Durham hydro
utilities won't plug
in to amalgamation

PICKERING — The interests of
urban electricity consumers shouldn't
be sacrificed to help keep
rural customers' rates low,
according to Oshawa and
Whitby hydro commission-
ers.
At a special meeting
called in Pickering Friday
morning to brief area MPPs
on a proposal to amalgamate
Durham's eight hydro utili-
ties into one, it was still
Oshawa and Whitby com-

"We're perpetuating our present
monopoly and we're making it larger,"

ftachers can help ease any feelings of anxiety
students may have about heading back to

Mr. Collins says his advice to parents of
children reluctant to return to school is "to
emphasize that it's a positive, happy place to
be.
"Accentuate the positive," he says. And,
"start to get their minds into the routine of

Mr. Collins encourages parents to get into
the habit of reading with their children at
night. "Little people come to school with a lot
of anxiety. It's the job of parents to alleviate
that as much as possible.'
Some schools like St. Matthew Catholic
School in Whitby invite parents to remain at
school on the first day of classes until their

would cost our customers more money,
lessen our direct accountability to the cus-
tomer and potentially provide less service?"

rural municipalities should just
start paving over their farmland to
build subdivisions, and the cities
could go elsewhere for their food

take some action by the provincial govern-
ment on deregulation to get Durham utilities
to move forward in some way on the amal-

youngster is feeling comfortable. "'Ilse first day of school can
be traumatic, especially for younger children," notes principal
Sheila Connolly. "Some of them may even be weepy, so we
invite parents to stay as long as they want'"
Teachers try to help new students feel at ease in a class-
room where most other pupils know each other by "buddying
them up with someone, particularly someone from their
neighborhood," says Ms. Connolly. '"Tote buddy can show
them around the school and talk to them about school rou-
tines."
While the start of a new school year is "exciting for every-
one, including teachers anxious to meet the group of young-
sters they'll be spending the next year with," Ms. Connolly
believes it's a good time to set expectations and good work
habits.
Several schools in Durham have held orientation days and
information sessions for students prior to the beginning of
classes to prepare them for another year.
At Pine Ridge Secondary School in Pickering, for
instance, some 400 Grade 9 students visited the school last
week.
"It eases their anxiety;' explains principal Jim Weaver.
While starting school is not as scary for high school students
as it may be for children entering kindergarten, he says some
pupils are "pretty much over -awed" on the first day of class.
Christopher Sammut, vice-principal of Monsignor Paul
Dwyer Catholic High School in Oshawa, says Grade 9 stu-
dents face the same level of anxiety as someone who is start-
ing a new job."With most of these kids all they want is some
security," he says.. "Iiie key is really the classroom teach-
ers ... these kids are full of questions."
Mr. Sammut says it's important for staff to make students
feel as comfortable as they can as quickly as possible so the
youngsters can get on with learning.
"It's a new culture and that has an impact'
However, if children are having trouble settling into
school, Mr. Weaver says parents should contact student ser-
vices at their kid's school.
"Let one of us know," he says. "Then we can ease the
way.
Dozens charged
in Operation
Clean -Up
About two dozen charges were laid
last weekend as Durham Regional
Police continued their Operation Clean -
Up against rowdy teens.
Police laid nine charges for drinking
offences and one for a drug offence in
Ajax and Pickering last Friday. All those
charged were between the ages of 17
and 20 years.
Last Saturday, police laid 13 charges
for drinking offences, one for a drug
offence and one under the Hiighway
Traffic Act.
The summer campaign is aimed at
reducing vandalism, underage drinking,
loitering and noise disturbances at
per• parks and schoolyards.
Insp. John Hamilton says Pickering's
I•iealthy Community Initiative and the
Towns of Ajax and Pickering have
helped make Operation Clean -Up a suc-
cess.

municipal leaders Wednesday the
government is willing to listen to
their concerns.
That pleases Durham Chairman
Jim Witty, who believes the $62 mil-
lion in costs being downloaded on
Region municipalities is "totally
unfair".

Mr. Witty, who attended the
premier's speech on the final day
of the annual convention of the
Association of Municipalities of
Ontario, says Mr. Harris' remarks
were not a radical departure from
what has been said in the past.
"He didn't say anything really
startling or revolutionary," says
Mr. Witty. The premier did "re-
emphasize the fact that (the gov-
ernment) will listen to some of our
concerns."
Mr. Witty says the premier's
address at Toronto's Royal York
Hotel was "encouraging. He said it
will be his intent to ensure that

Mr. Witty says, as it stands now,
that is not necessarily the case on
an individual municipality basis.
"I would far prefer they aim for
it to be revenue neutral on an indi-
vidual basis. If that means they

will be faced with tax increases
unless the government makes some
changes. He says the $40 -million
cost for social housing and the
$21.7 -million price tag for GO

"I'm hoping that these matters are nego-
tiable.
"I get the impression the premier is will-
ing to talk."
However, Mr. Witty says the Province is
still determined to move ahead quickly and
if negotiations are to take place they will
have to take place soon.
"It has to happen early in September or it
isn't going to happen at all," he says.
Yet Mr. Witty concedes that while the
government's plans may be unpopular,
when he looks at the end result of the
Province's proposals, he thinks his grand-
children will be better off.
"We're looking at short-term pain for
long-term gain," he says.

