ed by tritium discovered in test well
water at the nuclear generating sta-
tion here, says the Region's medical
officer of health. "I hope it doesn't

unequivocal and unconditional*' apolo-
gy to Guy Paul Morin - the force's first
admission its own mistakes resulted in
an innocent man . s murder conviction.
-The Durham Regional Police Ser-
vice accepts without reservation that Mr.
Morin is an innocent man. He has been
wronged and the Durham Regional
Police Service contributed to that
wrone. the chief' said in a statement
made during a break in the inquiry prob-
ing Mr. Morin's I 0 -year ordeal.

met tace-to-face with Mr. Morin and his
parents. Ida and Alphonse. to extend on
behal fof the entire police department an
apology -for our mistakes which led to
his wrongful conviction."
The apology comes two years after
DNA test results cleared Mr. Morin in
the sex -slaying of his ninc-,,ear-old
neighbor Christine Jessop, who was
abducted from her Queensville home in
1984 and %khosc remains %%ere found
three months later in Durham.
Mr. Morin %as acquitted of' first-
degree murder at a trial in 1986 but con-
victed at a retrial in 1992.

The chief. who also extended the
apolog� to the Jessop family. said he
and Mr. Morin had a "cordial. interest-
ing- private discussion prior to the state-
ment.

was, 'Is it safe to drive through
Durharn*?'." said a smiling Mr.
Morin, when asked about the
conversation.
"He reassured me it was.
You never know if you get
pulled o%cr for a speeding
ticket (if you could) end up
with a first-degree murder
charec."
Mr. Morin said he hopes the
apology will help restore the
damage done by a decade of
wrongful prosecution.

The three -month-old inquiry has
heard testimony that police fabricated
evidence. tailored witness testimony and
suppressed vital infOrmation during the
investigation ot'Christine's murder.
Despite the rc%clations. Mr. Morin
said he holds no bitter feelings against
those involved in thic case.
"It's been 10 years I suffered... My
parents as wcll. But mistakes are made.
The system is run by humans. it's not a
perfect systcni,** he said.
"At least the police officers who have
made mistakes (can) learn bv them and
maybe amend the system by learning
from them."

Chief McCagherty. who retires in
October. said he is "anxiously" awaiting
the recommendations resulting from the
inquiry and added the police department
is dedicated to their implementation.
Chief McCaghcrty did not hold his cur-
rent Position at the time of the Jessop
investigation.
He said he viewed the apology as
"part of the solution" towards prevent-
ing future miscarriages of justice.

murder invesfigation at a press conference Thursday at
which he apologized to Guy Paul Morin:
On the inquiry:
-We undertake to both (the Morin and Jessop) fami-
lies and all of the peoples of our communities that we
will do our best to implement the recommendations of
this commission of inquiry."

(at the inquiry), we've had the benefit of simply learning
wid reaching different conclusions, of seeing things
from a different perspective, and I think that leads one to
perhaps more accurate conclusions. If I decided we

PICKERING — Plans by Ontario
Hydro to find out why there is tritium in
the groundwater at the nuclear station
here — and why the station hasn't tested
for tritium there in the last two years —
has raised concerns among nuclear
watchdogs.
"The way this information is coming
out appears to be another skeleton in
Hydro's closet:' says Irene Koch of
Durham Nuclear Awareness. -It's like it
knows it'% been doing something wrong
and wants to con -be clew with the people
of'Ontario."
Ontario Hydiro executive vicc-presi-
dent and chief nuclear officer Carl
Andognini has announced the formation
of a team to examine the discovery oftri-
tium in groundwater on the site of the
Pickering Nuclear Generating Station.
"As pan ofthe changes implemented
after the recent release of' the report on
copper and zinc emissiorts., I directed my
staff to revisit any similar outstanding
issues and recommend actions," Mr.
Andognini says in a press release.
For a number of year%. staff at the sta-
tion had been monitoring tritium levels in
groundwater near a heavy water upgrad-
ing plant on the generating station*s site.
However, those tests haven't been
conducted for about two years, says
Ontario Hydro qx)kesman Terry Young.
Testing last month found high tritium
levels -but that has to be kept 'in persp,--c-
tivc ofwhcre the tests were done," adds
Mr. Young. Ontario Hydro wouldn't
release what level of tritium was I'Ound.
Mr. Young says that's because it wants to
verify that level "and make sure it's accu-
rate".
But Ms. Koch claims information she
obtained from the Ministry of Environ-
ment and Energy indicated the level was
just over 700,000 beLquerels per litre.
The acceptable level for drinking water if
7,000 becqucrels per litre.
The groundwater is located five feet
underground. According to Ontario
Hydro, the groundwater containing tn-
tium is within station boundaries and
testing elsewhere: on the site indicates the
problern appears to be limited to a small
area near the upgrading facility.
Testing of water entering area water
treatment facilities — which supply resi-
dents with drinking water — has shown
that tritium levels have been and contin-
ue to be substantially below limits estab-
lished for drinking water.
Ontario Hydro will release results of
its investigation in about one to onc-and-
a-half months.

