delayed

PICKERING — Town councillors have
voted to delay construction of a portion of the
waterfront trail originally scheduled to be com-
pleted this year.
At their executive committee meeting last
week, councillors decided to proceed only with
a part of the project which would see the con-
struction of a sidewalk in front of Swan's Mari-
na near the foot of Liverpool Road.
Councillors cited their desire to wait for the
report of the Waterfront 2001 Task Force as the
reason for delaying the rest of the trail project.

early October with recommendations for the
future of the town's lakeshore.
According to a staff report, the Town has
$149,896 set aside in its 1997 budget for con -

Close call in Pickering
The unidentified driver of this tractor trailer escaped injury
early yesterday morning when a rig left the eastbount lands of
Hwy. 401 just east of Whites Road and crashed into a CN
Rail embankment. The tractor trailer was carrying a load of
milk when the accident occurred. Crews spent most of yes-
terday removing the debris and damaged tractor trailer.

PICKERING — The Town should
ask the provincial ombudsman's office to
intervene on behalf of residents can -

tion.

mittoe, a body of citizen, business, Town
and Hydrofepresenwives established to
act as a link between the Town and
Ontario Hydro on nuclear and other
Ward 2 local Councillor Sherry Senis
and Ward I Regional Councillor Mau-
rice Brenner, who brought forward the
recommendation at the committee's
meeting Thursday night, suggested the
ombudsman's office should appoint
someone to act specifically on behalf of
residents here on issues related to the
nuclear station. That person would have
tine authority to imrxtigate incidents
such as spills and leaks at ane phot and
report on them to the pemblic, as well as to
facilitate a broader mevww of stmt w

- Several hundred Durham teachers
joined educators and public sector
workers from across Ontario Friday to
protest the Province's legislation at the
latest Days of Action rally in North
Bay.
Bill Butcher, president of the
Durham district of the Ontario Public
School Teachers' Federation (OPSTF).
says several bus loads of protesters
from the region made their way to
Ontario Premier Mike Harris' home
town to voice their concerns about the
government's reforms.
"People were pretty displeased with
the government's direction;' says Mr.
Butcher. "People continue to be unhap-
py with what (Education and Training
Minister John) Snobelen is saying"
Last week, Mr. Snobelen introduced
in the legislature Bill 160, which would
lengthen the school year. cut teachers'
preparation time and reduce the num-
ber of professional development days.
"The legislation doesn't improve the
quality of education in the Province of
Ontario,- Mr. Butcher says. "The pur-
pose of this bill is to save $1 billion. If
you take $1 billion out (of education),
ho, :iiait improve "
Mr. Butcher says the "loud and bois-
terous" North Bay crowd, estimated at
approximately 30,000, was warmly
received by local residents.
Parents learn to be education partners
The Durham Board of Education is
hosting its annual Parents as Partners
Conference Friday, Nov. 21 and Satur-
day. Nov. 22.
The Friday session, which is a first
for the conference, will feature guest
speaker and best-selling author Bar-
bara Colorosa, who will present Kids
Are Worth It: Parenting With Wit and
Wisdom.
The Saturdav session will feature
more than 60 workshops on a variety
of topics including regional parent
advisory councils, understanding visu-
al perception, celebrating French as a
second language, depression in chil-
dren and adults, curriculum integration
and behavior expectations.
The cost for Friday's session, which
begins at 7 p.m. at Eastdale Collegiate
and Vocational Institute, 265 Harmony
Rd. N. Oshawa, is $10 per person.
The Saturday portion, to be held
from 9 a.m. to 2:15 p.m. at Sinclair
Secondary School, 380 Taunton Rd.
E., Whitby, is $15, which includes
lunch and day care for children aged
three to 10.
The cost for both sessions is $20.

He says there were signs on store-
fronts in support of the protesters and
"police officers were waving to us and
giving us the thumbs up.
"Everywhere we went it was really
positive;" he says. "There was no nega-
tive response from anybody that I saw"
Mr. Butcher says local teachers' fed-
erations will continue protesting the
legislation, adding an information rally
is scheduled for Durham teachers this
Thursday.

Residents want `proven performance'

nuclear station in the community, he

bottled water.

of the plant for residents because the sci-
entific issues involved are extremely
complex and controversial.

The committee's recommendation
will likely go to Pickering Council Oct.

