PICKERING — Ontario Hydro's
release of a report on metals emissions
from its Pickering nuclear station and
other facilities around the province does
not diminish the need for an indepen-
dent investigation, according to Durham
Nuclear Awareness.
"They looked at a lot of aspects of
this but they didn't look at the legal
one;' says Irene Kock, spokesman for
the citizens' lobby group on nuclear
issues.
She maintains Hydro's admission
that its staff exercised poor judgment in
their handling of the emissions "is tan-
tamount to saying people weren't doing
their job" and further supports DNA's
call for an investigation under the
provincial Environmental Assessment
Act.
Neither is Ms. Kock impressed with
Hydro saying its top management and
board of directors were not aware of the
emissions.

More than 10,000 public sector work-
ers in Durham could join union members
across Ontario in a walkout this fall to
protest the Province's labor legislation,
says the Ontario president of the Canadi-
an Union of Public Employees (CUPS).
Sid Ryan told the News Advertiser
CUPS is hoping to avoid a province -
wide strike but says the government may
"give tis no choice".
CUPS, which represents 180,000
hospital, municipal and social service
workers in Ontario, held an "emergency"
convention earlier this week to develop
strategies to combat Bill 136.
Mr. Ryan says the govemment's labor
legislation will "destroy 50 years of labor
history," adding the legislation aims to
"take away independent arbitration... with
a view to lowering wages."

tigate itself.
"The recent release of the
Ontario Hydro Great Lakes
emissions report is as tainted
as the emissions from the
plant itself;" he says.
Coun. Brenner also insists
an independent review of the
emissions is needed.
But he suggests that in
addition to a provincial
investigation under the EPA,
there should also be another
review, perhaps conducted
by the International Joint

PICKERING — There's no evi-
dence human health has been hurt by the
discharge over 25 years of 1,800 tonnes
of heavy metals into the Great Lakes
from Ontario Hydro facilities like the
Pickering Nuclear Generating Station,
according to a report commissioned by
Hydro.
But the Hydro officials and outside
experts who wrote the report also con-
cluded more research is needed to con-
firm that, and there are -serious deficien-
cies" in Hydro's approach to its environ-
mental responsibilities. The investigation
results were announced at a Hydro news
conference at Queen's Park Tuesday
afternoon.
"There does not appear to be a strong
environmental ethic within Hydro's
nuclear business;' said Robert Ferguson,
the Hydro vice-president for quality who
headed the review team. "We have rec-
ommended that Ontario Hydro develop a
real sense of urgency about specific, inte-
grate and enforceable environmental
accountabilities at all levels of the com-
pany..
Mr. Ferguson said about 65 per cent of
the metals dumped into the lakes came
from the Pickering nuclear plant. At

which carry water
used as a coolant.
He noted the use
of brass in indus-
trial condenser
systems to cool
steam or liquids
was the industry
standard in the
1960s, '70s and
'80s.
The review
found no measur-

the drinking water quality in municipali-
ties surrounding the Pickering station and
no increased copper levels in fish near the
plant.
However, said Mr. Ferguson, the
review team found "gaps and inadequa-
cies" in Hydro's handling of environ-
mental matters.
He said accountability patterns are
unclear, internal reporting is poor and
"poor judgment" was exercised by Hydro
staff in not formally advising the Min-
istry of Environment of Energy when it
was discovered the condenser tubes were
emitting significant amounts of metal.
He noted the Hydro approach
appeared to be "to tell the MOEE the
minimum required".
Mr. Ferguson maintained there was
..no evidence of a cover-up- in Hydro's
handling of the emissions; there was only
"bad judgment"
The review team's recommendations
included the replacement of all remain-
ing brass condenser tubes at the Picker-
ing station by the end of 1999, replace-
ment of or a protective coating for brass
condenser tubes at other Hydro facilities,
and "detailed research" to be undertaken
by Hydro into possible adverse environ-
mental effects from the emissions.

