Anyone for a caber toss?

in Oshawa by pipe bands, dancers and
a 2,000 -pound Scottish Highland Bull
as organizers of the Highlands of
Durham Games announced details of
this year's festival.
"We were excited at the response
tact year;" says Stu Bcnncu, head orga-
nizer of Durham Region's first and
only Celtic festival. "It's made us
determined to make the second annual
games a total Celtic experience —
more pipe hands, more dancers, more
contests, more ways for the entire fam-
ily to get involved:'
Last year, the non-profit organiza-
tion welcomed more than 10,000 poo -

the attendance this year.
In true Scottish tradition, the 1997
festival will start with a charity golf
tournament at Mill Run Golf Club on
Thursday, July 24 with about 50 per
cent of the proceeds going to the North
Durham Hospice and the other half to a
foundation which will share future
fund-raising proceeds among other
charity groups in the area. (Committee
members hope to raise at least $5,(00
for the hospice. In a collaborative
effort last year, the Scugog Library and
the Highlands Golf Tournament
together raised over $9,000 for the
library.)
Following the festival's opening
ceremonies at the Port Perry Fair-
grounds Friday, July 25, the Bell Cana-
da Military Tattoo gets under way as
bands from across Canada and the U.S.
will march to the Port Perry Arena.
There, the participating bands includ-
ing Metro Toronto Police Band, the
City of Regina Police Band and the
Durham Regional Police Band will be

Task force hopes to enhance Pickering shore

PICKERING —An ambitious effort
to revitalize the town's waterfront has
been launched and the public is being
invited to join in.
The Waterfront 2001 Task Force on
the f tt ue of Pickering's lakeshom area
held its first public meeting 7lntrsday
night to introduce itself and its plans. The
approximately 50 residents whoirttetded
the meeting at the Waterfront Bitro at the
foot of Liverpool Road were tied to
join any of 10 sttboonunitteei being set
up by the task force in areas such as the
environment, trait planning and park
design, and the public may still do so.
"It's the start of something good for
Pickering," said task force chairman
Dave Steele. He hopes to have a report on
the group's findings to present to Town
Council in early October.
The task force consists of representa-
tives of the community, service clubs,
yacht chis, environmental groups, lake-
front t area landowners (including Ontario
Hydro, the Metro Toronto and Region
Conservation Authority (M7RCA) and
the Pickering Harbour Company), the

The separate school board
will ask the Province for an
additional two trustees after
its Local Education Improve-
ment Committee (L.E.I.C.)
decided Thursday to allocate
one of its eight trustees to the
northern community.
The L.E.I.C. also recom-
mended trustees run at large
in all municipalities in
November's municipal elec-
tion, which Durham Region

the Ajax trustee will serve
15,150 ratepayers and each
Pickering trustee will repre-
sent 9,200 ratepayers —
while the trustee representing
the North will serve 4,000
ratepayers. If approved, the
two additional trustees
requested would likely be
allocated to Oshawa and
Ajax. While Mr. Karwowski
argued parents arc concerned
mainly about curriculum no
matter where they live, trustee
Kathy LeFort — who repre-
sents Brock, Scugog,
Uxbridge and Port Peng —
says the needs of a rural com-
munity are much different
from those of an urban area.
"My concern is that the

gotten" if it was lumped
together with another munici-
pality, she explains. "We have

and dance while having dinner and a
drink at the arena's restaurant.
"We're particularly excited about
the quality and quantity of pipe bands
we've got coming this year," says Mr.
Bennett.
"There are 15 all told from near and
far. It's going to be grand."
On Saturday and Sunday, July 26
and 27 the focus turns to Elgin Park in
Uxbridge where there'll be everything
from sheep shows to Clydesdales hors-
es to Karaoke piping and dancing. An
interactive pa%ilion will be set up
where children from fi%e to 20 can par-
ticipate in activities like face painting
and boat building.
Adults, on the other hand, can test
their brawn in the amateur heavy
games where they can toss a caber or a
mallet. Don't worry, the smaller cabers
are only about 15 feet long and weigh
85 pounds.
The four-day festival wraps up Sun-
day at 6 p.m. following a ceremonial
ship burning and the closing remarks.
Organizers guarantee this year's High-
land games will be unforgettable.
"It could be a major event in Cana-
da and North America;' says Mr. Ben-
nett. "People come from all over the
world for these events"

pate in the charity golf tournament at
Mill Run on Thursday, June 24 can
register in advance by calling the

Cost is S 125 per golfer and includes
fees, cart, dinner and prizes. Dinner
only is $50 in advance.

