Coun. Brenner was responding to the news the Province is plan- ning to hold a ref- erendum across Ontario during the November munici- pal election. If Ontarians say 'yes' to casi- nos, individual municipalities will be allowed to have them within their bor- ders if they want them. "I think the referendum's fine because it's always the right thing to do to go to the people for choices;' says Coun. Brenner. But, he adds, "I don't want to know what the majority of Ontarians say about casinos. I want to know what the people of Pickering say. I'm not going to put a casino in the Town of Pickering because people in North Bay think it's a great idea" The councillor believes the right way to conduct the referendum would be to ask two questions: whether there should be additional casinos allowed in Ontario and whether there should be any allowed in the voter's commu- nity. 'Those are two very different ques- tions;' he notes. If Ontario citizens approve of more casinos and if Pickering residents vote to allow one in their midst, says Coun. Brenner, the Town could then move ahead with any applications. But there should still be an open and public planning process completed for such a facility before it's built. Coun. Brenner says he's not sure how he would vote in the referendum. The government is considering a provIncewide ref- erendum on allowing more casinos as part of this November's municipal election ballots in communi- ties across Ontario to help it determine its direction. That's good news for people on both sides of the gambling and casino debate. Both will vote with their conscience and provide the clear direction the gov- ernment needs as it ponders an expansion of the gam- bling industry in Ontario. Oshawa has already cast local ballots in a city- wide referendum held last year and came out over- whelmingly against the notion. Citizens there made their views known, but what of those in Clarington, Port Perry. Ajax and Pickering" Their views arc certainly important, particularly as it relates to Durham Region as a whole. But, some cautions. The Province must provide a clear question. It must provide a clear picture of what is to follow if the answer is yes. Finally, it must create clear points of reference for citizens so they can vote in the rcferen- dum with the knowledge of how it will affect them in their own municipality. By most accounts, existing Ontario casinos have brought some positive spinoffs through increased economic activity, related employment creation, and needed revenues. But those things alone aren't enough to justify the expansion of casinos across the province. At the very least, the Harris government can learn how the province's citizens, as a whole, feel about the fledgling gambling industry here. And that can help guide us into the future. This will force moral -minded people to quarantine themselves and their children from parks, streets and beaches so they're not exposed to these exhibitionists. There are nudist beaches where one can go, knowing what to expect. This is where these women should go if they wish to bare their breasts. The law doesn't allow our chil- dren to see Playboy magazines, but now they can see the real thing. The law doesn't make sense. Let's write to our local member of parliament and get this law reversed before a lot of innocent people lose their innocence this summer. We can change this ridiculous law. Mr. Farrow told the News Advertiser his rec- ommendations do not include any structure which would replace existing regional govern- ments. Where this issue may eventually lead in regards to Durham Region — and Ajax and Pickering particularly — is anyone's guess. But these latest flecks of information do illustrate one thing: Ajax and Pickering must find more — far more — common ground in which they can agree to share services. Pickering officials so far have taken the lead in identifying areas where the two towns could merge services. The latest targets suggested were fire and conventional transit services, to which the Town of Ajax took great umbrage. Frankly, I was shocked at the sharp response from some Ajax councillors at Pickering's suggestion. Officials in Ajax clear- ly are not interested in any strategy that has so much as a whiff of 'amalgamation' to it. But that position Ajax politicians are bent on taking — which is much like the blind opposition taken in certain Canadian quarters during the free trade debate in recent years — could only end up backfiring. The Mike Harris government, don't forget, has quite effectively proven it can ignore large numbers of Ontarians if it interferes with its GTA reform plans. Therefore, it is extremely important for Ajax and Pickering to both be willing to intro- duce reforms, and to appear to be willing to introduce reforms. Again, any decisions made here at home would be far more palatable to local taxpayers than an arbitrary decision made on our behalf at Queen's Park. Instead of Ajax and Pickering choosing its own destiny — through various service merg- ers and the elimination of other duplications — it could be told to plan for wholesale amalga- mation. Pickering Council kills limit on communications expenses By MARIANNE TAKACS STAFF REPORTER PICKERING — There are no longer limits on the amount of money individual Pickering Councillors can spend on expenses such as newsletters, cell phones and dinners. They voted Monday to repeal a 1990 Council resolution setting a $4,200 limit on their communica- tions expenses. They were also told their $400 meal expense limit had never been officially passed and therefore was not binding. The motion to repeal the 1990 res- olution was brought forward by Ward 2 Regional Councillor Doug Dicker- son. He said he was doing so to "clear up any and all misurrderstartd- ings with regard to telephone charges councillors pass a resolution setting a limit if they want one. Only Ward 2 local Councillor Sherry Senis and Mayor Wayne Arthurs voted against repeal- ing the communications expense limit. Coun. Senis maintained in a later interview her colleagues have in effect