ter, head of the independent panel of
experts who advised the review team,
admitted conclusions were based not on
any new investigation but on available
data that was "not as comprehensive as it
could be" but was "sufficient to enable us
to draw the conclusions that we have".
He also said more comprehensive
research should be done by Hydro to
answer questions such as where the met-
als emitted have gone if they can't be
found in the drinking water or fish.
Ontario Hydro president and CEO
Allan Kupcis described the review team's
findings as "more than disappointing and
absolutely unacceptable".
He vowed Hydro would move swiftly
to implement all the team's recommen-
dations. It's expected the new condensers
for Pickering will cost about $30 million.
" Mis report clearly shows there has
been a lack of respect at Ontario Hydro,
particularly in the nuclear business, for
the environment:' said Mr. Kupcis.
While the review found no evidence
of adverse health effects on humans from
the emissions, -it does not excuse the
way things were done at Ontario Hydro".

He says the legislation is "autocratic"
and will .wipe away the well-established
democratic method of deciding con-

Ministry of Labor, says the bill aims to
answer "labor relations issues" related to
the "restructuring process in the munici-
pal sector and sch(x)l board~"
The legislation, which was intro-
duced last week. would set up two com-
missions to address labor disputes.
The Dispute Resolutions Commis-
sion "will be permanent when the billis
passed;' says Mr. Maxwell. '"The DRC is
to replace the system of ad hoc arbitra-
tion with a permanent panel"
The legislation will also create a
Labor Relations Transition Commission
which Mr. Maxwell says will be a tem-
porary body to assist in solving issues in
the early stages of mergers. "We've tried
to design the legislation in such away
that the participants involved will have
the opportunity to negotiate;' says Mr.
Maxwell. "We've

Prove nuclear
neighbors safe
As if Ontario Hydro's nuclear division managers
don't have enough to worry about, now they must
deal with the admission the utility has dumped
tonnes of heavy metals into Lake Ontario in the last
25 years.
After a lukewarm Atomic Energy Control Board
endorsement for the Pickering plant in June when
the federal nuclear regulatory agency granted the
station a nine-month licence, damaging earlier
reports about slow response to plant safety
improvements and equipment upgrades, and nega-
tive peer reviews, Ontario Hydro officials now must
spend millions on new condensers to eliminate
metals emissions (the report indicated Pickering
was responsible for 65 per cent of the emissions).
To be fair, officials at the Pickering plant have
made a serious effort to meet safety standards and
deal with identified deficiencies in recent months.
But this latest revelation about metals emissions
is just one more indication in the eyes of the public
that something must be done to assuage fears and
concerns about the overall safety of the plant here.
Once again, (and we're sorry if we're harping)
it's time for a complete and independent review of
the station — from stem to stern — to ensure its
overall safety. And such a review, now at least,
should include a probe of the effects of these emis-
sions on Lake Ontario.
Bad news, piled on top of bad news, piled on top
of bad news is having a terrible effect on the people
who live in Pickering and Ajax. The time for sooth-
ing assurances about how safe we all are is over.

Make Rotary Park
a safer place
To the editor:
Now that Rotary Park in Ajax is busy
again, I thought 1'd make a couple of
comments about what my husband and I
experienced last summer.
One hot afternoon, when we were
taking a walk over the new bridge, we
discovered three young teenagcis diving
and jumping from the bridge into the
river. Although this is very dangerous,
and signs are posted not to dive or jump
off the bridge, a constant stream of
adults passing by ignored the boys, and
no one stopped to warn them that they
could be seriously injured.
My husband and I spoke with the
teenagers, but they just laughed it off and
said they did it all the time. We couldn't
convince them to stop, and on the way
out we met an employee of the park. We
discussed what had occurred, and asked
if he could talk with the boys. The
employee shrugged it off, saying that if
the kids didn't want to listen, then there
was nothing he could do about it_
My husband arid I feel Town officials
should take some control over kids div-
ing or jumping from this bridge because
it may just be a matter of time before a
child is seriously hurt or paralyzed, and
the Town ends up with a major lawsuit
on its hands. Perhaps the park authorities
can explain why they have no authority
over what goes on in the park?
On another occasion, my husband
and I were walking our bikes over the
bridge when two adults approached us
riding their bikes. There are large signs
posted to walk, not ride your bikes over
the bridge, but they o bviot sly didn't
Care, or were just too lazy to walk them
over the bridge. Just ahead of us, there
was a woman with a child in a stroller
and two very young children running
ahead of her. The man on the bike sped
by the children by inches, and we
thought the mart and his partner should
be ashamed of themselves for their self -
I unconcern in perhaps causing a little
one to be hurt. The woman with the
stroller shook her head in disbelief at
what had just happened and thanked me
for speaking up. She couldn't fathom
how callous stttirle people were to the
safety of others.
I can only hope people realize these
signs are there for a very good reason.
The park is a wonderful place for fami-
lies and it is up to adults to act in a
responsible way to make sure children
aren't hurt. Having worked for 13 years
at the Hospital for Sick Chikiren, I know
that more children are hospitalized or
killed by preventable accidents than any
Other cause. It's very disturbing to know
that so many of these tragedies can be