A lecture for
teachers, Tories
It's unfortunate that, as a new school year
beckons, a pall hangs over the annual return to
classrooms across Durham Region.
It's traditionally a time of anticipation for stu-
dents and teachers alike. This year could have
been particularly exciting, new curriculum stan-
dards have been introduced to turn out bettered -
cated
etteredu-
cated students.
Instead, the threat of a teachers' walkout looms
as educators across the province continue to
wage a war of words with the Mike Harris gov-
ernment over its consideration of legislation lim-
iting right -to -strike provisions in Ontario.
But, as has been stated here before, it is our
children (those who stand to benefit from cur-
riculum changes) who are caught in the middle of
what amounts to a political battle between teach-
ers and the provincial government.
We encourage teachers to continue to stand up
against the government for what they so passion-
ately believe in, but not on the backs of Ontario
students.
We encourage the provincial government to
continue the dialogue, and consider real and rea-
sonable compromise in the face of such negative
consequences.
Solutions lie at the negotiating table. It's
important to each and every student in Durham
Region that they be found.
Furthermore...
As those thousands of Durham students head
back to class Tuesday, we remind motorists to
take care when you're out on the road.
Those children you're roaring past on your
way to work, or shopping, or day care are just
returning from a long and leisurely summer.
Stop at stop signs, obey amber lights, be espe-
cially mindful at crosswalks.
No one wants to start the school year with a
tragedy.

Re the Aug. 13 guest column on
adoption by Kim Fernandes:
Was she approving or disapproving
in regards to adoption?
After reading her views in the News
Advertiser, I sensed some "negative
vibes".
I'm 31 years old and was adopted at
10 days old. My father — my adoptive
father, the only dad I've ever known —
said that I was so "new" that there was
steam still coming off me.
I have two older brothers, both
adopted, and a brother and sister who
were born of my mother and father, or
should I say my adoptive parents. We
were all brought up as siblings, know-
ing of the adopted and non -adoptive
ones and never really caring much
about it
There is nothing "unnatural" about
adoption. Adopted children aren't
hatched! They are the product of a man
and woman's conception. What's more
natural?
Whether the child feels 'connected'
to their parents or not has nothing to do
with whose womb they came fi un.
In the past two years, I have found
my birth parents, Marlene and Renee,
and in doing so have the option of
acquiring an extended family. It's my
choice if I decide to get to know these
"strangers" better. To know that I had a
happy and complete childhood was
their only concern.
My birth mother hasn't suffered
immensely for the rest of her life over
the loss of her child as Ms. Fernandes
suggested. She's had two of her own.
My birth father has a son and a grand-
son of his own.
Being adopted may have had some-
thing to do with my growing up to be an
extremely well-rounded and accepting
human being, but I think my character
was shaped more by the unconditional
love our parents gave us all, equally.

birth, I call Marlene.

Working toward
one income
Leave it to the folks at Statistics
Canada to tell us something most of us
already know.
Survey results released this week indi-
cate most of us belong to two -income
families and not because we want to. Our
little family could have been the model
on which the survey was designed.
Consider this:
We owe the bank for a mortgage on
our home.
We owe the bank for a credit line we
agreed to spend money on four years ago.
We owe the bank for our Visa card.
Managing that debt is quite enough
But then there are clothes and food for ;
two growing boys (throe if you include
me) who haven't even started hockey yet
There are new shutters for the from
window (and an accompanying, custom-
made balloon and valance, of coax), j
two cars which are especially needy, and
two adult wardrobes which, my wife and
I agree, have inexplicably shrunk in the
last two years.
Throw in frequent haircuts (itis $8,
hers $60), routine dental work not entire-
ly covered by our insurers ("Floss
more,"), and far too many visits to Tum
Horton's, and it's plain to see why my
wife and I must work full-time.
And since she's currently on materni-
ty leave, we haven't even begun to think
about how to budget the necessary day
care expenses we'll be paying.
But, like the federal government,
we've embarked on a tightly managed
deficit-reduction program. We believe
the short-term pain will bring long -tam
dividends.
If we stick to the plan, sacrifice things
like new clothes, stop spending too many
hard-earned dollars on Tim Horton's cof-
fee, and forego our annual RRSP contri-
butions, we'll do OK.
But we have to be firm. We must
meticulously follow our fiscal blueprint
'hien, and only dial, will we be fortu-
nate enough to became a one4noome
family.

Disabled Pickering resident Linda Burton wants to see
more parking spots like this in town parking lots. A
local group claims Town officials aren't enforcing
tough new bylaws governing disabled parking spots
introduced last year.

