For little Meghan Primosig, who cele-
brated her first birthday earlier this month, a
guardian angel credited with saving her life
is the best gift she could have ever wished
for.

after 7 p.m. Wednesday.
The off-duty police officer was exiting
Knob Hill Farms grocery store on Hwy. 2
near Brock Road in Pickering when she
noticed a swerving car.
"My first thought was that (the driver)
was impaired or something was wrong
because she was weaving across the lanes of
traffic;' recalls Const. Carter, an Ajax resi-
dent who works out of 19 division in Pick-
ering. -

But as the car turned into the parking lot
at Knob Hill Farms, "I could see the look on
(Ms. Primosig's) face and knew she was in
distress. She was crying, 'My baby. My
baby's in trouble. My baby's dying."'
By the time Ms. Primosig pulled the
baby from her car seat, Const. Carter was at
her side, identifying herself as an off-duty
police officer and assuring her she would be
able to help.
" I did a couple of mouth sweeps because
she appeared to be choking;' recalls Const.
Carter, 36.
She then began cardiopulmonary resus-
citation. "After five or six breaths, she
breathed back into my mouth ... She started
to slowly whimper. It was really nice to see
her come back. There's something about
children... She's a precious little baby. I just
adore babies;' says the mother of two boys,
aged 13 and 11.
Meanwhile, Const. Carter had instructed
Ms. Primosig to call 911. "1 didn't want to
go;' Meghan's mother admits. "I didn't
want to leave my baby..By the time I came
back, she was sitting up and breathing"
Despite her training, Const. Carter —
who's been with the force two years and
whose husband has been with Metropolitan
Toronto Police 20 years — was happy to
hear the ambulance sirens approaching.

Region moves to protect Pickefing farm lands

MCKERING — North Pickering residents
are celebrating a victory in their battle against
urban development in the town's agricultural
preserve lands.
It came in the form of an amendment to the
Durham Official Plan requiring the Ontario
Realty Corporation (ORC), the provincial
agency which owns the lands, to register con-
servation easements on land titles it sells to pri-
vate ownership. The easements will require that
the land only be used in the future for purposes
currently allowed in an agricultural zoite.
ORC officials had already agreed in princi-
ple to similar easements or continued public
ownership for environnwntally sensitive or sig-
nificant lands and natural corridors in the pre -
serve.
_ The easement requirement was fought for
by the Green Door Alliance, an umbrella group
of residents' associations and environmental
groups with an interest in use and management
options for public lands in Pickering, Markham
and Uxbridge expropriated for an airport in
1972.

throat infection,
and doctors at the
hospital told her
convulsions may
occur when a
child's fever
accelerates at a
rapid speed. That
caused Meghan,
who was eating a
cheese stick, to
throw up and
choke.
Const. Carter
says this is the
first time she's
performed CPR in
an emergency, but believes strongly in
first aid training. "When a police officer
arrives on the scene, people start think-
ing everything's going to be OK:'
Const. Carter takes as much training
as she can and reads a first aid manual in
her spare time. "I don't want it on my
conscience that something tragic hap-
pened because I didn't know what to
do.

Though Ms. Primosig says she does-
n't know if she would have been able to
perform CPR if she knew how under the
circumstances, the incident has renewed
her desire to get training.
"I've called St. John Ambulance in
the past to get information about cours-
es, but one thing or another happened
and I never took a class. Now I am defi-
nitely going to do it:"

$900 to the Ajax -Pickering Hospital
Foundation this week from the pro-
ceeds of a trike-a-thon the kids took
part in recently. The money will be
used by the hospital for diagnostic

An local artist will join some of
Ontario's best at one of the largest art
shows in the Province.
Marianne Holden will display her
sterling silver jewelry at Art in the Park
`97 in Uxbridge, where about 120 artists
will gather to display their work.
The show is being sponsored by The
Uxbridge Tribune, a sister newspaper of
the News Advertiser. Proceeds go to
Uxbridge Cottage Hospital.
It's being held Saturday and Sunday,
July 19 and 20, from 10 am. to 6 p.m. in
Elgin Park on Main Street.
Admission to the show is $5 for
adults, $3 for seniors and $10 for a fam-
ily. Children under five get in free with
an adult.

