Pickering property owners
could pay $20 more this year for
services provided by the Region.
Durham Council's finance
committee Wednesdav approved
a 1997 budget which calls for an
average tax increase of about 2.3
per cent across the region. If the
budget's approved by full council
on March 26, Pickering taxpayers
will fork out an average $645 to
pay for regional services like
policing, welfare, public health
and waste disposal.

Councillors fear pressure to develop farmland

close to the mouth of the Rouge (River)
and Petticoat Creek, whether you're
going two miles out or not, you're going
to disrupt the ecosystem."
In recent weeks councillors have also
warned that easy access to water the
pipeline would provide in north Picker-
ing would create pressure for urban
development on agricultural lands there.
York Region's proposal, which would

ondary education costs more and more each year
and the options just seem to be gettintg bleaker as
the decade wears on.
What's a young adult to do" 'darn are left
without work of an,.. kind each summer as they
fret about how they'll pay the hills on returning to
school in the fall.
;Most young people want to work and will work
hard if given half a chance by an employer. The
federal eoyernment Hill subsidize businesses that
give students summer jobs for six to 16 weeks
that help prepare them for the workforce.
There are only two provisos for employers.
The jobs must be extra or additional jobs that
wouldn't exist it' not for the funding being pro-
vided bN the federal program. And the jobs can't
simph, be pure make-work projects. They must
help — at least in some way — a student prepare
for the future labor force.
The jobs aren't acts of charity by employers.
That would be an insult to the students and youth
who need them. Young people can make a real
contribution %%Ith their energy, intelligence and
ambition. The only thing they lack is experience.
Employers should remember they once were
inexperienced too and needed a chance to get
started.
Youth unemployment in this country is a dis-
grace and needs to be one of the government's top
priorities. Working youth are happy youth who
help to strengthen our country with their efforts.
Work, combined with a solid secondary school
and post -secondary school education, is what
builds good citizens and a strong country.
Employers can get the ball rolling by taking
part in this program. Give it a try, you'll be glad
you did.

To the editor:
Dan %I,:-reagw is a rare breath of-
fresh
ffresh air to an often polluted political
environment. He is a Mcinher of"
Parliament who is willing to put aside
personal ambitions in favor of the cunvic-
lions which he mutualh shares with his
constituents. From (ping out of his own
SIP pension plan, to fighting his govern-
ment when its policies clashed with the
views of his constituents. to his tireless
work to ensure equity in pricing by large
corporations. Dan McTeague has repre-
sented us in every scn%L of the word.
Ms. Bhatia is correct to point out that
Mr. McTeague campaigned on not taxing
books. Unlike Ms. Bhatia however, 1
have watched Mr. McTeague tight vigor-
ously, at times even his own government,
to enact change in the area. As a result,
the Honorable Paul Martin, Minister of
Finance, announced that the GST would
no longer be- applied to textbooks — an
achievement I do not believe would have
been possible without Mr. McTeague's
hard work.
On the issue of the GST, I specifically
recall attending the all -candidates debate
in 1993 when Mr. McTeague made his

cerely hope it is adopted by other MPs.

a spring day
Spring arrived quietly on Thursda}
morning at 8:55 a.m.
That's when winter officially ended.
but i think spring began a little earlier.
Some telltale signs: flocks of gees: which
have been flying regularly over my home
in south Pickering on their way to
Frenchman's Bay. the growing chorus of
chirps and whistles in the trees outside
each morning: the ever-growing number
of potholes which line Westshorc
Boulevard: the escalating demands from
my .on to take him to the park so he can
play on the jungle gym.
The jungle gym. incidentally, is in a
park on the west shore of Frenchman's
Bay. It's the single most important piece
of geography Pickering offers in my son's
small world. It's equally important, how-
ever, to many others and for many differ-
ent reasons.
]here are the spring and summer
sights: canoes being paddled silently on
the still water: birds of many stripes and
sii.cs: bulrushes which sem to poke deli-
antl} skyward, yet which yield to the
slightest of breeees, couples walking the
gravel path which hollows the contour of
the hay's western shore.
There are the sounds: a child's unaf-
fected laughter as he plays with a friend.
a dog's hark as he retrieves, lir the: mil-
lionth time, a torsed stick: the screech of
a swing's chain in need of a drop of oil:
the flap of a sail as the: wind catchers it.
Soon enough• these sights aril sound
will fill the hay. Now, however, 1'11 revel
in the anticipation that always accompa-
nies this time of year. Spring brings the
promise of a fresh start, of longer, warmer
days, of" sitting outside without a jacket
until the sun dips below the horizon.
I've always loved this time of year but
have never lived so close to a place boast-
ing the natural beauty of Frenchman's
Bay. Now, I can watch the renewal
unfold. I can welcome returning gcese,
reacquaint myself with that one graceful
heron, enjoy watching the orderly chaos
of kids on a playground.
I used to sit back and wait for spring.
This year, I can participate.

