Pressrun -44,000 28 pages Town, DNA cool to plan for new Hydro probe DNA, mayor rip all party committee as too weak BY MARIANNE TAKACS STAR= REPORTER PICKERING — It doesn't appear the Pro%inco: has appeased the local community with its announcement of an all - party legislative committee to investigate Ontario Hydro's nuclear operations. Mayor Wayne Arthurs says the committee will not be able to answer all the Iimvn's concerns about the Pickering Nuclear Generat- ing Station. -1 just don't think this is going to go far enough:' says the mayor. "I don't INSIDE thunk it will open the doors wide enough for the kind of public review that's necessary." He says the Town will tell the Province the formation of the com- mittee does not eliminate the need for the broad public review of Hydro nwiear operation, here which Coun- cil ha,, formally requested Minister of the Environment and Energy Norm Sterling to initiate. ,Wc*ll be continuing to ask, to push, to restate that posi- tron:' The Queen's Park commit- tee was created in the wake of the release last week of a ,,cathing assessment report ,m Hydro's nuclear facilities. As a result of the report, Hydro has decided to shut down seven of its 19 operat- ing nuclear reactors, includ- ing four of eight at the Pick- ering nuclear plant, for two or more years and to overhaul its remaining nuclear facilities. Mayor Arthurs says it will not be enough for the Town and others to simply be given an opportunity to make submissions to the legislative committee. What's needed, he says, is a review with all the stakeholders, including the Town, Hydro workers, Hydro management, community rep- resentatives and Members of Provin- cial Parliament sitting at the table. For its part, the Town wants to be an "active participant" in the investiga- tion, discussion and decision -malting undertaken by the reviewing body it wants established. Martha Hunt of Altona Road was awak- ened by a loud noise around 4:30 a.m. that sounded like a plane approaching. "It was unbelievable:" she says. "I felt I had seconds before it would hit the house" Her son Chris, who was just coming home at the time, also heard the airplane. but didn't see lights or anything in the sky to account for the noise. Joyce Gionct of Toynevale Road was also startled awake by the noise and vibra- tion. "It just rumbled this house and every window in the house:' she says. "It woke me out of a sound sleep and I'm a sound sleeper. I was just waiting for it to crash or something" She didn't see anything either when she looked outside. The plane was being tracked by the con- trol tower at Lester B. Pearson Internation- al Airport in Toronto when it lost altitude and contact was lost, reports Hugh Loraine, flight services station manager at But- tonville Airport in Markham for Nav Cana- da, a company which provides air naviga- tion systems and services across the coun- try- ..Once oun- try"Once the aircraft gets below a certain altitude, the controllers in Toronto wouldn't have been able to talk to it," explains Mr. Loraine. Since there was no one to contact at the Oshawa airport at that time, con- trollers contacted Buttonville to ask them to phone police to ensure the plane arrived safely. Even though the small twin -engine plape had lost power in one engine and its running lights, it eventually landed safely in Oshawa. Mr. Loraine doesn't know what was wrong with the plane or what happened to it over Pickering. All those facts add up to good news for most Canadians. But, they're meaningless snippets of information for the people still reeling from the country's prolonged reces- sion. Like the entrepreneurs who went bankrupt during the economic malaise. civil servants tossed out of work by governments wrestling down deficits, individuals still jot,` less after their companies downsized. All innocent victims of one of the worst recessions in Canadian history. And, there are the children of those victimized by the economic spiral. Many of them are still hurting: there'll be no new clothes when they head back to school because Mom and Dad simply can't afford it. Even worse, some of them go hungry because their par- ents just don't have the money to provide the hare neces- sities. The youngsters wake up with empty stomachs. they get through the day without the proper nourishment, they struggle to fall asleep despite their hunger pangs. But, it doesn't have to be that way. Not if you open your heart and your wallet just a little bit. Please don't judge me harshly, but have you any idea what you can now borrow from the public library" As I remember it, libraries lent basically books. That is not so today. I discovered I can borrow hit feature movies, classic movies, music CD's, kids -movies. self- help videos, computer games, audio tapes, children's activity theme kits and so much more. So you can