Teachers meet with
new education minister

While Ontario's students could be
shut out of classrooms in the next
week, the decision to call for
a province -wide teachers'
strike will not be made light -
says a local union leader.
Maret Sadem-Thompson,
president of the Federation of
Women Teachers' Associa-
tions of Ontario and a
Durham educator. said prior
to meeting with Education
Minister Dave Johnson yes-
terday that the province's
union leaders would decide
how to proceed following the
scheduled talks.
The meeting was to be the
first between union leaders
and the new minister.
Ms. Sadem-Thompson says the cur-
rent legislation presents the "most dif-
ficult situation" teachers have ever
faced in the province, adding it is the
..most undemocratic piece of legisla-
tion that has ever been written in
Ontario."
If passed into law. Bill 160
would give the provincial
government the right to dic-
tate class sizes, put uncerti-
fied instructors into the class-
room, cut preparation time
for secondary school teach-
ers, lengthen the school year
and cut professional activity
days.
While an action plan passed
by the Ontario Teachers' Fed-
cration last month calls for
province -wide action prior to
the end of the public consul-
tation process on the bill
(which wraps up Oct. 29), Ms. Sadem-
Thompson said she could not predict
when the walkout will occur if the gov-
ernment fails to withdraw or alter the

PICKERING — Town Council
has revised the casino referendum
question to be put on the Nov. 10
municipal election ballot.
Residents will now be asked, "Do
you support the establishment of one
permanent charitable casino site in a
non-residential area within the Town
of Pickering to replace the existing
.roaming charitable casinos?"
Councillors approved the new
wording last week. A week earlier,
they had approved the referendum
question brought forward by Ward 3
local Councillor Enrico Pistritto.

Ward 2 Regional Councillor Doug
Dickerson told his colleagues he was
proposing the revision to make the
referendum question "as fair as possi-
ble".
The new wording was based on a
version of the referendum question
suggested to Council by Gaming Ven-
ture Group, one of two corapaniies
recently awarded rights to establish
casinos in Durham by the Alcohol and
Gaming Commission of Ontario.
GVG is one of eight companies given
permission by the commission to
establish 36 permanent full-time and
eight part-time/seasonal charity casi-
nos in the province, including two in
Durham. Consumer and Commercial
Relations Minister Dave Tsubouchi
has said proponents must find 'willing
host' communities before they can
open a casino.
The new charity casinos are intend-
ed to replace temporary three-day
'roving' Monte Canso events, which
will not be allowed after March 31,
except in remote northern regions.

PICKERING — Bill
McLean, a 40 -year resident of
Durham, has officially joined the
race to represent Ward 2 as local
Pickering councillor.
"I have been a resident of
Ward 2 for 17 years and I have
the desire and capability to repre-
sent this ward in a strong,
responsible manner with dedica-
tion and professionalism that this
community needs and wants on
Council;' says Mr. McLean in a
media release announcing his
candidacy. "I decided to accept
this challenge as I believe that I
am the best candidate for this
position. I will be a strong voice

Mr. McLean, a sergeant with
over 28 years on the Toronto
police force, says he will bring to
the councillor's job years of
experience in dealing with a vari-
ety of community problems and
situations.
Issues he identifies as being
important in this election include
making Ontario Hydro more
accountable and ensuring an
environmental study of its
nuclear plant here is conducted.
He also wants a safer communi-
ty, opposes tax sharing with the
GTA and is firmly against

PICKERING — Local business-
man Dave Demerino has entered the
race for the Ward 3 local seat on Pick-
ering Council.
Mr. Demerino, who has lived in
Pickering 13 years, owns and operates
three separate businesses in the town.
He believes his 23 years in business
have taught him fiscal responsibility
coupled with the ability to balance
budgets, ensuring sound business
practices are not only introduced, but
followed.
"Implementing programs and pro-
tecting Pickering residents from the
consequences of the provincial gov-
crnment downloading or shifting costs
to our municipality, that are primarily
designed for the good of an amalga-
mated Toronto, has to be weighed
against the needs of Pickering first:"
says Mr. Demerino in a media release
announcing his candidacy.
The candidate is concerned with
what he describes as Ontario Hydro's
..scandalous treatment" of the resi-
dents of the town, and maintains hold-
ing the provincial utility accountable
and compelling it to respect and
respond to Pickering concerns about
the nuclear plant should be a "primary
focus" over the next few years.
"Like most people in the town of
Pickering, I'm tired of the rhetoric
coming from Council;" he states. "I
believe that I can make a positive
impact on the issues and decisions this
next Council makes"
Mr. Demerino says a "realistic
goal" for the Town is to hold the line
on taxes while delivering the best pos-
sible service. He maintains his busi-
ness strength will add a new viewpoint
missing from Council this last term.

