Pickering dreams of new downtown
BY MARIANNE TAKACS
STAFF REPORTER
PICKERING — Town councillors
and planners are hoping a new land use
and design study just completed for
downtown Pickering will launch the
development of a true town centre that
will be both attractive and pedestrian -
friendly.
Councillors recently adopted the
study and accompanying development
guidelines and implementation strategy.
"We've now got a Council -adopted
vision for what we consider to be an
emerging downtown," says Pickering
director of planning Neil Carroll. "It's
going to give landowners and prospec-
tive developers a good, clear understand-
ing of what the Town is looking for."

cancels some surg eves
A rash of emergencies led to the
cancellation last week of some elec-
tive surgery at Ajax -Pickering Gen-
eral Hospital.
Hospital spokesman Kim Mac-
Murray said "an incredibly busy
week" in the emergency department
forced the cancellations.
"It's even beyond what we would
have expected for this time of year,"
she explained. "May and June are
always busy and then it sort of levels
off for the summer."
The extra emergency traffic led to
a shortage of beds which pushed
seven patients off the elective
surgery list.
Four of the operations were
already rescheduled as of the end of
the week and openings were being
sought for the other three.
Ms. MacMurray explained the
problem was only a lack of beds and
not any shortage of staff or space in
the hospital's operating rooms.
She noted APGH has generally
been busier this year.
Visits to the emergency depart-
ment are up by 400, to 6,533, for the
year to date.
Visits to the fracture clinic arc up
by 371, trips to the hospital's ambu-
latory care clinics have increased by
578, and admissions rose by 60.

Pickering's downtown has so far been

will move forward now, especially with
the development of a new cinema com-

To strike or
not to strike?
It hasn't happened yet, but 84 per cent of sec-
ondary school teachers across the province have
voted to go on strike should they feel their rights are
being infringed upon by the Province.
It's not too surprising since anyone could see the
teachers would wind up butting heads with the Harris
government. Educators have been concerned with
the direction the education ministry was heading in
and have made their worries about cuts known loud
and clear over the past two years.
Teachers certainly have a right to defend their turf
but that right stops short of putting the school year
and the future of high school students in jeopardy.
It's not fair on the one hand to claim you are the pro-
tector of our children, their link to a better future
(through education), and the last hope against a gov-
ernment you feel is trying to undercut your work and
then turn around and walk out on those students you
serve.
Secondary school teachers, who are paid between
$31,000 (for a first-year teacher) and $64,000 (for 12
years experience or more) per year by the Durham
Board of Education, have a vital role to play in soci-
ety. The future of our children is probably shaped
more during four or five years of high school than at
any other time in their lives. Teachers must be well -
compensated for their work because, we as parents
rely on and trust them with our most precious assets.
Teachers must set a sterling example, showing lead-
ership and helping develop young minds for the chal-
lenges of the 21 st century.
Threats about what will happen to children as a
result of cutbacks serve no purpose in the here and
now. What's important is teachers strive to improve
and to give our children the education they deserve.
It's worth noting: Canada's results on internation-
al math and language tests at the Grade 9 and Grade
11 level were mediocre when compared with the rest
of the world. Teachers have a duty to help improve
those results over the next decade or two so our
young people can earn entrance to top university pro-
grams and can progress to good, high -paying jobs.
Teachers are valuable; in fact they're essential to
all Ontarians. The government must treat them with
respect. In turn, teachers should concentrate on
delivering only the very best to our children and
leave the picket lines to someone else.

Dr. Im not an

To the editor:
The News Advertiser published
a story in the May 28 edition head-
lined 'Optometrist denies fondling
woman' by Durham Staff Reporter
Stephen Shaw, in which Dr.
Charles Im is described as a
'Pickering optometrist'.
In fact, Dr. Im is not a member
of the College of Optometrists of
Ontario, but rather is a physician
who holds a restricted Certificate
of Registration issued by the
Ontario College of Physicians and
Surgeons of Ontario. He has never
been, and should not be, identified
as an "optometrist" since this tick
is restricted to members of this col-
lege.

than a bunch of sheep, the voters
did indeed flock to that cozy
Liberal wool sweater that's been
pulled over their eyes for three -and -
a -half years and voted Mr.
McTeague et al back into office.
Mr. McTeague's independent
streak of fighting gas prices (last
week it was 59.9 cents a litre, good
work Dan!) and cable companies
over $2.76 a month (gee, that's
more important than the Young
Offenders Act or the wicked GST)
are pathetic examples of what a fed-
eral politician should be doing.
Jean Chrdtien, who deceived
every single Canadian about the
GST, and has raised taxes by count-
less billions of dollars, is back at the
Win of the good ship Canada.
Alas, four more years of sailing in
the whirlpool of mediocrity.

