Province must protect Johnson RICK JOHNSON `Mike Harris will have to answer to voters' Pickering councillor rejects need for referendum on provincial downloading BY MARIANNE TAKACS STAFF REPORTER PICKERING — While the Town should support a GTA resolution call- ing on the Province to make sure the downloading of social services to municipalities won't cost taxpayers more, a proposed referendum on the downloading issue will serve no pur- pose, says Pickering Ward 3 Regional Councillor and deputy mayor Rick Johnson. The guarantee from the Province and the referendum were called for by GTA mayors and chairmen in resolu- tions they passed at a special emer- gency meeting called late last week to respond to the Province's new cost- sharing plans for social services. Queen's Park is planning to have municipalities take over some of the welfare and social housing costs it currently funds. The Mike Harris government also wants to `pool' the costs of some social and health services across the GTA and have municipalities pay for them jointly according to their share �argel Selection - 0 of the GTA's tax assessment. In effect, suburban communities could end up subsidizing costs such as welfare in Toronto because a dis- proportionate number of people on social assistance live there. _ . But the largest study yet of electricity and cancer — released earlier this summer — found no firm evidence that living near high- voltage lines causes childhood leukemia as some have feared. Two other studies are currently being conducted in British Columbia and Eng- land. L IS 2H5 • Publisher: Tim Whittaker ♦ Editorial Pullingtheplug onplant roblem p For some, this week's decision to close the aging 'A' side reactors at the Pickering Nuclear Generating Station is a vindication. For others, it signifies a vast culture shift in the power corridors of Ontario Hydro's head offices. For the rest of us, it's a welcome relief following a series of unacceptable and potentially dangerous operational and management gaffes at the problem - plagued plant. A quick lesson on recent history which surely con- tributed to the decision: A sizable leak of heavy water in one of the reactors two years ago; the revelation last month that tonnes of copper and zinc emissions have been dumped into Lake Ontario in recent years, peer reviews which revealed sloppy operations and questionable management practices: the discovery of high concentrations of tritium -laced water on the site. Such discoveries at the Pickering plant, which appeared to come with troubling regularity, left most reasonable people here with the perception that something terribly wrong was happening at the nuclear station. So. while we can take a measure of satisfaction from the decision by Ontario Hydro officials to "tem- porarily" remove the four aging Pickering reactors from active service, and while we would all agree such a monumental decision was overdue, anv cele- bration is tempered by the fact that real people will be affected by this move. And there will be some negative impacts of the decision in the longer term. Coal and oil -fired elec- trical plants will be turned on and turned up, notice- ably contributing to air pollution; some people (no one yet knows how many) will surely be put out of work, with a proportionate impact on local econom- ic activity. On a less measurable scale, the stigma of the Pickering plant's troubled existence here in recent years will be hard to overcome. All of these things, though insignificant when measured against the safety of Pickering's (and indeed Durham's) citizenry, could have real and last- ing effects. Once again, this decision was clearly the right the moral — thing to do. Unless and until upgrades are completed to bring Pickering back online with the very best safety and operational practices, and until the "endemic problems with management cul- ture" are resolved, we should hold off on the cele- bration. It seemed they were always doing the quick fix" Headwr Wilsoa says, "I'm glad it's closing. 1 didn't feel safe when I left the pollution of Toronto to move to 'nuke citv'" Ex -Hydro boss shows integrity One thing missing from the upper echelon of Canada's public agencies in the past few years has been integrity. For whatever rection, those at the top haven't been standing up and admitting a mistake or taking responsibility for actions during their command. Think of the generals in the Canadian Armed Forces who wouldn't accept responsibility for the debacle in Somalia. Or those at the head of the Canadian Red Cross who refused t assume any of the blame for the tainted blood scandal. In recent weeks, however, integrityl, has made a small comeback. On., - Tuesday, Dr. Allan Kupcis, president, and chief executive officer of Ontario Hydro, resigned his post after a damn- ing report on the operation of the utility. Mr. Kupcis accepted responsibility for the actions under his watch and quit. He didn't blame 'the system' and he didn't., duck out the back door. As events of the past few days shoe (actually it's the past couple of years) there's a problem at Ontario Hydro that's going to take some fixing. Mr. Kupcis' resignation is the first step in a long journey. If anything, his resignation is similar to firing the coach of a losing team, hop- ing a new head will compensate for poor performances. Two weeks ago, Durham Regional Police Chief Trevor McCagherty apolo- gized to Guy Paul Morin for the force's actions that led to Mr. Morin's wrongful conviction. It can be argued the apology should have come much sooner and the police were forced into making the statement because of revelations at the public inquiry. That's all true, but the police didn't have to say anything. They could have kept quiet and ridden out the storm. Of course, integrity will take a pounding the next time a politician says one thing and does another, or the next time an official evades responsibility. In the meantime, we'll have to cher- ish these brief glimmers of hope. Keith Gilligan writes in our Friday rota- tion of staff columnists. The IIPA was conducted over three months and supervised by Mc Andognini and a team of experts from the U.S. brought in by Hydro to revitalize its troubled nuclear division. Barbara Garland was presented the membership Wednesday at the annual meeting of the FWTAO in Toronto. The award is given for service to education, the teaching profession and the federation, which represents more than 41,000 female public ele- mentary school teachers. Ms. Garland spent 26 years with the public school board in Durham, the last five of them as principal at Duffin's Bay Public School in Ajax. She was a specialist in guidance, dra- matic arts and special education, co- ordinated literary guilds and oral lan- guage festivals. She also organized a ski club, walkathons and