Durham councillors seek 24% pay hike

Regional councillors could get a 24 -per
tent raise.
Durham Council's finance committee
approved a pay increase Wednesday that
would hike the base salary for councillor to
526.640. up from the current $21.4(X)
Full regional council will deal with the
matter at its meeting on Wednesday, Oct. 22.
Durham Chairman Jim Witty proposed
the raise, saying it would restore money
councillors lost when the Province eliminat-
ed the one-third tax-free allowance for politi-
cians last %car.
"Our take-home pay should stay the
same' he said "Many depend on this as a
Nourcc of pa) For them to take a pay cut isn't
reasonable to expect"
Mr. Witty's proposal would also increase
the chairman's salary to S950X) from the
present 578,000, and raise the bonus
received by chairmen of the different council
committees to $3,700 from the current

raise too much
in one bite
It seems Durham Region Chairman Jim Witty
learned something from the recently completed police
contract. Mr. Witty. who is also chairman of the police
services boawd, was at the controls when Durham
Region's finest got an eight -per cent raise -- and only
then after drawn-out bargaining.
Well, Mr. Witty has decided police officers aren't
the only ones who deserve raises so the chairman rec-
ommended a whopping 22 per cent raise for himself
and a 24.5 per cent pay hike for regional councillors.
The proposal was made by the chairman at the
Regio n'% finance committee meeting and will be
voted on by the full council at its Oct. 22 mining.
Mr. Witty suggested his pay be hiked from $78,000
an
per year to $95.000 d that councillors go from
S21.400 per year to $26,640. Why such a big raise in
one chunk' Mr. Witty explained that it's been six
years since ilk. last raise for councillors and the chair-
man and that the one-third tax-free allowance ooh
income for councillors and the chairman would he
discontinued as of Jan. 1.
Listen, it's been a long wan fora raise of any kind
for many people in and out of public life. The reces-
sion, which ate up the first half of this decade, pre-
vented police officers, teachers and others from get-
ting raises. How would the public react if teachers
demanded a 22 -per stent increase" Or police offaers
for that matter''
As for the one-third tax-free break politicians
received in the past, it wasn't justified to begin with
and it was high time it was cut. Is its denuse reason to
make up for the perk with a huge wage raise" No.
We're not arguing that a wage freeze is fair. A six-
year wait is long enough and a raise in the order of
four or five per cent would be reasonable. That's what
most 'regular' working people have to deal with. But
here we have another example of politicians, who
claim to serve their constituents, being out of touch
with the public. What's most upsetting of all is these
same politicians trade it clear to all they were tight-
ening their belts year after year by keeping costs
down.
I guess the six-year joke's on us — but what a
humorless punchline. Belly up to the trough boys and
girls. Council must vote this proposal down and
replace it with a more sensible raise.

Indoor herbs make
memorable recipes
If your expencticc with herbs has been
limited to shaking a few flakes of dried
oregano out of a jar, there's a whole world
of enjoyment and satisfaction you can
explore right in your own kitchen.
Most herbs will thrive indoors in a sunny
window. under fluorescent lights, or using a
combination of both. Your own windowsill
herb garden can supply the precious ingre-
dient% for exciting recipes. healthful herbal
leas. natural, gentle cosmetics and fragrant
sacticts and potpourri.
Herbs arc easy, inexpensive and truly
rewarding too grow at home. Here's hove:
- Whit kinds to choose: Herbs are avail-
able at garden centres as seed.% or started
transplants.
Generally speaking. herbs arc either
annuals, which gro* for a season or two and
dic, or perennials. which can live for puny
years and become quite large. Sweet Bay,
lir example. the secret to savory soups and
%icw%, will grow into a rncdium-%ized tree
indoors 0thcr familiar culinary herbs
include annuals such as basil. cortaridcr. dill
and parse). a% well a% perennial, such a%
marjoram. oregano, rosemary, %age and
thyme.
- Ifim to grow herbs mdoor%: Whether
you iart herbs from seed or transplants.
grow them in a light mix of potting %oil with
sorric %aid or vermiculite added for gored
drainage Perennial herb seed can he %tinted
in shallow pans or flats and transplanted to
individual 4 -inch pots when the plants are a
couple of inches tall.
Annual herbs like parsley, dill, coriander
and caraway don't transplant well and
should be sown in the container in which
they will remain.
Keep seeded containers in a warm spot
and uniformly moist until the seeds sprout.
then move them into a sunny spot. If natur-
al light is insufficient (at least four hours of
sun per day). supplement it with fluorescent
"grow lights."
Plants growing in strong light need regu-
lar watering and foaling with a good liquid
fertilizer. Using this combination, you can
prodtwc a surprisingly large harvest indoors.
•
Enjoying the harvest: As a general rule,
you Nwy harvest herbs gradually. snipping
off a couple of inches as needed. but never
removing more than about a third of the
total plans.
- f irrbal vinegars: Use these to add zest
to a .iiad, a% a bracing facial splash, or nat-
ural after -shampoo conditioner.
Begin by combining either white or red
wine vinegar% and your favorite herbs. .-Some
chefs like to let the he. steep in the vine-
gar for a few week%. and then drain and
rchottle, but this is not strictly necessary.
For added flavor and decorative appeal. you
cera add garlic cloves, olives, }alapcho pep.
pen, or pimento on wooden skewers.