Now that the dust has settled from the federal
election your faithful correspondent is ready to
make some fearless predictions about the kind of
strategic manoeuvring we can expect to we on
the national political front over the next four
years. Or maybe it will only be three, or two, or
one...
In any case, we Canadians are so lucky to
have such a fine group representing us in
Parliament — 301 citizens pulling together to
steer the ship of state into the next millennium.
So what if some want to jump ship, some want to
throw them an anchor and the others all want to
row in different directions? The millennium will
get here anyway.
First, the Progressive Conservatives will once
again dispatch the same team of party master-
minds they sent last time to cross the country to
ask Canadians what they want Their perceptive
reading of the country's mood and of Canadians'
longing for tax cuts was undoubtedly invaluable
in bringing the PCs from rump party status to
fifth place ahead of John Nunziata
Alexa McDonough and her NDP stalwarts
will call for higher taxes on big corporations as
the answer to most of Canada's problems. This
fresh and creative approach to national economic
issues will undoubtedly serve the party as effec-
tively now as it has in the past.
The Bloc QuEbEcois will continue with their
theme of 'Anything Canada Can Do Quebec Can
Do Better — Alone'. How can their supporters,
or indeed the rest of Canadians, question or tine of
such an impeccably consistent approach to poli-
cy'? And of course Bloc head Gilles Duceppe will
in the future avoid hair nets that look like con-
doms and bus drivers with no sense of direction,
since those and not the BQ platform were the
obvious causes of his recent debacle at the polls.
Reform leader Preston Manning will undergo
another image makeover. The sports jackets, con-
tact lenses and new hair were good and surely
impressed Ontario voters. But it's essential Mr.
Manning keep readjusting his look until he finds
the combination that will erase the unfortunate
vision many citizens have of him in a brown shin
and jackboots.
As for the ruling Liberals, they'll be concen-
trating on health isstus- The last thing the Grits
want is an Ottawa winter flu bug thinning their
ranks in the House of Coaunous.

Mental health advocates want action on integration
BY SUSAN O'NEILL
DURHAM STAFF
The mental health system needs to
be integrated into the bigger picture of
health-care reform in the province,
said providers and advocates of mental
health care who gathered in Whitby
last week.
"We need the integration of mental
health into the greater health field;"
said Marilyn Nearing of the Commu-
nity Advisory Board (CAB) at the
Whitby Mental Health Centre during a
recent panel discussion on mental
health reform.
Members of Community Advisory
Boards from provincial psychiatric
hospitals gathered in Whitby for their
annual conference hosted this year by
the Whitbv Mental Health Centre.
The theme of the conference –
Let's Get On With It – was the focus of
a panel discussion on reforming the
system Friday at Oshawa's Holiday
Inn.
"This is about people getting ser-
vices they need in the right place at the
right time;" said Steve Lurie, executive
director of the Toronto chapter of the
Canadian Mental Health Ascociation
in mental health systems," he said, adding
"talk to the people who understand what is
needed „
Ms. Nearing said it's necessary to integrate
the delivery of mental heath services with
those of community hospitals to better serve
people who need care.
While she says the issue of mental health
reform predates the present provincial govern-
ment, she says "right now it plays into the
government's agenda because they're into
cost-cutting"
David Giuffrida, a lawyer with the Provin-
cial Psychiatric Advocacy Office told CAB
members to "forensically audit what the gov-
crnment is doing in this area;' adding it takes
"vigilance" to maintain the mental health sys-
tem.
Ken Shulman; chief of psychiatry at Sun-
nybrook Health Science Centre, said the
province needs a system "that provides inter-
dependence and accountability"
"Mental health is truly important and is
part of• everybody's responsibility," he said.
adding patients' needs must remain '
central in the reform process.
Fred Upshaw, regional vice-presi-
dent of the Ontario Public Service 1
Employees Union, urged CAB mem-
bers to work with "front-line workers"
to integrate the systems.
"I don't want you to get bamboo-

SPECIAL 'rO 'Mi Kt{N1"S ADVERTISER
A recent Royal Bank ol' Canada
report predicts that as man♦ as six in
10 Canadian drivers will be in the mar-
ket for a personal vehicle within the
next three years, and that most will be
trading in their clunkers for brand new
models.
The report, prepared for the Royal
Bank by DesRosiers Automotive Con-
sultants (Canada's leading auto indus-
try analysts). confirms a recent upward
swing in new -vehicle sales (new vehi-
cle sales in April were up 30 per cent
over the same period last year. the best
April in six years), but is an about-face
from the buying trend of the past cou-
ple of years.
Based on interviews of 2,5(x) vehi-
cle owners conducted in January and
February of this year. DesRosiers
reported that 49 per cent of' respon-
dents said they would purchase a new
vehicle (40 per cent would buy a new
vehicle, nine per cent would acquire a
leased vehicle), compared with 41 per
cent who plan to purchase a used vehi-
cle. In fast year's survey. 51 percent of
respondents indicated their next %chi-
cle would he a used one compared
with 44 per cent who expected to buy
a new or leased vehicle. The previous
year, 52 per cent said their next vehi-
cle would be used, 33 per cent .aid it
would be new.
Over the past eight years, buyers
(especially Baby Boomers) have
shown a growing preference toward
used cars. resulting in declining year -
car ,ales of new vehicles.
Apparently. many drivers now feel
they have pushed their aging cars as
far as they can go — those expecting
to buy in the next 12 months, for
example, own vehicles older (8.6

