New home sales up in Picke
New homes sales in July were down in
the Greater Toronto Area, but results were
up in Pickering, a home builders' group
reports.
Sales rose in Pickering with 69 new
homes being purchased, including 61 free-
hold and eight condominium units.
That's an increase from June sales of 44
units.
Across the GTA, 1,880 units sold in July,
a decrease from the June figure of 2,024.
Although sates were down, the Greater
Toronto Home Builders' Association
(GTHBA) reports July results were the best
for the month since 1986.
"While spring and fall are traditionally
the busiest seasons in the residential build-
ing business, these results are certainly

in Leach reassurances

thing new in a speech to
municipal leaders in Toronto
Monday, says Pickering
Mayor Wayne Arthurs.
But his reiteration of a
:ommitment that the down-
loading of responsibility for
.ocial welfare and housing
:casts to municipal govern-
ments will not cost taxpay-
ers more money is somewhat
reassuring, says the Picker-
ing mayor.
"We have something we
can hold him and the gov-
ernment to;' he explains.
Municipal politicians attending
the Association of Municipalities of
Ontario (AMO) conference were
looking forward to the chance to con-
front the minister with their concerns
about provincial plans to download
social welfare and housing costs to
local governments and to pool busi-
ness taxes across the Greater Toronto
Area.
However, Mr. Leach told them
their fears about the changes leading
to property tax increases were
unfounded, that the Province has fig-
ures to prove the changes will not
increase the financial burden on
municipalities, and that a fund will be
set up to help towns and
cities that do have financial
difficulties due to the
changes.
"They're certainly not
backing off on any of their
initiatives," notes Mayor
Arthurs.
He admits the minister's
general statements so far on
the changes being revenue
neutral do not provide a
great deal of comfort.
"It's a nice statement to
make, but there's no flesh
on those bones;' he says,
adding that so far Queen's

respectable and well above any summer
results in the last decade," association pres-
ident David Hirsh says.
"Consumers are experiencing the growth
in employment, low inierest rates and
growth in many sectors of the economy.
Homes haven't been this affordable in a
generation and they're taking advantage of
it," he adds.

focused on each other rather than the

However, the Pickering mayor has
some confidence the GTA municipal-
ities will rise above sniping at each
other over pooling in order protect
their mutual interests. particularly
since they have succeeded in achiev-
ing what has been on the whole a
"harmonious" relationship.

Two separate reviews of the
Province's child protection system
should ensure more youngsters don't fall
through the cracks, according to Com-
munity and Social Services Minister
Janet Ecker.
The Durham West MPP admits the
"system has Flaws" the reviews
will ferret out.
And, Durham Region CAS
executive director Jim Dubray
welcomes the reviews. "I think
the reviewers will be shocked
and amazed the system is
working so well despite the
constraints put on it;' he con-
tends. "'lite system is really
stressed and it's not getting any
better. Durham Region is
growing and there will be more
work than less. The ministry
needs to look at a consistent
level of service across the
province. Right now it's a
patchwork "
One review will involve an indepen-
dent examination of a random sampling
of child abuse and neglect cases involv-
ing all 55 Children's Aid Societies
(CAS) in Ontario. About 3000 cases will
be looked at to check compliance with
ministry standards. The other will exam-

public to be

solid. It's not an
attempt to root
out guilty parties.
Instead, the
reviews are
designed to find
out `Is the system
working?' We
know it's not
working. How

child dies, (is that) it wrenches any-
body's heart. But, there are many chil-
dren who get very good care from Chil-
dren's Aid Societies. There are very
good, committed people who see things
every day you and I can only imagine;'
Ms. Ecker adds.Both reviews should be
completed by year's end, Ms. Ecker
says.
The reviews were among more than 300
recommendations to come out of the
Child Mortality Task Force
and coroners' inquests into the
deaths of children under CAS
care. About 122 of the recom-
mendations apply to her min-
istry, Ms. Ecker says.
More money will also be
spent on training CAS case-
workers, she vows.

Mr. Dubray agrees
more funding is needed. "Durham is the
least funded society" The Durham CAS
has an annual budget of $11 million,
with 80 per cent coming from the
Province and 20 per cent from Durham
Region. (Starting next year, the Province
will take over all funding). Mr. Dubrdy
says Durham needs about $20 million a
year, but that would tx; "dreaming and a
wish list. We need more funding and
staff to do a proper job"

Full-scale
review needed
to improve CAS
It's good news for all of us that the Ministry of
Community and Social Services is finally getting
down to business and conducting a full-scale, all-
inclusive probe of the workings of the Children's Aid
Societies of Ontario.
The probe, to begin in October with a report
expected in January, should give the ministry a clear
snapshot of the problems faced by the over-worked,
under -funded society.
That's, of course, where the problems start. There
are simply too few workers for too many children.
Money doesn't solve all the difficulties in this sorry
story, but it's a big start. Some caseworkers are han-
dling as many as 45 families at once when the norm in
the past when the CAS was better funded was 15 to 25
families. It's no wonder some tragedies slip through
the cracks.
But money is only part of the problem. The min-
istry must become more actively involved in the work-
ings of the CAS to make sure the society is fulfilling
its mandate to protect children. When a reporter tried
to get information on complaints about the Durham
CAS for a series of stories we ran last fall, there was
no information forthcoming from the ministry which
has for too long taken an alms -length approach to the
workings of the CAS. Maybe the report will even rec-
ommend a new ministry to deal with the CAS, youth
unemployment, youth health and other concerns of
minors.
Tougher standards must be enforced to get children
out of hopeless situations. Province -wide, statistics
reveal it takes an average of 44 months between first
intervention and the time a child is finally removed
permanently from an abusive situation. Perhaps the
amount of time is far too long and too much damage
has been done.
Parental rights are important in our culture and
must not be trifled with, however, some parents have
,given up their rights over their children because of
their abuse and neglect over a period of years. The
children's rights to a life must come first.
CAS officials are expressing cautious optimism
over the probe. To their credit, they understand the
society has problems which must be addressed. Let's
just hope this isn't another report which gathers dust
on shelves.