meets Wednesday

Each of the new casinos could
contain up to 40 gaming tables and
150 video lottery terminals (VLTs)
and could operate up to 24 hours a
day. Under the Province's plan, 10
per cent of gross revenues from up to
6,600 VLTs in casinos and up to
6,600 at race tracks will go to the
Ontario Trillium Foundation. The
foundation will distribute 80 per cent
of the money on a per -capita basis to
up to 29 'community funding bodies'
which will provide local grants for
community pro,*ts, while 20 per
cent will be allocated to activities
with a provincial scope.
According to Alcohol and Gaming
Commission spokesman Lydia Boni,
the Province would be responsible
for the management and maintenance
of the VLTs, and it is hasn't been
determined what profit the VLTs
would bring for the Province because
those operating costs are unknown.
In opposing the revision of the ref-
erendum question, Ward 1 local
Councillor Dave Ryan suggested
most of the profit from the new char-
itable gaming system is going to go
the Province and casino operators.
Coun. Pistritto and Mayor Wayne
Arthurs also voted against the new

tive" in offering suggestions and rec-
ommendations, adding if the govern-
ment displays an unwillingness to
negotiate, teachers could walk out this
week.
However, Mike O'Connor, head of
the Durham elementary division of
Ontario English Catholic Teachers'
Association, says while a strike this
week is "physically" possible he does-
n't think it's likely.
"While there is a chance...( doubt
very much that a strike would take
place this week;" he says, adding the
minister's reaction at the meeting
would be crucial.
Meanwhile, Grant Yeo, director of
the Durham Board of Education, said
he was hopeful talks would continue
but added, "We have information that's
ready, that's in the schools now and
would go home with every student and
hopefully give parents some time to
prepare"
Grant Andrews, director of the
Durham Region Roman Catholic Sep-
arate School Board, said he doesn't
believe there will be a strike as early as
this week.
"I figure we'll get sufficient notice,"
he said, adding the board will inform
parents of its action plan when neces-
sary.

It's encouraging news to hear local teachers'
federation heads are confident an illegal teach-
ers' strike will not take place this week.
That said, it's incumbent on union leaders to
at least give new education minister Dave
Johnson a chance as negotiations begin on the
future of education in this province.
And it's vital that Mr. Johnson make some
concessions and compromises as he sits down to
hammer out a deal with union leaders.
Mr. Johnson has hinted he would be willing to
change his demand for a 50 per cent cut in
teacher preparation time down to 25 per cent.
That might be acceptable to the union.
Under some conditions, teachers might be
willing to accept some non -teaching staff in
schools for certain positions. But the terms must
be strictly defined to make a teaching degree a
continuing valuable pre -requisite for the han-
dling and instruction of all core school subjects.
The right to dictate class sizes doesn't seem
as though it would be overly contentious and
surely an agreement can be reached on the
appropriate number of students per classroom
provincewide.
On cutting professional activity days and
lengthening the school year, surely a compro-
mise between what former education minister
John Snobelen called for (two more weeks) and
what is possible (say, one more week) is reach-
able. As for P.A. days, a reduced number that is
fair to both sides should be found.
There is little doubt the Province intends to
cut funding to education, but it should dedicate
some of the savings to revamping the system to
help young people meet the challenges of the
coming century. Like health care, the education
minister should assure teachers, parents and stu-
dents that any changes will be revenue neutral.
Despite the tough talk and hardcore positions
of both sides in this dispute there should be no
reason at all why a deal can't be reached and a
strike averted. It's in absolutely nobody's inter-
est to strike.

