That's an apt description of Durham Region Chairman Jim Witty as it relates to the amalgama- tion mania inspired by the Harris government at Queen's Park. Here in Durham, debate on what the Province might have in store for us in the near future has already taken on an hvsterical tone. In Oshawa. Mayor Nancy Diamond has made it clear she believes Oshawa should go it alone (with alone' defined as including \'Whitby and Courtice on its assessment base). In Ajax. councillors have made it clear they'll :ontinue to talk about partnerships with the neigh- horiniTown of Pickering, but are not at all inter- ested in amalgamation. The political debate on all fronts is rife with sup- position, doomsday prophecies and stubborn resis- tance. That strategy w ill only put Durham in a weaker political position should the TorN_ microscope be turned our way. And that's where Mr. simple position — that we must "show that we're doing a good job" -- is most compelling. Ajax and Pickering have at least agreed to explore areas which might benefit taxpayers in the two communities. Agreements reached on that front will help illustrate to the Province we are interested in eliminating inefficiencies and serving taxpayers. Why then, can \Vhitby not begin talks with Ajar in the west and Oshawa in the east' A'hy can Oshawa not consider the same with \Whitby on its west bor- der and Clarington on its east without wholesale amalgamation' Further, as Mr. Will., points out. Durham is already in a difficult position dealing with "tremen- dous changes" as a result of reforms already initiat- ed by the Province. If Durham's municipalities ignore those issues while mired in philosophical debates about what might happen if they debate the dreaded 'A' word, everyone will be worse off for it. We simply must begin considering alternatives to the current structure without necessarily redefining it. If we don't, we'll have it redefined for us. Marianne Takacs cor- rectly warns. "Be careful what you ask for..." I am one of the residents on Glendale Drive who got more than I asked for. I originally asked for a simple resurfacing of Glendale with no speed bumps. Speed bumps are very hard on vehicles and on human backs. What I got was a lot more, including curb projections or chi- canes, one on either side of my dri- veway. For the last six months I have been struggling to avoid hitting one of them every time I back out of my driveway. In addition, the elevation of my driveway was changed to the extent that one of my vehicles no longer gees down the driveway with- out hotioming out. I have gone to Town meetings. talked to Town staff and councillors. filled out surncvs. answered ques- tions and sent letters of complaint. At this point. 1 do not know what the results of my efforts will be. We have just had yet another survey! Judging by the comments of the opti- mistic :qtr. Stephen Brakc in the same article, the Town will do what- ever it wants based on how Town employees interpret their own statis- tics. Let me tell you about the Glendale Traffic Calming Survey. Twenty-five per cent of the residents were opposed to the traffic calming project. The majority of the residents felt that safety of motorists and cyclists had either decreased or remained unchanged. Fifty-three per cent of the residents felt traffic had not slowed down. This is not exactly a glowing recommendation for traf- fic calming. Nor was the condition of our street during the winter snow storms. A full 43.7 per cent of resi- dents felt that winter driving condi- tions on Glendale became worse. Residents in Cherrywood and Whitevale, beware. You may get more than you asked for, if indeed you asked for anything. In Ajax, students like it because it gives them more time in the afternoon to play or do things that interest them, according to stu- dents at Cadarackque Public School Since September 1996, they've been starting school at 8:20 am., part of the Durham Board of Edu- cation's plan to cut transportation costs by streamlining the bus sys- tem. And they've been getting out ,of school 30 minutes earlier, too. It gives me more time to get organized In the morning:' says Grade 7 student Sarah Moore. And she's home by 3:15 p.m., compared to 4 p.m- under the old system. Christine White is another bus rider. The Grade 7 student gets her bus five minutes later than previ- .ous years but has a shorter bus ride F`and is home earlier. "I think it's great. You start dearly but you get home early " I`-... Grade 3 student Tyler -Humphreys walks to the school. He too likes the earlier starting time. "You don't have to wait so long for school to start in the morning;' -he says, adding he's always awake .at 7:30 a.m. Ian Wight, Grade 7, is a member sof the school's Durham champion intermediate basketball team. He often had to be at school for '7 am. practices this year because of the earlier start time. He wasn't too happy about that >_lbutt overall the new time suits him. Families adjust to new school start times BY CHRISTY CHASE DURHAM SIAF}t AJAX - Every weekdav at $:20 a.m., when many children are still eating breakfast, students at Cadarackque Public School are already in class. Cadarackque is one of nine Durham Board of Education schoxwls in Ajax and Pickering that had their starting or hell times changed in order to save on translx,rtation costs. This fall. students at 57 schools in Durham Region will he starting u;h(x)l up to 30 minutes earlier or later as the board moves to save $1.3 million annually in bus costs. Since September 1996, teach- ers and students at Cadarackque have started their day at 8:20 a.m., compared