Lorne Almack, a GDA director, likes
the easement arrangement because an
casement can't be appealed to the
Ontario Municipal Board as a zoning
can. As well, it can provide control of
land management beyond use so that, for
example, the land owner might be pro-
hibitcd from cutting out a woodlot or
damaging an environmentally -sensitive
area.
"The GDA has been researching this
,ince 1994:' says Mr. Almack. '"This is a
very modern idea, very innovative."
He notes similar arrangements have
been successful for preserving environ-
mentally sensitive and agricultural lands
in both the U.S. and U.K.
Tan Attridge, legal counsel for the
GDA, points out that in the U.S. govern-
ments have had to spend millions of dol-
lars to purchase easements for conserva-
tion purposes, while public ownership of
the north Pickering land is giving gov-
ernment here the chance to preserve the
natural environment without such a huge
expenditure.
"It's an incredibly unique opportuni-
<:' says Mr. Attridge.
The 2,000 -hectare agricultural pre-
serve consists roughly of the area of
Pickering east of the York and Metro bor-
der, west of Duffins Creek and north of
the Canadian Pacific Railway line above
Finch Avenue up to the Fifth Concession.
It was first expropriated by the
Province in 1972 for a community to
accompany the proposed Pickering air-
port and was designated an agricultural

The ORC is currently in the process
of selling off its lands in the area.
Mr. Almack says the Region's ease-
ment requirement will allow for the pro-
tection and preservation of some of the
best farm land in the country, which
includes a significant portion of 'class
one' agricultural land.

One issue that remains unsettled is
who will hold the easements, since the
Durham amendment states it will be the
Town of Pickering and/or the Region of
Durham.
Mr. Attridge expects in most cases
they will be in the hands of the Town.

Parents of developmentally -disabled chil-
dren who last week held a quiet demonstra-
tion outside Minister of Community and
Social Services Janet Ecker's constituency
office were invited inside Thursday.
While it's not the first meeting between
parents and the Durham West MPP, mem-
bers of the Durham Coalition of Families for
Support to Persons with Developmental Dis-
abilities are pleased Ms. Ecker listened to
their concerns.
"For three years, we have been told to be
patient:' the coalition said in a letter present-
ed to Ms. Ecker at the meeting in her Pick-
ering office. "Many families which have had
to cope unaided for years are now, in crisis
situations. with family members
suffering health problems and
stress-related illnesses as they have
struggled to care for their loved
ones with developmental disabili-
ties."
Ms. Ecker — who wasn't at her
office at the time of the demonstra-
tion — called Thursday's meeting
"very worthwhile" and says those
there "agreed on the need for better
communication about what the
ministry is doing to meet the needs
of parents -
She has asked the coalition for a
mailing list ol- parents interested in
learning more about ministry restructuring
and promises to arrange "a spe-
cial contact person to provide
information on policy issues;'

coalition about her role as minister.

It's time for
compromise on
labor dispute
More lines in the sand are being drawn between
the civil service and the provincial government
over labor law changes related to restructuring in
the municipal sector and school boards.
The legislation, which was introduced last week,
would set up two commissions to address labor dis-
putes.
But, it's curious to note Canadian Union of
Public Employees Ontario president Sid Ryan's
suggestion that "people are fed up with the politics
of confrontation" when an Ontario Public Service
Employees Union counterpart says they'll do
"whatever it takes to get this bill stopped ... or mod-
ified."
Somewhere in the middle, presumably, lies the
fertile ground in which compromise can be reached
over the Mike Harris government's controversial
labor legislation proposed at Queen's Park. And
that limited window of opportunity must be
exploited if both sides are to forego a potential
strike this fall that would see 180.000 public sector
workers walk out — 10,000 of them in Durham
Region.
On one side we have a Progressive Conservative
government committed to labor reform and
improved business efficiency and competitiveness
in the province of Ontario. On the other side, we
have public sector workers fighting for their
entrenched rights to collective bargaining and inde-
pendent arbitration.
But the rhetoric, as usual, is equally as damaging
to the process as the dispute itself. We encourage
CUPE and OPSEU members to abandon their cur-
rent strategy of brinkmanship and extend a hand of
compromise to the provincial government. We also
urge the provincial government to remain open to
what public sector workers are saying about the
effects this legislation will have on their member-
ship.
No one really wants a strike, least of all the peo-
ple who live and work here in Durham Region with
pride, professionalism and a commitment to those
they serve.
Surely, there is some common ground where
agreement can be reached.