PICKERING — Marty Martel
recently spent two hours sitting in his
van in the parking lot of a local fast
food restaurant, counting the number
of healthy, able-bodied people who
parked in the space reserved for the
handicapped.
"Within those two hours I could
have made $3,000 in fines;" says Mr.
Martel, in reference to the $105 tick-
et he would have been able to give
each violator of the Town's handi-
capped parking laws if he were a
bylaw officer.
But since he's simply a person
with a disability fighting to have
handicapped parking regulations
adhered to, Mr. Martel usually gives
offending parkers a 'ticket' printed by
an advocacy group for the disabled. It
states: "YOU HAVE MY PARKING
SPOT. DO YOU WANT MY DIS-
ABILITY? You're lucky this isn't a
parking ticket. You deserve one. A
ticket would have cost you at least
$100"
It's the kind of thing Mr. Martel
and others have had to resort to in
their frustration over frequently being
denied access to malls, offices, shops
and restaurants because they have
nowhere to park. The situation is par-
ticularly bad in Pickering, he says,
where no one seems to be very inter-
ested in doing anything about it. He
maintains the Town of Pickering is
providing only the most feeble

PICKERING — The Town is serious about
enforcing its new handicapped parking regula-
tions, according to Pickering cleric Bruce Tay-
lor.
This past winter, says Mr. Taylor, the Town
sent letters to all affected property owners
informing them they would have to comply to
the new rules.
In July, bylaw officers were sent out to
inspect all the parking lots.
"It's not as easy as it sounds," he notes,
explaining there are hundreds of plazas,
schools, churches and other places which had
to be chocked.

Durham Regional Police 'are recognizing
officers and civilian members for long-time
service, initiative or courage.
The annual awards will be presented Friday,
Sept. 5 starting at 6 p.m. at the Scugog Centre
Community Hall, 1655 Reach St. in Port Perry.
Fifteen Durham officers, who have shown
initiative or courage and went beyond the call
of duty will be recognized.
Six officers will be recognized for 30 years
of service and 29 officers and three civilian
members for 20 years.
The Auxiliary Police unit will also be pre-
sented a 20 -year plaque honoring the volun-
teers who have manned the group since it was
started. Two members of the original group,
who remain with the unit today, will receive
20 -year service medals.
Receiving special recognition will be Citi-
zenship Judge Walter Borosa, for the personal
contribution to the community.

"A lot of those (property) owners,
they just don't have respect for the
elderly or disabled," says Mr. Martel.
He's even found some medical cen-
tres with inadequate specialized park-
ing.
Linda Burton, another Pickering
resident who needs to use handi-
capped parking,agrrvb.
"They're not taking disabled peo-
ple seriously," she says, noting she
often has to go to Ajax to shop or eat
because some establishments in Pick-
ering are simply not accessible to her
by car.
"Disabled people want to spend
their money too," she notes.
Like Mr. Martel, Ms. Burton has-
n't been shy about expressing her dis-
pleasure to property owners about
inadequate parking facilities and lack
of enforcement of handicapped park-
ing rules by their private security offi-
cers, who are authorized by the Town
to ticket violators. But she says most
have been less than sympathetic.
"I've been told to my face, 'No mat-
ter what information you have from
city hall we're not going to (adhere to
the rules) if they don't make us'."
Both Mr. Martel and Ms. Burton
say enforcement and availability of
handicapped parking is better in other
towns and that Pickering needs a real
change in attitude.
They thought that change had
come in May of 1996 when, after
considerable lobbying from the dis-
abled community, the Town passed a
new bylaw increasing the size and
number of disabled spaces required
on a lot and making it mandatory for
them to be marked with signs and
painted blue. Property owners were
given until July 1997 to comply —
too long according to Mr. Martel. But
many apparently still haven't.

of 49 plazas in central Pickering and
found only six to be in full compli-
ance with the new bylaw. He main-
tains the Town has simply not
"pushed" the new rules and property
owners are reluctant to do much
unless they're pushed. So he's plan-
ning to appear before Pickering
Council Sept. 15 to tell the Town to
get serious about enforcing its handi-
capped parking rules.
But he doesn't want to find himself
alone there and is asking other dis-
abled individuals, their families and
anyone with an interest in the issue to
show up and provide a show of
strength that will encourage council-
lors to act.
"That is the place to fight, not
complaining to your neighbors, to
your friends, to your relatives, what-
ever_ The more people who show up
the better"

Art festival fun and free
PICKERING — Residents are invit-
ed to a free and first-ever outdoor multi-
dimensional art exhibition in Pickering
on Saturday, Sept. 13.
'Artfest on the Esplanade' will run
from 1 1 a.m. to 5 p.m. in Esplanade Park
next to the Pickering Civic Complex at

Ajax, Pickering
While the Big Sisters' Clothes Circuit
second-hand clothing store is now open
for business, the Big Sisters Association
of Ajax -Pickering needs volunteers to
staff it.
People are sought to sort and price
merchandise, assist customers and orga-
nize displays.
All proceeds from the new second-
hand closhting store, at 398 Bayly St. W.,
Ajax, will be used to meet the demand for
Big Sisters programs and services in Ajax
and Pickering.
According to the Big Sisters associa-
tion, there are currently 40 children and
teens matched with local Big Sister volun-
