The Minister of Community and Social Services met with over a dozen area students to address con- cerns and answer questions about the changes proposed to the education system in Bill 160 during a two-hour forum in the Town Council cham- bers. Dana Moran, an 18 -year-old stu- dent at Archbishop Denis O'Conner Catholic High School, told Ms Ecker "the bill is vague" and leaves a lot of questions unan- swered, such as the amount of preparation time teachers will lose and the amount of money the govern- ment plans to cut from the system. .TM saying that I fear the JANET ECKER worst intentions 'We're not could be so;' said taking it away' Ms. Moran. The Province "should take money out of the educa- tion system in a more controlled way. This is really drastic change" If passed into law, Bill 160 would give the provincial government the right to dictate class sizes, put uncer- tified instructors into the classroom, cut preparation time for secondary school teachers, lengthen the school year and cut professional activity days. Ms. Ecker told students education reform is central to the Progressive Conservatives' election platform. In addition to improving quality, "we had to find savings within the educa- tion envelope." She said teachers and students arc the government's priority. "If we just wanted to save money we could have 50 kids in a classroom and slash teachers' salaries by 20 per cent. This is not just about saving money " But, students questioned how the quality of their education will improve if teachers have less prepa- ration time and if uncertified instruc- tors are allowed in the classrooms. Monday is the day teachers are expected to strike in protest of Bill 160. No new date has been set. The forum was to have been held at Sin- clair Secondary School in Whitby. Ajax High School. "We're not taking it away, we're shortening it," Ms. Ecker said. As for class size, she said the gov- ernment doesn't want fluctuations. "There are some things we think are too important to be used as bar- gaining chips." But when asked if she could guar- antee class sizes will not increase, Ms. Ecker answered, "Can I give you a guarantee on anything? L IS 2H5 • Publisher: Tim Whittaker ♦ Editorial- Catholic trustees make honor roll for slashing Durham Region Roman Catholic Separate School Board trustees get an A+ today for voting themselves a pay decrease Monday. No, you don't need new glasses. The trustees did indeed decide to slash their honorariums — from about 510,000 a year to $3.600 for board members and from approximately $15,000 to S4,800 for the chairman. In fact, the $3.600 that trustees will make after the Nov. 10 municipal election is well below the provincial government's mandated maximum of $5.000 a year. Cynics out there will argue trustees decided to slash their pay to win Brownie points from voters weeks before the Nov. 10 election. Still others will be quick to point out board chairman Tom Oldman noted that while the honorariums will apply to trustees on the new separate school board, the board can choose to set the pay scale once it's formed. In other words, the trustees can change their minds after they're re-elected. Those same cynics could argue that trustees have made this decision as a symbolic gesture to tweak the nose of the Mike Harris government. But somewhat reduced responsibilities as spelled out in education reform legislation introduced ear- lier this year will alter the traditional role of trustees. Reduced remuneration, consequently, would make sense. It's extremely important to note, however, the trustees said they were motivated to slash their honorariums — and halve their conference allowances from $3.000 per term to $1.500 — out of a desire to put money back into the classroom. While their cut in pay and conference allowances represents a drop in the bucket, they are to be com- mended for recognizing the need to trim fat off the education bureaucracy to put funds back into the schools. In a time when all sectors of government must be fiscally responsible, Durham's separate school trustees deserve good grades for showing leader- ship in this area. In Caledon, citizens who witness an incident of irresponsible driving may take down the vehicle's licence plate number and make note of the date, time and other circumstances of the incident. They then fill out a 'citizen report form' which can be mailed to police or dropped off at locations such as schools, libraries and police stations. Complainants are asked to identity themselves and sign the citizen report forms to discourage frivo- lous or false allegations, but their names are kept confidential. The owners of the cars complaints are received about are sent a letter informing them of the bad driving incident and urging them to mend their ways or to tell whoever was at the wheel of their car at the time to mend their ways. A second complaint against a vehicle owner brings a letter and a phone call. A third brings a letter, call and a visit from the police. Coun. Senis says fund- ing for the pilot project, which would require Road Watch kits to be sent out to Pickering households, can be obtained through the Province, corporate sponsor- ships and community