Drivers of disabled kids need aides
To the editor -
I am a seasoned wheelchair
school bus driver and I transport
special -needs children.
I have often transported severe-
ly disabled children who along the
route became distressed and I was
unable to help them.
Becatrce of the Privacy Act, we
are not allowed to know anything
about the child. I could have han-
dled the incidents if 1 knew what to
do.
Because of the children's
severe disabilities, we as drivers
need pertinent information. A
medical emergency like a seizure
may occur en route to school or
home. We wouldn't know if they
are prone to these seizures or how
to handle them.
Special -needs drivers also deal
with children who pull hair, bite,
hit, punch, scream or spit How do
we handle this'? We are alone on
the bus with these children. How
can we effectively drive the bus
and handle these situations all at
the same time?
Sometimes the children don't
understand discipline, and other
times they know we can't disci-
pline them because we ate behind
the wheel of the bus. The solution
is to put an aide on the buses. We
treed that aide who can spot a med-
ical problem or control the behav-
ior. The driver can't control behav-

may last 20 minutes to an hour.
This may seem to be a short time,
but to a driver who is trying to con-
centrate on the road and not the
student, it seems forever. For every
time we take our eyes off the road,
we are at a potential risk of getting
into an accident.
The: recent fire on a bus in
Ajax could have ended tragically if
it weren't for the quick actions of
the driver and a bystander to help
remove a wheelchair-bound child.
What would have happened if that
bus was fully loaded with four
wheelchair students, and out on
some concession road some-
where' Would this driver be fortu-
nate enough to get all the students
off by herself? That's why there's a
need for an assistant on buses in
the event the driver needs help. As
well, there are non -wheelchair
mini -buses that transport approxi-
mately 19 special -needs students.
Can we expect one driver to escort
all those frightened children off the
bus? Some students would bolt
into traffic, some would panic and
not move.
Special -needs drivers take on
this job out of love for children.
We only want the journey to
school to be a safe and comfortable
one for everyone on the bus, which
may mean an extra hand to help us.

Shopping puts me
on spin cycle
She up and left the other day.
I'll admit I'd been a little rough on her. I would put
her through an emotional wringer over the littlest
things. After she'd do the laundry, for example, I'd
never thank her for the fine job she'd done cleaning my
clothes. Instead, I'd try to find some excuse for yelling
at her. "Where's my other sock?"
I must confess I'd been over-working her of late —
to the extent that she was burned out.
So, she hit the road and hopped in a truck as I
waved goodbye from the front window. She was gone.

But, I'm not the only one to blame for the break-up.
My better half was just as responsible. Heck, there
were days when my mate would do three, four, even
five loads of laundry. And, my better half's parents
who live with us didn't even use softener. Yet, we're
not totally at fault The washer's mate must take some
of the heat. After all, the dryer probably swallowed just
as many socks.
Despite that, we don't want to be too hard on the
dryer. He's still in mourning.
To relieve his grief, we've found him a good them-
pist and we've begun the arduous task of finding him
a new mate. We've perused an appliance's version of
Companions ads — Articles for Sale. We've checked
out department stores, shops that sell all types of
household necessities, including appliances, and out-
lets that sell appliances and nothing but appliances.
After visiting about 19 stores, we've narrowed our
search down to about 17 washing machines.
In the process, we've managed to put 17 washing
machine salesmen on spin cycle trying to match their
competitors' offers.
We've read all types of guarantees: "We guarantee
this washing machine will break down the day after
the warranty expires. You can sign on for the extended
warranty, at just $99.98 a year"
We've discovered that `the lemon pledge' isn't just
the name of a furniture polish It's also one retailer's
way of standing behind its products, "in the unlikely
event anything might go wrong".
We've found out that the 'Famous Brand Name #1'
washer that we liked so much at Store A isn't made in
Canada by the parent company of `Famous Brand
Name #1'. Or, so said the pitchman at Store B, which
incidentally didn't carry 'Famous Brand Name #1'.
So, the Maytag man may not be busy repairing
Maytags, but he's got his hands full fixing competi-
tors' products.
And, it's one of those competitors' products we're
leaning toward. As long as they throw in a dozen pairs
of socks.