The L.E.LC's recommen-
dation to allocate a trustee to
the North is based on a num-
ber of criteria, including geo-
graphic area, number of
ratepayers and historical rep-
resentation. The North has
had its own trustee since
1988. According to that crite-
ria, the North is entitled to 0.4
of a trustee. The L.E.I.C. met
with clerks from Oshawa,
Whitby and Pickering — the
Region's three largest munic-
ipalities — Friday morning.
The clerks will put together a
report for the board, which
will then have three days to
comment on that report
before the clerks recommend
how trustees will be distrib-
uted. Board director of educa-
tion Grant Andrews must sub-
mit the clerk's final report to
the Province's Education
Relations Commission.

Pickering robbery
after shooting threat
PICKERING - Two adults and
two teens face robbery charges after a
17 -year-old Pickering boy was
mugged Saturday night. -
Durham Regional Police said the
victim was walking near Sheppard
Avenue, in the area of Dunbarton
High School, when a van carrying
four male occupants stopped along-
side him.
Police said two of the occupants
got out of the van and robbed the teen

of his wallet after threatening to
shoot him. No weapon was seen.
A short time later patrol officers
stopped a van, matching the descrip-
tion of the one used in the robbery, at
Whites Road and Hwy. 2 and arrested
the occupants.
Charged with robbery, said police,
are Nirvaan Persaud, 19, of
Forestview Drive, Shoab Zafar, 20, of
Oakburn Street, and two boys ages 15
and 16. All are from Pickering.

Two Durham communities join program putting young people back to work

A new federal government pro-
gram is helping young men and
women gain "experience" in the
workplace, while also strengthen-
ing national unity by introducing
them to a new part of the country.
Established by the Council for
Canadian Unity. Experience Cana-
da is a career development pro-
gram for unemployed or underem-
ployed 18- to 29 -year-olds making
the transition from school to work.
The 10 -month program begins and
ends with intensive training for
participants, sandwiched around a
six-month work term at a compati-
ble Canadian business.
The program starts with an ini-
tial two-week training session that
covers skills such as communica-

and basic computer use during 120
hours of study.
From there, individuals move
on to the work experience and
receive $250 a week. $100 of
which goes to their residential host
who provides room and board.
They also work on unity by
becoming actively involved in the
community through volunteer
work and other events.

da. "The company has to really
define the position because it has

Twenty students have recently
become the first to complete their
Bachelor of Education degree in
adult education from Brock Univer-
sity through Durham College with-
out the instructor physically in the
room.
The 1 1 Durham College staff and
nine community participants
received their five -course require-
ment from Brock instructors and
guest lecturers entirely by way of
videotapes. The tapes, produced by
TV Ontario, are integrated with
class discussions and assignments
through an on-site facilitator.
The part-time professional devel-
opment program for teachers of
adults is held Friday evenings and
on weekends to accommodate those
who work full-time and are unable
to attend day classes.
"The weekend schedule provides
an excellent opportunity for Durham
staff to pursue their degree because
of the convenience and the opportu-
nity to work with colleagues;' says
Margaret Greenley, one of the par-
ticipants.
The next course starts in Septem-
ber with classes running on alternate
weekends with meetings on Friday
evening from 5 to 8 p.m. and Satur-
day from 9 a.m. to 3 p.m.
The cost of the program is $900
per course.

Inquest into Bowmanville
murders won't `lay
blame': Coroner

An inquest into the brutal murders of
a six-year-old Bowmanville girl and her
adopted grandmother will reveal "the
truth" behind the tragedy — but finger -
pointing won't be permitted, vows the
coroner heading it.
A hearing is to find out what hap-
pened, what is the truth. It is not to find
fault... We're not here to pant fingers or
lay blame;' Dr. Peter Clark, regional
coroner, said at the beginning of pro-
ceedings Thursday. The inquest was
called last year to examine the circum-
stances behind the April, 1996 fatal stab-
bings of Jennifer Koval's'kyj England
and Marian Johnston, 79.
Ronald England, Jennifer's adopted
father and Mrs. Johnston's biological
son. stabbed the pair more than 100
times inside their Duke Street home.
Mr. England admitted to the killings
in January this year and was found not
criminally responsible because of mental
illness. Diagnosed as suffering from
paranoid schizophrenia, Mr. England —
who court heard stopped taking his med-
ication and believed his victims had
become Satan — was ordered institution-
alized for an indefinite period.
From the time she was born to the
tirne she was killed. Jennifer had been at
the centre of separate custody battles
waged by her biological father, mother
and grandfather. At an early age she was
placed in the cane of Mr. England, ini-
tially thought to be her biological father.
The inquest will look at, among other
issues, the role child -protection agencies,
such as the Metropolitan Toronto Chil-
dren's Aid Society. played in caring for
Jennifer.
"Jennifer could be alive now. I want
to discover why it happened and I want
other people to know how and why it
happened to prevent other possible
tragedies. It will be an achievement;'
said Jennifer's grandfather, Maryan
Koval's'kyj, among the individuals and
organizations granted standing at the
inquest on Thursday.
Every time he sees a young child in