fund-raising. Man charged in welfare scheme Welfare fraud in 1997 just below $1 million, say Durham police BY STEPHEN SHAW DURHAM STAFF" A former Durham resident has been charged with illegally collect- ing more than $48,000 in welfare and family benefits during a four-year period. Durham Regional Police said a 38 -year-old man received $28.994 in welfare payments and $19,264 in family benefits from 1992 to 1996. The man, who police say lived at different times in Pickering. Whitby and Oshawa during the years of the alleged offences, is accused of pro- viding false information to the Durham Region Social Services Department and the Ontario govern- ment, including claiming he support- ed a child, Sergeant Jim Grimley said. Glynn Andre Benoit, who now lives in Lindsay, was charged Tues- day with two counts of fraud over $5,000 and 10 counts of perjury. He appears in court in Oshawa on Nov. 7. So far in 1997. Durham's major fraud unit has checked 39 cases of alleged social services scams involv- ing $918,371.14, police figures show. Charges have been laid in 28 of the cases so far, though some are still being investigated, Sgt. Grimley said. The biggest case of welfare fraud this year involved more than $78,000 in overpayments, the Sgt. Grimley added. However, the figures have dropped compared to last year. At the same point in 1996, the fraud squad had received 61 file involving more than $1.1 million in alleged over- payments. If you share a love for the smell of the crisp autumn air and the changing color of the leaves there's no place more magical this time of year than Vermont. The Green Mountain State is a popular destination year round. especially when the leaves turn color and autumn sets in. About seven hours by car from Durham Region (634 kilometres from Toronto), Ver- mont is a great destination for those who only have a few, days to get away. If you enjoy scenic drives. try travelling through Lake Placid on your way to Vermont. Tttc Green Mountains cover over 250,000 acres of the Green Mountain National For- est. It's no wonder the state is world- renowned for its marble and granite. Over 100 varieties of marble are available in Ver- mont. If you have the time, pay a visit to the Vermont Marble Exhibit in Proctor. The world's largest marble exhibit is open year- round. The Green Mountain area is a magnet for year-round recreation, providing excellent hiking, trail -riding, cross-country skiing, fishing and boating. There are over 35 skiing resorts. One of the more popular spots for trav- ellers is Stowe, located just north of the state capital Montpelier. Stowe's a great spot for families all season. In the winter Stowe pro- vides. some of the finest skiing around. There are a number of country inns, hotels and resorts in the area. Just south of Stowe is the popular home of Ben and Jerry's Ice Cream Factory. For adults and kids alike a tour of this wonderful world of ice cream is a memo - rabic stop. The makers of Wavy Gravy, Chunky Monkey and my personal favorite – Chocolate Chip Cookie Dough, offer 30 - minute tours, 9 a.m. to 5 p.m. for a small fee and free samples are included. A lucky fcw arc also selected to taste test some of the new flavors. There's lot of ways to work off all that ice-cream. It's not called the Green Mountain State for nothin'. There are plenty of trails for hik- ing, both for the athletic and recreational walker. The Stowe recreation path is a 8.9 -kilo- metre walking and biking greenway. Elmore State Park is a 20 -minute drive from Stowe and provides a scenic trail. Hike to the top of the 'Pinnacle' at Stowe Hollow, which offers a 360 -degree view. Other points of interest in Stowe include, the Cold Hollow Cider Mill and the Lamoille Valley Railroad Company. If you prefer a more romantic stop off the beaten path there are a number of cozy inns and bed and breakfasts to enjoy. One of my favorite stops is the Waybury Inn in East Middlebury. You might feel a little deja vu when you first see the inn. That's because its exterior was used as the Stratford Inn for the television comedy The Bob Newhart Show. The starring comedian only occa- sionally drops by, but there are many props located in the inn's pub which were used during filming. Each room has its own unique charac- ter and each is wonderfully decorated with antiques, some pieces from the 1800x. My first visit to the Waybury was a bit of a lucky stumble, but walking through the front door to the smell of fresh bread baking in the oven made it clear we were in the right place. If you love brass, four-poster beds, and the relaxed pace and ambiance of the country this is the place for you. It's no surprise Vermont is the home to Norman Rockwell, known for his por- traits of Americana which appeared in the Saturday Evening Post. There's a Rock- well exhibit located in Arlington which is open daily. If you're looking for something for the kids try the Pico Alpine Slide and Scenic From Russia, with love The last thing you expect to see while on a drive along the Fraser River is a Russian submarine. So, when we caught sight of the big red star on the black hull of a ship moored in New Westminster Quay, we had to have a closer look. Unbelievable