"It's a good second best to actually distribut-
ing it everywhere," says DNA spokesman Irene
Kock.
The pills would be distributed free to people
who want them and would be paid for by
Ontario Hydro. Previous plans provided only
for the distribution of the pills after a nuclear
accident.
Ifti Ahmad of Emergency Measures
Ontario, who has been responsible for guiding
the development of the new plan, says the pills
will likely be available by the end of this year.

they (EMO) were dictating it would be through the
phone alerting system."
Under the old plan, people within the zone were
to be alerted through a computerized phone -calling
system that perli>rmed poorly in a 1995 test of
emergency preparedness in Durham.
Ms. Kock is also pleased with a new appendix to
the plan outlining measures that might have to he
taken in the aftermath of a major nuclear accident if
there was a failure of the containment system
designed to prevent radioactive contaminants from
escaping into the atmosphere.
"It acknowledges these; types of plans might
have to be made. They never used to acknowledge
that things could progress beyond what was includ-
ed in their (emergency) scenario."

radioactive contamination of the environment,
establishing restricted zones, relocating evacuees
Meeting to discuss
An organization called Action on Highway 407
is holding a meeting Wednesday, April 2 where par-
ticipants can express their concerns about the
impact of Hwy. 407 on the communities it will
cross.
The meeting will be held at 7:30 p.m. at Locust
Hill United Church on Hwy. 7 about a mile west of

"We wanted to set up an umbrella framework
within which these actions would be carried out,"

plan include new notification procedures under
which Ontario Hydro will have to inform EMO and
municipalities of any significant incident at a
nuclear station within a predetermined time. Before,
the requirement for notification was based on the
projected impact of the incident, which had to be
calculated and resulted in notification delays in the
past.
As well, the evacuation pattern has been changed
to include all people living around a nuclear plant
rather than just those situated in the direction the
wind is blowing nuclear fallout. Mr. Ahmad
explains it was decided this more cautious approach
was better than relying on forecasts of wind direc-
tion.
The new draft plan will be tested in an emer-
gency exercise at the Darlington nuclear station in
1998 before being finally adopted, probably by the
end of next year.

tal was one of a number

Walkouts were also
staged at community hos-
pitals in Oshawa. Toronto,
Ottawa - Carleton,
Kingston, Hamilton and Thursday for the next two
Burlington. weeks and expects more
CUPE plans to stage hospitals to conte on
10 -minute protests each board.

Oshawa breakaway plan slammed at Durham Council meeting

Oshawa's desire to dismantle the
Region and form its own amalgamated
City doesn't sit well with other Durham
politicians who'd like to talk with offi-
cials of the renegade city.
Whitby Regional Councillor Joe
Drumm said it was unfortunate
Oshawa Mayor Nancy Diamond had
to leave Wednesday's council meeting
early and could not be present for his
remarks. He expressed disappointment
with the Oshawa mayor and her role in
the drafting of a letter to Milt Farrow,
the special advisor on the Greater
Toronto Services Board, suggesting
Durham Region he dismantled.
Coun. Drumm reminded council of
the time Oshawa was threatened by the
possible pull-out of General Motors
and how the Region rallied around the
city.