"Canada Blooms," billed as
Canada's largest indoor
flower and garden show
opened it's inaugural year at
the Toronto Congress Centre
on March 5 and ran to March
9.
Showcasing six acres of
gardens and over 400
exhibitors it was refreshingly
unlike other "flower and gar-
den" shows put on annually in
the Metro Toronto region.
Instead of being mainly a
commercial frenzy of retailers
hawking their wares. it was a
sumptuous feast for the sens-
es. The presence of a "market-
place" was secondary and not
obtrusive to the point of the
show.

Gordon Crawford has repaired
basement leaks for over 23 years
"Don't worry, leaks can be fixed and,
most of the time, with very little fuss at a
very reasonable price. This is a statement
that Gordon Crawford uses most every
day of his life. Gordon has been in the
business of repairing leaks in basements
for over 23 years and estimates he has
been invited into more than 15,0(0 homes
to help resolve their leaking problems. He
considers himself to he an expert trou-
hlcshooter in his field.
"The most common leak you can find
is seepage from a standard settlement
crack in a concrete foundation. People
tend to start blaming the contractor for
poor workmanship or the fact that their
particular foundation was poured in win-
ter. The truths that concrete cracks what-
ever the underlying reasoning behind it is.
We live in a 'freeze/thaw' climate. This
implies that every winter our homes tend
to heave slightly then, come spring, they
fall again and possibly settle into a new
cavity.- Gordon goes on to say that "a
good contractor is one who knows this is
going to happen and backs up his warran-
ty and reputation with top-notch after-
sales service.- Regardless of whether the
house is six months or 30 years old,
Gordon says "the optimum method of
repair would he to inject the crack with
polyurethane for a number of reasons. If-
the
fthe crack is readily accessible from the
inside there is absolutely no need for
messy, expensive excavation. People still
have this misconception of the injection
process and feel they have to dig up out-
side and stop the water from getting into
the crack. Inside repairs don't work! This
is true but. even though we stand on the
inside. the polyurethane is pressured right
through the wall. In fact, if you wanted to
dig up outside and stand in the hole while
we work, you would see our material
ooze right through the wall. Another rea-
son to use polyurethane is the fact that it
remains flexible. In the early 1980s, we
used to inject epoxy, but we found that
new cracks were forming right next to the
old ones because the epoxy was too rigid.
The flexibility of polyurethane allows the
crack to open and close without breaking
the seal. This effectively creates a flexible
joint in the wall and, although yet
unproven, may actually prevent new
cracks from appearing on that wall. The
expandable nature of polyurethane is vct
another attestation to its many applica-
tions When injected under pressure it can
seek out many invisible capillaries in the
concrete by itself. I have been injecting in
one area and seen it oozing out threc-feet
away."
The other form of leaking that Gordon
Crawford has to deal with can tend to be
a little more complicated. This is when
the weeping tile drain has blocked over
the years and hydrostatic pressure is
pushing up from under the floor or
through the bottom layer of blocks in it
cement block foundation. Gordon says:
"Don't worry, everything can be fixed.
The problem has to be evaluated accord-
ing to its severity. Sometimes just
installing a sump pump can solve the
problem."
One thing Gordon is sure about is that
"leaks don't go away by themselves. They
tend to flush themselves clean and leak
even worse the next time." His last words
of advice: "If you have a problem, don't
panic. Have it evaluated profcssionall�.