killed — and wonders if such a tragedy
could occur again.
"Even though Jennifer is gone we
should all be responsible and do every-
thing we can that is possible to prevent a
similar tragedy from being repeated.
A child is a child and he or she needs
protection:' he said.
In addition to Mr. Koval's'kyj, his
daughter, Jennifer's biological mother,
Yaroslava Kowal's'kyj, and a lawyer for
Joseph Cattan, who is Jennifer's biologi-
cal father were also granted standing at
the inquest, meaning they can participate
fully in the proceedings and are allowed
to question witnesses.
Representatives for the Ministry of
Attorney General, Durham Access to
Care, Metropolitan Toronto CAS and
Ministry of Social and Community Ser-
vices were among others granted full
standing. The inquest gets under way
Sept. 15 in Ontario Court, general divi-
sion, in Whitby. It is expected to last
three months.

Small Darlington leak

CLARINGTON —A 3,000 -litre fluid leak at
the Darlington Nuclear Generating Station
forced operators to shut down one of its four
units last Tuesday, but officials say it poses no
threat to the public.
'M leak was contained because we have
dikes and sumps to contain any type of leak
within the facility;' says Bob Strickert, nuclear
station vice-president.
The fire-resistant fluid used in the hydraulic
systems of the turbines began leaking out of a
faulty valve on top of the unit's fluid tank after
the units were restarted following a six-week
shutdown for routine maintenance and testing
of the safety systems.
"We have to take the entire station down
every 10 years to check these components;'
says Mr. Stricken, adding this was the first time
the station had undergone this procedure. "lire
outage took a bit longer than we anticipated but
we did a lot of work that will prevent future
maintenance shutdowns on other parts of the
station"
The unit was back on-line by Friday morn-
ing, but Hydro officials plan to run the reactors
at 55 per cent capacity until later in the summer
while staff complete maintenance under way
and make changes to some of the control mech-
anisms.
According to Hydro spokesman Terry
Young, the public shouldn't notice any disrup-
tion of service.
Durham nursing homes
shut out of funding boost
Durham Region's three homes for the aged
will go without an increase in funding while
nursing homes across the province will share a
$100 -million boost to seniors' care announced
earlier this week.
Liz Powell, the administrator of Beaverton's
Lakeview Manor, is temporarily working as
director of seniors in the region and says nei-
ther Whitby's Fairview Lodge, Oshawa's Hills-
dale Manor nor Lakeview Manor will receive
any additional funding from the Province as a
result of the increase.
"We've had our funding red -circled since
1992," she says, adding while the announce-
ment does not mean any extra money for
Durham's facilities, "it means losing less"
Ms. Powell says funding for the Durham
facilities was cut by $7.1 million in 1992 and
says the announcement means they may not
have to lose as much. However, while she says
nursing homes across the province were to start
receiving new funds July 1, she says "we don't
have the details yet"
Cynthia Janzen, spokesman for the Ministry
of Health, says the allocation of funding was
based on need. She says the government is in
the process of bringing funding for facilities
"into line."
"The large majority of long-term care facili-
ties will receive more funds but not all of
them," she says, adding only 30 of the
province's 493 long-term care facilities would
not receive funds.

