PICKERING — Town councillors
have passed a bylaw to protect them-
selves and Pickering staff from
financial loss in case they are
sued for acts or emissions com-
mitted in the course of their
Town duties.
The bylaw passed by Coun-
cil Monday requires taxpayers
to assume the cost of defending
every councillor and employee,
pay any damages and costs

PICKERING — Local transit riders
should no longer have to fumble through their
wallets and purses for bus fare as of this fall.
That's when Pickering Transit plans to
introduce new automated fare technology on
Town buses which will allow passengers to
pay for their ride using a small plastic 'smart
card'. On Monday, Councillors approved
spending about $290,000 to bring in the new
technology, about half of which will be paid
by the Province.
"Basically, this is a plastic card that con-
tains a computer chip that is able to store cash
value;' explains Town manager of transporta-
tion Neil Killens. "Each time you use it the
amount of the fare is deducted off the card.
The main thing is the convenience of not hav-
ing to dig for change all the time"
While cash fares will still be accepted, card
users won't even have to hand their card to the
driver, 'swipe' it against anything, or even
take it out of their purse or wallet.
"You just have to wave it in the proximity
of the reader on the bus," says Mr. Killens,
noting that can be accomplished while the
card is still inside a bag or billfold.
Pickering Transit expects the cards and
accompanying equipment will increase rider-
ship and pay for themselves within about two
years. In the long term the technology should
save on transit operating costs because there
will no longer be a need to print and distribute
transfers, tickets and monthly student passes.
Other advantages for Pickering Transit should
include improved cash control and audit capa-
bility and better information on transit perfor-
mance and use patterns.
The approximately $290,000 to be spent
on the smart card system will cover the pur-
chase of 29 on -bus validator units, three
point-of-sale units with modems, database

Carting the future

Regular transit fares of $1.50 for
adults, $1 for students and 50 cents tier
riders connecting to GO trains will not
be affected by the smart card technolo-
gy. However, Mr. Killens says the
cards will allow Pickering Transit to
offer a wider range of fares, which
could include frequent rider discounts,
time -of -day discounts and other pro-
motions to encourage ridership. He

Users will be
able to get their
cards at the Pick-
ering Civic Com-
plex and other
yet -to -be -determined locations, which
might include the Pickering Recre-
ation Complex and the Pickering GO
train station. They will be able to
replenish the monetary value stored on
the cards on Town buses. The cards
can't be given out on the buses because
an activation code has to be pro-
grammed for each one.
Ajax Transit, which participated in
a smart card pilot project involving the
provincial Ministry of Transportation,
has already been successfully operat-
ing a similar system for about five
years. When they approved the new
cards, Pickering Councillors noted
having the technology here will make
it easier to eventually amalgamate
Ajax and Pickering transit services.

it -there is a case and the public is paying
the tab'" she asked in a later interview.
Coun. Senis was also opposed to the
back -dating of the bylaw to cover any
legal cases which may have arisen since
January, 1996.
She said the Town should continue
to deal with each case as it arises, based
on "individual merit", or at least the
hylaw should be "more stringent" and
place a limit on the amount of legal
costs it would cover.
In a June 18 memo to councillors,
Town solicitor Penny A'N ager explains
the rectum for back -dating the bylaw is
because "there have been some signifi-
cant issues which took place after Jan.
I, 1996 which resulted in threats of liti-
gation being made...] assumed that this
Council would want those issues cov-
ered under the bylaw just in case they
should result in litigation in the future
against them or memhers of staff' per-
sonal ly "
The bylaw stipulates the Town has
the right to select lawyers for the cars
it coven. However, the bylaw does not
cover legal proceedings related to
actions of councillors or staff which
result in charges under the Municipal
Conflict of Interest Act or the Criminal
Coxal or in a conviction under a lural
or provincial statute; or legal proceed-
ings which arise out of conduct which
Council deems to constitute "a wanton
or malicious, or fraudulent wrongful
conduct".
In the Novacor case, the Town had
sued the road construction contractor
for the return of $517.093 it claimed
was accidentally overpaid to the compa-
ny due to a clerical error. Novacor tiled
a SI -million counterclaim against the
Town and Coun. Brenner, for alleged
damage to its reputation and wrongful
intertcrence with its legitimate econom-
ic activities. The case has not yet conte
to trial and Novacor has since gone into
receivership.

