Pickering sign bylaw sparks council debate BY LINDA WHITE STAFF REPORTER PICKERING — The race may not yet be :ender way, but candidates in the upcoming munic- ipal election are chomping at the bit. Pickering councillors last week took a magnifying glass to a motion calling for an amendment to a bylaw regulating lection signs on town road allowances. The: approved amendment prohibits election signs within three metres of the travelled portion of the road allowance and within 0.5 metres of a sidewalk. Though never enforced, election signs were not permitted on public property under the,previous bylaw, Mayor Wayne Arthurs told the News Advertiser. But a federal court judge ruled that unconstitu- tional when a similar bylaw in another municipality was challenged. After intense questioning by Local Ward 2 Councillor Sherry Senis, director of oper- ations Tom Quinn explained three metres would be measured from the edge of a road — whether it's marked by a curb or a pavement or gravel shoulder. A motion by Local Ward 3 Coun. Enrico Pistritto to allow election signs to be posted just two metres from a road was defeated. The amended bylaw also prohibits signs on all town medians and bridges and any other location that may create an unsafe situation. Further, any election signs placed on town road allowances must not exceed five square metres in size. Coun. Senis — who is running for mayor — criticized the timing of the amendment, saying candidates registered in November's election may have already ordered signs. Regional Ward I Coun. Maurice Brenner reminded colleagues the amended bylaw "doesn't stop candidates from putting signs out" and said he didn't find it "more restric- tive" than the previous bylaw. "If I can't find private lawns to put i election signs) on, it would tell me something — to get out of the race;' added Regional Ward 2 Coun. Doug Dickerson. "Boulevards don't vote:' Meanwhile, Mayor Arthurs main- tained election signs "will be a thing of the past" because of newspaper advcrtis- ing and the advent of technology. Fur- ther, election signs will ultimately end up in a landfill site. Following a motion by Local Ward I Coun. Dave Ryan, information on the new bylaw will be included in all information packages given to municipal election candidates. Registration and nomination papers can be filed with the town clerk until Oct. 10. That's the comparison Region- al Ward 1 Councillor Maurice Brenner made as Pickering Coun- cil debated Tuesday renewing a contract with a company which provided "excellent" crossing guards last year — though that contract will cost almost $9,000 more than the next lowest bidder. "They do pay taxes in our com- munity," Mr. Brenner said of Pickering -based Adecco — The Employment People, which was awarded the $208,000 contract. Just ask area farmers, who are enduring one of the dricst sum- mers on record. "We could really use rain;" says Joel Bagg, agricultural rep- resentative with the Port Perry office of the Ontario Ministry of Agriculture. "Right now we're definitely in a dry situation which could impact on yields." Environment Canada, which has been keeping weather records for Oshawa since 1969. reports the last significant rain- fall came July 8, when 12 mil- limetres fell. Since July 21, only 1.4 mil- limetres of rain has fallen - none so far in August - although Mother Nature was threatening Monday afternoon. Environment Canada reports we had 287 hours of sunshine in June, up from the average of 255 hours, while we enjoyed 284 hours of sun in July, up slightly from the average of 278. 4 7,: I- THE TUESDAY Nuclear D -Day in Pickering? �E 3 Big decisions on Pickering plant expected today BY MARIANNE TAKACS S-rAIT' REI'ORILR PICKERING — The future of the Pickering Nuclear Generating Station and some of its staff may be hanging in the balance today as Ontario Hydro's board of directors considers an assessment report on the utili- ty's ailing nuclear division. It's been rumored but not confirmed the options to be pre- sented to the board will include the per- mancnt shutdown of some of the eight nuclear reactors at the Pickering sta- tion, which are among the oldest in the province, and staffing changes at the power plant. The 'independent integrat- ed performance assessment' was ordered by Carl Andogni- ni, the man recently appointed by Hydro to head and fix its nuclear division. Mr. Andognini and his hand- picked team of six other top nuclear specialists were imported from the U.S. by Hydro to get the ntwlear divi- sion back on track atter a series of shutdowns, acci- dents, contaminant leaks, poor peer reviews, licensing limitations and other prob- lems over recent years at Pick- ering and other Hydro nuclear stations. Mr. Andognini has promised the report will be "brutally honest" and that it will be made public. Ontario Hydro spokesman Terry Young says he does- n't know exactly when the assessment report will be DAVE :MARTIN Close 'A' side of station released. But he does expect some decisions about what action Hydro will take to be announced some- time after today's all -day board meet- ing. '11liere have been a lot of rumors around about what this plan says and what they're