1992. "Hoplefully the public won't be overly
concerned." Dr. Kyle says the tritium was found
in groundwater in one of'several testing wells at
the Pickering Nuclear Generating Station. Wells
"are for testing purposes only:' explains Dr.
Kyle. "Ibey are not used for drinking or indus-
trial purposes." Tritium, a byproduct of' the

nuclear power generating process, can be associ-
ated with cancer "but it has to he high levels" —
much higher than area residents would be
exposed to here, reports Dr. Kyle.

Talk about putting a new spin on that old tourism
phrase: -Ontario, Yours to Discover"'To discover pol-
lution that is. It shows off the other side of that
Canada -is -the -best -country -in -the -world -to -live-in
poll we like to brag about when the United Nations
releases it each year.
Ontario was rated the third. yes, that*s right. the
third worst polluter among the 61 states. provinces or
territories in continental North America by the recent-
ly released study from the Commission for
Environmental Co -Operation, an agency set up by
Canada, the United States and Mexico as part of the
North American Free Trade Agreement. Mexico pro-
vided only preliminary data and was not inclurZd with
Canada and the United States in the study's findings.

water and land pollution as reported under mandatory
conditions by companies. By the numbers provided for
this study, Ontario's record is dismal, far worse than
most people would imagine.
Only Texas and Tennessee ranked worse than
Ontario. Ohio, Louisiana, Illinois. Alabama.
Pennsylvania. Michigan, Mississippi and Indiana
ranked four through I I while Quebec was l2th and
Alberta was l7th, giving Canada three provinces in the
bottom 20. Imagine, California, Florida ( 14th) and
New York are a] I cleaner places to live in than Ontario!
For what it's worth. the study found the United
States contributed 89 per cent of the continent's over-
all pollution. But with 10 times the population, it
would figure the U.S. would 'provide' that level of
filth.
The question is: How do we change this?
Federal environment minister and Northumberland
MP Christine Stewart, who just took on the job a
month ago, says she'll assess the report and added.
"Perhaps we have been a little smug as Canadians. Frn
very concerned. as I believe most Canadians must be,
with such a negative report.'"
Ms. Stewart's Ontario counterpart, Norm Sterling,
said air quality standards in Ontario have been
"neglected for 20 years.- And Liberal MP and envi-
ronment critic Dominic D'Agostino, who represents
Hamilton, has claimed poor air quality kills thousands
in Ontario each year.
While the chemical fire in Hamilton puts pollution
at the top of the news for a few days, it's time we took
the problem more seriously. When the next report
comes out, jet's hope Ontario isn't in the bottom 10 *
Our governments must crack down on polluters, fin-
ing, even jailing those who break the law. The future
of our province depends on it.

Ms. St. Claire argues munici-
palities have the same power to
ban female public 'topicssness' in
the name of (sexual) assault pre-
vention as they have to ban lap
dancing.
Legally prohibiting women
from exposing their breasts in
public because their doing this
may be (deliberately) misinter-
preted by other people as consti-
tuting permission to touch them
in places (most notably, their
breasts) that they have not
explicitly consented to be
touched in is like legally pro-
hibiting strippers from lap danc-
ing because their doing this may
be (deliberately) misinterpreted
by other people as constituting
permission to touch them in
places (most notably, their
breasts and genitals) that they
have not explicitly consented to
be touched in.
Neither women who expose
their bests in public nor strippers
who lap dance should be sexually
imprisoned for the criminal behav-
ior of other people.
To quote feminist Louise
Murphy. "by placing the responsi-
bility and onus for rape on women
(be they ones who expose the r
breasts in public or ones who lap
dance), the essential prerequisite
of mutual consent prior to any sex-
ual advance has been obscured."