Don't fix it if
it ain't broke
Has regional government's time come and gone`'
Certainly Oshawa Mayor Nancy Diamond thinks so. Or is
regional govemment the best answer for future development
in Durham Region — an all for one, one for all notion'?
Durham Region Chairman Jim Witty thinks so. Does
Oshawa get more than it pays for as a member of the region
or less'? These am the key questions in the debate now rag-
ing over O%hawa's future: within or without Durham Region.
Closely connected to the question of dismantling Durham
Rcgion is Oshawa's position that it amalgamate with
Courtice and Whitby.
When Durham Region was created by the Bill Davis
Tories back in 1974. Oshawa paid approximately 42 per
cent of the Region's bills. That number is now 31 per cent.
According to figures released by the Region, Oshawa gets
50 per cent of the policing services in Durham and a 55 per
cent slice of the Region's welfare budget. Based on this
accounting. Oshawa in 1997 at least, is getting a good deal
from Durham Rection.
The argument can also be made that Durham Region
serves the entire arca directly cast of Toronto and offer's a
sate haven' fife those Toronto or provirx ial politicians who
would suck the Region into a monolithic Greater Toronto
cit% -state. Sure, services within the GTA should be harmo-
niied where the benefit to all its members is cr%stal-clear.
Regional projects and regional spending have helped to
de%clop towns across the vast expanse of Durham over the
past 23 %can and with dc%clopment comes opportunity.
Businessmen aren't limited by city or town boundaries after
all. Thc%'rc interested in high-quality infrastructure and ser-
vices w here%er an influx of population warrants them. A
businessman who lives in Oshawa might be keenly interest-
ed in Clarineton development and business opportunity
there. And that businessman (or employee or teacher, etc.)
would have little trouble with paying a small portion of his
tax hill to support regional infrastructure projects in
Clarington, even though he lives in Oshawa.
The rhetoric in the debate is starting to reach the silly
stage. Clarington Councillor Larry Hannah referred to
Oshawa as the 'Quebec: of Canada' (we think he meant the
'Quebex: of Durham') at a council meeting last week and
Whitby Councillor Joe Drumm is beating out a mantra over
Mayor Diamond not being 'a team player.' We suggest
Durham Region and its councillors continue to work hard at
keeping taxes down and services up. Durham Region seems
to be functioning better than ever and can be a strong voice
among many at Queen's Park.
Amalgamation only makes sense if the numbers show
significant cost savings for all concemed. For this we say,
'Show me the money (saved)'

To the editor:
lt's obvious that Judi Longfield has
been interested in politics for a long
while: she's already learned to underes-
timate our intelligence. Given the poten-
tial for controversy, why would the
prime minister appoint her as the
Liberal candidate in Whitby -Ajax
Riding if her nomination were truly
"inevitable" anywav? Why is the riding
association so "frustrated"'? Come on,
Ms. Longfield, we're not stupid.
I have two wonderful teenage daugh-
ters. More than anything in the world I
want them to have a fair opportunity, but
this appointment is an insult to women
everywhere and a step backward in the
fight for equality.

The Literals also promised to renego-
tiate the Free Trade Agreement,;. not raise

$5(X) million and many jobs), cancel
Pearson airport contract (cost $600 mil-
lion? and many jobs), and on and on.
Now they double CPP premiums. Whv
isn't the QPP also in trouble? What can
you expect from a prime minister who
talks to fantasy friends, throttles hecklers
and blames his inability to keep his GST
promise on an act of God.
Poor naive Dan McTeague doesn't
have much of an example to follow. He's
not a maverick. He's a grandstander.
This party is so had they even have to
apologi7.c to Brian Mulroney and then
pay him off with our own money. Fools!
You get the politicians you elect.

It's the ultimate in crime prevention.
The Durham Region's Values,
Influences and Peers (VIP) program has
been in Durham schools since 1994,
helping to steer children in the right
direction before they're forced to make
some difficult choices in their lives.
A provincial initiative, the VIP pro-
gram is not being conducted in every
Ontario municipality, but right here in
Durham, VIP continues to grow each
year. This year, 2,004 students will grad-
uate from it.
Constable Peter Bramma is the only
full-time Durham Regional Police officer
with the VIP program, although there are
eight other officers who work with the
project on 2 part-time basis.
"VIP is a -)out making good choices in
life and the 'aw," he says.
The VIP program helps kids enhance
their self-esteem, develop respect for
the right choices...
themselves and others, recognize and
deal with peer pressure and make the
right decisions.
"We chose Grade 6 because that's the
transition age," says Const. Bramma.
"Before Grade 6 children are still under
their parents control."
Heading into Grade 7 can be like ven-
turing into a brand new world. The choic-
es and the friendships youngsters make
could prove very rewarding and benefi-
cial or, just as easily, could lead them on
a path to crime, drugs and despair.
Const. Bramma tackles some tough
issues — suicide. drug addiction, vandal-
ism and theft. but mixes in his own brand
of comic relief to keep the kids in tune
with the messages. Sitting through one of
his classes it's obvious he won't be
appearing at a Yuk Yuk's anytime soon,
but when it conics to working_ with the
kid. Const. Bramma'.: act is touLh to fol-