as it may seem at first, this is an actual Russian Foxtrot class U-521 patrol submarine in all its glory — torpedoes and all. The sleek vessel was brought to British Columbia by aStan Sherman and Jim Corlett in the summer of 1996. The sub had been sit- ting in Vladivostok since it was decommis- sioned in 1993. The Vancouver businessmen paid nearly $1 million to bring the ship 6,000 kilometrm to its new home. The Foxtrot class was the workhorse of the Russian navy's submarine fleet. The 300 - foot fighting machines prowled the oceans on surveillance duty for 20 years. The ship itself measures 91.5 metres (just over 300 feet) in length and is eight metres (26 feet) wide. It is driven by three diesel and three electric motors and capable of attaining top speeds of 16 knots submerged or 18 knots on the surface. At eight knots on the surface, the sub had a range of 16,000 miles. While the ship looks impressive from the outside, it is much more so from the inside. As you tour the cramped interior quarters, you get some appreciation of what it must have been like for the 75 -member crew to live in the tiny compartments for extended peri- ods — sometimes up to six months under water. Crew bunks are tucked in where space allows — under stairs, between machinery. At its peak, the Foxtrot U-521 carried 22 dual purpose torpedoes which it could fire out of its 10 torpedo tubes (six forward and four aft). It could also carry and deploy up to 44 mines. The sub was also loaded with high tech surveillance and detection equipment. One of the more enjoyable parts of the tour is the enthusiasm of the guide. Very informed and always ready to answer a ques- tion, he takes you through the submarine bow to stern, exploring everything from the crew's quarters to the torpedo rooms. The sounds around you create the illusion that this vessel is very much alive and ready for action. 'Inose torpedoes are not armed, right? Just checking! The tour takes about 20 minutes and it is well worth the time. You can visit Stanley Park any time, but how often do you have a chance to live a piece of history? The Russian Foxtrot U-521 submarine is open for tours daily from 9:30 to 6:30 in docked in New Westminster Quay, 19 kilo- metres east of downtown Vancouver. To visit and tour the sub, follow Hwy. I know it's too soon for such thoughts, but I also know that by mid- December onward I'll need more than my green house plants to satisfy my obsession for something in bloom. Hippeastrum, the most spectacular of all the bulbs does that for me. The name may not immediately bring a picture to your mind because we know it more readily by the common name of amaryllis. Last spring I travelled among some of the Greek Islands and this was the first time I was ahle to see amaryllis blooming in a naturalized environment and in garden settings. Although I hesitate to describe it like this, they were almost so common they were weed -like! Most of our spring bulbs originated in areas border- ing on the Mediterranean where the moist, m i Id winters ensure the slow development of rr K>Gs and leaves. As soon as the warmth of ,,pring arrives the flower stems elongate and the show begins. Here in Canada, we don't have those conditions so we have to rely on alternatives. Dutch hybridizers have made it possible for Us to enjoy amaryllis indoors. The Dutch amaryllis that we are familiar with is a hybrid �k hose ancestors hailed from Brazil, Peru and Chile. Compared to its forbearers, the Dutch �crsion is extremely easy to grow. When choosing amaryllis bulbs, big is bet- ter. The bigger the bulb the larger and more numerous the blooms will be. Imported bulbs from Holland are kept at a temperature of 55 degrees F or I I degrees C. In so doing the amaryllis is "tricked" and those weeks in cold storage turns the bulbs' genetic clock ahead, just waiting for us to provide the right condi- tions to start the blooming process. Planting the bulbs is easy. Choose a pot about one inch bigger around than the bulb itself. Many bulbs can be purchased in kits that include a pot and some lightweight potting mixture. Most of the kits I have seen include a soil -less mix that simply is not appropriate for planting an amaryllis bulb. The mix is far too fine and light to handle the weight and size of the bulb. I suggest you use a tropical soil mixture that is heavier and has more substance. Fill the pot about half full of moistened soil and arrange the bulb in the centre, spreading the roots out over the soil. Then fill in around the bulb and tamp the soil firmly. The bulb should sit with one third to one half its depth above the soil line. I recommend watering with a transplant fertilizer solution (10-52-10) to get the roots off to a good start. Nov. 20 at the Waterfront Bistro at the foot of Livcrpool Road. Ms. Arsenault, now 20, suffered a severe brain injury in a car accident here four years ago. She has spent the past two years in a U.S. rehabilitation hospital but can still neither speak nor move on her own and needs full-time care. Her parents, Viola and Andre Arse- nault, are fighting for government and/or insurance assistance to bring her home to live instead of at a chron- ic carr hospital.
