Ontario Hydro revealed Wcdnesday that about 40.000 gallons of waste oil was dis- posed of between 1977 and 1982in a landfill for construc- tion debris on the site of the nuclear plant. It was dumped there by Hydro construction crews working on the station. The landfill, just south of Montgomery Paris Road where it meets Brock R(W, is about 100 feet high now and is cov- ered with grass and trees. Hydro says the contamination came to light as a result of its recent invitation to employees to bring forward instances where the utility has not acted in an envi- ronmentally responsible fashion. Hydro admits the site was not licensed for liquid industrial waste dis- posal and has accepted full responsibility for the dumping. President and chief executive officer Bill Farlinger has vowed no expense will be spared to achieve the proper clean-up of the site. However, Pickering Region- al Councillors Maurice Brenner i Ward 1) and Doug Dickerson Ward 2) are calling for an independent investigation of t1ve situation and for the Min- istry of the Environment and Energy to lay charges against Hydro for violating its permit for the landfill. Brenner says that while it's important to acknowledge Hydro came forward on its own with information about the dumping, "they should be fac- ing charges anyway because they broke the law. You can't treat the private sector one way and the government sector another way" According to Gene Preston, site vice-president at the Pick- ering station, the situation came to light recently when an employee reported barrels of oil had been dumped in the landfill during construction at the plant. The employer; also recalled an incident where oil was poured directly onto the land- fill. Hydro then traced other people who had worked in the area at the time and confirmed his information. It's expected the oil is mostly from maintenance operations conducted for vehicles and heavy machinery used dur- ing the construction work. Standard monitoring of surface run-off from the landfill over the years has not yet found any contamination from the oils, says Mr. Preston. "I11e required sampling for a landfill has been conducted and no evidence of oil in surface water has been detected. What that says to us is the oil is still largely contained within the landfill" He also notes the 40,000 -gallon figure is a "worst-case" estimate based on what Hydro knows to this paint. Hydro has hired a con- 111.11ting firm to investigate the situation and recommend the best course of action. A report from the consultant is expected within about two weeks. Mr. Preston notes that while the contamination is bad news for Hydro, he's pleased employees are taking seri- ously the utility's desire to improve its MAURICE BRENNER 'Should be facing charges' environmental performance. "It's far better to have it out on the table so we know what we've done and what we have to deal with" Court. Dickerson says he's concerned some of the oil may be from transform- ers Hydro was replacing at the time, in which case it could be contaminated with toxic PCBs. However, Mr. Preston says there's nothing to suggest that's the case. "Mere could be very major environ- mental damage done" Mayor Wayne Arthurs praised Hydro for accepting responsibility for and mov- ing quickly on the dumping. The priority for the Town, he says, will be to find out how toxic the oil is and ensure remedial action is taken. He says he's not ready to "jump to conclusions" about whether charges should be laid against Hydro. The boy was outside in the Glendale Road and Hwy. 2 area Wednesday after- noon when he was approached by two teenaged males who asked him for money. When he didn't turn over any cash, the youths punched the young teen and took his wallet. The robbers removed a small amount of cash and then discarded the wallet. One suspect is described as white, about 5'9 approximately 17 years old, with a shaved head. He was wearing white skeeter pants with a chain running from one pocket to his wallet. The other suspect is also white. He wore a white T-shirt, Mack pants, a base- ball cap and sunglasses. Anyone with information about this incident is asked to contact Durham Regional Police at 579-1520 or contact Crime Stoppers at 436 -TIPS. I",/ Catholic board ready for more students Board hires new teachers, adds portables for coming school year BY SUSAN o'NEILL STAFF REPORTER The Durham Region Roman Catholic Separate School Board is preparing for a lot more students this fall. According to Carey Trombino, assis- tant planner with the board, the number of students expected to start classes Tuesday is slightly higher than the usual increase in pupils each September. "Our projected enrolment increase is 4.5 per cent;' she says, compared with the average increase over the last few years of near the four -per cent mark. "Every year we do a report for portables" and 31 new portables were needed to accommodate the increase this year. The board has also hired 54 new teachers. While there are no new schools opening in the region for the 1997-98 school year, Ms. Trombino says there are new schools "in the works' for Scu- gog and Oshawa next year. There is also a 10 -classroom addition being built at Whitby's