Kudos to Town
for youth park
Let's give credit where it's due: Pickering officials
deserve a pat on the back for their efforts in creating a
new park for youth in the community.
The park, which will include a skateboarding facility,
in-line skating surface, a playground for younger children
and a multi-purpose area, could be under construction
within two weeks, according to Town parks and facilities
director Everett Buntsma.
The tender approval for the project, which came
Monday night, illustrates that Pickering Council is will-
ing to stand behind its promise to provide a facility for
youth in the community.
And more good news: The tender awarded by coun-
cillors came in slightly below the $600.000 the Town was
willing to set aside fcr the project.
For all of that, Pickering residents can now boast about
a state-of-the-art facility for kids in the community.
It's clear there is a need in Pickering for the facility,
certainly judging by the amount of hard work local youth
put into the recent community challenge fund-raiser host-
ed by Pine Ridge Secondary School.
And the work of local councillors and staff to keep the
project on the rails has paid off.
The only real sour note struck during Monday night's
approval of the project carne from Ward 2 Regional
Councillor Doug Dickerson, who suggested councillors
didn't have enough time to adequately review the staff
report on the tender. That may be the case (depending on
the time a councillor was willing to invest in examining
the documentation), but more delay on starting the pro-
ject would have brought construction into the difficult
winter months.
At any rate, this is one of those instances where munic-
ipal government is shown to more closely work with con-
stituents than anv ether level of government.
It started with a push from the public and now, seem-
ingly, ends with a benefit for the public.
That's what it's supposed to be all about.

To the editor:
Re the June 22 News
Advertiser editorial headed
'Referendum on Ontario casi-
nos good news'.
I am opposed to referendums
on any issue, as I believe that
just because a majority of the
people vote one way or another
on any given issue does not
mean the results are necessarily
the right decision, as too many
decisions could be made by the
popularity or the emotions
involved in the question being
asked.
In a representative democra-
cy such as ours, a referendum is
an escape from making deci-
sions by those who have been
given the power to do so by the
people at the ballot box.
If the elected representatives
or their advisers make the
wrong decisions, they should be
responsible to the voters who
can replace them at the ballot
box and perhaps be fortunate
enough to have any bad deci-
sions reversed or rectified.
As the last line in your edito-
rial states, "It's your gamble."
Who wants to gamble on the
future? I agree with an editorial
in the Toronto Star on Aug. 29,
1996 headlined 'Referenda
alien to our democracy'.
Referendums can produce irre-
sponsible results.
We elect politicians to make
these difficult choices; that is
our system of government and
that is the way it should
remain!

You don't know what you got til it's gone. Yes, that
and you didn't knew what you once had 'til you get it
again..

Those phrases could well describe my feelings
upon returning to live and work in Durham last
November after a nearly 10 -year absence. I moved
away in 1987 for that most typical of reasons: the full-
time work was elsewhere. In the interim I've had the
chance to live and work in Cornwall, Guelph, Sudbury
and Kirkland Lake and all I can say is: thank Gerd ['m
back in Durham.
There have been good things abort every place I'vc
lived in and I'm glad to have had the chance to travel
this incredible province and learn about its different
regions.
But. -it's awfully hard to beat Durham Region as a
place to live and work. Here's a comparison between
Durham and Kirkland Lake (where I lived for three
years between 1993 and 1996). a town of about 00
t 10.0
folks located 250 kilometres NORTH of North Bay.
most Durham: has. for the part, excellent roads and
struts aril easy access to the 401. K.L.: full of pot-
holes, the town's streets are hell on your shocks, and
Hwy. I 1 is two -lanes of white -knuckle driving sevennth
mos of the year.
Durham: is the fastest-growing area in Canada,
with new devek)ffwnts aril housing going up daily.
K.L.: is losing several hunched people each year, was
once a town of 24,((X) and averages one new home
built per year - in good years at least.

Durha: has at least 50 movie screens in a 40 -
kilo -metre radius. K.L.: has one movie screen; the cl-,t
other screen is 90 kilometres away.
Durham: has a college fighting to be a university, is
expanding its main hospital, has more than its quota of
doctors and other professiotals. K.L.: is struggling to
keep its college campus, is closing parts of its hospital;
Town sends officials on recruiting trips to beg doctors m
to come north to practise edicine.
Durham: is building parks and adding ice rinks as
this is being written. K.L.: can't agree to add an ice sur-
face to the only erre the town has had for 10 years,
struggling to maintain parks budget.
You get the idea. It's tough to beat Durham Region
and I haven't even begun to talk about the fringe bene-
fit of being 50 kilometres from Canada's biggest, most
vibrant city.
That's why it's hard to listen to the occasional grip-
ing and whining you sometimes hear in and around
Durham. It's a great place with the prospect of being
bigger and better in the future. That's more than most
other spots in Canada can say.

