PICKERING — North Pickering may
sae have its own community btu to get res-
idents — particularly young People and
seniors — to facilities, programs and jobs
elsewhere in town.
The request for such a bus was made
recently to Council by some citizens from
the north. Councillors agreed to have Town
staff report on how such a service would be
run and how much it would cost. Town man-
ager of transportation Neil Killens says that
if Council agrees to it, the service may be in
place sometime this fall.
Mr. Kittens explains the Town would
provide an old Pickering Transit special ser-
vices bus, which would otherwise be sold at
auction, to the community. Though Picker-
ing Transit would help organize the service,
it would be up to residents to operate it and
provide drivers.
"We would continue to provide them
with ongoing maintenance to make sure the
bus stays in god running repair and is up to
tion:' he adds. Council would likely autho-
nze the bus only on a pike project basis at
first. which would be reviewed after about
six months to see if it should become per-

"There are many, many potential uses for
a community bus:" says Catherine Walker, a
public health nurse with the Durham Region
Health Department who lives in north Pick-
enng and has helped the residents come up
with their proposal for the bus. She says the
bus is particularly important for young peo-
ple, who are often unable to get rides to
facilities, programs and jobs in urban Pick-
ering and places like the Claremont Com-
munity Centre.
'"Ihe kids in Brougham can't get to (the
community centre) unless they've got a car,
and we don't want our kids hitch -hiking
because that's so dangerous:' explains Ms.
Walker.
She notes the bus could also be used to

Pickering family
fights for what's left

BY MARIANNE TAKACS
tirAFF RFPURT A
Imagine, for a moment, having a
member of your family severely
injured and permanently disabled in a
car accident. Think of your preeidus
child or mate rendered helpless,
unable to move or speak, yet still
there inside a cruelly damaged train
and body.
When it all seems too horntk to
contemplate a sccoxd longer. think of
what it would be like to discover that
though you want to do everything
humanly possible to make what
remains of their life as bearable and
happy as possible, seemingly immov-
able forces Nock you at every turn.
That's the way it has been for
many heartbroken familwes, including
the Arseniaults of Piekcring.
.,It is a hell 1 hope not toxo many
families will ever have to go
through:' ays Viola Arsenault.
Her daughter Jose was just 16 in
1993 when she suf cred head injuries
in a car accident. Jose first spent two
years in Toronto and local hospitals
not really suited to dealing with
someone suffering such severe brain
damage. Her devastated mother and
her father. Andre Arsenault. had to
fight tooth and nail to have OHIP pay
w send their daughter in January
1996 to the lake Elie Institute of
Rehahihitation (LEIR) in the U.S. for
inim'sive therapy and relhattilitation.

Jose would be taken out of bed to sit
for a while two times a week. As well,
no local institution could nearly
match the threrapy and care she is get-
ting at LEIR. Her dare schedule there
includes extensive range of motion
exercises every day, repositioning in
bed every two to three hours, getting
out of bed at least twice a day and fre-
quent changing of her splints to pre-
vent skin problems and the curling of

Having despaired of ever finding a
facility here they believe wtwki take
adequate care of Jose, her parents
want to bring her back to their home.
But they would need help.
As Ston as she is returned from
the U.S.. OHIP will no longer be

a limit of $-500.1100 within her life -
firm. That would probably pay for
eight -and -a -half -hewn of attendant
care per day at home. Community
agencies have offered services that
together with the insurance money
could provide: up to 14 -and -a -half
hours of care at home.
But Jose requires what amounts to

Members of the Arsenault family
have been making the six -hour trip to
visit their brain -injured daughter, Josh,
at the Lake Erie Institute for Rehabili-
tation in Erie, Pennsylvania every
weekend for a year -and -a -half now.
It's wearing her out but it's worth it
every time when they get there, says
Josh's mother, Mtola.