St. Matthew the Evangelist Catholic School which is expected to open in January. It's clear from comments by Durham Region municipal heads the premier, his ministers and their downloading plans aren't the solution to what ails government at the local level. While mayors complain the changes won't meet the premier's 'revenue -neutral' buzzword, it's worth not- ing Mr. Leach is quick to add a caveat to the changes proposed: he says property taxes won't increase as long as municipalities can cut their spending by two per cent in each of the next three vears. That sounds like a tall order and municipal leaders have been hot off the mark to make it clear that it `can't' be done. At first glance, it does look like an ominous task. After all, in Ajax and Pickering, munic- ipal governments have held the line on tax increases the past few years. Consider that last sentence for a few seconds. In the early 1990s, would anyone have believed it was possi- ble that local governments could hold the line on taxes for several years. And yet, it has been done. Believe us, you'll be hearing an awful lot about it over the next two months as municipal election races heat up. If taxes can be held for several years, can two per cent in cuts be found over each of the next three years? Probably. Amalgamation, downloading of social services and other changes aren't easy for municipal leaders to accept. But the Tories were elected to institute change: their platform sold well with the public who were tired of 10 years of increasing taxes, higher deficits and debt and little fundamental change. .Premier Harris did say he would be "willing to lis- ten" to the concerns of individual municipalities. That gave Durham Region Chairman Jim Witty reason to be "encouraged". They do no l hold true for our own family, nor for the many other families we know that have been created through adoption. First, Ms. Fernandes states that par- ents whose children are not bom to them are not "qualified to become a parent". Simply not true. In fact, adoptive parents often have superior parenting skills due to the steps they must go through to become parents, and the maturity they possess to undertake the adoption process. Also, she writes, 1t must be painfully frustrating for adoptive parents when their natural expectations of achieving that ultimate parent-child bond are not met" We would like to let people know that we are acquainted with many adop- tive families and this just isn't so. As for our own family, the ultimate parent-child bond is a gift we cherish and we are truly blessed to have known the joy and love our daughter has brought into our lives. Our own experience is that our family was created by adopting our daughter from China and we feel very fortunate to have become parents this way. The love and the tx>nd we feel for our daughter could never he surpassed even had she been born to us biologically. Our parents (her grandparents) and other relatives would also definitely agree. A beautiful poem we came across best describes how we and many other adop- tive parents feel about the way our chil- dren came into our lives: Not flesh of my flesh, nor bone of my bone, But still miraculously my own Never forget for a single minute, You didn't grow under my heart, but in it. It's a noble thought, but unless they're newcomers to Canada, most Canadians don't give the greatness of this country a second thought. We're a country of complainers who find fault in most things and celebrate very little. Every once in a while someone crosses our path who reminds us to smile because Canada is a great country and we are very lucky to live here; Judge Borosa is one of those people. He was in fine form this week when he wel- comed 65 new Canadian citizens at an Oshawa citizenship court. A native of Croatia. Judge Borosa painted a warm but realistic picture of life in Canada. Many countries offer some of the advantages of life in Canada, he told them, but where else can you find them all under one roof? Judge Borosa's sentiments were gen- uine and heart warming. Most of us take for granted a lifestyle comparatively free of persecution, poverty and vio- lence. But these 65 people, originating from the four corners of the world, chose to make Canada their home, the ultimate compliment. The setting, the sunken gardens of Oshawa's Parkwood Estate, illustrated vividly the adjustment life in Canada will mean for many of the 65. Under the gaze of a predominantly white audience, in the shadow of the steeple of St. Gregory's Church, this group representing many nationalities and religions could be forgiven for any trepidation. In what is arguably the best country in the world to live in, many will face a life littered with the obstacles of prejudice. We have only to look to the recent experiences of Gypsy refugees to recog- nize the road to harmony needs constant tuning. On Tuesday, June 3 around 2:30 a.m., two masked men armed with a handgun approached a trucker who had stopped his tractor trailer at an Esso Service Centre on westbound Hwy. 401 in Newcastle. They accost- ed him as he was checking his vehi- cle and forced him inside the bunk of the truck, where his hands and feet were bound. The truck was