Can teachers
differentiate right
and wrong?
To the editor:
I have a question for the teach-
ers — If I stopped my teenage son
from attending school for no rea-
son, is that legal'? I mean. would
you care? Would somebody not
telephone our house to find out
where he is? I simply ask this
question because listening to the
latest rhetoric from your union
leaders, there is some doubt as to
whether or not the people charged
with the job of educating our chil-
dren can differentiate between
right and wrong.
Over the years my wife and I
have attended every "meet the
teacher' evening available, have
met many fine educators who on
the face of it really cared about
our son's education, and we just
cannot comprehend that these
same people would allow them-
selves to be so manipulated by
others (who obviously, in their
minds, have a far more important
agenda than educating our kids)
into committing an illegal act
such as a teachers' strike. When
this is eventually settled one way
or the other, I cannot see how we
can expect our children to take
anything their teacher says seri-
ously.
Surely, when you become a
teacher you automatically assume
a moral responsibility to set an
example. Of course, you should
all have idea~ of what is the best
way to go about your tasks.
Naturally, things will never be
perfect in any job, but at least you
have one.
Is it not time for all you teach-
ers to use the education you were
given that allows you to perform
such an important role in society'?
Re-educate yourselves and your
colleagues about the basis of
democracy. If you do nor agree
with a government's way of han-
dling matters, then it's very sim-
ple — do not vote for it in the next
election. Do not be goaded into
becoming pawns of others who
make a very good living out of
agitating groups like yourselves
into illegal actions.

It's really a shame about the premier's toes —.
the fact he has 10 of them and not 1 I as we all
thought before he wiggled his naked piggies for
reporters and photographers late last week.
The six digits Mike Harris appeared to have on
his right foot in a recently -published photo of him a,
a young buck in nothing but a bathing suit would
have explained much that has been puzzling purviib,
and the public ever since he was elected.
For example, it would have helped account for
all the di%Lrepancies in the cost estimates pro% dcd
by the Harris government for initiatives such a,
downloading, municipal resmicturing and educa-
tion reform. How could a guy ever be expected to
learn how to count if what worked out to 10 for
everyone else was I I for him?
The extra toe could also have gone a long way in
helping us understand the man's obstinacy in the
face of vehement opposition to his policies from
doctors, teachers, uniors and municipal politicians.
After all, once you put your foot down with six tor,.
there's a lot nxxt: to it than if you only had five.
There's also the premier's tendency to uncere-
rnotio sly dump ministers who've made a mass of
things in portfolios such as labor and education. A
man endowed as Mr. Harris appeared to be- last
week would undcrstandaNy feel rather strongly
about the: need for ministers to toe the line.
How about the premier's unwillingness to track
down on the 30 -per cent tax reduc-tioxt he promiscxi
Ontarians before being elected, when it seems clear
they don't want it any more if it means health ser-
vice cuts and more homeless people wandering the
streets? Well, wouldn't you fend it hard to get your
fox)( out of your mouth if yours was 20 per cent
wider than everyone else's?
Then there's Mr. Harris' apparent inability to sct
his government, which has been plummeting in the-
polls,
hepolls, back on a course that will win him favor with
voters before the next election. How could a man
with six digits on one extremity and five on the
other be expected to put his best foot forward when
it's so hand to decide which one that is?
It's theorized Napoleon's insecurity about his
diminutive statm was what led him to conquer
nations, and the same has been suggested about
Alexander the Great. Winston Churchill had his lisp
to overcome before he overcame the Nazis, and
there was obviously a link between Albert
Einstein's theory of relativity and his hair.
For a few brief hours in Ontario last week there
was Mike Harris' 11 th toe to help us make sense of
the goings-on at Queen's Park. Now we can only
wonder.