Laura Pfadt, a nurse at LEIR, con-
fines Josh does indeed appear to rec-
ognize her parents and sisters.
'She definitely smiles more when
her family's here, definitely watches
them around the room. She will even
verbalize what sounds like 'mama' at
times"
Even though at 20 shoe's severely
disabled as the result of a traffic acci-
dent and needs to be bathed, dressed,
diapered and fed, Dr. Mdya Kudva,
her physician at LEIR says Josd can
expect to live "a pretty normal lifes-
pan". Dr. Kudva says it's usually best
for people like Jost to be cared for at
home, where she can be in a familiar
environment, be monitored closely,
receive consistent care from the same
people, and avoid exposure to the
many bacteria and illnesses which cir-
culate in a chronic care institution.
What Dr. Kudva doesn't know is
how much of her environment Jose
comprehends.

because I can get her to smile at me. It

Mr. Killen says the Town's Transit Advisory Committee

set up an organization to manage the use of the vehicle because

The special services bus the Town is considering providing

not yet know how much the retrofit will cost or what amount of
money will be required to operate the community bus.

United Way goes
the right way
The United Way has dared to boldly go where it's
never gone before.
In hiring a full-time fund-raiser, the United Way of
Ajax -Pickering has taken a step that will be cheered loud-
ly if it succeeds and jeered roundly if it fails.
Ajax resident JoAnn Austin is being paid in the
neighborhood of 540.000 to 550,000 to ensure the 1997
fall fund-raising campaign collects at least $1,0-30,000.
The move makes perfect sense.
The United Way's annual fund-raising campaign has
been parked in neutral the past few years while the client
base of the member agencies has increase dramatically.
As United Way executive director Dennis Goulin
explains, "Basically our campaign has stayed in the area
of $900.()(x) to $1 million since 1989" while -the popula-
tion has doubled over the last 10 years"
This year. some ;9.000 Ajax and Pickering residents
are expected to require the help of the United Way's two
dozen member agencies. That's a lot of cash-strapped
agencies and needy people — battered women in emer-
gency shelters, shut-in seniors requiring nutritious meals.
children from separated families needing a father or
mother figure in their lives.
During strategic planning sessions this year, the
United Way board of directors looked at the increasing
reliance on money people donate voluntarily as opposed
to tax dollars in these days of government austerity, the
growing deeds of the community and the abilities of the
United Way and its agencies to meet those needs. It was
evident a fund-raising director was deeded to break the
51 -million mark.
lis true that Ms. Austin's salary will come from the
United Way's budget made up of funds donated by Ajax
and Pickering residents to help their reedy neighbors.
But if the organization can't raise enough money in its
annual campaign. the agencies would ha%c to raise the
money themselves. With the United Way hiring a fund-
raising director, that frees up the community agencies to
do what they do best — help the people who need help
right here at home.
Ms. Austin has a wealth of fund-raising experience
that helped wm her the position as fund-raising director
over 95 other candidates. She's worked on six United
Way campaigns in the Greater Toronto Area and Calgary,
organizing special events and mianaging corporate and
employee campaigns. And, the Ajax residern is comanit-
ted to chic community and knows how to do business.
having operated her own marketing communications and
public relations firms for the last 10 years.
We wish Ms. Austin well. We're confident she'll suc-
ceed. Two dozen agencies and 39.0(x) needy people aro
counting on her and on you.