West Pickering parents lobby for
new school in their neighborhood
PICKERING — Concerned par-
ents in west Pickering are putting the
pressure on to make sure they get a
school in their community.
Member% of the Altona West Com-
munity Association have lobbied the
Town. started a petition and appeared
before Durham Board of Education
trustees in their efforts to keep an ele-
mentary school site in the subdivision.
"This whole development is basi-
cally 10 years old;" said association
member Heather Guscott. "From the
time builders were building the
homes... there has always been a layout
of the community showing the desig-
nation of a potential school site."
People bought homes in the devel-
opment believing a school w•ewld even-
tually be built in the middle of the arca.
she said. But that is in jeopardy now.
This April, the agreement on the
W'estcreek Drive site between the
school board and the developer expired
and was not renewed.
The developer has put forward a
draft plan that would see 40 homes
built on the site. located next to Valley
View Park. That was the only elemen-
tary school site in Altona West arca and
in nearby developments. Ms. Guscott
said.
Parents. whose children are now
bused to Woodlands Centennial, Eliza-
beth. B. Phin and Frenchman's Bay
Public School, want their youngsters
attending school near home and have
been working to keep the site available.
They'vc obtained more than 400 names
on a petition and still have the Aliona
West arca and all of the sur-
rounding homes to can•:ass.
Parents want the board to
get the message, " It's a one-
time opportunity and don't
let it go", his. Guscott said.
"We as concerned parents
are saying 'Please build it in
our backyard'. "

Ruth Ann Schedlich, a Pick-
ering trustee, adding the
board asked for an extension
on the site but was refused.
Staff and trustees have
been meeting on the matter
and now want to sit down and discuss
things with the developer, she said.
..We want to move as quickly as we
can.
The Wesicreek school has not been
a top priority with the board as the area
hasn't had a big enough student popL-
lation to warrant a school in the last 10
years, she said. Without adequate stu-
dent population, the board will not get
approval or funding from the Province
to buy property or build a school on the
site. But the community and surround-
ing areas are growing, as are the num-
ber of students
Ms. Schcdlich added the
situation is complicated by
the fact that expenditures
over $50,000 cannot he
made without approval of
the Education Improvement
Commission, set up by the
Province to oversee school
hoards' spending during the
transition to the new educa-
tion funding and governance
system next year.
:Members have been
appointed to the commis-
sion but it has not vet started
to operate, she said. That
means the beard can't pur-
chase any site.
Ms. Schedlich said that once the
board can discuss the matter publicly
(property matters are dealt with in pri-
vate until resolved), trustees will meet
with parents to inform them of the sit-
uation.
The board has registered its objec-
tion to the developer's new draft plan.

for their work in and out of school.
Amit Thakar, of Pine Ridge Sec-
ondary School in Pickering, and
Veronica Kitchen, of O'Neill Colle-
giate in Oshawa, are among 100
Ontario students to win scholarships
from the Miller Thomson Founda-
tion, a Toronto law firm.

There's nothing quite like it... sipping a
cold drink while hamburgers, hot dogs.
steaks or chicken sizzle on the grill. But
did you know that backyard cooking is
possible without a grill'? A compost pile
can "cook" your disease-free vegetable
matter, changing it from grass clippings.

Building a compost pile can be fairly
simple. First, find a place for your com-
post.
Then drive four 5 -foot wood or metal
stakes one foot into the ground. Fence in
three sides with chicken wire — leaving
one side open for easy access. If you'd
rather, you can purchase a prefabricated
compost unit.
Your compost pile should be at least
three feet in diameter and four feet high to
build a hot internal temperature that gets it
"cooking."
Never use meat or bone — they attract
flies and create odors. Also avoid adding
diseased plants or lawn clippings that
have recently been treated with herbicides
or weedkillers. John Deere suggests wait-
ing at least four mowings after the lawn's
been treated before composting grass clip-
pings.
Build your compost pile in 5- to 10 -
inch layers for best results. Sprinkle a 10-
10-10 fertilizer — that's 10 parts each of
nitrogen, phosphorous and potassium — on
top of each layer and add a dusting of lime
to prevent odor. Cover each layer with
soil.
To keep "cooking" at the right temper-
ature, your compost must remain moist, so
leave a depression in the tip of the pile to
catch rain.
During dry spells, water your compost.
And turn your compost regularly so that
the drier outside portion is folded inside
where the internal heat and microbial
action can break it down.
Composting is really quite simple, and
the reward makes the effort worthwhile.
By composting, I convert my yard waste
to highly enriched soil and cook without
the grill. This is my "gardener's gold"
which helps to promote an abundance of
beautiful blooms and tasty vegetables!

