years of experience consulting to gov-
ernment, business and others on energy
matters, maintained that even without
taking safety issues into consideration,
Pickering should be shut down based on
economic arguments. He said Ontario
Hydro has performed all kinds of
"accounting gymnastics-" to demonstrate
its nuclear operations are financially
worthwhile when they are not.
Mr. Argue maintained other more
cost-effective and safe generating tech-
nologies need to be given a chance in
Ontario.
Dr. Gordon Edwards, a mathemati-
cian and president of the Canadian Coali-
tion for Nuclear Responsibility, said the
public and provincial government need
to have a role in the operation of the
nuclear industry in Ontario because it has
a significant impact on public safety and
the province's economic well-being.
"You can have a very serious accident
at a nuclear reactor as the result of just a
few things going wrong:' he noted.

prior to the filming.

Fuel problem
shuts nuclear
reactor
PICKERING —The unit 6 reactor at
the Pickering Nuclear Generating Station
was taken out of service last week after
problems with two systems in the unit.
It was shut down to allow station
crews to remove used fuel from a fuel
channel in the reactor and replace it with
fresh fuel. This routine procedure is nor-
mally performed at full power but a radi-
ation shield plug is stuck in position.
These plugs seal the ends of the pressure
tubes and are removed during fuelling.
There are 380 pressure tubes in unit 6.
Each tube contains 12 fuel bundles. Dur-
ing refueling, new fuel bundles are intro-
duced at one end of the pressure tube and
the used fuel is removed from the other
end. "We're taking a conservative, safe
approach so we are shutting the unit down
in a controlled manner to make the need-
ed repairs;' said station site vice-president
Ken Talbot in a media release announcing
the shutdown. Unit 6 produces approxi-
mately 500
megawatts of elec-
tricity. It's expected
to be restarted

days.

AJAX — Changing the world "one
person at a time" is the goal of an orga-
nization established to find local grass-
roots community groups willing to
accept members with disabilities.
And Whole Community Connec-
tions wants disabled people to be
accepted "not out of pity or duty, but
only to welcome their unique gifts into
the mainstream so that 'they' can
become 'us';' Dawn Roper told the
Rotary Club of Ajax at a luncheon
Thursday.
Ms. Roper has received a small
grant from Durham Association for
Family Respite Services to establish
Whole Community Connections in
Ajax. Like four other similar organiza-
tions already up and running — three in
Canada and one in the United States —
it aims to "re-establish lost connec-
tions.
"Some people are disconnected
from community;' explained Ms.
Roper, whose 14 -year-old daughter
Carolyn Latour has Rhett's Syndrome,
which has robbed her of the ability to
walk and talk.

without the intention of other citizens,
people who have disabilities have been
left out of the mainstream of communi-
ty life.
'The community built special ser-
vices to provide the unique supports
such people might need from time to
time, and then stood back while these
services surrounded people with dis-
abilities and became a barrier from
friendships and neighbors:'
But a healthy life requires more than
simple physical cane, Ms. Roper told
Rotarians.
"Communities are weakened when
we label and isolate people, no longer
expecting them to contribute. Whole
Community Connections looks instead
at the positive aspects of people and
tries to find them a niche in the com-
munity where they can feel friendship
and belonging"
Ms. Roper provided an example of a
woman who "sometimes forgets to
wipe her mouth after she takes a drink
and sometimes speaks out in church:'
But she encourages people to look at
the woman "who loves to eat good
food, laughs at everybody's jokes and
says 'hello' with a smile each time she
sees someone she knows"
Such a woman might find friendship
in a cooking group or a comedy club
and might be employed as a greeter in a
department store, Ms. Roper suggested.
"We have to look at (this woman) as
more than her disability. When we do
that, we can see her as a valuable, par-
ticipating citizen like ourselves —
someone who belongs."

ton have joined the Whole Community
Connections board of directors.
A university student has been hired
with the support of a Human Resources
Canada summer employment program
to find grassroots community groups in
Ajax willing to accept a member with a
disability.

Branch has been a concern of the board for several
years;' says library board chairman Jill Foster. `"Iite
building is more than 30 years old and in addition to
being inefficient for public service, it is costly in
terms of maintenance"
The decision to build the new library, which is
expected to cost about $1 million, has not been with-
out controversy.
A few weeks ago two citizens, including Janice
Frampton of the Taxpayers Coalition of Pickering
and Ajax, appeared before Council to urge the Town
not to proceed with approving the site for the new
library because building it would be too expensive.
"In a perfect world we could afford to have all
these subsidized libraries in the town. but it's not a
perfect world.- said %1s Frampton.