Environmental measures key to future in Pickerin

PICKERING — The Town must take
quick action on environmental measures
to preserve Frenchman's Bay before
undertaking any other projects on the
Pickering waterfront.
That's one of the principal
findings of the Pickering 2001
Waterfront Task Force, a group
of citizens• community represen-
tatives and waterfront landown-
ers appointed by the mayor to
draw up a plan for the lakeshore
area.
The task force presented its
interim report to Council last
week.
"That's the first thing that has
to happen;' says task force chair-
man Dave Steele.
"Without a storm water man-
agement plan there will he no
Frenchman's Bay and no wet-
lands in 15 vears"
The task force's environmental com-
mittee has recommended a plan to reverse
extensive damage from the flow of
stormwater contaminated with chemicals
and silt into the bay.
Measures to be implemented would
include:
* modelling of water flows into the bay
and Lake Ontario and an environmental
monitoring program for all Pickering
watersheds:
* an evaluation of contamination of air,
water and ground surrounding the bay,
including the area of the Pickering
Nuclear Generating Station:
* the establishment of 'constructed wet-
land* at the mouths of Amberlea and Dun-
barton creeks:
* construction of an 'EcoPark' on MTO
lands north of Hwv. 401 just west of Liv-
erpool Road:
* a stream naturalization program;
* an information program for the com-
mercial/industrial sector on
chemical storage and disposal
practices:
* an information program for the
community on the impact of
practices such as lawn fertiliza-
tion and road salting on the
watershed;
collection of household haz-
ardous waste by the Town.
The stormwater management
program will cost an estimated
$1.5 million.
Mr. Steele says funding for it is
available from a number of
provincial agencies. He and the
other task force members are
hoping the Town will undertake
the program in 1998.
The task force has also made a number
of recommendations in areas such as
tourism, recreation and waterfront trail
design:
* a tourism marketing task force for Pick-
ering:
* a floating dock system for small craft

waterfront trail link to the end of Park

* a boardwalk connection between Sun-
rise Avenue and the waterfront on the west
side of Frenchman's Bay. with a board-
walk observation into the bay.
During their presentation to Council,
task force members also outlined visions
for limiting vehicle access to the west spit
of the bay: a waterpark on the west spit
and improvements to its beach: a board-
walk on the east spit. an interpretive trail
around the bay and educational building at
its north end: and the closing of Liverpool
Road just north of the lakefront bridge,
with the establishment of a pedestrian
square at the south end of the bridge with
buildings such as a lighthouse, museum
and tourist information booth.
Town planning staff
and agencies such as the
Metropolitan Toronto and
Region Conservation
Authority have been
asked to review the task '9
force interim report by
January.
Mr. Stcele says the
task force expects to have
its final report, complete with cost es
mates and prioritization of projects, rea

PICKERING — The Pickering Panthers
blew a two goal third -period lead to settle for a
4-4 tie with the lowly North York Rangers in
Metro Junior 'A' Hockey League action at the
North York Centennial Centre
Q E Friday night.

L one for the Panthers who
hoped to prey on the Rangers
(1-7-2) and regain some con-
fidence after being blown out of the
rink during a home -and -home set with the
Wexford Raiders the previous weekend.
Panthers' head coach Rod McGillis, who sat
out the second game of his two -game suspen-
sion, gave full credit to the Rangers h
worked their defen-
sive game plan to
perfection. while the
Panthers couldn't
hold a two -goal
cushion in the final
10 minutes of regu-
lation time.
"It worked out
well for them," says
McGillis. "Their
game plan was exe-
cuted well. They're
not loaded with tal-
ent, so they've
implemented a very
defensive style of
play. I was disap-
pointed to see a two -
goal lead slip away,
especially to a team
like North York who
we should be able to
shut down.
The contest
marked the debuts
of centre Joel
Johnson and
defenceman Justin
Cowalczyk.
Pickering pur-
chased Johnston
from the
Peterborough
Trentway-Wagar
Bees of the OHA
Provincial Junior
`A' Hockey League. The centreman had 60
points with the Bees last season and was an
eighth -round draft pick of the Ontario Hockey
League's Peterborough Petes last year.
The Panthers also made a cash deal for
Markham Waxers defenceman Cowalczyk. The
6'3". 185 -pound Port Perry resident was a sev-
enth -round draft choice of the Sault Ste. Marie
Greyhounds last year.
McGillis says Johnson and Cowalczyk had
solid games for the Panthers Friday night, but
still need some time to fully acclimatize them-
selves with the squad. Johnson scored the
fourth goal of the night for Pickering.
Cowalczyk had a steady game on the blue line,
and made his physical presence known to oppo-
sition players in the Panthers' zone.
Johnson's "stickhandling and playmaking
skills are exceptional.- says McGillis. "He's
going to help us with our one-two punch down
the middle with George Trifon. It's going to