Pickering native draws satisfaction from Disney animating

Former Pickering resident Mark
Pudleiner has a job some artists would
die for - he's an animator for Walt Dis-
ney Studios. Nevertheless, after 12
years in California, there arc a few
things he still misses about home. _
A miss the seasons, and I miss

he says, calling from the depths of
Burbank, Calif.
So that's why he and a gang of
other Canadian animators get togcth-
er regularly to play their favorite
sport.
"Six of us get together to play
hockey - there arc two ice rinks, one
in Burbank and one in North Hills,
where the (Los Angeles) Kings prac-
tise:' he says, adding: "We never
thought we'd be down here in Cali-
fornia, let alone down here in Califor-
nia playing h(x-kcv. I'm still a big fan
of the Leafs, we're all fans of the
Lcafs,' he says, speaking of the Cana-
dian brigade.
He says he makes it back to Canada
about once a year, and his parents have
recently travelled down there to see
him, his wife Shannon and their brand
new baby, Steven.
Pudleiner largely grew up in Picker-
ing and graduated from Pickering High
School before his family moved to
Brooklin. Pudlcincr first started out
working for his dad, a sign hand -
painter with his own company, during
his summers off from school. "And my
Dad really encouraged my drawing"
Pudleiner says in the early '80s, he
was among the first wave of Canadians
to get hired out of Sheridan College's
now -much -acclaimed animation pro-
gram. "When we were in college, in
and before our year, there were no jobs.
I remember thinking, `Why am I here?'
Then a bunch of us got hired out of our
second year (of a three-year course) to
work on Care Bear movies"
His career blossomed from there. In
1985 he moved to California to work as
a key clean-up artist on An American
Tale and clean-up supervisor on All
Dogs Go To Heaven. He was promoted
to animator in 1989 and then worked
on Rock -A -Doodle and A Troll in Cen-
tral Park.

aware of that style
when I was working on

In 1991. Pudleiner joined Amblin as
a supervising animator on A Wish for
Wings, a Christmas TV special, featur-
ing characters from the Bloom County
cartoon strip. He then went on to form
his own company with several friends,
primarily working* on The Pagemaster
for Hanna Barbera. He was then hired
by Disney in 1994 as an animator on
Hunchback of Notre Dame. And he has
recently completed work on Hercules,
serving as animator on Here's leading
lady, Mcg. He is currently working as
animator on the lead character in Dis-
ney's upcoming feature. Mulan.
While computer animation would
seem to be the way of the future.
Pudlcincr has yet to trade his pencil
and drawing board in for a computer
screen. He says most animation is still
hand -drawn (though in Hercules some
of the "monsters" were computer-gen-
erated.)
He says computer animation hasn't
been much of a time-saver so far,
because it's such a new technology and

the initial building of a character on
screen is so time-consuming. "But it
will get faster eventually:' he says.
"And once you get the model built, it
does save time; while the hand -drawn
animation has to be drawn frame by
frame, computers can generate some of
those in-between sections:"
Pudleiner will soon have the oppor-
tunity to work on Disney's own CGI
(computer-generated image) movie,
one with the working title of
'Dinosaur.' It's a feature-length film
directed by yet another Sheridan
grad.
While Pudleiner loves his job, he
-says it does contain some of the clas-
sic conflict between 'art' and the
deadlines of 'business.' "You're in
your room all day, trying to make it
look good, and people are calling
you and telling you it has to be done
by Friday:' he says. "It's a challenge
to have to create under time restraints.
But it's a great job. Of all the jobs I've
had, Disney has treated me the best.-

est"The Durham native says working on
the character Meg in Hercules was a
real challenge, since the version was
quite different from many Disney films
before it.
The characters are all very stylized,
with the overall 'look' borrowed from
classical Greek art. "I had to be con-
stantly aware of that style when I was
working on Meg. She had a lot of
straight lines combined with dramatic
curves, like a Greek vase."
He says the film is also very
vibrantly colored and contains a lot of
fun characters, -like the Genie charac-
ter in Aladdin - in this film there are
another whole handful of characters
like him. The bad guy, Hades, for
example, is played by James Woods,
who makes a great bad guy, very funny
- and funny for adults too:'
Hercules opens at theatres across
Canada on June 27.