Panthers go back to basics to take series lead

PICKERING — Back to basics.
That's the game plan the
Pickering Panthers used effectively
against the Oshawa Legionaires in
the third contest of their best -of -
seven Metro Junior 'A' Hockey
League interdivisional first-round
playoff series Tuesday night.
The strategy worked to a tee in
the Panthers' 4-2 victory over the
Legionaires at the Oshawa Civic
Auditorium. The win put the
Pickering juniors ahead two games
to one in the Eastern Division
series.
Game four was played in
Oshawa Thursday night after our
press deadline.

game. We didn't want to do too
much fancy stuff. We wanted to
open things up in the neutral zone
and put (the puck) deep in their end
and work on their defencemen. We
used the boards more and got into a
dump -and -chase game. It was more
of a skating game than in game
two;' notes Blackburn.
Blackburn notes his charges
played with great intensity in the
wake of the game two 3-1 loss in
Pickering Sunday night which saw
the Panthers lose their home -ice
advantage.
"We were ready and the kids
came with their game faces on and
it really showed" he says. "Game
three was crucial as teams which
win game three generally go on to
win the series."
The Panthers took an early lead
they'd never relinquish when Mike
McCormick put Pickering on the
scoreboard just 13 seconds into the
contest.
Pickering led 2-0 after the open-
ing frame and 4-2 after two stanzas.
Graham Horne, Matt Jenkins and
Paul Howes scored the other
Panthers' goals. McCormick added
an assist.
The Panthers again went with
netminder Kevin Boyle who contin-
ued to reward the coaching staff's
confidence in him with another
solid playoff effort between the
pipes. "He's played well in net. It's
going to take a tough shot to beat
him," says Blackburn.
Game five is slated for the
Pickering Recreation Complex
today, Friday, March 21, at 7:30
p.m. Game six, if necessary, is
scheduled for the Oshawa Civic
Auditorium on Sunday, March 23 at
7 p.m.

John Doolan shares his
knowledge of horses
If you've ever been to the track and got
caught up in the excitement of horse
racing, then you know how much fun it
can be.
Of course it's even more fun if you pick
the right horse. but it's not that easy. Even
the most experienced track patron can't
pick all the winners.
Since 1982. former winning jockey John
Doolan has been publishing P1's Weekend
Fiver.
Available every week throughout
Thoroughbred and Quarterhorse racing
season, you can pick up a copy on
Saturday's at Woodbine and Sunday at
Picov Downs in Ajax.
"The flyer has grown and grown each
year and has become well known for its
great selections:' says John. 'These are
selections that have paid very well to
fantastic for the most part."
The Weekend Flyer lists John's pick. for
Win, Show and Place in each race and
boasts that people have a very high
percentage of winners.
John also sells The Beginner's Guide
to Owning a Horse. it's a complete guide
for the; nc:k horst: owner and included is
things to look for when buying a horse.
It's a must for new and not so new owners.
A native of Dorking, England, John
learned about horses at Epson Downs
from his grandfather who was a top jocke%
in France at the time. Once he learned
how to ride there was no turnim, back. fie
came to Canada in 1969 and a�year later
was galloping thoroughbreds in Ontario
for Kin, -,haven Farm.
Soon he was racing, at Green%eood and
Woodbine and won his first race at Pico%
Downs in 1971. He later he•canic• :1 leading,
jorkev at GrecnwooJ.
A native of Dorking, England, John
Doolan- above and below learned
about horses at Epsom Downs from
his grandfather who was also a top
jockey in France at the time.
But in 1974 his career was cut short in
a race at an Ohio track. An underage
jockey slammed him into the fence and
with his feet caught in the saddle the
horse fell on top of him breaking his ribs
and puncturing his lung. But that wasn't
all. A number of other horse trampled
him fracturing his skull causing brain
damage. He was re%i-,ed by a quick
thinking sheriff that was nearhv.
After extensive rehabilitation John
went back to school and -,of his
Journalism Degree from Ryerson and for
a time worked at various newspapers.
It was during this time that he met his
line Peggy and now the% work together
publishing The %Veekend Flyer.
Its his love of horse racing that led
him to create this popular little
publication as well as his horse owners
guide. You can take the man out of horse
raring but you can't take horse racing
out of the man.