Open invitation
to meet `faceless'
neighbors
I don't make a habit of replying to silly
commentaries but an article by your "manag-
ing" editor, last Sunday (July 6, Keeping An
Eye on the Giant Next Door, Steve Houston),
prompted me to respond.
The article amounted to another misrepre-
sentation of the benefits of nuclear power, it
used innuendo and errors of fact and the writer
appeared to deliberately play on the natural
human fear surrounding matters that average
people do not, or cannot, take the time to
understand.
To equate the explosive nature of fireworks
and the (potentially) explosive nature of nuclear
power border on irresponsibility. As an educat-
ed person. and a person in the position of influ-
encing others. Mr. Houston has a responsibility
to inform in an unbiased, direct and profession-
al manner.
The article spoke of conjuring images of the
interior of the plant, its reactors, copper tubes
(good follow-up from the admiralty brass issue
just examined), water racing to God -knows -
where. hissing and popping of aging equip-
ment, and electric power drawn from uranium.
Much of it inaccurate — indeed. The assertion
that faceless people in space-age suits shout
commands and provide hand signals to equally
faceless people in command and control centres
serves to discredit us all. The 'eerie" transla-
tion of fireworks booming and becoming
"explosions of a more sinister nature" is tanta-
mount to fear -mongering.
The faceless people spoken of arc your
neighbors and perhaps even your friends. They
arc people who read your newspaper. They are
people who have grown up in a society where
our industry Inas helped mankind in cancer
research and also significantly decreased the
amount of environmental contaminants released
to the atmosphere — by eliminating substantial
burning of fossil fuels. Our "faceless' employ-
ees serve in municipal politics, liaise with the
communities, volunteer for open houses, give
blood regularly to the local Red Cross, raise
money and material for charity but. contrary to
popular belief, we don't glow in the dark.
Many of our people live steps from the
Pickenng plant. 1 myself live within walking
distance of the Darlington Nuclear Plant. We
all drink the same water from Lakc Ontario that
everyone else does.
Mr. Houston's assertion of a newfound
respect for Durham Nuclear Awareness is not
reassuring. These people make a habit of taking
information that is reported in a responsible
public manner, twist it around, much as he con-
jures up in his article, throw it hack out to the
public and then show no accountability for
their actions. Once in a while they do point out
legitimate deficiencies in procedural processes,
but, more often than not, they usually expose
themselves as simple scare-mongerers.
His newfound skepticism of the people who
run our station is misguided. Since our last
open house on May 3, we have received many,
many letters of respect and admiration for the
cleanliness of our station. the obvious willing-
ness of our people to continue to do the right
thing, to work safely and to show their profes-
sionalism within this industry.
Perhaps one day, his son(s) will go to unj-
versity or college, they might even study
nuclear physics and they could become inter-
ested in the "splining of atoms" for peaceful
purposes. They, like all our children, do deserve
that education and that life that stretches before
them. My peers and I are committed to helping
allow them the ability to achieve that — along
with our dreams for our own children's futures.
Mr. Houston made a commitment to "inform
himself more fully of what goes on at our
power plant' I urge him to do so. I urge other's
to do so. The unknown breeds fear. So ... attend
our next open house in September, or, better
yet, come for a personal tour. We have excel-
lent tour capability and public relations person-
nel within Pickering. I would even be glad to
show him around myself, point out some of our
processes and safety features and... introduce
him to some of his 'faceless" neighbors.

Pickering's main library
to get new silent area
PICKERING — Preparation for silence at
the Pickering Central Library will require a little
noise first.
In August, building improvements will be
made at the library which will cause minor noise
and service disruption. They're being dune for
the long -planned addition of a silent study area,
for which Town Council approved funds this
year. Space for silent study has been a priority
request from users needing to concentrate on
research since the library opened in 1990.
A ¢lass wall will be installed to isolate the
western section of the library's first floor from
the remainder of the floor. As well. the smaller of
two open areas on the second storey will be
floored over to reduce noise and provide addi-
tional space for shelves. The library will remain
open through the construction work, though
access to some computers will tk limited for a
few days.
When it's completed, users of the new silent
study space will enforce the silence rule them-
selves, although staff will be able to view the
room from the outside.