So I'm a grandmother now.
The blessed event happened almost a
month ago when my daughter was at the
shopping centre. She plunked down her
money eamed by babysitting and bought
herself a computer pet.

and grows each day, developing hair, feet,
external spine, arms and a tail as it ages. It
need~ to be fed, watered, played with.

regular basis, all of which is taken care of
by my 12 -year-old daughter.
But sometimes, a babysitter is needed.
The normal activities of a growing, active
girl sometimes mean there's no time; to
look after a virtual pet. ' I'herc's just no
way I can play basketball (or smcer or go
swimming or bike riding) and look after
Scottie (named after her favorite basketball
player) at the sarnc time and I don't want
him to die again so please Mom, please,
will you do it'.r'
Sigh. I say yes.
Knrnv what? This is easy. No diapers,
no bottles, no playpens, no laundry. He's
hungry? Just press a button. (He hates car-
rot_~ and apples, loves burgers and ice
cream.) Sick? Press another button and
he's better. Cranky'? There's another button
for hugs, games or air conditioning.
Getting him to read is easy — just hit
another one of those buttons. And he sleeps
through the night.
As I write this, everything is going well.
Scottie is 179 kilograms, nine days old and
an A-plws student. He hasn't died on me
yet, although this is the fourth, maybe fifth,
reincarnation of Scottie I'm looking after.
A trip to Ottawa for a family wedding the
weekend before Canada Day was nothing
but a series of disasters for the little fellow.
And then there was the time he expired
after being left in a car during a soccer
game.
At this week's soccer game, I was, of
course, asked to care for Scottie. There I sat
in my lawn chair at the side of a field,
watching the game and keeping an eye on
Scottie. Right beside me was my friend
Barb. And she sat in her lawn chair, watch-
ing the game and, you guessed it, keeping
an eye on her daughter's computer pet

Durham police

The Province is giving more than
$225,000 to Durham Regional Police as
part of a five-year program to enhance
community policing.
Solicitor General and Minister of
Correctional Services Bob Runciman
announced grants of more than $2.4 mil-
lion to 43 municipal police services
Wednesday in the third year of a five-
year, $25 -million Partners in Communi-
ty Sal'ety program. Durham Regional
Police will receive $226,488.
"Partners in Community Safety is a
valuable support to front-line police ser-
vices as we continue to take action
against crime," says Mr. Runciman.
Durham police had already budgeted
for the funding, says Detective Jim
Griepsma.
In the first year of the program,
Durham police hired some officers to
enhance community foot patrols and the
street crime unit. he says.
It also hired civilians to perform some
tasks, allowing officers to do more front-
line policing, says Dct. Griepsma.
The funding is also used to maintain
community policing's storefront opera-
tions and build rapport with businesses
Court officer
jailed 60 days
for assault
on youth
A special constable with the
Durham Regional Police Service has
been sentenced to 60 days in jail for
assaulting a young offender who was in
court custody.
Matthew Bacher, 30, a special con-
stable assigned to court security, was
sentenced Wednesday after being con-
victed on May 28.
Mr. Bacher, who has been
employed as a special constable for 16
months, was charged in August of last
year following an - incident which
occurred June 21, 1996 in an Oshawa
court.
The Durham Regional Police Ser-
vice Board will hold a hearing on July
31 to determine Mr. Bacher's employ-
ment status.
He has been suspended without pay
since November of last year.
Police force officials aren't com-
menting on the case "pending the
Police Service Board hearing," says a
statement prepared by Detective Jim
Griepsma.
Durham Regional Police hire spe-
cial constables to handle court security
and the transportation of prisoners,
says Det. Griepsma. They're not sworn
in as police officers and don't carry
firearms, he says.