Adopted children
often more loved
To the editor:
I must respond to your unnerv-
ing Aug. 13 guest column head-
lined 'Adoption may be most
unnatural family experience'. I
have never read such a negative
piece of literature about something
so wonderful.
My husband and I are both from
families where all the children were
adopted and all were from different
birth parents. I have a brother and a
sister and my spouse has one broth-
er and we are all unique in our own
ways. 1 have never felt so fortunate
as to know that I was chosen by my
parents. The love they gave to all of
us was equal and we were all given
the same opportunities in life to fur-
ther our strengths and grow into the
mature adults we are today.
Guest columnist Kim Fernandes
was harsh in her words: '"Ibere Is
no stronger bond than that which is
possible between a parent and
ehild...we should not attempt, in
our sometimes selfish pursuit of
happiness, to manuf rture families
and expect to reap the same benefits
as if it were created naturally." Who
made her judge and jury?
Sometimes, people from adop-
tive homes are treated far better
than those bom into their families.
Over the years I have met many
people where this is the case.
The happiest days of our lives
were the natural births of our son
and daughter but I assure you, I do
not love them any more or less than
my parents love me. We are both
fortunate that our parents are still
with us and they too shared in our
precious deliveries. My mother was
with me through both tabors and
she knew exactly what to do as if
she had done it before. Never have
I felt so much love and affection
from my mother as I did those days.
I have been asked many times in
my 34 years why I have never
searched for my birth mother and
my response is always the same.
The mother who raised me is my
real mother She was the one who
stayed up all night when I was sick
and listened when I wanted to talk.
She walked down the aisle with my
father and myself and was there to
see her grandchildren come into
this world.
Thank God for people like my
parents and my in-laws who could-
n't have children of their own but
between them gave five children a
loving and nurturing home and who
have continued to be there when we
have needed them as adults. I hope
that people who ane considering
adoption will not be put off by this
column as it has been a very
rewarding experience. Thank heav-
ens for all those wonderf d couples
who want to provide a home where
a child can be loved. Isn't that what
it's all about?

Fame has its price
Doesn't your heart just go out to their famous-
nesses, Di and Dodi? Poor things. It just tells you
something about the state of humanity when a
princess and her playboy can't even take a little
Mediterranean cruise on a fabulous private yacht
without money-grubbing media types trying to take
pictures of them in their Speedo%.
It's only recently that I've discovered just how
hard it is to be one of the beautiful people. Ever since
I won that Canadian Community Newspapers
Association award in July (no doubt you've pasted
our front-page story on it in your scrapbook), life has
been hell.
I'm being followed everywhere by fawning fans
and pesky paparazzi. Of course. this being Canada,
MY pursuers are all playing nonchalant and won't
admit to tailing me. But I just know a shot of me on
the beach at Lake Simcoe will soon appear next to
the pictures of Goldie Hawn's Muskoka cottage and
Liz Taylor's latest husband on the covers of those
publications that provide information about what
inquiring minds want to know as they wait in line at
the supermarket checkout.
Speaking of supermarkets, at least two devotees
shadowed me during a visit to my local Loblaws last
Thursday. They pushed their carts after me through
the entire store, stopping almost every time I stopped,
pretending to examine juice concentrates and ice
creams in the freezer section while I %elected the TV
dinners for the week. At least they had the decency to
choose different checkout lines from which to gawk
at the famous journalist while she unloaded her gro-
ceries.
I'm no longer even able to take my regular noon -
hour swim at the local community centre incognito.
Recently, another swimmer stopped me to chat about
my award after recognizing me from the picture that
accompanied our front-page story, and then proceed-
ed to follow me up and down the pool.
Another time I found a man skulking around out-
side my house with a clipboard and pen, taking notes.
When I asked him what he thought he was doing he
mumbled something about water. No doubt the infor-
mation he gathered about my personal life while
snooping around on my property will accompany the
photo of me on the beach.
The beach, of course, was the worst. All those
people with cameras pretending to take pictures of
kids and sand castles while I knew their lenses were
secretly focused on me. I think I did a pretty good job
of looking like I was frolicking in the waves with that
beefy lifeguard who thought he was saving my life. I
was wearing dark glasses so I'll be able to deny
everything. I think I'll sue after the pictures are pub-
lished That should get me a guest spot on Opt* or
Jerry Springs . .

develop and market advanced wireless fleet man-
agement solutions for commercial vehicles has been
established in Pickering. Partners in the new compa-
ny include The Lenbrook Group of Pickering, Bell
Mobility of Mississauga and Datumtech of Buffalo.
AirIQ's fleet management solutions will enable
fleet owners to locate and track vehicles, remotely
unlock doors or disable a stolen vehicle and detect
incidents such as excessive speeding and accidents.
Other features include geographic boundary notifi-
cation, as well as a 'black box' capability which can
record driver behavior leading up to a mishap.

The Durham Regional Planning Committee will be holding a
public meeting at the time, date and location noted above to
consider the Town of Pickering Council adopted Official Plan,
and related amendments to the Durham Regional Official Plan.
This is a public meeting, and all are invited to attend. If you wish
to address the committee, you must register prior to the meeting.

The Planning Committee will be making various
recommendations to Regional Council for their approval of the
new Pickering Official Plan, anticipated to occur on September
24, 1997.
Copies of a Durham Planning Department report on this matter