As Pickering has been approached with waste manage-
ment technologies from both Canada Compost and Super
Blue Box, the following article entitled 'Whose Responsi-
bility' from my latest issue of Worm Digest. seemed an
appropriate message to share with vou. It also provides
insight into another country's problem uncovered when
Worn Digest editors visited India.
"An important. and perhaps often overlooked. factor in
the at -the -source processing of garbage is the r-sponsibili-
ty factor. Main systems developed by centralized govern-
ments in big encs, by their nature. help to distance the gen-
erators of trash from the garbage they produce. thol
allowing them to avoid taking responsibility for it. Instead.
garbage is removed by contract, treated at some distant
location and the producer is billed for the service. If cxpcn-
sive, centralized. high-tech solutions arc it) be avoided. the
responsibility is necessarily going to have to shift But.
without a shift in consciousness, this may not be po—thlc
Those who arc willing and have made that shift K,th in
mind and practice have come to the realvauom that
garbage. if handled properly, need not be wa,tcd .,Ti
indeed is a resource'.
In this issue (Worm Digest x 15). as
we take a look at the large and mcrcas-
ingly growl garbage problems in
India and elsewhere in the world, we
sex that a real solution may lic less in
technology and more in the respi nsir
bility factor. When individuals, busi-
ncsses, institutions and governments
arc willing to take responsibility for
their own wastes. there is far less
wastage and much more recycling of
resources, which greatly reduces the
problem at the source. In India, for
public institutions and individual fam-
ilies, there is no charge for waste col-
lection. Thus, due to this policy, a shift

Priest roughed up by collection plate thief Knife -wielding
BY STEPHEN SHAW
DURHAM SlAll
A thief with a devil-may-care out-
look on life robbed a local church dur-
ing Sunday morning mass and struck
a 62 -year-old priest who got in his
way, leaving a police officer wonder-
ing, "is nothing sacred?"
Cupping a handful of envelopes he
scooped from a collection basket, the
bandit bolted out the rear door at St.
Gertrudc's Roman Catholic Church.
at 690 King St. E., where he was sur-
prised by an equally stunned Father
Richard Vcltri, on his way to collect
the donations at 10:45 a.m.
Father Joseph Kelly. pastor of the
parish, was in the middle of his ur-
vice when. "I heard the priest (Father
Vcltri) yelling 'Help! Help!'* as he
struggled with the thief.
"As 1 was walking into the church
he was leaving with the envelopes and
I proceeded to try and stop him to get
the money back:" said Father Vcltri.
who preaches at the church twice a
month.
Father Veltri wrestled with the
thief but was overpowered and struck
in the mouth — he believes by an
elbow — during the brief scuffle.
"When 1 was trying to restrain him
his arm went up and hit me in the lip.
He was just too strong for me:' said
the clergyman. who suffered a
swollen lip but still managed to give
his sermon one hour later.
Meanwhile, as Father Kelh con-
tinued mass, several parishioners
j chased the hike -pedalling robber to a
nearby park, where he disappeared
Father Kelly said he continued the
service. "although 1 wasn't sure exact-
ly what was happening. 1 knew some-
thing was wrong when I heard the cry
for help, but I thought maybe an alter
boy had fainted.-
Father
ainted-Father Kelly estimated the stolen
donations, contained in envelopes
bearing the church's name, to he
between $ I (X) and $2(X). "Many of the
people making these offerings are on
fixed incomes and are making a sacri-
fice:' he said. adding the money goes
to the church's upkeep and to helping
others in need.
In fact, had the thief simply asked
the priest for financial help. "he
would have been welcomed to the
money.
"If the fellow had come to us for
assistance we would have helped him
out. But he didn't have to resort to
violence. I'm just glad no one got
hurt:' said Father Kelly. 48.
The robbery left the 3W -some
church -goers shocked and has made
Father Kelly realize holy institutions
..are not immune" from crime.
"We're going to have to look at our
security and not he as casual as in the
past. We have to realize that were are
as vulnerable as the corner milk store
or the bank. Unfortunately that's just
the way it is" He figured the bandit
must have either cased the church In
advance "or was in the right place at
the right time" to get the donations.
Regardiess, said Sergeant Jim
Grimley of Durham Regional Police,
the: robber must be "pretty desperate
to steal from a church and to strike a

..It makes you question the moral,
of some people. I mean• is nothing
sacred when it comes to thieves?*'
The thief, who left behind a basc-
hall-style Duquesne University cap, is
described as a white male in his 20-, j
with tanned complexion, dark brown
hair in a ponytail, about five-tcet ten -
inches and 160 pounds. He was wear-