Committee members also discussed
how to allay great public concern about
the safety of the station which has appar-
ently arisen over recent months in the
wake of an extremely critical assessment
report on Hydro nuclear facilities, the
indefinite shutdown of seven nuclear
reactors in the province (including four
in Pickering), more small-scale spills of
radioactive tritium and revelations about
poor environmental practices at the local
plant.
Hydro spokesman Terry Young said
the utility is embarking on a new com-
munity relations program to improve
communications with residents and
soothe their fears.
However, committee members sug-
gested Hydro's major problem is perfor-
mance, not communications.
"Unless you run a clean slate for a
good two years nobody's going to
believe anything you say," said Helen
Break. '"Iine proof has to be in the pud-
ding"
' There has to be proven perfor-
mance," agreed Mayor Wayne Arthurs,
adding it will take an extensive review of
station safety to prove to the public it's
safe. "I don't think we can do that
through a communications device"
Coun. Brenner said if Hydro "really
wants to clear the air" it should help fund
a thorough health study.

the Krosno watercourse bridge at the
foot of Liverpool and the
marina parking lot.
The three -metre -wide
boardwalk would be made of
a durable synthetic wood
material, and include a com-
bined wood and steel pipe
handrail and a new style of
pedestrian lighting to be used
consistently along the town's
waterfront trail. It would
overlook the boat slip area of
Swan's Marina and the
shoreline between the board-
walk and the water would be
filled in with a stone finish.
The sidewalk portion of
the trail would be five metres
wide, with a concrete section for
pedestrians and an asphalt section for
cyclists, in-line skaters and skate-
boarders. It would also include pedes-
trian lighting.
As well, plans for the trail include
wrapping thick 'nautical' rope around
the railing supports and guardrail of
the bridge over the Krosno water-
course.
With the lowest tender for the work
received by the Town, the
entire project, with GST, is
expected to cost S 155,896.
However, Ward 2 Regional
Councillor Doug Dickerson
said discussions he has had
with the Metropolitan Toronto
and Region Conservation
Authority indicated the
authority's own construction
division could build the
boardwalk foundation for
$20,000, instead of the
$49,000 proposed by the con-
tractor. He brought forward a
motion to have the MTRCA
build the foundation this year
and set aside the rest of the
project funding until after the report of
the Waterfront 2001 Task Force is
received, or the first half of next year.

Love them or hate them, one of the most appealing
things about the Mike Harris Tories was their commit-
ment to make good on the major promises they made
when they were elected 28 months ago.
Three of the major promises have indeed been kept
by the Tories to a greater or lesser extent: the
Conservatives are on track to eliminate the deficit
around the time their mandate comes to a close in the
year 2000: they will have completed their vaunted 30
per cent provincial income tax cut by Jan. 1; and they
have established, though not successfully yet. a work for
welfare program.
However, on the contentious issues of amalgamation,
hospital downsizing and education reform — promises
that rank nearly as high as deficit elimination, the 30 -per
cent tax cut and workfare — the Tories have shown a
serious case of backsliding over the past few months.
Example 1: After vowing to stand up to public sector
unions and claiming it would not cave in to pressure
from union leaders over amalgamation legislation (Bill
136). the Province did exactly that. Union leaders essen-
tially got their way, though the Province did avoid a
strike.
Example 2: Education Minister John Snobelen has
back-pedalled on some of the promises he made for
changes to schools. An earlier school year won't be
introduced, the elimination of Grade 13 (OAC) was
pushed back not one, but two years, and teachers, still
not happy w ith the minister's plans, have said they
won't back down on the limits placed on preparation
time or the Province's plan to centralize funding. Don't
bet against the teachers getting what they want.
Example 3: Health 'Minister Jim Wilson has backed
off deadlines he established for the closing of hospitals.
The government has said it will be flexible on the tim-
ing of closings.
Certainly, no govemment ever fulfills all its promis-
es. Many govemments seem to keep virtually none of
their promises. Despite serious debt. and deficit prob-
lems from the late 1980% to 1995, the Liberals and NDP
did nothing to reduce the now $100 -billion provincial
debt. In fact, both provincial governments in turn tried
to spend their way to prosperity.
The Tories can compromise but should not back
down from their commitments to voters. Ontariians
wanted a change from spend -happy govemments which
treated taxpayers as an endless supply of cash. If the
Tories want to ape Liberal or NDP policies, they'll find
voters will choose the real thing in the next election.