with 8:50 a.m. in previous years. It was a big adjustment, espe- cially for families, says school principal Gail Hanson. "The process of change brings with it difficulties. There was really mixed reaction. Some of the families really liked it. Other families didn't like it because it didn't fit in with their schedules. It was pretty well split down the middle." With children starting and fin- ishing school 30 minutes earlier, many families had to review and even change their child care arrangements, she says. But everyone co-operated and, once they understood the reasons for the changes, they understood, Ms. Hanson says. '11hey might not like it but they understand. ''he hardest time was last spring" when parents were informed, she says. `But once it got going, it went really smooth- ly. From my perspective, the par- ents and staff adjusted to it. The parents were great in co --operat- ing and rolling with It:' The opinions of staff were also split, with some liking the idea of beginning and finishing earlier and others disliking it. the principal says. But everyone seems to have adjusted, Ms. Hanson adds. In Scptcmher last year, she was expecting problems with students hexing late or staff' and students heing absent more due to the earlier bell time. But that hasn't happened. '-fb ire have been no prob- lems. I thought there would be but there weren't.- The eren't-The school board does not keep track of lateness or absen- teeism. Cadarackque also does not maintain a separate file on tardiness or truancy. "You'll just have to trust us on this," Ms. Hanson says. The school has close to 600 students, more than 300 of them bused since the school runs French immersion and special education classes. The bell times were changed to allow buses to service two schools each morning and after- noon instead of one. Bus routes and times were altered. "None of the children are picked up before 7 am. and this year they're actually picked up later than they were last year," Ms. Hanson says. "The bus routes were streamlined and the kids are spending less time on the buses. That was one advan- tage." . This September, classes at Cadarackque will still start at 8:20 a.m. as the rest of the municipalities are added to the new transportation system. Bell times at about 50 ,c hoxols throughout the region will change to allow a streamlined. computer-generated transporta- tion system to be put in place. says Run Trbonich, the Durham Board of Education's business superintendent. Scugog and .Brock are aware of the new times and have informed staff and par- ents but schools in Pickering are still waiting. The Pickering schools will take part in a special project with the Durham Region Roman Catholic Separate School Board in which buses will serve both public and Catholic schools. Seven schools in Ajax, three in Oshawa and three in Whitby will start at 8 or 8:15, Mr. Trbovich says. No students will be picked up before 7 a.m. and in general the bus rides will be shorter. The computer program was designed to take into consid- eration safety, times and weather when formulating the "best -fit" solution for transportation, he reports. In September 1998, both boards hope to be able to set up one transportation system for the region's students, be they sepa- rate or public, Mr. Trbovich says. This should provide "substantial savings". Parents want a review of new school start times Parents concerned about new starting times for many Durham Board of Education schools this fall hope to persuade trustees to recon- sider the changes. "I don't believe this issue is over;" Gary Thompson, chairman of the school community council at Kedron Public School in Oshawa, told trustees at Monday night's board standing committee meeting. "I'm optimistic. I don't belie%e (trustees) will revert back to the old times but they may be able to make some alterations.— He presented the committee a petition signed by 397 people from across Durham opposed to the new bell times. This fall, close to 60 schools will start and finish classes up to 30 minutes earlier or later. The changes were necessary for the Hoard to implement a new bus schedule that will save S 1.9 million in annual costs. The savings will be transferred to schools in 1998. Mr. Thompson said students' parents are concerned about the safety and health of youngsters and upset about the lack of consultation by the board in making the changes. He told trustees parents are "all for" savings and more money for classrooms but "we must d:onsider if the savings we are about to appreci- ate are more important than the t;afety, health and scholastic inter- ests of our children." Parents are concerned more stu- dents will arrive at school without having had breakfast if they're required to be in class at 8 a.m. and that intramural sports and extracur- ricular activities will be curtailed due to varying bell times at schools, Mr. Thompson said in his presenta- tion. Another issue centres on young children waiting for buses or walk- ing to school in the dark in winter, he said. Mr. Thompson contended -parents should have been been con - suited about the changes and asked the board to respond to their con- cerns before the bell times are changed. Inspired by an Earth Day story she read at school. the enterprising 10 -year-old surveyed her north Ajax neighbors about Earth Day and littering Monday evening. "I just want other people to learn about Earth Dai a little more.