driven by one of the hijackers to an unknown location where approximately $149,000 worth of men's clothing was unloaded. Came ar e'''n'''ingAugust 29, 1997 Now i*s the time to prepare for indoor geraniums You may not want to think about it now during the tine weather we have been having this sum- mer, but if you want to keep geraniums over winter as live plants indoors, mid-August is the time to think about it Geraniums are a favored landscape fea- ture in most gardens during summer and they — can become expensive if you have to replace them every year. For those of you who are so inclined, it is possible to maintain or increase your stock for next spring. While the potted plants may he moved indoors in September, they are usual- ly, much too large to put in a window space and aren't all that practical. Taking cuttings is the best way to go. At this point in summer the stems are perfect for this pur- pose. They are not really soft and floppy nor are they hard and woody as they will become closer to the first frost. Cuttings on woody stems or really soft stems will not root well, if at all. To root some cuttings, remove branches that are a minimum of 10 cm (4 inches) long. The blade used to take the cuttings should also be sterilized. You can pass it through a candle flame, dip it in rub- bing alcohol or boil it in water. Cut at a 45 -degree In the v:3 garden with s- Veronica ' Sliva angle just below a leaf node or bump on the stem where a leaf used to be. Strip all the leaves off each cutting. leaving only one or two at the top. I often use a commer- cial rooting hormone (available at all garden centres). First dip the cut end into the powder and then use a pencil to make a hole in the "soil" Stick the cutting at least 5 to 7 cm (2 to 3 inches) deep into the medi- um. I like to use a combina- tion of perlite (a white powdery/pebbly, very light volcanic rock), a soilcss mix and a bit of sterilized sharp sand. A 6 -inch mouth diame- ter pot should take at least four cuttings. An inverted plastic bag over the pot will help keep humidity high and prevent water loss from the stems and leaves. A bent coat hanger or a small bamboo stake can make a good frame to support the plas- tic and prevents the leaves touching it and any mois- ture that condenses. Don't fasten the bag tightly because some air circulation is beneficial. Put the pot on a drip saucer and top up the saucer regularly so the medium area never dries out. Put the pot in good light, but not direct sun. A north windowsill would work. Sixteen to eighteen hours of fluorescent light daily will do as well. Your cuttings should root within six weeks, but check after 10 days or so. If the bottom is soggy or black. either discard the cutting or make a fresh sterile cut and try again. When the roots are about 2.5 cm (I inch) long, put the new plant in its own 2.5 -inch pot. Don't bury the roots too deeply. They should be just below the soil's surface. You can use ordinary sterilized potting soil for this. Place your cuttings in their winter indoor loca- tion and pinch them back as they get leggy. The Royal Canadian Legion Branch 43 and veteran William `Sam' Magee are hosting a series of military nights/reunions starting from mid- September until December. "There's so much history in our backyard;" says Mr. Magee, who spent 23 years in the army with the first special service force. "The collec- tion of Second World War souvenirs and items in Oshawa and Durham Region is just unreal. There's so much you couldn't take it all in a day" The reunions were developed to bring togeth- er everyone from students to veterans who share a common interest in the military and in history, says Mr. Magee, who feels students would bene- fit greatly from hearing facts of the war from the people who were there. The kids are heading back to school, (most of us saying Thank Cod) evenings are cooler, and lots of rain. It also won't be long before the Financial Institutions give their reports, and we are again bombarded with new record profits. Rates, much to my surprise, have not risen( short term have increased slightly) and thanks should be given to the U.S. because their anticipated increase has been held off, at least for the short term due to a stable economy. The prices for the residential housing market have had moderate increases this year, and the amount of buy- er, versus sellers has almost equalized. This creates a far more stable effect than we have been accustomed to for a number of years. WHAT SHOULD I DO? In the past you could wait until your accounts would get three to four months behind and then realize that the time has come to get them under control. THIS TYPE OF THINKING NO LONGER WORKS. Today in most cases, if your accounts get more than one month behind you have a serious problem. To show the flaw in the credit reporting sys- tem, the single largest debt that most people will ever have is their mortgage. Did you know that first mort- gages are not, and never have been reported on your Credit Bureau? How is that for a screwed up system? The days of shopping all over for the best terms and conditions are over. Each and every time you apply for credit, an inquiry is lodged on your credit bureau.
