police, accused of bilking local

raised much controversy
among taxpayers and some
still have questions about
the costs.
Hugh Nicholson, chair-
man of the school commu-
nity council at Palmerston
Avenue Public School in
Whithy, notes that when
the hoard first decided to
build the centre. it was
decided to sell the old
hoard headquarters and
another property to help
pay for the new facility.
But those buildings remain
unsold, he points out. He's
concerned monev that
should go to schools is
instead being used to pay
for the new cenlre because
the properties have not
been sold.
The old headquarters is
leased to the Durham
Region Children's Aid
Society in a long-term
(case, Mr Trhuvich says.
But he adds the proper-
ties are for sale, adding the
old headquarters, on the
southwest corner of Ross -
land and Stevenson roads

tracts for the royal family setting up programs over
'there," Det. Fluke says. No such projects existed.
The victims, who all know one another, went to
police last month after the suspect vanished with the
money but without a trace, the detective says.
-Police need the public's help in learning the real identi-
ly of the suspect, believed to have used an alias. Mr.
Nugent's last known address was 1890 Valley Farm Rd.,
Pickering.
It's believed he may be travelling through the U.S.
with his 20 -year-old wife and infant daughter, says Det.
'Fluke. who adds authorities stateside have been notified
-*bout the fugitive.
The suspect is described as 6', 180 pounds, with an
olive complexion, black hair, brown eyes and a mous-
tache. He is believed to be of mid-eastem descent and
has a hunched back.

Politician, in Ajax and Pickering took their first
tentative steps this week -- at bast in an official
capacity — to consider w hat the future may hold for
their two Towns.
Councillors from each municipality deftly avoided
ising the word 'amalgamation' in any positive context
,mut agreed to consider exploring more partnership, am
cave taxpayers money
This resistance to amalgamation, particularly on
Alax's part. is understandable given the climate of
fear created as a by-product of the troubles that have
beset Metro Toronto in recent months
But, politicians here have remained practical in
their discussion, and have agreed to further explore
strategies to become more fiscally efficient. A perfect
example of that spirit of Ca -operation is illustrated in
a Joint handl-tran,t system betwccn the two munici-
palities which started this year
With continued collaboration. surely the Town, of
Ajax and Pickering will identifv other areas in which
service duplication can he eliminated, where more
money can be saved. and where better delivery of ser-
vice can be achieved.
Nk'hat is impertlne, however, is the commitment to
more discussion — in practical and philosophic
terms. In this political era of 'mega city reforms and
mega' bills in the legislature, our two communities
.,land to benefit from being proactive and inventive.
If Ajax and Pickering can clearly show they are
working co-operatively in %anon, areas of adminis-
tration. the,, create a more compelling case to main-
tain and build on their individual community identi-
ties.
Open and honest co-operation, without the hin-
drance of political agendas, is the kcv to our contin-
ued and combined success.
Keep the lines of communication open.

smokers (if you look you will spot

garages, etc.)
I support free choice of individuals
to smoke, and whatever else they like
to do ars long as they do not harm oth-
ers.
It is ludicrous to any person of
sound mind that anyone would know-
ingly not only poison themselves but
also take pan in poisoning others.
1 have even read articles that stated
that the anti-smoking legislation
reminded them of Hitler's Nails. Well
what domes the second-hand smoke poi-
soning of children and others remind
us of

adults.

Parents have every right to question
the reasons for xheduk changes. But in
the end the sch t)I board must put a prop-
er eduLatien and the bottom line above
inconvenience and our inherent reluc-
tance to change.