see how eas- ily one might generate a little debt (Especially when the late fee on a hit feature film is $2 per day). My $12 late fee qualified me for the 'delinquent debt database'. I earned a nasty letter informing me that if I didn't drop what I was doing immediately and get in to pay the debt now, I would be referred to their collection agency. I was not aware that a two -week-old debt at the library warranted this kind of letter. In addition, the kind lady at the check out informed me that I could pay the debt anytime or a little at a time. Her only concern was that I could not renew my library card with money owing, which was not a problem since I had only been a member fix two months. An employee of the library noticed me writing this really long sccnano on one of their notepad -sized comment forms and came to talk to me in person. I think she was a little concerned since she obviously noticed I had net only written on the front and the back but I had also returned to the front to fill in all of the white space around the perimeter of the paper. It was a tad ridiculous, but 1 felt unfairly persecuted by this nasty letter and I wanted them to know all of the horing (important) details. A c(x4* of days later I received a call fmxrl the library thanking me for taking the time to comment on their policies. She- explained heexplained the policies and informed nxe that she would bring this issue to light at the next meeting. Then. to my utter sur- prise, a few weeks latter. I received a letter in the mail informing me that the board met and felt dial my comments were valid. They made three significant policy changes to help ensure that normally upstanding users such as myself don't receive that nasty letter. The morals of this story are: 1) Go to the library, there is lots of great stuff there. 2) Always pay your overdue fees promptly. 3) Your opinion is important. You would be surprised how many peo- ple share the same opinion as you, but either don't care enough or are afraid to give it. Sometimes you can make a dif- ference. I did! Not only are sch(x)l Kx rds facing rcstruc- turing and the loss of trustee positions in municipalities across the Region, elementary students will have a new curriculum, a new funding mold is on the way from the Province at the beginning of 199H and le nh- er%' federations are threatening an Ontario - wide strike to protest anticipated provincial legislation. The Ontario Public School Teachers' Federation recently voted unanimously in favor of a walkout if the Province goes ahead with plans to introduce legislation that would curtail their right to strike. Meanwhile the provincial government has already introduced Bill 136 which would curtail the bargaining and strike rights tour workers in the broader public sector, includ- ing those in educational support services such as secretaries and custodians. Cop cars crash inpursuit of stolen vehicle A stolen car chase which began in rush-hour traffic in Oshawa ended in Courtice with a spec- tacular near head-on crash involving two police cruisers. Two Durham Regional Police officers escaped with only minor injuries following the 5 p.m. chase Tuesday. Sergeant Jim Grimley said the pursuit began when a car being driven "erratically" refused to stop for police on Albert Street. When they checked the vehicle's plates, offi- cers learned the 1986 Pontiac Firebird - which had four young occupants inside - had been stolen earlier in Brockville. The car ran traffic signals as it sped through the city's south end and got on Hwy. 401, head- ing eastbound. With two police cruisers chasing behind, the car exited the highway ramp at Cour- tice Road - then suddenly attempted a U-turn. As it made the last-minute move, the car went out of control, entered a ditch and went "air- borne," striking one cruiser almost head-on as it hit the road, Sgt. Grimley said. The cruiser was wrecked while the other police car sustained $2,500 damage, the sergeant said. The stolen car sustained $5,000 damage. The driver of the car, Anthony James Jackson, 20, of no fixed address, is charged with numerous offences including theft, possession of stolen property, mischief endangering life, dangerous driving and driving with no licence. On Wednesday. the parents and other family members of the girl watched as Mr. Kobylanski pleaded guilty to the crime of aggravated sexual assault. Crown attorney Ken Polley could ask for the maximum penalty - life in prison - at Mr. Kohylanski's sentencing hearing next month. Details of the attack were read into court by Mr. Polley from a statement of facts, to which Mr. Kobylanski quietly agreed from the prisoner's dock. The girl was outside of Elusions night club in downtown Oshawa with her step- brother and a friend on July 14, 1996 at about 12:30 am. when they met up with Mr. Kobylanski, then 20, Judge