Give your ears
a break
I heard a brief item on the radio this
week about a scientist who determined the
noise we arc exposed to doubles every
decade.
I believe it. So do my ears. After all, I
had to crank up the volume in order to hear
the program over the sounds of a whining
hairdryer and blaring television.
Seriously though, our everyday life
today does seem to be filled with more
noise than life decades ago, rnost of it due to
our search for convenience.
People used to cut grass using people -
powered lawn mowers that required much
muscle power to use but made little sound,
other than a soft whir. Today, we use mow-
ers with noisy gas- or electricity -driven
engines that fill the air on summer days.
In the fall, the noise of leaf blowers dis-
rupts subdivisions. These incredibly noisy
machines are real nuisances to the ears. Of
course, they've been developed to replace
rakes. a much quieter but more labor-inten-
sive device.
Once the snow hits the ground in winter,
snowblower-, make their appearance,
assaulting our ear% once again. They easily
drown out the scrape of a shovcI and thL
puffing of the shoveller next door.
Our roads arc filled with an ever-increas-
ing number of cam trucks and motorcycles,
while our rivers and lakes are travelled by
powerboats and personal watercraft, all of
which contribute to noise pollution. Off-
road. there are three -wheeled Meational
vehicles, dirt bikes and snowmobiles to dis-
turb what quiet we have left.
Inside our homes, the noise level has
increased, too. The hand -driven mixer has
been replaced with motorized blenders.
QM'crowaves, dishwashers, clothes dryers,
rdryers, air conditioners, all make the
decibels climb.
For many people, these devices are
essential in their lives. They make tasks eas-
ier or faster.
But for the sake of our ears, maybe we
should try to do without sometimes. Hang
the clothes outside to dry on these beautiful
sunny days, rake up the leaves and enjoy the
exercise and fresh air in the autumn, wash
and dry the dishes by hand. Hey, some of us
still do all thiew things anyway! Just ask my
daughter.

Public school board assails 'limited' trustee a'Dbe'al brocess
The appeal process for trustee
distribution in Durham is not very
appealing, says the education direc-
tor of Durham's public school board.
School boards, Local Education
Improvement Committees (LEIC)
and municipal councils
have only 10 days to
appeal the decision of the
clerks of Oshawa, Whitby
and Pickering regarding
how trustees will be dis-
tributed in the seven
municipalities on the new
Durham school boards.
The appeal period starts
when the body receives a
copy of the distribution
report.
The appeals themselves
are limited, Grant Yeo,
education director of
Durham Board of Education, told
the board's LEIC Tuesday. Appeals
are allowed only about the method
of distribution and not about how
they wi I I be elected, he said.
"Running at large is a clerk's
decision:' he said. "It is not appeal-
able. The Education Improvement
Commission (the provincial body
which will rule on all appeals) will
not hear that. "
That means one of the
two reasons for Oshawa
council's appeal of the
clerks' final report is not
valid. Oshawa had
planned to appeal the loss
of two Oshawa trustees
and the fact that candi-
dates will run at large
instead of by wards.
The clerks' report gives
Oshawa three trustees,
Ajax, Whitby and Picker-
ing two each, Scugog une
and Brock and Uxbridge
will share one trustee. Currently, the
three northern municipalities each
have their own trustee. The clerks,

also how it would vary the clerks'
decision, he said. Any municipality
affected by an appeal will be notified
and allowed to comment, Mr. Yeo
said.

representation for their communi-
ties.
But giving them each a
trustee would take one of
two trustees away from the
more -heavily populated
Ajax. So Ajax will be noti-
fied and can comment to
the EIC about the appeals.

ity being successful in an appeal
unless there's been a major error in
determination.
LEIC member and board chair-
man Ruth Ann Schedlich said the
three clerks did a thorough job in
their calculations and followed all
the rules in making their reports.
"It is my understanding that they
thoroughly did their homework:'she
said. "I can't really see why Oshawa
would want to appeal."
"I really don't think the Oshawa
appeal has a leg to stand on," said
Oshawa trustee Audrey MacLean. "I
think it (the clerks' reporl) is the
only decision they could come up
with."
Mr. Yeo said the EIC has the final
say in all appeals.
Trustee distribution was required
since the board is being shrunk from
15 trustees now to I I after the
November municipal elections as
part of the Province's downsizing of
school boards.