the students' fourth lesson of the VIP pro-
gram.
He not only discusses crack cocaine,
heroin, hash and marijuana he talks about
all drugs, including aspirin and insulin.
"All drugs have a bad and good side."
he says and when he asks kids if a partic-
ular drug is good or had the answer is, "it
depends...
"The most dangerous drug is the one

During these examples wide-eyed stu-
dents whispered to their friends as they
fired an arm straight into the air so they
can tell Const. Bramma they know some-
one who knows a person in his story.
Some tales have an impact and Const.
Bramma knows that if a student can
relate to an issue it's more likely the mes-
sage will sink in.
When the program first began there
were three schools which participated in
VIP. Tuda-, there are 10. in all
school boards in Durham taking part.
Paul Kapular. who teaches the Grade 6
students at :Monsignor Philip Coffey
School says the kids really enjoy the pro-
gram.
"They just love Peter." he says. "The-.
never want to miss classes when he's
here."

aimed at diminishing criminal activity,
but the feedback has been very positive.
Durham Regional Police Chief Trevor
McCagherty says the VIP program is an
important element, like the Kids Safety
Village, that should be a cycle of safety
for all children.
"We've received tremendous positive
response in letters from teachers, parents
and in some cases participants.
"If you build good citizens, you build
good communities," he says.

If you are a soon to be a
gardener with it new patch of
ground to call your own, this
column is for you. No doubt
your mind's eye is focusing on
the end result of" your garden-
ing efforts. You are thinking
about design, location, plant
materials and color combina-
tions. What you are probably
not thinking about are the
tools you need to get the job
done. Choosing and maintain-
ing garden tools isn't what
immediately pups to mind
when we think about our gar-
dens. but certainly these tools
are essential and one of the
first things we have to reach
for.
Teals always come in two
catev,orie%. the cheap and not
SO cheap. 1 will preface everti-
thing I am about to say atxrut
tools with this: buy the best
you can afford because in the:
end. the expensive ones are
cheaper.
Cheap is not an elegant
word, but I use it because it
denotes a certain shoddiness
that is typical of tots that are
a lot "less expensive.- What
you are after is quality... quali-
ty that will last for years.
"Cheap" tools crack and hend,
the handles come loose and
fall off. They are generally too
light, aren't comfortable and
don't offer the shape and size
to al low you to get on with the
job.
The heavier gauge and bea-
ter construction of the pricier
versions generally mean that
the tools are going to last
longer and they will become
your friends instead of the
enemy. The old cliche 'you get
what you pay fir' holds true in
this instance.
Having said that, you don't
need that many different
types.
Certainly you will find all
kinds of specialized tools for
%cry specific chores. At first,
avoid the temptation to collect
more than a few basics. You
can pct away with a spade, a
hoc, `a cultivator and a hand
pruner, but the following is a
list of tools I consider to be
the bwsics.