Donald Halikowski was told. The three befriended Mr. Kobylanski after he told them he was new to the city, and he invited them to go for a beer at Oshawa Billiards on Celina Street. Later, Mr. Kobylanski told the 14 - year -old he was unsure of the directions to his home and site agreed to walk with him, telling the others she would return in a taxi and pick them up at a downtown Killarney Court rooming house where he lived, Mr. Kohylanski admitted "to strik- ing the victim in the face with his fist and then with an object he picked up off the ground:' Mr. Polley said. "He then carried the unconscious vic- tim ofi' the trail and into the grassy area where she was subsequently found. At this point he undressed her and had sexu- al intercourse with her." He then left the girl for dead. Court heard Mr. Kohylanski then spent the night with his girlfriend at a res- idence where she was babysitting. "The accused indicated he had thought about phoning someone to advise of (the victim's) location but decided not to as he felt her brother or someone else would have found her," Mc Polley said. At 3:30 p.m. the next attcm(x)n, a young boy riding his bicycle in the trail di.wo%- ered the barely -conscious teen, fic:r jeans and underwear removed and T-shirt lifted up over her chest. A short time later, while the pair stopped on a walking trail near the CP railway tracks, at Hall and Centre streets, the girl refused Mr. Kobylanski's advances. She then was attacked. 'The skull was fractured into more than one piece, there was bleeding around the brain... so much so that left untreated, it is likely that (the victims would have died;' a medical report stated. Today, the teen is continuing to recov- er, having been released from hospital six months ago. "She still has a lot of therapy and she will probably for the rest of her life;' said her mother. "She'll never, ever fully recover back to the way she once was because of the brain damage done to her. She's lucky to be alive. She shouldn't have lived. "She's a fighter" After the attack, the victim underwent brain surgery in which part of her skull was removed to relieve pressure from brain swelling. She has since undergone another operation and will require at least one more in the fall to install a metal Plate, her mother said. Her daughter - who has no memory of her ordeal - can walk and communi- cate with others, but has trouble speaking. A huge step in her recovery will come next month when she returns to her old school to continue her education, said her mother. Superintendent James Adams of the Durham Regional Police Service will replace Deputy Chief Bob Jarvest who retires Oct. 3. Supt. Adams' promo- tion was announced hours after the appointment of Kevin McAlpine on Tues - da) as the new chief of the Durham Regional Police Service. "He goes into the job with my full support;" Deputy Chief Jarvest says of Adams who has been his "right-hand man- for years. In a career spanning almost 25 years, Supt. Adams, 52, has worked his way through the ranks spending time with Crim- inal Intelligence Service Ontario and reaching detective in 1983. He returned to the uniform branch in '91 and was promoted to inspector in '93, in charge of 16 Division. Bowmanville. He became Superintendent of Policing Operations in 1996. Born and raised in Oshawa, Supt. Adams attended Central Collegiate and would go on to graduate from Humber College in Toronto obtaining a degree in industrial engineering. The Lady Devils won all four of their games at the championships, allowing no more than six runs against in a game to become the 1997 Ontario novice fastball titlists. In the gold -medal final against a strong Oakville team. Pickering sprinted out to a 6-0 lead early in the game, relying on strong pitching and solid defence to pave the way for an 8-4 win. Pickering started the weekend against rival Whitby. Pickering managed to strike late in the game for a 6-2 victory. Arthur held the lead twice in the contest, but Pickering rebounded to tie the game on each occasion. With the score tied 3-3 in the bottom of the seventh inning, a bunt, followed by a stolen base and a passed ball gave Pickering a runner on third with none out. A monster smash ur the middle brought the winning run across the plate. The Lady Devils shook off a shaky first inning against Byron, near London, in the third game. Byron scored three runs that inning. However, the Pickering novices refo- cused, scoring five runs in the second inning en route to an easy 13-3 decision. The Pickering girls have worked hard since last September when the team was first picked after try -outs, practising all winter in a gym to hone their skills, then playing and practising all summer, giving up most of their weekends to prove to everyone they are the best tier I novice girls' fastball team in the province.