going to do about it;' notes Mr. Young. DNA believes Hydro is looking for a way to keep its reactors running, reduce costs and improve performance. DNA maintains lower costs and better performance at the same time are impossible, considering the age and state of some of the utility's reac- tors. It's calling for closure of the older 'A' portion of the Pickering station. "We still believe that eco- nomically and from and envi- ronmental and safety view- point, Pickering 'A' should be shut down" Saving For An RRSP - There is a Better Way. The assessment report to be presented to the board today will not deal with recent revelations of tritium leaking into the ground around the Pickering station, according to Mr. Young. In spite of their best efforts at the recent conference in St. Andrew's -by -the -Sea, New Brunswick, the premiers, or at least the host premier, did have to talk about the prospect of Quebec separation, if only briefly. Frank McKenna, premier of New Brunswick, was blindsided on the opening day of the conference when he was asked to explain the contents of a letter he addressed to anglophone partition groups in Quebec. The letter stat- ed Mr. McKenna supported the efforts of such groups. This drew an outraged response from Quebec Premier Lucien Bouchard who didn't feel Mr. McKenna had any business meddling in Quebec's internal affairs. (What a joke! As if the affairs involving the separation of one of Canada's biggest provinces aren't of the utmost concern for all Canadians. But that's another topic.) What's annoying is the determination made by the premiers to avoid talking about Quebec separation. It's clearly the only long-term goal of Mr. Bouchard and his provincial government. With the economy growing, deficits in all provinces and at the federal level eliminat- ed or under control — even, amazingly enough — with unemployment falling. there is nothing else worth talk- ing about. The separation of Quebec would be a stunning finan- cial blow to all provinces so it's the most important thing any of them should be dealing with, especially in con- nection with each other. So what if Mr. Bouchard won't attend a conference which has unity on the agenda? Who cares', The nine provincial premiers who would attend such a conference should put their heads together and come up with a plan to convince Quebecers to remain in Canada. It's not something that should be left up to the federal government alone. There's simply too much at Make. Blair lives behind us and truly is adorable: long eyelashes, popular with the neighborhood kids, tells great jokes. And he comes from a good family. We hit it off with his parents the day we met. And it appears they think a lot of our darling daughter. Even Blair's grandpar- ents started talking about an arranged marriage the day they set eyes on our auburn -haired beauty. Blair's grandfather easily won over my husband's Scottish heart because he has played for years in a pipe band. I guess I shoukin't have been too surprised by Lex's declaration of love. Every morning, her eyes dart over to Blair's home and she announces whether he's home. Arid Blair has come knocking at our door an awful lox this summer. But he's not one for public affection. Whenever I've seen Lex give him a little kiss good night, he's always played shy. When we were first getting to know him, Blair hadn't yet turned three and Lex watt just two. Yet even then, they would sneak off to the basement and head for Lex's playhouse, go for gro- ceries and cook dinner together. But I really hoped Alexandra and the man she chooses to spend the rest of her life with would be a little more stable. The Red Sox dropped a heartbreaking 1-0 loss to East Toronto in a double -game knockout tourney in Scarborough to decide which team would represent the province at the national showdown. East Toronto took a one -run lead in the first inning and held Pickering's offence at bay the rest of the way to dispatch the Red Sox to the sidelines. Pickering could only manage singles from Nat Ogborne and call-up Jason Stergiadis. Jason Fetter crushed a big hit that was ruled just foul. Defensively, Mike Mitchell made a fantastic fly -ball catch to end an inning with East Toronto batters stranded on sec- ond and third. Also driving in runs were Johnston with a perfect bunt, call-up Jeff Tobin with a walk and Scott Grundy with a long fly ball. Tobin stole home on a wild pitch to tie the game at 7- 7. Mitchell put the Sox ahead to stay with his aggressive base running from second after a hit by Cowie. McMillan had a great game behind the plate, gunning down runners trying to steal second and home. Ogborne, Grundy and Cowie turned a great double play. Dave Wakiers struck out three batters and yielded only three hits over four innings. Murji, Tobin and Ogborne did a fine job in relief. In game three, Pickering pounded Toronto Playgrounds 7-3. Tobin turned in an otastarnding performance, hitting four singles, driving in two tuns, stealing foto bases and pitching six innings. Providing offensive help were Johnston with a hard- hit double and a single for one RBI, Wakiers with three singles and two RBI and Grundy with two singles and an RBI.