information it needed to make a final decision on the
library, such as how much it would cost to relocate
the ball diamond currently in East Woodlands Park.
Mayor Wayne Arthurs and others maintained all the
necessary funding needed to make the decision was
in place.
An attempt to have the issue deferred failed and
the Town approved the site.
Councillors have set aside $651,000 in the 1997
Town budget for the new library; including
$249,000 received from sale of land from the exist-
ing Rouge Hill Branch parking lot for the widening
of Hwy. 401, and $300,000 from development
charges reserves and a community reserve fund. As
well, the Town expects to receive at least 5350.(xx)
from the ,ale of the Rouge Hill Branch propene

Scugog residents may get to
vote on garbage collection

SCUGOG - Some Scugog res-
idents could be asked an additional
question while casting ballots dur-
ing this fall's municipal election -
whether or not they want town-
ship -wide garbage collection.
The issue, which keeps coming
up at regional and Scugog council,
came up again this week during a
meeting Monday of Scugog's plan-
ning committee, with Jack
McCorkell and Peter Watson of the
Durham Region Works Depart-
ment also on hand.
Councillors agreed to have Scu-
gog administrator Earl Cuddie
explore the costs and possible
methods for including the question
on election day Nov. 10, but
stressed the investigation does not
mean there will definitely he a ref-
erendum on the issue.
The idea was put forward by
Ward I Councillor Doug Moffatt,
who has strongly stated over the
last few years he does not believe
constituents in his ward or those in
other rural areas have any interest
in paying for additional service. He
suggested the vote should prefer-
ably pertain only to residents cur-
rently without collection.
The motion came following a
lengthy discussion on transfer sta-
tions — particularly the two in Scu-
gog. Mr. McCorkell and Mr. Wat-
son were looking for approval
from councillors to amend the Cer-
tificate of Approval at the Black-
stock
lack-
stok Transfer Station to include
small commercial load dumping.
Currently, only residential waste
can be deposited at the site.
The discussion lasted a short
time before the issue of curbside
collection and user fees for transfer
stations came up. Mr. McCorkell
said because of a 20 per cent
increase in solid waste manage-
ment costs, savings will soon have
to be found which might lead back
to user fees.
"The decision was not to
implement (this year), but that mat-
ter will undoubtedly be reviewed in
1998:' Mr. McCorkell said. He
also told councillors there seems to
be a continued need for the stations
as user numbers are high. He
added: "Transfer stations are very
inefficient with double handling,
but the public seems to use it:'
"Twice this year I've gone to
the transfer station:' he said,
attributing his infrequency to recy-
cling, reusing and reducing prac-
tices:' said Coun. Moffatt. "'Brat's
not inefficiency, that's much
greater efficiency than door-to-
door service:'

Courtice public sctxx)ls are set to face major
restructuring starting in the fall of 1998.
Trustees approved changes to three se:twols in the
Courtice area Thursday night. Dr. Emily Stowe Public
School, which is currently a JK to Gradc 6 sctxol, will
be reorganized with boundary changes to become a 1K
to Grade 8 school. Grade 7 classes will be added in
September 1998 with Grade 8 being added in 1999.
Students residing in the Dr. Emily Stowe catche-
ment area near TrulI's Road, Highway 2 and Sandring-
ham Drive will be transferred to Lydia Trull Public
School rix JK to Grade 7 in September 1998 and for
JK to Grade 8 in September 1999.
Courtier South Public School and Lydia Trull Pub-
lic School will be twinned for administrative purposes
and offer both English and French Immersion. Cour-
tice South, currently JK to Grade 6, will reorganize to
offer JK. SK and Grade 1 to all students in the catche-
ment area.
Parents from the Avondale subdivision asked
trustees to reconsider the decision and allow their
young children to attend Lydia Trull Public School
from JK to Grade 8 instead of being bussed to Courtice
South Public School. 1t does not make %ense for
young children who live next door to one school to be
bused out to another:' Avondale parent Garth Bell said.
"Our small children deserve to attend Lydia Trull with
their siblings and friends of all ages in the subdivision
where they live and play together and in safety"
Chuck Kennedy, superintendent of scixools for the
area, told the board if Avondale students did not attend
Courtice South Public School, its English program
would be in jeopardy "because of the limited number
of students from the nrral sector.

CLARINGTON - The Durham Regional
Police Crime Stoppers Program is looking for
help finding the culprits responsible for vandal-
izing a bulldozer near the Darlington Nuclear
Station soccer fields earlier this month.
The Ontario Hydro bulldozer was heavily
damaged by vandals throwing rocks sometime
over the June 6 and 7 weekend. The vehicle was
parked there for the weekend and was being
used to build additional soccer fields for the
community.
During the same weekend a soccer tourna-
ment was being held at the fields.
If you have any information on this crime
call Crime Stoppers at 436-8477 or call 1-800-
222-8477.
Callers do not have to give their name and
will be eligible for a cash reward.