**The biggest enemy to smart boat-
ing — drinking and boating — is one
the boater can control." the Red
Cross says in a press release.
Research in Canada has shown that
alcohol consumption was a factor in
at least 40 per cent of all boating
deaths.
"Alcohol affects your sense of
balance and reaction time:' the Red
Cross notes.
According to Coast Guard studies.
the sun, wind and waves dull reac-
tion times and other senses.
"Drinking alcohol while boating
more than doubles these effects.*'
warns the Red Cross.
"Your risk of falling overboard
increases dramatically and your
judgment in critical situations
becomes impaired."
Further. impaired boating is just
as serious an offence as impaired dri-
ving, says the Red Cross.
The Ontario Provincial Police
also reminds drivers of the danger of
drinking and driving. Last year. dur-
ing the Civic Holiday weekend, six
people were killed in traffic acci-
dents and four boaters died in Inci-
dents investigated by the OPP. On
the same weekend in 1995, the OPP
investigated eight roadway deaths
and seven boating fatalities.

be adequately instructed and super-
vised while enjoying the outdoors
and must be equipped with proper
safety gear. Serious injuries can
occur in such activities as bicycling,
skateboarding, in-line skating,
canoeing and windsurfing, notes the
OPP.
Adults must also make the right
decision about the use and placement
of child restraints in a vehicle and
remember not to expose smaller chil-
dren to the risk of harm from an air
bag.

your patch
of green
During the past decade, there has
been a virtual revolution in outdoor tex-
tiles. Fabrics for the outdoors are now
high fashion, rich in color and textures.
11wse materials are low maintenance
and weather-rcsistant. They can be dyed,
printed or woven with the same wide
range of techniques used to create all
those smashing indoor fabrics.
ACRYLICS
ALrylics are man-made outdoor fab-
fics that look and feel like cotton, but
have been formulated to withstand sun
and rain, resist dirt and mildew and
retain their handsome, vibrant colors.
Look for acrylics that are "solution -
dyed." This means the color has been put
in even before the yam is formed. Solu-
tion-dycing ensures the durability and
cleanability necessary for this fabric to
perform =rly.
VINYL -COATED POLYESTERS
Fifteen years ago, textile chemists
developed a polyester yam which they
coated with vinyl and wove into an
attractive, durable, opcn-mesh fabric. If
was stain -resistant, quick -drying and
allowed air to flow through. It looked
good to the eye arid was cool to the
touch - a maJor improvement over other
fabrics. Today, vinyl -coated polyesters
may be woven in an open mesh, or a
tight. dense configuration which , when
used as an umbrella, will provide almost
total protection from the sun.
PRINTED VML POLYESTER
This fabric is virtually a mirror image
of vinyl -coated polyesters. However, in
this case the fabric's pattern is printed on
the material rather than being woven in.
717his technique permits a total range of
colorful designs at a pleasing price.
VINYL STRAPS
Formulated from polyvinyl chloride,
vinyl straps create a durable, carefree
seating surface and are available in a vast
array of colors. They may be wide or
narrow, ftck, or thin. You can select
straps that match the frame color of your
furniture, or that provide a snappy con-
trast.Quality straps are made from "vir-
gin vinyl:' and give a bit when one sits
on them. Good straps are extremely
durable and rarely fail (they are used fre-
quently beside pools at major hotels and
resorts because of their durability).
OTIHER OUTDOOR FABRICS
The fabric types described above are
the four most popular. However, there
are many other good, serviceable fabrics
for the outdoors. Olefin is a woven fab-
ric that resists stains, mildew, fading and
abrasion. It lacks the softness of an
acrylic, yet is extremely strong.
You also may see a variety of combi-
nation fabrics. These are textiles that
blend two different types of yams, most
frequently vinyl -coated polyester and
acrylic.