To the editor:
Re the "topless controversy" and
feminist opposition to women hav-
ing equal sexual and economic rights
under the law: Whereas men in this
province have the legal right to pub-
licly expose their breasts for a sexu-
al or commercial purpose. women in
this province do not. Disgracefully,
this is due to demands by certain
feminists that women be subject to
this legal discrimination! These fem-
inists do not want women to have
equal sexual and economic rights
under the law. They support equality
for women insofar as they like what
it entails, and oppose it insofar as
they dislike what it entails. They are
selective gender egalitarians — in
colloquial terms "buffet gender egal-
itarians".
"Buffet gender egalitarians" are
severely undermining feminism;
they are perverting it so it serves
their hypocritical, opportunistic
efforts to exploit the issue of gender
equality. This is causing bona fide
gender egalitarians to become
involved in the feminist movement.
(Witness how many young women
do not even consider themselves to
be feminists.) The feminist move-
ment should treat "buffet gender
egalitarians" as anathema.

O Canada!
I have long considered myself a proud
Canadian.
After all, I always sing the national
anthem at sporting events, I still have the
collection of Pierre Berton books I
acquired during university and I consider
Trivial Pursuit my favorite game. As
well, I can carry on a conversation in
French (albeit a limited one) and I've
been known to lecture my in-laws south
of the border about the things that make
my country better than their country (and
yes, stronger beer has crept its way onto
my list on more than one occasion).
For the most part, however, I take my
country for granted, with a few notable
exceptions:
• when I visited Dieppe in northern
France and was moved to tears by an
everlasting tribute to Canadian soldiers
who lost their lives in the Second World
War.
• when I visited East Berlin before the
Berlin Wall was torn down and met a girl
about my age who surprised me with her
knowledge of Canada and made me real-
ize how much freedom I enjoyed dust
because of where I was born;
• when I shook the hand of Man in
Motion Rick Hanson, while he served as
ambassador of the Canadian pavilion at
Expo '88 in Australia and refused to go to
the head of a line because he was in a
wheelchair;
• when the Toronto Blue Jays won the
World Series in 1992 and won it again the
following year, this time in Toronto, so it
could be captured on Canadian soil.
Just a few days ago, I was privileged
to add another event to that list: a
Canadian Citizenship Ceremony held at
Dr. Roberta Bondar Public School in
Ajax, presided over by Canadian
Citizenship Judge Walter Borosa,
As 1 watched the beaming faces of 27
newcomers as they shouted "I am
Canadian" for the first time, I was
reminded that calling Canada home is a
dream come true for thousands.
Arid as Judge Borosa urged, it truly is
up to each of us to protect the things we
Canadians hold dear to our hearts — as a
tribute "to those who came before us and
for those who have yet to come."

Toning By-law Amendment Application A 5/97
Pickering Town Council will be considering the
above applications on Tuesday, October 14
1997, at 7:30 p m. in Council Chambers.
A Recommendation Report prepared by the
Planning Department will be available at the office
of the Town Clerk on and after October 8. 1997,
The Town has concluded a Land Use and Design
Review of the Rouge Hill Library site and the
abutting two properties to the north (see map
below)• to assist in the review of proposed
amendments to the Pickering District Plan and
"Zoning By-law as they apply to these lands. The
proposed amendments would permit the lands to
support a wider range of uses than are currently
permitted. These new uses include residential,
retailing of goods and services, offices,
restaurants, community, cultural, recreational
and special purpose uses. As well. specific zoning
provisions would ensure that the design of new
buildings achieve desired urban design
objectives for these lands.

initiated. approve them with such modifications as

expedient, refuse the applications, or adjourn
consideration of them to a laser date.

The Town of Pickering Customer Care Centre is now officially open. The Centre
will provide an important link to the existing services offered by Municipal Operating
Departments to ensure that prompt, efficient service is available for all Town
reside nts/taxpayers.
Residents should continue to contact Municipal Operating Departments for such
services as snow removal, boulevard tree planting, roads maintenance, waste removal,
program registration, By-law Enforcement issues, and tax inquiries. If a resident is
unable to contact a service department or if service needs are not being fulfilled or any
issues addressed. the Customer Care Centre should he ;:ontacted.