CLARINGTON - Clarington is short one
set of wheels.
A public works pick-up truck with a club
cab was stolen earlier this month says Stephen
Vokes, director of public works.
The truck was parked in the Bowmanville
parks yard on Liberty Street over the weekend
of June 7 and 8.
When staff reported for work Monday morn-
ing the 1995 vehicle was gone.
"Usually if you're going to find it, you find
it pretty soon," says Mr. Vokes, explaining they
haven't located the vehicle.
This is the second time in as many years the
department has had a truck stolen. Mr. Vokes
says last year a truck was stolen from the
Hampton depot, however it was recovered the
next day.
Motorcycle crashes into
car, rider battles for life
OSHAWA -- Police say a 29 -year-old man
fighting for his life in hospital may have been
impaired when he crashed his motorcycle into a
car in the city's north end.
The Baldwin man was northbound on his
1994 Yamaha near Raglan when he crossed the
centre line and struck the driver side of a south-
bound car at 7:35 p.m. Thursday, Durham
,Regional Police said.
Sergeant Jim Grimley said the biker suffered
"`life-threatening injuries" and was rushed by
ambulance to Oshawa General Hospital. He
was transferred to St. Michael's Hospital in
Toronto, where he was listed in stable condition
Friday.
Prior to the accident, witnesses reported to
police a similar motorcycle being operated by a
"possible impaired driver," Sgt. Grimley said.
Passersby had said they saw a man "drop his
motorcycle three times" while trying to get on

Manning,
the sell-out
As if we hadn't already realized it, Preston
Manning, leader of the official Opposition, is just
another politician ambling up to the public trough.ge
Mr. Manning's decision to live in Stornoway,
after calling the official Opposition leader's home
`a bingo hall' that should be sold, is in direct con-
tradiction of the claims he's made over the last
four years to do things differently.
Mr. Manning had said he wouldn't live in
Stornoway, that it was a drain on the taxpayers,
that the proceeds from selling it should be used to
help trim the deficit.
But now, after pressure from the party faithful
(give us a break'), he's giving in and will live in
Stornoway after all.
What's most annoying about the whole affair
really isn't Mr. Manning's decision to live in
Stornoway. As leader of the official Opposition,
he's well within his rights to live there. Official
Opposition leaders have lived there for nearly 50
years including Robert Stanfield, Joe Clark, Brian
Mulroney, John Turner and lean Chretien. Nobody
ever complained about it before. Lucien Bouchard
and Gilles Duceppe chose not to live in Stornoway,
and to their credit, stuck to their principles. The
Bloc Quebecois' leaders wanted to live in Quebec
and took up apartments in Hull as a symbol of their
desire for Quebec separation.
But Mr. Manning chose to make Stornoway an
issue. He complained about chaffeur-driven limou-
sines, about lavish expense accounts. To his credit,
he and 50 of his 51 Reform MPs opted out of the
`gold-plated' parliamentary pension. But that's
about all they've done. The rest, to use a Manning -
ism, has been 'politics as usual as practised by the
old-line parties.'
Mr. Manning has shown a distinct lack of lead-
ership on the Stornoway issue. What seems to have
occurred is this: he really wanted to live there but
knew if he just moved in it would cause a stink
with his own party and with the people of Canada.
So, he made it seem like his party forced him to
move in.
If you want to be a leader, lead Mr. Manning.
Otherwise, get out of the way and let someone else
take the reins.

To the editor:
I'd like to comment on the June 8
News Advertiser story headlined 'Dog
attack: Put down dog that mauled girl,
says bitten postie' by Blake Purdy.
The headlines about the dog attack in
Pickering were basically a continuation
of the "bitten postie's" suggestion that the
dog be destroyed. News editor Purdy
simply took the torch of the disgruntled
mail carrier and became emotionally
involved and consequently biased against
the dog and lost his good sense of jour-
nalism (fox this one headline story).
There are several points in this story
which had an enormous effect on the
public, especially since it was "spiced"
up by using wording that made every-
body think the young girl, Christie, was
attacked and bitten by a very vicious dog.
1) The article states a little later that
the dog lumped up on her and scratched
her face with his paw.
2) The headline implied that the facial
wo uds were caused by a bite. (False).
The parents later found buttock punc-
tums that "looked like a bite", in the
wads of the family doctor. (Doubt).
3) 'lite ` postie's" experience a year
ago: The dog was chained and people
usually don't enter the area of a chained
dog (especially a big dog). Why did rite
postman enter that zone! Why did he
"jam- the mail into the dog's mo uth:'And
he expected not to get bitten?
4) The investigating police did not
find the dog vicious or aggressive. I saw
Max, the German shepherd, on two occa-
sions. Max was a very big and tall animal,
but he was gentle.
If the: dog was vicious, aggressive and
mauling, the neighbors would have had a
rearm to sex it destroyed. I'm sure if this
story would not have been blown out of
proportion that much, there could have
been a much better solution, like giving
the owner a chance to lines a more suit-
able home and new owner for his dog.
Now, that the dog is dead, the "postie"
is happy, the news editor achieved an
impact on his readers, the neighbors feel
secure again and most of all I hope that
Christie's face will heal with no %ars and
the memory of a bad experience will
soon fade.
The main reason for my letter is to
point out that an unleashed media
weapon can distort the truth and trigger
emotional reactions and actions which
make us all lose something precious. The
powers of the media must be exercised
with great care and wisdom to let us
grow and not regress.

