The Ontario deficit will he about $7.5 billion this year, $710 million less than expected. But. "What's a little hit disturbing is we got a break" with an improve- ment in the economy that helped drive the deficit down. Furor over Claremont centre cost hikes Councillors question footing the bill for $100,000 in extra funds BY MARIANNE TAKACS STAFF REPORTER PICKERING — Controversy continues to surround over -expenditures on the new 52.8 -million Claremont Community Cen- tre. At Monday's meeting of Town Council some councillors, particularly Ward 1's Maurice Brenner and Ward 2's Doug Dick- erson, wanted to know how Pickering has ended up having to foot the bill for about an extra $100,000 in spending on the project without Council being asked to pre -approve the changes the money was spent on. However, Councillor Rick Johnson, in whose Ward 3 the community centre is located, suggested some councillors were grandstanding on the issue and that the cen- tre has encountered only the same kinds of cost overruns that have faced other Town and Region pro- jects. "I take great exception to some of the comments from some of my colleagues," he said. "We're talk- ing about an over -expenditure, yes. But we've had over -expenditures before." Coun. Johnson maintained it's not uncommon for projects of sim- ilar magnitude to go over budget by about $200,000, as this one has when a previous over -expenditure approved by Council is taken into consideration. He called the community "centre a "won- derful, exciting project" and pointed out it was badly needed to replace deficient com- munit� facilities in north Pickering. Changes to the project have included the addition of 600 square feet to the facility's multi-purpose hall at a cost of $123,000 to ensure it could hold tip to 270 people for dances. As well, $19,000 worth of alter- ations to the kitchen exhaust have been ordered to adapt it to larger kitchen equipment, and $10,000 more is needed for heavier -duty wiring for roof -top heating and cooling equipment. At the same time, about $42,500 in expenditures for items such as landscaping, a movable -wall and a new Emergency Operations Centre for Pickering have been deleted. I've seen boats being launched there and for the- most pan people respected the area b} running their motors at idle speed or paddling (including personal watercraft ). All of the boaters had the intention of fishing. Ajax Em ironmental Affairs week included a waterfront clean- up last Sunday and Project A. W.A.R. E. (Aquatic World Awareness. Responsibility and Education) has _onducted two clean-ups per year in and around the Ajax waterfront. The sad constant reminder ever year is there is always enough garbage to keep volunteers busy picking up after the lazy people who use this important wetland for their leisure needs. Even though I'm sure none of the people who addressed Ajax Council recently would ever litter from their boats into the wetland or lake, they do have a moral respon- sibility to the area because they use it for their leisure activities. If you go to the boat launch and walk south along the bank of the creek you will find the majority of the garbage is angler related — fishing lines, foam bait containers, dis- carded lure packages and 1otKI and beverage containers neatly piled next to Y-shaped sticks used to sup- port fishing rods. I'm not saving that the individuals who addressed council arc the people who create these environmental disasters. I would feel a lot titter ifthe select few who can afiird Ix)ats and use community facilities that cost our tax dollars took on additional responsibility for these: areas. It is true that boat launches can be an asset and any asset must have value. but value to whom and what are questions that must be answered by Town Council and the conservation authorities. If the Town began to charge for launching a boat from Dutiins, we might be able to afford to pay someone to enforce the no PWC bylaw, but if the PWC users com- ply with the bylaw and paddle their PWCs out to open water the PWC bylaw becomes unnecessary. I am sorry I could not make the council meeting as it coincided with an environmental steering committee meeting I had to attend. However, I suggest that the barrier stay up and a small user fee for use of the key to open the barrier to launch a boat be charged. All pro- ceeds from the boat launching fee would go toward the environmen- tal upkeep of the boat launch area that is currently eroding into the creek. Which con- jures up some pretty hilarious visions since one of thou who wants his head is a woman. Dan McTeaguc in a dress? Maverick Dan, indeed. Still others say the Liheral federal election candidate in Pickering -Ajax -Uxbridge Riding should he excused for what they perceive to be an honest mistake made by a member of his staff. One feels he's done such a good job in Ottawa that he should he put into the Cabinet. Some reward, being crammed into a cupboard! That wntcr w ants h to be made a minister. Mr. %IcTeague's already in hot water because his bio said he has a Master's degree: now someone wants him to claim he has a theology degree'? I'm inclined to look at the lighter side of life. The other night as I was trying to fi)Ilow the complex plot twists in the Dukes of Hazzard reunion movie, my mind drifted... Similarly, a shepherd tired of listening to the bleating of sheep for too many years might want a career change. He sits down to write his resume and can't get out of his head the sound of 'baa -baa -baa'. Could he be blamed if he inadvertently typed on his resume the letters 'BA:? You try it. Sit down at a keyboard and see how easy it is to give yourself an instant degree. What day is it'? Sunday? Mother's Day. Who is it dedicated to? Ma. "rhe meet was attended by more than 540 swimmers from across Ontario. Making this meet unique was the fact that swimmers of all �cvcls — from developmental to provincial - calibre — had the opportunity to compete.