PICKERING — The Pickering
Public Library is offering a number of
special programs this summer to keep
youngsters busy.
`Take Flight... Read' is a take-home
summer reading club for children six to
I I years old. Participants can earn free
items from McDonald's by reading in
their spare time and they will be invittrd
to play Library Bingo. Drop by your
local branch to register your child.
'Camp Read -a -Lot' is a reading club
for children up to age six. Participants
will receive a club tag, track their read-
ing with a bear paw stamp, earn coloring
sheets and take a dip in the Treasure
Chest. You can register your child for
the club at the Pickering Central Library
or the Bay Ridges or Rouge Hill branch-
es. Summer Storytime programs at the
Pickering Central Library include Talcs
for Two%. Drop in for a special program
of stories, songs and fingerplays with
your two-year old on Tuesday, Wednes-
day or Thursday mornings at 10:05 a.m.

OSHAWA — Although council has
adopted a policy prohibiting women to
go bare -breasted on some City proper-
ties. an Oshawa councillor vows to
continue her efforts to get the Supreme
Court of Canada to review the issue of
toplessness.
Central Ward Councillor Dina Dyk-
stra announced in late June she plans
on challenging an Ontario Court of
Appeal ruling handed down late last
year which is being interpreted as mak-
ing it legal for women to go topless.
"I don't back down from nothing;"
said Coun. Dykstra when asked if she
would reconsider her challenge in the
wake of the City's decision.

CLARINGTON — Any dog that's
attacked somconc without being pro-
voked will be declared a vicious dog
under a new bylaw passed by council
Monday.
The vicious dog bylaw means any
canine declared vicious would have
to be confined on the owner's prop-
ertv.
When the animal is off the
owner's property it must be leashed.
muzzled and under the control of

dent Viv Woolford told councillors.
"I think it goes a long way."
Mr. Woolford originally
addressed council in May and asked
for a bylaw protecting the communi-
ty from dangerous dogs.
He made the suggestion after his
daughter. Nadine. and her puppy
were attacked by a larger neighbor-
hood dog.
Nadine suffered injuries to her
hands trying to protect her puppy,
which was killed by the larger dog.
Another resident, Wayne Bel-
liveau also urged council to enact the
bylaw, telling councillors about an
incident where a neighborhood dog
ran out of its unfenced yard and
attacked his dog.
"Our children and our neighbor's
children have been living in fear
because this dog still lives on our
street and the fence is still not built;"
he said.
But Suzanne Stacey. a Rottweiler
owner, worried a particular breed
would be targeted under the bylaw.
..Our family concern is that a
breed or breeds will be named in this
bylaw;' she said.
"I just want the members of the
community to realize dogs aren't
made bad, there are just bad own-
ers"
Mr. Woolford stressed his concern
is only violent dogs. not any particu-
lar type.
"It's not a breed issue it's just
dangerous dogs;" he said.
The bylaw will require anyone
whose dog has been declared vicious
to have it photographed and identi-
fied by a microchip implanted under
the animal's skin.
The bylaw will be effective
immediately.