a refresher childbirth preparation course
offered by Choices Childbirth Education
and Labour Support Services this fall.
The refresher childbirth preparation
series is aimed at people who may have
had previous birth experiences that can
cause fear and tension in subsequent
pregnancies. The four -class series will
focus on issues such as vaginal birth after
caesarean and pain management and will
enable women to do what they can to
improve chances for a positive birth
experience. The series will run from
Sept. 22 to Oct. 13 in Pickering. Class

AJAX — Jennifer Little isn't
ahsolutely convinced she wants
to be an actress, but fate seems to
he making the decision for her.
The 27 -year-old graduate of
Ajax High School hadn't acted
for two years and was beginning
to turn her thoughts to other
carer% when she received a call a
few weeks ago from Virginia
Reh, director at Fergus' Theatre
on the Grand. The result is a kev
part in The Foreigner, the IN,
atre's season opener which runs
mid-July.
Little got her start in acting at
high school under the direction
of Catherine Jones. As she puts
it: "I started going more frequent-
ly to the movies and I remember
thinkma 'I could do that."'
In her second year of high
school she auditioned for her first
part and from then until she grad-
uated in 1981 she was a regular
participant in school drama activ-
ities, playing roles in such
diverse productions as Romeo
and Juliet. Grease and The Mart-
ian Chronicles.
After graduation from high
school Little enrolled in the
Ryerson Theatre School from
which she graduated in 1993.
She acted professionally for a
couple of' years, huilding up in a
short time an impressne resume
of appearances at the SLIdhur\

Theatre Centre, Theatre on the
Grand and the Rainbow Theatre
as well as acting jobs on CITY
TV and Maclean -Hunter.
In 1995 Little took a break
from acting and travelled to Aus-
tralia and New Zealand. She
returned to Canada and enrolled
in Ethics and Law at the Univer-
sity of Toronto and will graduate
next spring.
Atter tuming down an offer
from Theatre on the Grand last
year, she was unable to resist
Reh's attempt to lure her back.
Reh remembered Little's appear-
ance a couple of vears ago in Last
of the Red Hot Lovers.
The part which tempt-
ed her is a demanding one
in which her character
moves from that of a
flighty southern belle to a
caring and protective
defender of the unfortu-
nate foreigner.
'Iiu facet that the part
required the accent of the
deep south was no prob-
lem, says Little.
"That was one accent I
studied in drama school.
When 1 heard the play
was set in Georgia, it
helped me make up my
mind"
At Theatre on the
Grand she shares a dress-
ing room with veteran
actress Patricia Yeatman,
whom she describes as a role
model, somebody who has man-
aged to raise four children while
pursuing a successful acting
career.
"I've learned a lot from
watching her;" says Little. "She's
serious about her profession but
is really fun to he around. -
Hatt Little made a decision yet
on her career? "Not definitely,
but I'm coming closer. As 1 get
nearer to graduation from U of T
I'm starting to think 1 may be
headed back towards the arts."
If so, that's gocxh news for
Canadian theatre.

Men in Black: Tommy Lee Jones,

My Best Friend's Wedding: Julia

tic comedy about two best friends,

Chris Farley kicks his way onto
the screen in his latest picture as the
great white ninja who isn't as great as
the prophets led their ancestors to
believe.
As a young boy Farley mysterious-
ly washes up on the shores of the
secret ninja island and has been
raised as a ninja himself. After all of
his other classmates graduate, he is
left alone to guard the village. Nico-
lette Sheridan then arrives in need of
a ninja. Since he is the only one
around, he offers his help, and even-
tually leaves the island to continue
his quest in Beverly Hills. Along the
way, he picks up a student, played by
Chris Rock, and gets into his usual
amount of smash -everything -around -
him humor.