years) than the Canadian average (7.7 years).
This aging vehicle fleet, in combination with
low interest rates and incentives. is apparently
the stimulus vehicle owners have been looking
for to lure them back to showrooms.
-This just might be the year the auto indus-
try has been waiting for;' said Alberta Cefis,
head of Personal Credit Services for the Royal
Bank. "Vehicle buying intentions is one
important economic indicator of consumer
confidence. The signs of a strong and robust
new vehicle market bode well -for the econo-
my as a whole."
About 23 percent of respondents indicated
they would purchase a vehicle in the next year
with about 47 per cent saying they would pur-
chase new, while 43 per cent are still leaning
toward the used car market.
The report also showed that Canadians in
the market for a new vehicle earn, on average,
more than $50,(00, tend to he younger and
male, and currently own vehicles they pur-
chased used.
Residents of Ontario (along with those of
B.C.) will be leading the parade hack into
showrooms within the next year.
For those intending to buy new in the next
12 months, the maximum price they intend to
pay, on average, is $24,397 for a new vehicle
or $12,558 for a used one.

London calling
New Knight hopes to
ride to rescue of
floundering team
BY AL RivErr
SPORTS REPORTER
Young John Erskine was Knighted on the weekend.
The London Knights of the Ontario Hockey League made the
64", 187 -pound defenceman who played with the Quinte
Hawks of the Metro Junior 'A' Hockey League last season the
second pick overall in the OHL's annu-
al Priority Selection Draft Saturday.
The Ajax resident was one of sever-
al local players, including some who
played for Ajax and Pickering junior
hockey teams, drafted at Toronto's
Maple Leaf Gardens.
Erskine, 16, is surprised he'll being
going to the Knights and by the fact he
was drafted as the number -two pick.
London was one of four teams ready to
choose Erskine. He was also canted by JOHN
St. Mike's, North Bay and Sudbury ERSKINE
prior to the draft
'I was really excited about it and I was surprised that I went
to London, kind of," says the Ajax Minor Hockey Association
graduate. '•It was a great honor to be drafted so high. London's
a great hockey town and a great place to go:'
Erskine says he has no trepidation about joining the Knights,
who've been in a rebuilding program the past few seasons and,
during that time, have been perennial bottom feeders in the
OHL Instead, he's ready to take up the challenge of putting the
Knights on the road to a better tsetse.
" I think of it as a challenge to try and improve the tears.
They've only won 15 or 16 games in the last two years, so I want
to go there and help them improve the team:' he says.
.Erskine says his first order of business as a Knight is to join
the club for a mini -camp this coming weekend at the Nicholls
Arena in London. He'll have a chance to meet other members of
the Knights and to skate with the team.
The big test will come at the Knights' main camp at London
Gardens, beginning Aug. 25. He plans to be fully prepared by
working out in Oshawa and by attending skating sessions each
Thursday in Scarborough.
This past season he scored nine goals and 18 assists, while
piling up 244 penalty minutes for the Hawks. At the end of the
season, he was named the Metro league Eastern Division's top
defencernan and also copped two team awards as the top
prospect and the best defeneeman.
Randy Davidson, 17, of Whitby, a left winger with the Ajax
Axemen of the OHA Provincial Junior `A' Hockey League, was
chosen by the Owen Saud Platers in the third round, 44th over-
all, in Saturday's draft. Axerme n defenceman Adam Lay was a
10th -round pick of the Nath Bay Centennials.
Mike McCormick, 17, a standout oentre with the Pickering
Panther of the Metro junior league last season, was drafted by
die Pletaboraugh Petes in the fifth round, 74th overall.
McCormick played on the OrNario under17 teats which won
the World Cup title in Alberta in December. David Cornacchia,
17, a defencem n with the Pamthas, was also drafted m the fifth
round, goimg to tete Sudbury Wolves as the 80th playa chosen.
Another Flan s' rearguard, Derek McNamara, was chosen by
the Windsor Spitfires m the fifth round, 82nd overall.
Ajax resident Patrick Papageorge, 17, was chosen by the St.
Michael's Majus as the first selectiorh of the seventh round,
1691h overall, getting his wish to stay close to home.