Girl seeks help to find
hit-and-run driver
WHITBY — A 15 -year-old Whitby girl who
suffered mina injuries after being thrown from her
bike in a hit and run last Friday is asking witness-

Rhoda Belich says she was crossing Garden
Street at Dundas at 8:15 p.m. July 4 with a friend
when she was "knocked off' her mountain bike.

says there is an ongoing investigation but says it's

Stolen car accident yields
driver; charges laid
PORT PERRY — An Oshawa youth surren-
dered to police this week following a late-night
accident just east of Port Perry involving a stolen
car.
At about 2 a.m. 'Iiresday, Durham Regional
Police report an officer was following a 1985 Pon-
tiac 6000 along Stephenson's Point Road on Scu-
gog Island when the car failed to obey a stop sign
at an intersection with Island Road.
As a result, the vehicle skidded across Island
Road and hit a fence and then a pile of garbage in
a driveway. Three occupants fled the scene, but
two returned a short time later.
Following a short investigation the name of the
driver was obtained and police discovered the car
had been repotted stolen July 7.
A 17 -year-old Oshawa youth surrendered to 17
Division in Oshawa the same day as the incident
and was charged with theft under $5,000, posses-
sion of stolen property tinder $5,000, fail to report
an accident, disobey stop sign and no driver's
licence.
An estimated $2,000 damage was done to the
car and $300 to the fence.

Pickering woman lauds
crackdown on drunk
drivers, unsafe trucks

PICKERING — A Pickering
woman whose brother was killed by
a drunk driver 15 years ago on July
12 says new provincial legislation
cracking down on impaired motorists
is good news.
And, she applauds tougher laws
for operators of unsafe trucks, claim-
ing she got into an accident caused
by a piece of ice flying off a big rig.
"Anything that stiffens the sen-
tences ... I'm all for." says Jaime
Brisehois.
"I really truly believe in stiffer
sentences for all drunk driving.
They're too lenient."
Ms. Brisebois' younger brother
Greg, was killed by a drunk driver in
Scarborough as the I 1 -year-old was
riding his hike when he was hit by a
car.
The driver was sentenced to three
years in jail, the stiffest sentence for
drunk driving handed out at the time.
but only served six months. Ms.
Brisebois says.
"It was a tough thing to go
through and (the actual time served)
was another slap in the face:" she
says.
" We were very close. Greg and I. 1
was like a second mother to _
him;' she says. "And then the I I
years we had were gone. I never
got Io see him grow up, get mar-
ried and have kids of his own"
She welcomes proposed leg-
islation that will see third -time
convicted drunk drivers lose
their licences for life and
increased penalties and fines for
all other impaired drivers.
The legislation can't be
passed until education and alco-
hol treatment programs for all
convicted drunk drivers are in
place. The government hopes to
have those ready next spring.

After her brother's death, Ms.
Brisebois worked for years with anti -
drunk driving groups and is disap-
pointed at how slowly society and
governments have been to strengthen
penalties and condemn drinking and
driving.
She believes everyone has to do
their part to eliminate impaired dri-
ving and make our roads safe.
"It's the same problem today and
it really hasn't improved much over
the years:' she says. "It's (drunk dri-
vers') whole attitude. They feel they
can get away with it"
Ms. Brisebois also likes the new
legislation that makes truck owners
and operators liable for tines of up to
$50.000 if their rigs lose a wheel.
"I'm all for stiffer rules for that.
Anything for safety."
Several motorists in Ontario have
been killed after their vehicles were
hit by wheels flying off transports on
highways.
Nis. Brisebois had her own experi-
ence with a flying hazard last winter.
She and her boyfriend, Fernando
Silva, were heading for Pearson Air-
port at 5:30 a.m. one morning in Jan-
uary to fly off for a holiday.
As they were driving along, dis-
cussing the flying truck wheel situa-
tion, something came at them, ending
up under their car.
"it lifted the car right off the tires
and spun the car around and up
against a guardrail.
"Now we were facing
oncoming traffic;" Ms. Brisebois
rccal Is.
When they got out of the car,
they discovered the object was a
e huge, round chunk of ice that
they believe flew off a truck's
spare tire as the ice was an exact
match for the hub of a wheel.
eThe car was damaged but
she and her boyfriend were not
injured.
They even managed to make
their holiday flight, after taking
a picture of the ice chunk.
But the incident strength-
ened her resolve to continue to fight
for safer roads in Ontario.