A Magical, Mystical Place
Once upon a time there were two bricklayers working side-by-side. One was dour, the other
was happy.
"Why are you so depressed?" the first one asked.
"Because I'm just picking up these bricks and moving them from one place to the other," he
growled.
'And why are you so happy:' the other was asked, "if all you're doing is moving bricks from
one place to the other?"
"Ah, but I'm not simply moving bricks;" he smiled. "I'm building a cathedral
The log -home owner who relates that parable believes it's an allegory for his own story. With
help from friends and his somewhat -unwilling -at -the -time teenage sons, he built his cathedral
on the shores of a north Ontario lake, a "magical, mystical place," he calls it.
Today, it seems the homeowner has successfully imparted his reverence for the setting and the
materials to his now -grown sons --they have a very special appreciation for the home. In fact,
they frequently take over the tour duties for new visitors, relating now -fond tales of building
footings, pulling wires and laying pipe. That the end result was a unifying familial experience is
in no small part due to the choice of a log home.
There was never any doubt that this family's vacation place would be log. In fact, the couple
traveled extensively throughout Europe and North America investigating and learning about log
homes. After a 3,000 -mile journey to examine their friends' log home in the Vancouver area,
they decided on the same manufacturer, in spite of the distance the firm would have to ship. But
before placing their carefully charted plans in the company's custody, a chance encounter with a
magazine brought everything to a screeching halt --and turned their attention to a company not
many miles away in their own province.
"You're standing in front of massive logs in this ad," the prospective client said to Timothy
Bullock of Bullock & Company, a Creehtore, Ontario, handcrafter. "Can you guarantee you can
find the same size logs for us?"
In short order, Tim delivered indigenous Northern white pine logs. measuring up to 24 inches
in diameter, along with milled 14 -16 -inch jack pine planks
for flooring --enough to build a 4,000 -square -foot cottage. --.
The site was at the crown of a hill overlooking the lake and
affording a handsome view of the water from three sides.
The finished home features a 12/12 -pitch roof that speaks Y_
to a Scandinavian look the owners particularly like and the

interior is full of massive hand-hewn logs. "It also reflects
the marriage of a Canadian husband to a California wife,"
says the homeowner. "That's why there's a strong Santa Fee
influence.',

PICKERING — The Pickering Panthers
followed up a solid effort with a clunker in
Metro Junior 'A' Hockey League action on the
weekend.
The Panthers dropped an 8-5 decision to the
Syracuse Junior Crunch at the Lysander
Radisson Ice Arenas in Baldwinsville, New York
Sunday. That followed a superior effort by the
Panthers Friday night when they defeated the
rival Oshawa Legionaires 54 in overtime at the
Pickering Recreation Complex.
In Sunday's game, the Panthers were mowed
down by the second -year Syracuse squad which
Pickering had beaters 4-3 here Sept 21. The
Panthers were down 2-0 m the first throe mmules
of play and traded 4-0 after the first 20 minutes.
Pickering also gave up four more goals in the
second period.
Panthers' head coach Rod McGdhs says the
�t featured litany of costly errors by his
squad.
"If we just show up and expect to win, we're
in for a long season:' says McGillis. "We have to
show up mentally and physically ready to play a
full 60 minutes or there ane going to be a lot
more nights like that one. We made a lot of men-
tal mistakes in the first two periods. We hung
(starting goaltender Joel) Cameron out to dry"
Tyler Middlebrook and Kenny Jones scored
two goals apiece Sunday. Rob Dancey added a
single marker.
Just 48 hours earlier, the Panthers handed the
Legionaues their first loss of the regular season.
George Trifon's blast from the top of the face-off
circle with 2:27 remaining in the overtime frame
gave Pickering the victory.
The Panthers trailed 4-1 after the first period,
but chipped away at the lead and eventually
overtook the strong Oshawa squad with Triifon's
overtime nsarker.
"It was a big win for us," notes ML -Gillis.
"Oshawa carne into the contest undefeated, so
you're always happy when you can take two
points away from Oshawa-"
The overtime goal was Thfon's second of the
contest. Other Puckering scorers were Jones with
two goals and two assists and Louis Foulidis
with a single marker.
The Panthers outshot the Legionaires 42-30.
The Pickering juniors return to action on
Friday as they travel to Markham for a game
against the Waxers. The Panthers return home on
Sunday for a contest against the Wellington
Dukes at the Pickering Recreation Complex at
7:30 p.m. On Tuesday, Oct. 7, Pickering travels
to Oshawa to renew its rivalry with the
Legionaires at the Civic Auditorium.
PANTHERS' POSTSCRIPT: The
Panthers released winger Mihran Asinmaz.
McGWis states Asinmaz simply didn't fit into
the team's long-range plans ... a three-way deal
involving the Pi millers, the Oshawa
Legionaires and the Ajax Axemen of the
OHA Provincial Junior `A' Hockey League
brought 19 -year-old defenceman Mike
Daotrat to the Panthers. Daoust played with
the Axemen last season. The Panthers also
signed right winger Cory Somerville.