Grade 3 students and teachers in Durham
are in the midst of comprehensive testing of
their abilities in math and English.
Students In separate and public elemen-
tan schools are undergoing 10 days of stan-
dard classroom activities and written tests
developed by the Education Quality and
Accountability Office (EQAO).
But the tests will do more than just deter-
mine how well Grade 3 students are doing in
math and Fnghsh The process will also
show us how well teachers and the education
system are doing in instructing the subjects,
says Durham Board of Education prograrn
superintendent Bev Freedman.
"I do consider (the tests) beneficial. It
mirrors the best of what we know about
teaching and learning '
She says the results will show parents.

parents with tips on how to help at home.
Ms Freedman says the only Grade 3 stu
dents not being tested are those In Frcncl
immersion programs (as students in thost
programs don't get significant instruction it
English until Grade 4) and those for whoa
the testing is inappropriate or harnttul.
She adds that in split classes. Grade 211

The creation of a Greater Toronto
Services Board (Gmi i will answer
the need for co-ordination among
municipalities and regions in the
Greater Toronto Arca, says government
adviser hill Farrow.
Mr. Farrow, who was appointed lavt
December to help the government
develop a framework for the proposed
GTSB, addressed memhers of the
Durham Region Manufacturer; Asso-
ciation ORMA) Tuesday.
Mr Farrow says the "common
theme" in the nurnerous studies of the
Toronto area conducted over the years
Its the "need to better co-ordinate ser-
vices.
"Wc need to make sure we can con-
unuc to do things as well or hater than
we have in the past.' he says
Mr Farrow says he has consulted
with municipal politicians throughout
the GTA to develop a paper that will
outline options regarding the authority
and structure nl the proposed co-ordi-
nating hoxiy.
He says he was given a mandate to
hook at options for co-ordination in the
dclrscrx of "hard" services such as
water, sewage. transit and waste dis-
posal.'This hoard could he the agency
to manage, to make sure these things
are dune efficiently."
While Mr- Farrow recognves the
GTA r% not a pr,litical entity, he says it
is an "gnomic entity

Mr. Farrow reports most of the peo-
ple he has spoken to support the devel-
opment of a G-rSB but says there is
.some fear the structure will become
another level of government.

charges following a high -spud police
chase which began in Whitby and ended
in Pickering early Wednesday.
Durham Regional Police said the dn-
ver of a stolen Chevette refused to stop
for patrolling officers when spotted on
Victoria Strut West just before 2 a.m.
The car sped westbound to Harwood
Aventle in Ajax where it then entered
Hwy. 401 and travelled to Brock Road in
Picketing, pulite said. Speeds during the
chase reached 140 kilometres an hour.
Police said the tsar eventually went
out of control veering into a ditch on
Brock Road South. A passenger was
arrested at the scene while the driver was
captured after attempting to flee on foot.
David Robertson, of Peterborough,
faces charges of theft, possession of
stolen property, dangerous driving, dri-
ving while disqualified failing to stop
for police and breach of probation.
A 17 -year-old boy is charged with
possession of stolen property.

PICKERIING — 111c Pickering Panthers are
licking their wounds after absorbing an old-fash-
ioned thrashing at the hands of the Caledon
Canadians in Metro Junior 'A' Hockey League SeL-
ond-nwrxl playoff action Tuesday night.
In their most lopsided loss of the Season, the
Panthers were outgunned and dominated in a 13-1
defeat in Super Six playoff series action at the
Albion -Bolton Union Community Centre.
Now at the half -way point of the six -game h(me-
and-home series, the Panthers have only a tie — a 2-
2 draw with the Same Caledon squad in Pickering
Sunday.
The Pandbers are currently in fifth place in the six -
team battle for one of four semi-final berths with a
record of no wins, two losses and a tie for one point
The Panthers resume playoff action tonight,
Friday, against the Wexford Raiders at the Pickering
Recreatiori Complex. Game fine is 7:30 p.m.
In Tuesday's contest, the Canadians stoned the
Panthers early in a bid to exact some revenge against
the Pickering juniors for Sunday night's tie. Caledon
led 4-0 after the opening frame, then buried the
Pandicrs in the middle stanza, opening up a 10- I
bulge. The home tram %Laxed three more tnarkers in
the final penoxl to end the onslaught.

the second period.
The Panthers' lining rmcwd after three games