SHOVEL: If your budget is
limited this would be my
choice over the square -headed
shovel, although other gar-
deners would not agree with
me. It has a "pointy" end and
I find it pierces the ground
easier than with a spade. You
have a choice of a long -han-
dled version or the short -han-
dled one with a T -bar to curl
you fingers around.
Men seem to prefer the
long handle. I'm partial to the
shorter one. I have a shovel
that is about 1/2 the normal
size called a "border' or
"perennial' shovel. It's my
favorite tool for digging and
moving perennials. As well, it
saves my back from lifting too
heavy a load.
PITCH FORK: Usually
this tool has four flat prongs
that are slightly curved. If you
have a compost heap or heavy
clay soil, this is the tool
choice for turning over com-
post, heavy lumps and Lom-
pacted soil.
Truthfully. I seldom gravi-
tate towards the pitch fork, but
I know many gardeners who
prefer to use it over the spade
or shovel to turn over their
vegetable patches. Experience
will dictate your own prefer-
ence.
CULTIVATOR: This is
an extremely useful tool. You
can purchase it in the small
hand-held version with three
prongs or the long -handled
version with up to five prongs.
You'll use this all the time to
dig down and aerate and
loosen the soil around your
plants, as well as discouraging
weed growth.
HOE: You are ready to do
battle with hard soil and hoe
the weeds. This is the one that
will attack and cut off weeds
at ground level. A must for
vegetable gardens of any size.
RAKE: For yard and lawn
clean-up a rake will do the
job. There are many types
available.
Usually raking takes more
time than you want it to, so
rrake sure it feels comfort-
able. In recent years there has
been a barrage of styles and
sizes, suited to many different
purpous. A poor quality rake
reveals itself almost immedi-

Ajax students win gold
and silver at Ontario
Science Olympiad

AJAX -- A dozen stu-
dents from Southwood Park
Public School won gold and
silver medals at a recent
provincial science competi-
tion.
The Grade 7 team,
coached by intermediate
science teacher Lorraine
Schroetter, placed second
overall in the Grade 6 to 9
division in the Ontario
Science Olympiad on the
weekend of March 22 and
23 at York University.
And two students,
Shannon Hunter and Justine
Ottaway, came away From
the Dupont Canada -spon-
sored event with gold
medals in the tower build-
ing competition.
"We were all thrilled,"
says Ms. Schroetter, also an
academic resource teacher
at the school. "We hadn't
had very much time to get
everything together and the
kids did a lot of work on the
March break.
"I am really, really proud
of them coming in second
overall because there were
48 teams that participated in
the Olympiad. To me, sec-
ond place was quite an out-
standing achievement."
The two gold medal win-
ners built a balsa wood
tower that held up to 44
pounds of weight and was
the lightest in the competi-
tion.

"spent four days on March
break building it," Ms.
Schroetter says. "They
researched structural design
and had to build the tower
themselves. I was very
impressed."
The team, made up of' six
girls and six boys, compet-
ed in 14 of the 15 events.
While they won only one,
they did very well in the
others and racked up
enough points to win sec-
ond place overall. And if the
first -place team from a
Toronto school isn't able to
attend the International
Science Olympiad in North
Carolina in May. the
Southwood Park team
would he asked to go, Ms.
Schr(wtter says.

Ms. Schroetter says the

ence program is a hands-on.

with a strong technology
component. In fact, students
have been studying comput-
ers and what makes them
work, even ripping apart old
ones to get a look inside.
Intermediate students
will now start a design pro-
ject, putting together what
they've learned in class to
design and build something.
"I think a lot of this helps
kids. When they go into the
Olympiads, they've already
got the thinking skills."
In last year's Olympiad,
the school's team came
away with gold medals in
two events.

A Pickering firm has won the contract to build a new high
school in Cobourg.
Tasis Contractors Inco pmwd's $10.5 -million bid was
the lowest of nine bids on the project. The new St. Mary's
school is to open September, 1998.
The Peterborough Victoria Northumberland Clarington
School Board approved the bid Wednesday night. The high-
est bid for the project was $11.6 milliont
The school board also approved the low tender of $10.5
million for construction of the new St. Stephen's High School
in CWington. That bid was won by Brad Scot Ltd., a
Markham firm. St. Stephen's is also to open September,
1998.

High school students learn job skills on the farm
Youth Internship
Program launches April
AJAX -- Exeter High School students will
he picking up job skills and education in a spe-
cial program at NVindReach Farm in Ashburn
starting in April.
Students will receive practical training and
classroom instruction in animal husbandry,
building maintenance, horticulture. sales and
promotion, short order cooking and catering
and will he placed in summer jobs that relate to
the training and career interests.
The Youth Internship Program will he
launched April I in a ceremony at the Farm.
The program is a partnership with the school,
Cherrywood Services, Human Resources
Development Canada and 'A1ndReach. Human
Resources is funding the project.

