"It docs not appear possible for Durham to absorb the additional cost being downloaded from the Province without an increase in property taxes in 1998:' Region finance commissioner Jim Clapp writes in a report to Durham Council. Council approved a recommendation Wednesday calling on the Ontario gov- ernment to delay downloading any costs until the new property tax assess- ment system is in place and the impacts of that are known. The system is located in the non- nuclear side of the plant and feeds water to boilers after steam has been ;,wled in condensers. Even though the leak occurred in a non -radioactive area and posed no risks to the public or employees, station management made a decision to shut down the unit for repairs, says a media release issued by Ontario Hydro. But, Mr. Clapp noted the "real" financial impact will be between $35.3 mil- lion and $38.5 million when other costs are included, such as elimina- tion of grants to municipal- ities and libraries, and passing on responsibility for provincial highways. In exchange for passing on social service and other costs to municipalities, the Province is assuming half the costs of education. The consolidation is scheduled to begin immedi- ately, but Durham's health council ho—s !,) meet with area MPPs Friday to discuss the situation. Ms. Hessey says she hopes local officials can convince the MPPs to revisit the decision. "We're not against restructuring, we need change that's sensible, that will facilitate efficiency into the system;' says Ms. Hessey. "We need to have a sen- sible configuration. It's not immediately known how the consolida- tion of health councils will affect the five staff mem- bers and four contract positions at the Durham health council, says Ms. Hessey. L IS 2H5 PHONE: 683-5110 FAX: 683-7363 Publisher: Tim Whittaker ♦ Editorial Health council, merger lacks common sense After hearing about Durham's place in the Greater Toronto Area for the past few years, it must have come as a rather large surprise to dis- cover the Ministry of Health favors a merger between the Durham District Health Council and a rural health council to the north and east. The suggested merger would have Durham and the Haliburton Kawartha Pine Ridges Health Council (HKPR) join together. It's all part of the government's master plan to reduce the number of health councils in Ontario from 33 to 16. It's also reminiscent of the Province's efforts to amalga- mate school boards and municipalities. But does the effort involving Durham and the HKPR make much sense? Durham is a largely urban fast-growing centre with ties to Toronto, not to the Kawarthas and Haliburton. If Durham is to be merged, the sensi- ble merger would have it rolled into a GTA -wide health council. This would be a large council but at least would be logical in that Durham's health planning links to GTA concerns much more than to rural ones. The HKPR could link up with another rural health council, thus bringing the government's plan to keep up mergers to fruition. Ray Kearns, chairman of the Durham District Health Council, says, "We had hopes that Durham's location as part of the GTA would be recognized and respected" And Lynda Hessey, executive director of the Durham health council, adds, "It doesn't make a lot of sense given Durham's relationship to the GTA. Our relation- ship is more to the west than to the east" Amalgamation makes sense. It will help cut costs, cut down on duplication and administration and streamline the overburdened system. But mergers must be done with thoughts toward the future and this particular suggestion pushes Durham's health care concerns into the past. The ministry should rethink this move and take the logical step of including Durham in a GTA - wide board, just as the Province is considering the same for social services and transit. In 1841, Catholic schools became publicly funded in Ontario (then Upper Canada). Catholic education for the children of Catholic families is guaranteed as a right under the Canadian Constitution. Other denominations, until now, do not have that guarantee. Catholic education is not a privilege but a right for those families who choose so. Some non-Catholic ratepayers feel that Catholic schools are a "duplica- tion" of the public schools since most of the courses are supposedly the same in both school systems. As a Catholic ratepayer and a parent who sent his children to a Catholic school, I beg to differ. The purpose of a Catholic school is not to offer a religion course on top of other secular subjects, but to pursue the quest for faith, justice, personal and communal transformation. The journey of the students, staff and par- ents is not a secular one but rather a sacred journey. The values that underline this jour- ney are based on a person and an event: Jesus, his message and redemp- tion. Catholic schools are not simply teaching institutions where religion is taught as "icing on the cake" of a common curriculum. The curriculum is a Catholic Common Curriculum because what is taught in any subject is taught with a different world view. The anthropology, theology, history of the Catholic church is not that of the secular society. Concern for social justice is not a parenthesis but a focus for our teaching and actions. Family life is viewed in the context of a God - centred focus, therefore revealing each person as a child of God. Abortion is rejected because it is the killing of a child of God. Sexual absti- nence until marriage is presented in the view of the dignity and sacredness of each person. A Catholic school is not a "dupli- cate" of a public school. As