When a movie has two separate
directors, it normally spells trouble,
but the ensemble cast of A Fish
Called Wanda does a fine job at hold-
ing the picture together.
Fierce Creatures is the new policy
of a British zoo that has just been
taken over by an American company.
They believe that violence will draw
customers, and therefore display only
violent animals to prevent it from
being closed down. When things
don't seem to be going as planned,
the zoo becomes highly commercial-
ized and, well, tacky.
The film is filled with subplots
played out purely to keep the audi-
ence entertained. However, since they
are mostly filled with innuendoes, the
PG rating may be a little lenient.
Don't let the fact that this isn't a fam-
ily movie keep you from seeing it. If
you were a fan of either A Fish Called
Wanda or Monty Python you will
enjoy the film. I checked my watch
three times.
JACKIE CHAN'S FIRST STRIKE

Jackie Chan fights for the Ameri-
cans for the first time in this movie
that has him travelling all over the
world.
Jackie is a Hong Kong cop who
accepts an important mission to go
undercover. He must capture an arms
dealer and return a nuclear weapon.
His adventures lead him from ski
slopes to the pools of an aquarium
and, just as his fans hoped, he does all
of his own stunts. This is the high-
light of any of his films.
After the disappointment of Super -
cop, Jackie Chan's First Strike is a
very entertaining film. It is unbeliev-
able that he is still alive after so many
accidents! I checked my watch two
times.

They call it their Giving Garden, but it might
also he called a garden of love.
Dozens of Sparks, Brownies, Girl Guides,
Pathfinders and Senior Branch members in the
;ix districts of Shoreline Division — which
,[compasses much of Ajax and Pickering — are
tcsling their green thumbs this summer in a
labor of love.
The girls, aged live to IH years, along with
their parents and leaders, are growing an assort-
ment of vegetables in the Shoreline Division's
Giving Garden. All items grown will he donated
to community groups, as well as Ajax -Pickering
General Hospital.
The project is the brainchild of Shoreline
Division deputy program adviser Lorri McLen-
nan and program adviser Suzanne Fernandez.
They started planning the garden last December
and have "had a great response" to requests for
donations.
"it was really quite overwhelming," Ms.
McLennan says of donations, including a piece
of land at Ajax Hydro on Taunton Road. The
Shoreline Division has also received seedlings,
trees. soil and gardening ttfols from several local
businesses.
Each district cares for the garden on a rotat-
ing basis. Groups weed and water the garden
twice a week and all participants are encouraged
to visit the garden on their own any time they
want.
When deciding which items to plant, each
district was given a theme. One for example.
chose to create a Pizza Garden, which features
green and red peppers, tomatoes, herbs and
onions. Other gardens include a Pumpkin Patch,
Pea Patch (vegetables that start with the letter
'P'). Herb Garden. Peace Garden (white and
yellow vegetables) and an Everlasting Garden.
The latter is made up of flowers which the
Shoreline Division plans to dry in the fall and
donate to seniors' homes f'or craft activities.
Planting day was admittedly "a little tough;'
says Ms. McLennan, who is -not in any way a
gardener."
But the girls have enjoyed their involvement
in each stage of the garden and are proudly
watching their efforts grow.
"The community has given to us; now the
girls, parents and leaders
are giving their time to this
garden so they can give
back to the community;'
says Ms. Mclennan.