sub- stantially increased their expense allowance and decreased their accountability. She doesn't buy the argument it's enough for councillors to justify their expenditures as being for Town business. Ward 3 Regional Councillor Rick Johnson noted that without his cell phone and the ability it provides to phone while driving between meet- ings and appointments, it would take him up to two days to return constituents' calls. On the issue of councillors' dinner allowance, a limit of $200 per year was established infor- mally several years ago and increased to $400 in 1995. However, Mr. Taylor explained in his memo that unless a meal allowance limit was for - r r r rmeNy set- those could be imposed. He suggested bills are regularly audited, particu- larly for long-distance calls. Howev- er, staff don't have time to deck the hundreds of local cell calls that are matte. "We have to take them on faith, that they're (calling) constituents," explained Mr. Taylor. He also noted cell and phone costs are usually higher for Ward 3 councillors because calls with- in the ward are often long distance. In 1996, the last period for which figures are available, the top cell phone spender among councillors was Coun. Brenner, who rang up $4,479 in charges (the mayor had to approve the over -expenditure of his communications budget). The figures for the other councillors were: Enrico Pistritto, Ward 3 local — $4,093; Coun. Johnson — $3,131; Dave Ryan, Ward 1 local — $830; Coun. Dickerson — $506; and Coun. Senis — $0. Mayor Arthurs' cell phone expenses are listed in Town records together with that of Town staff and the News Advertiser was told it will take sev- eral days to obtain the information. JUNE 22, 1497 Report on Pickering nuclear plant will be `painful' : Hydro head B), MARIANNE TAK.ACS S IA1 I Iztawtrrl:k PICKERING — Ontario Hydro will be hand- ed a "brutally honest" report this summer detailing the shortcomings of its nuclear generating stations includ- ing the Pickering plant. So says Carl Andognini, the man recently appointed by Hydro to head and heal its ailing nuclear division. Mr. Andognini and his hand-picked team of six other top nuclear specialists were imported from the U.S. by Ontario Hydro to get the nuclear division back on track after a series of shut- downs, accidents, poor peer reviews, licensing limita- tions and other problems in recent years at Pickering and other nuclear stations. He was in Pickering Thurs- day night to meet with the Town's Pickering -Ontario Hydro Liaison Committee. Mr. Andognini told the committee an exhaustive assessment of all Hydro's nuclear facilities has just been completed, which involved sending 70 experts out to every station for a two weeks at each to perform comprehensivc evaluations of operations and condi- tions. The results of that assessment are in the process of being compiled and he expects to report on the final result to Hydro's board of directors Aug. 12. -It's going to he painful. - said Mr. Andognini. "We're not going to accentuate the positive in the report. It will be a negative report because that's what I was brought here for." He promised the report will be released to the public after it's approved by the board. It should, he noted, herald a new era of openness and honesty from Hydro. "Nothing is going to be withheld from the public" The report will include a plan of action for the imple- mentation of changes required to turn Hydro's nuclear division into a "world-class operation", added Mr. Andognini. He and his team intend to close- ly monitor the implementa- tion of that plan, unlike pre- vious instances at Hydro where new strategies to deal with problems were drawn up by consultants and left up to station management to apply without superyision. Whatever is uncovered in the assessment, said Mr. Andognini, appropriate action will be undertaken to deal with it. Ex -Pickering man charged in heists Parolee AWOL from halfway house back behind bars BY STEPHEN SHAW DURHAM STAFF A convicted bandit AWOL from a fed- eral halfway house is back behind bars after being charged with a convenience store robbery in Whitby Thursday night. The 30 -year-old former Pickering man, who police say is on parole after serving time in prison for robbery, aggra- vated assault and drug trafficking offences, is also being investigated for a string of heists in Oshawa and Whitby over the past two weeks. Durham Regional Police robbery squad detectives arrested the man at the Dynasty Inn shortly after a holdup at the Silver Variety at 1624 Brock St. S. Sergeant Jim Grimley said a man who entered the store at 9:40 p.m. and appeared to purchase a pop forced the clerk out of the way when the cash regis- ter was opened. The bandit grabbed the money from the till and ran from the store, said Sgt. Cops need clues in Grimley, adding the victim managed to get the licence plate of a getaway car. Detective Stan Pinkney, of the robbery unit, said a man was taken into custody a short time later after the suspect car was tracked to a stripper staying at the inn on Bloor Street West. The man appeared in Oshawa provin- cial court Friday morning on one charge of robbery, however Det. Pinkney say he is a suspect in as many as six recent heists at local coffee shops and convenience stores. On Wednesday. June I8 at approximately 1:45 p.m., a man armed with a sawed-off shotgun walked into the CIBC, at 1235 Bayly St. and demanded a teller fill a bag with money. He fled in what is believed to be a laic 1980% model, dark Nix Chevrolet Astro van with a light blue stripe on the side. On May 29 a Ione male entered the National Bank at I »t{ Liverpool Rd. around 1 1:15 a.m. He approached the teller, handed her a bag and demanded she fill it with cash. The teller complied and returned the hag to the man, who did not appear to possess a weapon. The male then fled the bans: on foot and may have escaped in a two-tone blue minivan which was parked at the nearby Burger King. The suspect is being sought by police in con- ncction with bank robberies in Whitby on May 21, and Barrie and Bradford on June 2.