Pickering Panther bantams win series in last minute
PICKERING — The Pickering
Panthers Sports Medicine and Rehab.
Clinic bantam 'AA' rep hockey team
defeated the Clarington Toros in a h st-of-
three series to advance to the next round
of the York-Simcoc league playoffs.
Pickering will play against a Western
Division opponent not known at our deadline.
With the series tied at one win apiece,
the Panthers bantams edged Clanngton 4-
3 in the third and deciding game. Craig
Lillie's slapshot
with 35 seconds
left was the game
winner.
After losing
game one of the
series 4-0, the
Panthers bounced
back to take the
second contest 4-
2. John Porter net-
ted a hat trick to
lead Pickering.
Excellent goal-
tending was pro-
vided throughout
the Clarington
series by Aaron
Gray and Mike
Martiniuk.

number of health problems are attributable
to a sedentary lifestyle, for example, heart disease, diabetes, obesity.
Studies show an alarming number of our children aro forfeiting health
and fitress for sitting in front of the television!
An unfit body is an ideal host for disease. A fit body helps protect
against the health problems mentioned above. Exercise stimulates the
immune system couldn't everyone do with fewer colds and flus?
Exercise helps prevent osteoporosis. Being active keeps joints lubricated
and mobile and helps prevent arthritis, and also provides relife and
maintains mobility if you already suffer from arthritis, instead of just
waiting for it to get worse. Don't sit back and accept that you are a
victim of old age" and nothing can be done!
It is never too late to start taking better pre of your body. If you are
not sure bow to start, there is help available! Start by making sure you
are fuelling your body well; follow the guidelines of the Canada Food -
Guide make sure to drink lots of water (6-8 glasses per day), est lou of

optimally. Your chiropractor can help you find
which stretches are most helpful for you , and give
you advice regarding nutrition and exercise
For physical activity, if you have never done it or
haven't in awhile, the same applies, start off slowly
and set achievable goals. Don't think that if you
decide to be a little more active it means doing a
gruelling 2 hour workout 6 days per week;
remember, compared to sitting on the couch, a 15
minute brisk walk to the park or to the local store is
a lot of activity! A valuable hint is to vary
activities; one day go for a walk, another day try to
ride your bicycle; another day you might go for a
swim. If you are really feeling up for a challenge,
try skipping rope for 10 minutes!
The two major factors to keep in mind are these:

after any activity. Stretching should never be
painful; it should feel like a gentle, comfortable
pull. You should be able to breathe deeply during a
stretch, and it should be held for a count of 15 to
20 seconds to give the muscle fibers time to
thoroughly stretch. Never bounce during a stretch!
If you push yourself too far, your muscles will
contract on a reflex basis (ie. involuntarily) and
then you end up achieving nothing.
Second, an activity should be brisk enough or
challenging enough to increase you heart rue. A
warm-up should be done as a mean of gradually
cuing into the brisk portion of the exercise;
similarly, wind down gradually so that your beart is
being trained, not strained. Exercise which involves
increasing your heart rue is called aerobic
exercise, and it is this type of exercise which helps
burn fat. It is "revving your body engine" and
causing it to "idle- at a quicker pace so that you
feel more energetic and are burning off more
calories.
Before you start your exercise program, take
note of any day to day tasks with which you have
difficulty; squatting down to play with the kids,
benr:ing to look for items in Iver cupboards,
reaching your shoulders overhead to brush or wash
your hair, lifting your legs easily to put your legs
into your pant legs, climbing stairs, etc. Then

YMCA Durham Region: The
Durham Supervised Access Program
is one of 14 across Ontario where
the children of divorced or separated
parents visit with their non-custodial
parent in a safe and supervised set-
ting.
This is a volunteer -driven pro-
gram of the YMCA. Volunteers are
required to supervise visits in a
group setting.
They will summarize and record
the activities of the visit for court
purposes. Volunteers should have
some experience working with chil-
dren.
They are required to provide
three references, a criminal record
check and to attend orientation,
training, ongoing workshops and