- she says. The Grade 4 St. Patrick Catholic School student posed seycn questions to about 15 adults in her north neighborhood. Su staff at the new -school decided to put together lessons on space, says Grade 7 teacher Katie Schell. "The staff got together and worked on the space unit. We figured with a name like Dr. Roberta Bondar. we needed to study space. "The whole school is involved in this unit. right from kindergarten to Grade 8." One class researched what would happen to toys in space while anoth- er researched and built habitats for space. Kindergarten students and their parents worked on planets at home. An older class made spacecraft while another created a space module. Ms. Schell's class had to learn how to use computer software so she had students research and design a planet, complete with name, atmos- phere, climate, landforms and insect life. They wrote a textbook about their planets, detailing the insects and safety precautions for interplanetary visitors and will write a rap song school. ..It's cool.- say's Matthew. "Space is so interesting. It's unknown. It's really good to learn ahout space because that's what I'm thinkmL,. about doing." Oshawa Councillor Jim Potticary told Durham Council Wedncsda` that in the late 1970s Oshawa and'A'hitby had a "gentlemen's agreement" to link Adelaide in Oshawa and Manning Road in Whitby, Coun. Robert Lutcn'k joined Court. Potticary in presenting a motion asking Durham to pay Oshawa interest on top of the 5280.(") the City spent to extend Adelaide west from Thornton Road to the Whithy border. Adelaide soyas curved to the north so it will meet with Manning. Coun. Potticar, noted. V1'hithv Mayor Tom Edwards said Coun. Potti- car\ s "information is completely inaccurate". Coun. Uv%ards noted that in February of 1988. ..a decision by this council. this regional council, including,, representatives from the Cwt\ of Oshawa. approved in principle" Durham assuming control of Manning once sonic deficiencies were corrected. The Region has included $30.(XX) in its 1997 Midget to design a link from Garrard to the Whitby - Oshawa border. And, a total of $570.(XX) is tenta- tively st aside in 2000 and 2001 for acquisition of land required to build the link. Tlx: estimated cost to build the final section from Garrard to the border is $2.4 million, but it hasn't been decided when that link will be built. The motion also calls on the Region to pay the $170.(XX) it will cost to finish the link in Oshawa. "If the Region builds the Whitby section. you should give us our money back," Coun. Potticary said. The campground, which is operated by- the ythe Central Lake Ontario Conservation Authority (CLOCA), is making the transi- tion to a seasonal facility and is no longer offering sites on a daily basis. "The goal is eventually to have the whole campground seasonal," says Gord Geissherger, communications co-ordinator for CLOCA. adding "a lot of the market is going that way." Mr. Geissberger says the idea behind the seasonal pass is that people will use their site as "a home away from home." A Sable Crescent resident called 911 after she saw someone attempting to break into her car and a neighbor's car just after midnight, Durham Regional Police said. Officers responding to the call arrested a suspect matching the thief's description at a nearby gas station, police said. A stolen cellu- lar phone battery and loose change was recov- ered by police. A youth is charged with theft under $5,000, possession of stolen property under $5,000, trespassing by night and possession of a nar- cotic. - A - 1.4 centratum camps. New phone system to be installed The Town has retained McIntyre Telecom Service to assess the Town's telephone needs at the municipal building and the Iroquois Park Recreation Complex. Town clerk Don McKay told the operations committee phone systems in the two locations are in need of an update, saying both systems are over 10 years old and can no longer meet the Town's requirements. Mr. McKay says a total of $110,000 has been allocated for the new system in the capi- tal budget for 1997 and 1998 and says the Town would easily get "seven to 10 years out of a new system" The Town has already asked Bell Canada to remove the voice mail at the municipal build- ing and is in the process of negotiating a refund, Mr. McKay says. Review of Whitby intersection postponed WHITBY -- The review of a request to install a multi -way stop at the corner of Mary and Ash streets in Whitby has been postponed until the Garden Street grade separation is complete. The operations committee voted to review the intersection in the fall when Garden Street is open in the belief the added traffic volume from the closure is causing the immediate traf- fic problem. A public works report states there have been nine collisions over the past four years at the location, five of which have occurred since March 1996. Administrator Patsy Payne says, that while the association doesn't give referrals, it will inform if the plumber is a member the association. The Association is a non-profit orga- nization designed to improve the inclustry all across Durham Region. It was established in 1991 and has grown to over 50 members including con- tractors, manufacturers and wholesale companies. Patsy says the diverse membership can keep the association informed about the latest changes which their customers can take advantage of whether its for home decor or saving money on their water bill. "Our regular monthly meetings are a time when information can be shared" she says. "We also publish a monthly newsletter to keep members informed about such things as by-law changes." The association organizes activities for their membership such as educational courses and seminars, discount programs and fun days.