the Ministry of Education and Training kicks off a $1 -million public relations cam- paign to inform the public of upcoming changes to the education system this week, I cant help but wonder how many of the 4.2 million guides to be sent to Ontario homes will end up in the blue box with other unso- licited mail. Education Minister John Snobelen unveiled his latest public relations pitch — an eight -page pamphlet entitled Putting Students First — on Tuesday, telling reporters he was '.proud" of his ministry's campaign to inform the public. Every home in the province is to receive a copy of the guide, which outlines changes to the elementary school curriculum, the new four-year high school program, the introduc- tion of province -wide testing, the new stan- dardized report card, the new approach to funding and the creation of school councils. More than $5(X),000 will be spent distrib- uting the flyers across Ontario with another estimated $485,000 to be spent on two 30 - second television commercials to run throughout the month to create an awareness of the guide. While I'm in favor of informing people of the sweeping changes currently taking place in education in Ontario, I have to question whether the $1 -million cast of doing so could not have been lowered. The Mike Harris government has illustrat- ed time and again that the Common Sense Revolution is preoccupied with the bottom line. And as teachers' unions anticipate a $ I -bil- lion cut to the province's $13 -billion educa- tion system, perhaps public relations should- n't be the government's primary concern. One could argue that only those directly affected by education reform — primarily stu- dents and their parents — need to receive the government's guide. Perhaps some money could have been saved, and redirected into classrooms throughout Ontario, if the pam- phlet was distributed through schools. As for the TV ads, didn't we get our fill of Tory Prop *anda when Premier Harris starred in his own series of TV spots to simplify downloading? Besides, who doesn't elute commer- cials ... especially those featuring ? "We're the last ones to be brought into the loop yet we are the most affected:' said Ward 1 Regional Councillor Maurice Brenner at Monday's meeting of Council's executive com- mittee. He maintained York's y� apparent plans to forge ahead with the project without con- sidering partnerships and co- 'ic operation with its neighboring municipalities are "totally contrary" to sound planning principles. Ward 2 local Councillor Sherry Senis suggested the Town was once again being victimized by being chosen as the unwilling host for facilities that serve other municipalities, as has been the case in the past with garbage dumps. "I'm getting a little tired of Picker- ing being raped and pillaged:' she said. Ward 1 local Councillor Dave Ryan maintained the fact Pickering was not asked to comment during the initial stages of planning for the project was ..an affront to the community". The pipeline through Pickering is being considered as the long-term solu- tion for the growing demand for water in York Region — to the year 2031. York initiated a review of its long-term water supply needs in 1995 and last December a preferred solution that included a water supply pipeline through Pickering was approved by York Region Council. As currently planned, the pipeline would come to the Pickering border in the area of Eighth Concession Road, trav- el down along Tow•nline Road- Whitevale Road, head further south through the Whitevale A and Cherrywood areas to Whites Road and Finch Avenue, travel down along Whites to just below Hwy. 401, from where it would fol- low the CNR tracks down to Lake Ontario near the foot of Rosebank Road, where a pumping station would need to be constructed. The master plan completed for the project rP;.:ommends an environ- mental assessment (EA) for it be undertaken, and York staff have indi- cated work on terms of reference could begin this month. It's expected the entire EA process could take up to four years to complete. At Pickering's request, York Region representatives attended a meeting here last April to discuss the pipeline pro- posal with Town and Durham officials SHERRY SENIS 'Getting a little tired' and residents. York has said it will respond during the EA process to the comments made at the meeting. The report also identifies some areas of concern to Pickering that must be addressed before the project is allowed to proceed, such as: * The impact on the Rosebank. Wood- lands. ' Amberlea and Rouge Park neighborhoods of Pickering. * Potential effects on Pickering's rural area, including the hamlets of Cherry - wood. Whitevale and Green River. * The potential impact on Pickering's waterfront and valley systems, the Pet- ticoat Creek Conservation Area and Rouge Park. * Potential effects on the East Duffins area, the provincial Seaton lands and the federal airport lands. The executive committee voted to endorse the staff report and forward it as Pickering's position on the issue to York Region, Durham Region, other interested GTA municipalities, the Office of the Greater Toronto Area, and the Province. Mr. Curtis said officers often end their shifts with blood and vomit on their uniforms and should not have to pay their cleaning costs. No other police departments make their offi- cers pay such a cost, he added. However, when compared to the size of the salary increase Durham police officers are being offered, the cleaning cost is mere "peanuts," argues Jim Witty; chairman of the police services board. He and crew members plucked strand- ed sailors from the