a junior authors day. Ms. Garland was active on many board committees. She served as president of the Durham Women Teachers' Associa- tion and was a member of the FWTAO provincial finances commit- tee. In her retirement, she's travelled to England, New Zealand, Australia and South Africa. She enjoys sewing, knitting, the Internet and spending time with her grandchildren. Chris Moynan says he was playing cards with an inmate last Tuesday night in the common room at the jail when another inmate told him to assault someone. "I refused;" he says, adding he was then grabbed from behind by two inmates who "threw a pillowcase over my face" while a third inmate "pulled my legs through the bars and burnt a cigarette on my legs and arms" Mr. Moynan. of Pickering, says there were no guards in the area dur- ing the attack which he says lasted about 20 minutes. He says he did not know his attackers. "Nobody went for help or noth- ing ... there's never a guard around;' he says. Mr. Moynan says when he report- ed the incident he was placed in pro- tective custody where he has remained since the assault. "I'm furious that this happened;' says his mother Cheryl Moynan. "This is my baby ... this is the only child I have" The Pickering woman says she is "hurt" that her son had to go through this, adding "a person is supposed to be safe where they are" Mr. Moynan says he did not receive treatment for his injuries until Friday afternoon, adding he wants his lawyer to file a lawsuit against the jail. Mr. Moynan is serving a month at the prison for obstructing justice, escaping custody and impersonating someone. His lawyer, John Olver of Oshawa, could not be reached for comment. Durham Regional Police Inspector Dan Matthews confirmed Mr. Moy- nan "has reported an assault and the 'matter is under investigation. "I would think charges will be laid (this) week;' he says. Insp. Matthews says he did not know the extent of Mr. Moynan's injuries but added he suspects the three alleged attackers will face "charges of assault" Whitby Jail Superintendent Craig Maher said he is "not in a position" to discuss specific incidents. However, he says "if we see an assault we file institutional miscon- ducts ... if it wasn't viewed by staff we take a statement and contact the police." When asked if it is common for inmates to be unsupervised at the jail, as Mr. Moynan alleges, Mr. Maher said, "No, all areas are super- vised ... there are correctional officers in all areas of the institution" Mr. Maher said if an inmate is assaulted it is common for them to be placed in protective custody where they will "probably remain for their entire incarceration" Mrs. Moynan says her son is scheduled to be released next week. Pickering library users can't leave home wi*thoutiot Patrons must now produce library card to discourage facility being used as `clubhouse' PICKERING — Public library users in Pickering will have to have their library cards with them to show to library staff on demand beginning in September. "Don't leave home without it," chief librarian Sandy Cameron advises library patrons. The new card requirement is being implemented to discourage disruptive library visitors and control use of some library facilities. "The library is, I think, sometimes used as a clubhouse," says Mr. Cameron. "And while we are pleased to be so popular a venue, this cannot be at the expense of serious users who need the library for study and research. There is often no space for students working on assignments or for busi- 'nm people using the reference collec- tion. Sometimes the noise is such that neither public nor staff can work easi- ly „ Library staff may ask some visitors to show their library cards if staff are concerned about their behavior. It's hoped that will discourage purely social drop-in visitors, many of whom Mr. Cameron says come from outside the Pickering area. As always, library users will need their cards to take out books. But they will also need them to usesome of the library's other `enhanced services', such as its new Internet research work stations. Starting soon, staff will be issuing frequent reminders to library users to have their cards with them at all times. The library promises "flexible proce- dures" for young children and those who have forgotten their cards. Library cards are free to all resi- dents, to people working and studying in Pickering, and to those in some neighboring Durham -municipalities. To obtain a card, two pieces of identi- fication are needed, including one with a current address. In their second game, the Red Sox prevailed over a tough Clarington team 6-4. Pickering scored two runs in the first inning as Gray drove in Murdoch with a double and Ryan Dow singled home Molinski. Clarington took the lead with three runs in the second, but Murdoch tied the game with a solo home run to left field in the third. Two more Pickering runs crossed the dish in the fifth when Molinski doubled in Murdoch and Gray hit a sacrifice fly to cash in Molinski. Clarington added a run in its half of the fifth, but the Red Sox closed out the scoring in the sixth as Andrew Jackson singled, stole second and scored on a single by Molinski. Dow, Rob Dion and Brian Nishikawa shared the pitching duties. Pickering then dropped a 9-6 deci- sion to Ajax in a seesaw game. Ajax led 4-0 going into the fifth when the Red Sox rallied to take a 6-4 lead. Kerr led off with a walk, Nishikawa was hit by a pitch and Jackson smacked a triple. That was fol- lowed by a double by Murdoch, a walk to Molinski and a three -run homer by Gray. Ajax came back with two in the top of the seventh and a three -run homer in the eighth to win. One more loss and Pickering would be out of the tournament. With their backs to the wall, the Red Sox smoked Belleville K-1 behind the strong pitching of Murdoch, Dow and Nishikawa. Daniel Ram, Gray, Molinski and Binns all provided the powerful bats to pace the Pickering attack. The win propelled Pickering into the finals with Ajax and the Red Sox would need to win two games to claim the championship. In the first game, Pickering led from start to finish for a 7-5 win. Jackson and Dow shared the mound work, while Gray led the hit parade by going 3 -for -4. Pickering fell 3-2 in a hard-fought second game. Ajax scored twice in the third, and would have had a third run if not for a spectacular catch by Nishikawa, who reached over the fence to catch the ball and deny an Ajax batter a homer. Ajax added another run in the fourth. The Red Sox left seven runners on base before finally scoring in the sixth. Murdoch led off with a single, Molinski reached first on a fielder's choice, Gray singled to move Molinski to third and Ryan Bukalo hit a hard chopper to sec- ond to drive in the run. Binns then dou- bled to knock in Gray. But, it wasn't quite enough.