Pickering will help make history in the
world of sports in Ontario Thursday.
Two dozen people will be inducted
into the Ontario Sports Legends Hall of
Fame in Pickering. The gala, black -tie
induction dinner at the Pickering
Recreation Complex and the accompany-
ing fund-raising golf tournament at
Cherry Downs Golf and Country Club
Thursday represent the first steps toward
establishing a permanent hall of fame for
Ontario.
Hall chairman Bruce Prentice says the
inaugural dinner will set in motion his
long-time ambition to see a hall of fame
in Ontario, the only province in Canada
without a sports shrine to honor its ahlet-
ic heroes. The Ontario Sports Legends
Walk of Fame in Esplanade Park, near the
Pickering Civic Complex, will be built in
the coming months as a precursor to the
hall itself to be located either in a new
building or in a suitable existing site in
Pickering within three years.
"It's been a long time in coming and a

greatest sports stars in Ontario;' says Mr.
Prentice, also instrumental in establishing
the Canadian Baseball Hall of Fame in St.

well on its way to becoming known as the
home of champions.

Auto sales in May furthered the
notion that more and more Canadians are
feeling positive about the state of the
economy, and all the companies head-
quartered in Durham Region benefited
from this consumer confidence.
Dick Conlin, General Motors of
Canada's vice-president of marketing,
expects the trend to continue, saying that
"with the government's continued focus
on (reducing the deficit), the outlook for
business in general and the automobile
industry in particular, remains quite pos-
itive"
As for May, GM delivered a total of
45,364 new vehicles, up 9.2 per cent
from the 41,548 units the company deliv-
ered in the same month last year. Car
sales were up 10.1 per cent to 27,090
units, and truck sales of 18,274 units rep-
resented an increase of 7.9 per cent.
GM's big sellers were its luxury brands
with the Cadillac line up 107 per cent
from May of last year, and the Buick
Park Avenue up 139 per cent.
Luxury cars are apparently what
Canadians are choosing to show off this
new confidence. BMW Canada had its
best month ever, surpassing the 1,000 -
unit mark for the first time in history. Its
1,014 sales accounted for over a third of
the company's 2,974 deliveries for the
fust five months of this year.
It also represented a 42.6 -per cent
increase over the 711 units BMW sold in

Still with the luxury theme, Volkswa-
gen Canada's upscale division, Audi,
sold 57.9 -per cent more cars this May
than it did last May.
Audi's 259 sales in May brought its
year-to-date total to 1,128, an increase of

through May in 1996. Again, the entire -
luxury A4 led the way with 216 sales, an
increase of 71.4 per cent from May last
year. The Audi sales actually helped
Volkswagen Canada to a better May. The
2,401 VWs sold in May represented a
decrease of 4.9 per cent from the 2,524 it
sold last May, but with the Audi figures
factored in, the company reduced thatW
loss to one per cent. The Cabrio convert-
ible was V 's biggest mover (up 86.9
per cent from May 1996), an indicator
not just of a burgeoning economy, but
also of warmer weather. Year-to-date,
Volkswagen sales stand 13.7 per cent
ahead of the same five months last year.
Chrysler Canada showed May -over -
May increases of 17.1 per cent and 18.8
per cent, respectively, in car and truck
stiles. Its 10,424 car and 16,082 truck
deliveries took the company to an overall
increasc of 18.1 per cent over May of last
year. Tbe big mover for Chrysler was the
diminutive Neon, whose 4,350 sales rep-
resented a 61.2 -per cent increase over
May 1996. Minivans continue to sell
strongly with their 9,394 units selling a
new monthly sales record (eclipsing the
9,350 minivans sold in June, 1994).
A strike at Chrysler's Mound Road
(Detroit) truck engine plant had little
effect on Chrysler's overall truck sales.
In fact, full-sized Dodge Ram pickups
set a new monthly sales record of 2,841
(eclipsing the record set last year by 25.8
per cent).