frigid water of the Atlantic Ocean in 1994 following a distress call. Education reform guide is in the mail .Durham households are among the 4.2 million homes across the province that will soon be receiving pamphlets from the government outlining education reform in Ontario. The Ministry of Education and Training has announced it will spend close to $1 million distributing and promoting a guide outlining changes to the new province -wide curriculum, province -wide testing, the new approach to funding and the creation of school councils. The Province unveiled the pamphlet, called Putting Stu- dents First, at a press conference Tuesday. According to a ministry news release the guide will "pro- vide factual information about what is going on in Ontario's schools" and will "give parents additional information so that they can participate more in their children's education" The ministry will spend over $500,000 distributing the guide which is to be mailed to every home in Ontario between Sept. 10 and 19. An additional $485,000 will be spent on two 30 -second television commercials to run throughout Septem- ber to raise awareness of the guide. Teens learn to control anger Teenagers with problems controlling their temper may benefit from an anger -man- agement program. The Youth Centre is offer- ing the free course for Ajax and Pickering teens aged 15 to 19. It will be of special interest to youths whose anger is affecting their family and social. lives. Participants will become more aware of their own anger styles, its triggers, their thoughts and the conse- quences. Teens will learn a variety of anger management skills, relaxation techniques, Problem solving and conflict resolution tips. At the mercy of the wind and waves, the search and rescue techni- cian and his fellow crew members were faced with a race against time in their attempt to save four people on a sailing vessel in distress. "We were their last hope ... there's a lot of death in this line of work." says the 32 -year-old former Pickering resi- dent. "People are either very alive or very dead: ' The 12 -year veteran of the Canadi- an Armed Forces received an interna- tional award for bravery for the role he played as a member of a helicopter search and rescue crew in September, 1996. He also received the Canadian Decoration for his 12 years of service in the army. He recalls the rescue: "It was the first time I think I'd been scared...but that's kind of a good thing...it makes you more safety conscious" Cpl. Smit and the four other crew members of the Labrador 303 heli- copter received the Captain William J. Kossler Award from the American Helicopter Society at a ceremony in Virginia Beach in April. The group. which received the honor for the successful rescue of four civilians from the Alexis le Trotteur — a sailing vessel in trouble in the waters of the Atlantic — are also expected to receive a medal of bravery from the "Canadian government this fall. While it may seem the govern- ment's been dragging its heels in rec- ognizing the efforts of the crew, Cpl. Smit says, "There's not a lot handed out in the Canadian Armed Forces. "You don't do it for (the recogni- tion) anyhow;' he says. -It's an honor but it's not why you do the job." As a teenager growing up in Picker- ing, Cpl. Smit was a member of the Pickering High School Army Cadets and dreamed of joining the real army, says his mother Karen Marchant. "He thoroughly enjoyed the cadets," she says. "It gave him an insight into what he wanted to do ... it seemed to be his calling. "I was an outdoor adventurer as a kid;' says Cpl. Smit, who joined the armed forces in 1984. "I was always interested in the med- ical services," he says, adding he was trained as a paramedic along with the other crew members of the Labrador 303 at the University of Alberta. In addition to his medical training, Cpl. Smit says there's a lot of physical training as well, including scuba div- ing, mountain climbing and parachut- ing. And while his mother says she's "very proud" of her son, who was recently transferred to Gander, Nfld., she adds she was "petrified" as she watched the tape of the rescue. Yet, Cpl. But unless you've put checking your children's heads for lice on that list, you shouldn't put your feet up just yet. Lice is a common problem at the beginning of the school year because children may have picked up the pesky insect while at summer camp. during their travels or while playing on sports teams. warns Durham Region health department communicable disease nurse Susan Buller. "When you get a large number of children together and there's head- to-head contact, lice spreads very quickly." explains Ms. Buller. Lice feed on human blood, like the nape of the neck, around the ears and occasionally the crown of the head. and may leave a rash on affected areas. To determine if your child has lice. look at their head under good light and pull up a fcwv strands of hair. Lice looks like dandruff. "but if you need a fingernail to scrape it off and it l(x)k.,, like a te.irdrnr. then it's lice;' advi.e,, M, more llkcl. t. . _.,.. lull lice.Though many people often associ- ate lice with dirty conditions. "lice like nice. clean hair;' notes Ms. Buller. "Their claws are designed to cling to human hair. If the scalp and hair are oil> they can't chin" Adult lice can survive up to 10 days and can lay 50 to 150 eggs in that time. Once an egg is laid, it takes seven to 10 days for it to hatch and another three oil and one-half cup of vinegar to smother the lice. Apply the mixture to dry hair, ensuring complete coverage. Tightly seal it under a shower cap or