
economic development and
greater efforts made to push for
economically beneficial initia-
tives like the completion of
Hwy. 407 through Durham.
Creating a more positive image
for the town would involve
measures such as strectscapc
beautification and more effec-
tive marketing.
Management changes at the
Town arc crucial, according to
Coun. Senis, and she lists
among her top priorities: revis-
ing outdated or non-existent
Town procedures and policies
in areas such as purchasing,
tendering and hiring; curbing
councillors' expense accounts;
updating old bylaws; and hold-
ing more meetings in public.
Mayor Arthurs maintains the
three top issues arc managing
costs in the wake of. provincial
downloading, addressing the
question of the safety of the
Pickering nuclear station, and
municipal restructuring.
He says integrating services
between Pickering and Ajax,
and Regional -level changes
such as establishing an inde-
pendent agency to run services
like water and sewer, are the
best way to cut costs and avoid
tax increases.
He believes a `yes' vote in
the referendum on a nuclear
environmental review will be
the "key" to addressing that
issue, but adds it will take
"political skill and guidance" to
persuade the Province to order
the review.
As for restructuring, the
mayor suggests a provincial
government that amalgamates
seven governments into one for
two million people in Metro
Toronto will not condone the
continued existence of 19 gov-
ernments to serve one million
people in the rest of the GTA.
He will be working for the
amalgamation of Pickering and
Ajax by the turn of the century,
with one mayor and six coun-
cillors for the two communities.

Few teachers cross the line during walkout

There are still relatively few teachers
crossing picket lines in Durham as the first
week of the illegal province -wide strike
draws to an end.
And, Ruth Ann Schedlich, chairman of
the Durham Board of Education, says teach-

schools throughout the region.
Mrs. Schedlich says secondary principals
and vice -principals informed the board of
their decision to join the protest earlier this
week. "We were disappointed;' she noted.
She says principals began the week in the
schools where the board had hoped they
would remain for the duration of the strike.

per cent of its support staff crossed picket
lines on the first day of the strike.
"There are more support staff getting into

teaching staff are in their schools.
However, support staff may not be cross-
ing the picket lines for long.
The Canadian Union of Public Employ-
ees Local 218 was to announce Thursday
night that its members would be asked to
forego a day's pay and join the teachers'
protest today.

senior citizens.
Whether it's finding a site
for a new senior's centre in
town, cleaning up garbage
dumped illegally or almost
anything else that concerns
any golden agers in Pickering,
they all know that when they
call Ward Three Regional
Councillor Rick Johnson,
he'll act immediately.
"We all think he's a great
guy and hope he gets back in.
says Linc Zwicker. Asset

Building Committee for the
South Pickering Seniors Club.
"We need somebody like that
on council --
Councillor Johnson, run-
ning for his fourth term on
Pickering council, has helped
the club look for sites for a
potential new building, says
Mr. Zwicker, and "has been as
helpful as anybody could be.
If we need anything, all we do
is call Rick and he'll come
running." The club is current-
ly looking at an expansion of
the existing facility at
Eastshore Community Centre
or the construction of a new
building.
But it's not just organiza-
tions that benefit from
Councillor Johnson's commit-
ment to the community. "I
called him when we first
moved in here," says Mr.
Zwicker. "Where we thought
there was going to be a wet-
land behind us, people started

years, Ward Three Regional
Councillor Rick Johnson has
voted against tax increases
in Pickering and vows to

"We have to keep Pickering
an affordable place to live,"
says Councillor Johnson, run-
ning for a fourth term on
Pickering Council.
To that end, Councillor
Johnson has been instrumental
in achieving no increase in
Pickering property taxes for
the last four years, saving
residents their hard-earned
dollars.
"Because of the sustainable
mix of community housing we
have here, with non-profit
housing, co-op housing, along
with many others like seniors
on fixed ineo rnes<' says
Councillor Johnson, "we have
to maintain the current tax
base and ensure property taxes
stabilize so people can plan
their futures
But it's not just property
taxes that have an impact on
Pickering residents. Councillor
Johnson, as Pickering Hydro
Commissioner for six years,
has also been able to decrease
local hydro rates, saving even
more money for residents.
Pickering Hydro rates saw
no increase in 1994, followed
by a reduction of 2.5 percent in
1995, reductions of 1.4 percent
in 1996 and again in January,
1997, and a reduction of 1.5
percent on October 1, 1997.
As a result of Councillor
Johnson's commitment to resi-
dents, the town of Pickering
remains debt free with $16.6
million in reserves for capital
expenditures in the future.
"We have to keep Pickering
in this enviable position," says
Councillor Johnson, "and we
can do it by insisting on con-
trolled, well-planned growth in
our residential, commercial
and industrial areas while
actively attracting new busi-
ness to Pickering."

Norrine Hill, club treasurer.
"It's a really beautiful build-
ing; we needed something like
this."
The Claremont group is "a
very active club", says Mrs.
Hill, holding weekly euchres
and club meetings twice a
month.
"I think Rick's been won-
derful, " she says. "If you call
him about something, he gets
on it right away."
Councillor Johnson's com-
mitment to seniors shows in
their support as well. "1 sup-
port him 100 percent," says
Mrs. Hill. "1'm so glad he's
runninL, again."

But the other cat hasn't
been found, although it's
been seen in the area since
the attack, Mr. Guy says.

a letter to municipal-

Box program. A previous
three-year agreement to use
aluminum cans expired at the
end of 1996.
"This is very sigaifrcam to
municipalities that arc wor-
ried about recycling budgets.
Aluminum is important to
them," said John Hanson,
executive director of the
Recycling Council of
Ontario.
Corporations Supporting
Recycling (CSR) is
a coalition of industries with
interest in recycling pro-
grams, including packaging
froducers, grocery distribu-
tors, food and consumer
product makers. and soft
drink and plastic manufac-
turers. Its president, Damian
Bassett, announced that in
Metro Toronto alone, Blue
Box revenues could be
boosted by as much as $2.5
million with one extra alu-
minum beverage can per
week from every resident.

The Ajax -Pickering Raiders major novice 'AAA' rep
r hockey team earned two victories in three Eastern Ontario
league contests last weekend in its bid to overtake
Markham for first place.
In their final league tilt Oct. 26, the Raiders suffere6
only their second defeat of the season, 6-5 to rival
Peterborough Petes in a close, tight -checking affair. Brent
Tamane scored twice, Michael Broaderip, Kyle Neadles
and Chris Chappel notched one goal apiece. Brandon
Crummy, James McCardle and Brian Darlow all drew
assists.
The Raiders travelled to Lindsay Oct. 25 where they
scored a lopsided 7-2 victory over the Central Ontario
Wolves. Andrew Wilkins led the attack with a pair of
goals and two assists. Neadles also added two goals.
Single tallies went to Mark Burnett, McCardle and Robert
Bentley. Chappel counted three assists, Paul Galea had
two and Taman, Darlow, Stephen Boyle and Lee Morris
one apiece. Goaltender David Blair shut down the Wolves.
The Ajax -Pickering novices pounded Quinte 5-1 at
home Oct. 24. Morris led the scoring parade with two
goals and an assist, Bentley and Cody Pollard each con-
tributed a goal and an assist. Chappel added a single
marker, while Boyle, Broaderip, Wilkins and Neadles
supplied assists. Colin Dobson was solid between the
pipes.
The Raiders' league record now stands at six wins, two