When I'm feeling down, a little TLC can
work wonders to lift my spirits. And the
same is true fir my lawn -- it needs a little
Tender Loving Care to thrive in hard times.
By following the proper guidelines, you too
can avoid many lawn problems. This is the
OTC: the Objective Turf Care approach to
TLC.
If your lawn looks stressed, try to find
the root of the problem. What's causing the
symptoms? That's being objective. Here's
how to diagnose and solve a few common
lawn problems.
• A brownish cast and thinning lawn can
be caused by thatch, one of the major fac-
tors contributing to lawn problems. Thatch
restricts the flow of air. water and fertilizer
into the soil, weakening the lawn and mak-
ing it more susceptible to disease. If you
have more than a half-inch of thatch, rent a
vertical -cutting machine or core aerator and
remove it.
• Yellowing. another common lawn
problem, is due to lack of nitrogen since
nitrogen is the nutrient most needed by
lawns. John [here recommends fertilizing
a lawn even' year - if you haven't been
applying fertiliser. your lawn is probably
slTht1N and ma, he Ln,Nm�: a Iltilr
slower than I[ ii! IL ..'!; r. .,
the manufacturer's recommended rate your
lawn still has a ,yellow tint and slow growth.
the problem could be a lack of iron or an
improper pH (acidity) level.
A soil test will tell you exactly what
your lawn needs. 11' it's iron, applying iron
as a liquid spray or in combination with
nitrogen and sulphur should do the trick. If'
the pH level is the problem, add lime if it's
too acid and ammonium sulfate if it's too
alkaline.
• Elongated, circular spots with brown -
or straw-colored centres and black borders
indicate a disease called "Leaf Spot:' It
normally occurs from April to November
and most often attacks Bermuda grass, fes-
cue and Kentucky bluegrass. To fight leaf
spot, plant a mixture of sun- and shade -tol-
erant varieties of grass, improve aeration
and drainage, mow on the high side, and
don't over -fertilize.
Be sensitive to your lawn's "mood- and
ready to offer special care. If your lawn is
suffering from a disaster that OTC won't
fix, consult the lawn doc in your area -
someone at a nursery, a county extension
adviser or a university turf specialist. And
remember, whether it's TLC or OTC, a lit-
tle special care goes a long way!

Mountain Bike Race at Skyloft Ski Resort this
weekend.
Sponsored by several companies, the event
features Superfreak Downhill Races Saturday
with categories for cyclists from 15 years old
to over 30 and Superfly X -Country Races
Sunday with divisions for competitors from 10
to over 50.
Participants can get a feel for the course
during a supervised pre -ride Friday from 4 to
9 p.m. and a limited pre -ride Saturday, restrict-
ed while the downhill races are under way.
Registration for the downhill races will be
held from 9 to 11:30 a.m. Saturday. Cost is
$25 per rider. Races begin at I p.m. when the
cadet men aged 15 to 16 and junior women 15
to 18 tackle the hill. Action continues through-
out the day until the senior women 19 and over
and veteran men 30 and up race down the
mountain.
On Sunday, sign-up begins at 7:30 a.m. for
the first series of cross-country races for new-
comers of all ages that starts at 9. Cost is $15
for boys and girls 10 to 14 and $30 for riders
15 and over.
Registration starts at 9 a.m. for the expert
and pro races that begin at I I . Cost for cadet
expert men aged 15 to 16 is $35 while all other
pro and expert racers aged 17 to over 40 pay
$40.
Sign-up opens at I 1 a.m. for spore category
races that get under way at 2 p.m. Cost is $35
per cyclist for races open to people from 17 to
over 50.
Spectators are welcome to view the races
for free.
Skyloft is just west of Lakeridge Ski Resort

best efforts and an early goal by Kelly
Johnstone on a nice set-up pass from Katie
Painter was all that was needed for a 1-0
Ajax win.
In their first game against Whitby on
Saturday morning, the Warriors got hat tricks
by Sharon Cromwell and Raquel Murray,
two goals by Danielle San Martin and great
play from Kyla McDonald in an 8-2 victory.

The election is over, and we are set (or
stuck, depending on your perspective) for
another four years. Now is the time the
proverbial crap will hit the fan.
If you've been keeping an eve on the
dollar you've seen that it's getting killed. The

In general, the housing market is rea-
sonably strong, although not nearly as active
as we were led to believe. Prices have -risen
slightly, but contrary to what we are being
told, it is still a buyer's market, not a seller's.