plastic wrap for 30 minutes before shampooing it out. Finally, use pediculoside again about one week after its initial application. The most time-consuming part of the fight against lice is pulling out the nits, notes Ms. Buller. She believes there's "little value to spraying your house" if a family member has lice. "You're not gain- ing a lot since lice don't live in car- pets or furniture" While the health department has recommended a "no nit policy" at schools to keep lice from spread- ing, "it's pretty much up to each school" whether children with lice can continue attending class. And though "people usually want to point blame if their child gets lice, there's no use;' Ms. Buller main- tains. "Each person has had to have got- ten it from someone else:' Admittedly, lice "is a problem we'll never get rid of...but if parents are aware of checking fox it, then we would elim- inate a large number of victims;' says Ms. Buller. It may have been a little dry for some gardeners' tastes, but if you are using drought tolerant and native plants in your garden, the lack of water hasn't been too much of a problem. Gardening, while not as frenzied in September as in the spring, can still keep you pretty busy. There's lots to do. Buying and planting bulbs is high on everyone's agenda. If you are looking for a great selection of spring flowering- bulbs such as daffodils, tulips and some of the more exot- ic varieties, you might want to mark Sept. 24 on your calendar. Many of your annuals, perennials and veggies will have gone to seed by now. Some of you neater types will want to yank them out or cut them back to tidy up the beds for next year. I resist this temptation, for a few good reasons. In the case of perennials, some plants are slow to leaf out in spring and I often can't remember what I planted and where. If there is an old stalk still standing there in April, it at least gives me a hint. More importantly though, the old withered plant structure provides a 'frame' for snow in winter and tends to provide cover- age and protection from winter weather. Generally, it's not the cold that does plants in, it's the freeze - thaw cycle less hardy plants can't take. I also like to save seeds of annuals and perennials that will come true from seed. Cosmos, cleome, calendula and nasturtium have been good choices for me. Some plants are hybrid forms and the seed pro- duced from these plants usually don't produce a new plant in the same like- ness. Sometimes the off- spring's size or color is less desirable. If you grow some of the heritage vari- eties of vegetables that are hard to come by, you will want to save seed from these. The seeds of peas and beans are very easy to har- vest as are spinach and let- tuce. Seeds grown from plants in your own garden tend to produce stronger plants because they have become acclimatized to your particular garden and growing conditions. Before storing them be sure they are completely dried. A paper envelope works well. Don't forget to label them. One of the most useful tasks in fall is the one few people bother with... keep- ing a journal. If you haven't kept a journal of how things were growing and developing in your garden this year, now is the time to at least make a few notes. It can be as simple as a page with comments about color schemes that worked or didn't and references to plants (particularly variety names) that did and didn't do well. As if competing in a riathlon isn't tough enough, Bond faces another challenge: ')lindness. The 51 -year-old has been legally blind since 1993 when he lost his sight to undetected e I aucoma. However, with the help of his training companion and friend Teresa Nowell -Simpson, Bond will turn his long-time C! I of competing in a triathlon into reality. "I'm a little nervous right now." admits Bond, who works out daily in the Ajax Community Centre weight room where Nowell -Simpson is a supervisor. "But, I would say it's more excitement than nervousness. In my head, I've got the whole thing lined up:' Nowell -Simpson, a triath- lete herself, will be Bond's guide throughout the three phases of the triathlon. She's confident all will go well for her friend during the shorter - distance triathlon event for novices in the sport. "I have no doubt he's going to complete it," says Nowell - Simpson, also of Ajax. "He's been training harder than what he'll be doing there. I'm thrilled for Nelson and I'm sure he's going to have a great day" Nowell -Simpson says she's been told by Burlington triathlon organizers that Bond is the first blind person to take part in the event. "The organizers were thrilled that he will be the first. They've been amazing. We'll be getting a lot of attention." Bond's blindness has meant some alterations were worked out to enable him to complete his triathlon dream. For the running portion, Bond and Nowell -Simpson will be joined by what they term a "dog col- lar", which is fastened at each end to their forearms. They will run side by side through the course. with Nowell - Simpson giving verbal direc- tions to Bond. For the swimming section, Bond will swim on his own in open water, with Nowell - Simpson by his side on a flutter board providing verbal naviga- tion. Bond and Nowell -Simpson will ride a tandem bike, donat- ed by Northern Cycle in Ajax, for the cycling portion of the triathlon. Bond says his love for run- ning was renewed after he completed the Ajax -Pickering General Hospital 10 -kilometre run on June 22. Prior to that, Bond hadn't run for more than 30 years. Two months before the Ajax event, the two began running together each Wednesday morning.