New GTA
board a bust
The Greater Toronto Services Board would do
nothing but suck money out of Durham Region and
would offer precious little to citizens in this area in
return.
That's the only conclusion to be reached after
the GTSB's makeup was kicked around by Durham
Region Council last week.
The major problem with the GTSB is it looms as
a fifth level of government. Ostensibly it would
take over some of the regional level powers and
would combine representatives from the five
regions (Halton, Peel, York, Toronto and Durham)
on a 28 -member committee. Durham would get
just three representatives while Toronto would
have 14.
The GTSB would control inter -regional (GO)
transit and would push for economic development
throughout the GTA.
But there's more on the table.
Several Toronto councillors, such as lack
Layton, have suggested the GTSB would co-ordi-
nate sharing welfare costs throughout the five
regions. That means Halton, Peel, York and
Durham would be forced to subsidize the much
higher welfare costs of Toronto. It's easy to see
that property taxes locally would jump consider-
ably to cover welfare (and other) costs in Toronto.
In short, no gain for Durham taxpayers, but lots
of pain.
Durham Region councillors, who voted 18-6
against the currently constituted GTSB, did so out
of concern for the welfare of their own local con-
stituents. We like the current makeup of regions
and feel there is a balance between municipal con-
cerns and what's best for Durham as a whole
through a regional council.
The GTSB will only work if it is a non -govern-
ing body with a role as an advisory board. It may
work to help co-ordinate more business for GTA
members and it could help cut costs across the
board. But it isn't fair to ask Durham ratepayers to
subsidize downtown Toronto when there just isn't
much coming back the other way.
We hope the Province looks at alternate solu-
tions because forcing the 905 regions to pay for
Toronto's problems is a step in the wrong direction.

Governments can pass
laws against baring breasts
To the editor:
Re the claim by municipal
governmcnts that they are con-
stitutionally prohibited from
legislatively addressing behav-
ior — to wit, public nudity —
which has been addressed in
the Criminal Code of Canada.
After an Ontario judged
ruled in February of 1994 that
lap dancing was not a legally
indecent act, municipal govern-
ments throughout this province
enacted bylaws prohibiting it.
How, then, is it that the Ontario
Court of Appeal's ruling last
December that women's public
exposure of their breasts for
certain reasons is not a legally
indecent act effectively pre-
vents these governments from
enacting bylaws or, for that
matter, the provincial govern-
ment from enacting a law pro-
hibiting women from publicly
exposing their breasts for these
reasons? (During the 1995
Ontario election campaign,
Mike Harris piromised that, as
premier of this province, he
would legally prohibit lap
dancing if the ruling legalizing
it were not overturned on
appeal-)
Public exposure of women's
breasts is as serious a public
safety and health hazard as lap
dancing, given that a woman
could be assaulted as a result of
baring her breasts in public. If
the aforementioned municipal
governments do not enact
bylaws prohibiting women
from baring their breasts in
public, it is because they do not
want to legally prohibit women
from doing this.
Incidentally, do feminists
consider it tsexually discrimi-
natory that the Criminal Code
of Canada prohibits female
strippers from choosing to
allow their customers to touch
their breasts whereas it does not
prohibit male strippers from
doing this?

Some problems
need ironing out
It's already July and there was simply no putting it off
any longer. 1 had to face the triangular tyrant waiting for
me in the laundry room beside a humongous pile of wrin-
kled summer clothes.
People who are domestically challenged in some way
will doubtless understand my dread — those of you who
always manage to suck up the rug fringes when you vw-
uum, who go through an entire tube of Krazy Glue to
repair the furniture you damage while dusting, who meed
a fine extinguisher as well as a wok when you stir fry.
Those jobs arc all tough, but I've learned to handle
them. The prospect of having to do a load of ironing,
however, tams my knees to jelly. I can play the piano. I
can windsurf. I can even kind of use a computer. But if
you want to get the wrinkles out of your shorts, don't call
me.
Unfortunately there's no one I can call either, since my
honey would scrub the toilets, mow the lawn and have a
root canal done on the same day rather than iron a single
hankie_
So on the weekend I finally went downstairs to con-
front my nemesis. The steamy little beast was obviously
expecting me. It sat upright on the ironing board, casual-
ly dangling its cord and squinting at me through its steam
holes, daring me to plug it in. When I did, it responded
with a sinister hiss. I grabbed a dress from the top of the
pile.
1 won't horrify you with the appalling details. Suffice
it to say the beast would not be tamed and I added more
wrinkles to the unfortunate garment than I removed. Half
an hour after I started, the one dress was done, and it
looked as if some halfcrazod insomniac had spent the
night tossing and turning in it.
I know what you're thinking. "It's her mother. She
must have been a woman of loose morals who was never
there to teach her daughter the important things in life."
(Honestly now, how many of you even thought of blam-
ing my father?) But you're wrong. My mother's a nice
lady and she gave it her all, providing both thorough
explanation and live demonstration of ironing technique.
Others have also tried to help. When I went to Greece
with some friends on a post -university blowout trip —
more years ago than I care to relate here — my pathetic
fumblings with the travel iron elicited all kinds of syngw
thetic advice. Finally however, my best buddy could bear
to watch no more and starved ironing my stuff for me.
I don't know how much longer I'll be able to go on.
After all these years it's obvious fiutlter, practice will not
improve the sitilation. There is always, of coarse, the pos-
sibility the problem is psychological, and I have consid-
ered counselling. But that's no solution either— I simply
haven't been able to find a theist who takes small
appy- - ..