Tournament in Hamilton, the
Raiders lost all three of their
games. The Elgin -Middlesex
Chiefs defeated the Raiders 5-2
in the first contest. Sudbury
rebounded from a 4-1 deficit to
nip Ajax -Pickering 5-4. Brad
O'Neill scored a key goal for
the Raiders in the loss. Other
scorers weren't listed. In the
third game, the minor bantam
Raiders dropped a 4-1 decision
to Detroit Little Caesars.
Michael Snetsinger was out-
standing in goal. Brennan

Annandale curlers set to show

AJAX — Experienced and new curlers were
welcomed back to the Annandale Curling Club
for another season last week.
Men's competitive league players had a
warm-up night, but the mixed teams proceeded
right to league action.
The membership is again strong at
Annandale, with 40 teams in the men's compet-
itivc Tuesday and Wednesday draws and 32
squads in each of the Thursday and Friday night
mixed leagues.
The annual curling clinic is slated for
Saturday. Oct. 25 from 9 a.m. to 3 p.m.
Qualified instructors will teach novice curlers
There is a nominal charge of 38, including
lunch, for the clinic.
The oldest continuous men's bonspicl in the
world is preparing for the 93rd edition, but it is
no longer sponsored by the Investors Group.
New sponsors will have to sign on the dotted
line and, if that occurs, the bonspicl will get
under way at Annandale and 24 other clubs in
the GTA on Jan. 10, 1998.
The first bonspiel of the season at Annandale
is the annual Annandale Stakes on the weekend
of Nov. 7 and 8.
Mixed teams will play three eight -end
games. There'll be lots of prizes, food and
fun.
Ajax Axemen earn first victory
of season over Sturgeon Falls

AJAX — The Ajax Axemen
arrived back in town Sunday after
a long and arduous weekend jour-
ney through the Ontario hinter-
lands. The trip proved costly, but
still added up to the team's first
victory of the season.
The Axemen travelled to
Northern Ontario for dates with
the Sturgeon Falls Lynx and the
Timmins Golden Bears as part of
the OHA Provincial Junior `A'
Hockey League's interlocking
schedule with teams in the
Northern Ontario Junior Hockey
League.
Theshort-staffed Axemen team
met Sturgeon Falls Friday night
and laid claim to their first victory
Of the season, a well-earned 6-4
win. The Axemen were up 5-1
after two periods and held off the
Lynx in the final frame for the vic-
tory.
On Saturday night, however,
after an all-night bus ride which
saw the team get into a Timmins
hotel room at 4:30 am., the travel -
weary Axemen didn't have the
legs to compete for a full 60 min-
utes, falling to the Golden Bears 5-
3, although the game was knotted
at 2-2 going into the final stanza

on its gruelling two -game northern
road trip, defeating a Sturgeon
Falls squad which currently dwells
in second place in the NOJHL and
is one of the highest scoring clubs
in the loop.
"I was pleased with the effort
Everyone played well. We got
scoring from all the guys we count
on to score goals. Everything
[timed out well Saturday night."
The team made the trip to
Sturgeon Falls without the ser-
vices of top snipers Steve Quinn
(work commitments) and Frank
Littlejohn (team suspension) and
defenceman Todd Stockdale.
Scoring for the Axemen against
Surgeon Falls were Jerry Connell,
Chris Smith, Jeff Angelidis,
Patrick Papageorge, Markus
Quinn and TJ. Hill.
The Axemen were even more
taxed of bench strength for
Saturday's encounter in Timmins
as forward Markus Quinn had to
return home to Ajax prior to the
game. In addition, team captain
Smith suffered an ankle injury in
the second period which put him
on the shelf. Scott Walsh also suf-
fered a separated shoulder during
the contest -
Papageorge, Angelidis and
Connell scored against Timmins.
Immediately after the Timmins
contest, the Axemen bus uw4cUed
aH night, arriving in Ajax at 8:30
a.m. Sunday morning.

Axemen through a trade with
the Oshawa Legionaires early in
the season. Bowden cites an
"attitude problem" as well as an
earlier four -game league sus-
pension on Littlejohn as his rea-
sons for doling out the team sus-
pension. He admits Littlejohn's
status with the club is "in
limbo" and is seriously consid-
ering dealing the 20 -year-old
centreman.