bantams roll to
second tourney win
For the second year in a row, the Durham
Dragons bantam rep inline roller hockey team
won its tournament.
The Dragons organization hosted the Koho
Cup in Pickering in late June and the bantams
won four games and tied another to claim the
title.
The team opened against the Durham Out-
laws from Oshawa and the Dragons won easily
9-0. Scoring were Rob Ruznisky with three. Jeff
Milroy and Scott Oldfield with two each. and
K}'le Whitfield and Steve Darlow with singles.
Ruznisky was named the Dragon's most valu-
able player of the game.
Playing the Brampton Radicals next. the
Dragons came out roaring and pasted their
opponents 16-0. Ruznisky had five goals, Joel
Ward. Whitfield and Mike Ryan netted two
apiece, while Steven Gonsalves, Milroy. Bran-

Durham played its arch -rival from Kitchener.
the same team the Dragons played in the finals
of the 1996 Koho Cup. The game finished in a
4-4 tie and Ruznisky scored all four Durham
goals.
In a two -game total points championship
round, Durham again faced Kitchener and in the
first game the Dragons prevailed 5-1.
Ruznisky paced the Dragon attack with two
goals, while singles were scored by Ryan, Whit-
field and Darlow, and the MVP was Brandon
Oldfield.
Solid team passing and goaltending helped
the Dragons win the second game 4-2. Ward led
the attack with two goals, and singles were net-
ted by Andrew Darlow and Ruznisky. Goal -
tender Ryan Kelleway was the MVP for the
game.
Ruznisky was named MVP in the champi-
onship series.
The tournament win qualifies the Dragons
for the 1997 Ontario In -Line Hockey Regional
Championships from July 1 1 to 13 in Waterloo.
If the Dragons win that event, they qualify for
the national championships in London from
July 30 to Aug. 2.
Team members are Joel Ward, Mike Ryan,
Steve Gonsalves, Brandon Oldfield, Ryan
Kelleway, Eric Brown, Jeff Milroy, Adam Bar-
low, Scott Oldfield, Kyle Whitfield, Steve Dar-
low and Rob Ruznisky.
Andre Darlow was called up from the pee-
wee (eam.
Coaches are Rick Oldfield, Frank Kelleway
and Paul Barlow, while the team's sponsor is the
Bank of Montreal.
In the tournament, the Durham Dragons ban-
tam, peewee and novice teams won their divi-
sion, while the tykes and atoms played in the
championship games.

The Children of Augusta 'Nan' Fletcher are sad-
dened to annotunce the passing of their mother on
Friday July 4, 1997 at the Extendcare Nursing
Home, Oshawa. Both February 15, 1902 in Bradford
Ontario, she is the dearly beloved wife of the late
Charles Ivan Fletcher. Loving mother of Eleanor Mc-
Veigh, Donald Flek2ter and his wife Bernice, Loa
MCWhirter, and the late Marion Jackson. Lovingly re-
membered by 13 grandchildren, 14 great grandchil-
dren, 8 great great grandchildren, many nieces and
nephews and her numerous friends and neighbours.
A Funeral Service was held at St. Andrews Pres.
bylerim Church on Monday July 7, 1997. Cremation.
Interment of Cremation in Erskine Cemetery, Pick-
ering, will follow at a later date. I desired, in lieu of
lowers, memorial donations made to the Heart and
Stroke Foundation or the Charity of your choice will
be gratefuly adarowledged.

surrounded by his loving family on Sunday , July 6,
1997 at the Toronto General Hospital. Emie was
bom an April 24, 1945 in Guyana, he was the only
son d the late Bassam Leroy and Eithne Carto. He
was the devoled husband of Loraine (Boyce) Carto:

ther of Nicholas Carto: and brother of Patricia
(Carlo) Yteira and the late Rosemarie Carto. His
family feels that Emest was one of Bre greatest men
that ever lived and was Brei special hero. Ernest
will be sadly missed and forever remembered by his
