out an armed Pickering fugitive
holed up in an Oshawa rooming
house, ending a dramatic two-hour
standott yesterday in the city's
south end.
Durham Regional Police tacti-
cal support officers, masked and
heavily armed, surrounded the
two-storey residence at 702
Simcoe St. S. just after I I a.m..
acting on a tip that a Pickering man
unlawfully at large from a Minticu
jail was hiding out there.

Durham Region is opposed to
the establishment of a Greater
Toronto Services Board, but
wants each municipality repre-
sented if the Province does set
one up.
Regional councillors
Wednesda-, endorsed a staff
report saying a GTSB is "unnec-
essary" hecause "essential ser-
vices are being effectively deliv-
ered to the community" under the
current system of government.
"There is no evidence that
improved service delivery would
result from having another body
established to set and monitor
standards or make basic infra-
structure delivery decisions," the
staff report said.
Durham staff suggested that,
if the Province proceeds with
plans for the GTSB, the services
board's powers should be limited
to providing long-term strategic
planning for the Greater Toronto
Area, helping settle disputes
hetween regions and co-ordinat-
ing services among regions. To
ensure the GTSB doesn't become
another level of government, it
shouldn't have taxing authority or
deliver services, the staff report
added.
Durham Region Chairman Jim
Witty said, "My concern is it's
another level of government or
another level of bureaucracy. It
appears that's where we're head-
ing."

intent on amalgamating Metro's
seven municipalities into one and
establishing the GTSB to oversee
services in the GTA, Region staff

oral rounds from a sawed-off shot-
gun were blasted in the basement of
an Oshawa home.
Police yesterday surrounded the
rooming house and evacuated two
adults, two children and a puppy
from the ground floor before making
contact with the suspect. He was still
believed armed with the shotgun.
One officer, crouched alongside
the home, shouted through it bull-
horn towards a second -floor win-
dow: "Throw your gun out the win-
dow. We know you're in there. We're
not going away. Come out the stair-
well and do it now."
A police negotiator was called to
the scene and Simcoe Street, from
Bloor to Conant streets, was cor-
doned off after the orders were met
without a response.
Attempts to negotiate a surrender
failed. "He just didn't want to talk to
us;' Sergeant Jim Grimley said.
Mr. Armstrong and an unidenti-
fied man and woman emerged from
a side door at about 1:15 p.m., min-
utes after police blasted two rounds
of tear -gas into the second floor win-
dow.
The three were arrested and taken
into police custody. The sawed-off
shotgun had not been recovered as of
press time.
"We understand the weapon is in
there, but we haven't located it yet.
We're waiting for the smoke to
clear:" Sgt. Grimley said.
Mr. Armstrong faces charges of
dangerous weapons. possession of a
weapon while prohibited and care-
less use of a firearm and possibly
further otl'enccs.
The two other suspects were
being questioned by police at press
time.

Fighting
the badguys
The statistics were shocking: a 70 -per cent rise in the
number of holdups in Durham last year which prompted
the creation of a 30 -officer task fierce.
Now. Durham Regional Police are launching the next
segment of their battle against the had guys with an
aggressive prevention campaign which aims to turn vic-
tims into victors.
Some background: The 30 -officer task force put into
action last year has largely succeeded in curbing the
alarming number of Durham robberies. But police sur-
veillance. profiling holdup patterns. and stepped up
undercover investigations are limited by manpower. time
and already -stretched resources.
The next stage in the hilt/ can he just as effective. B\
educating retailer, and gi%ing them the knowledge to
minimize the risk of heing a victim. we will all benctit.
This part of the blitz against holdups — the pre\en-
tion portion — will empower all who open up shop in
good faith each da,. in Durham Region.
A series of seminars will teach business owners how
to reduce the risk of being a victim. how to decrease the
chance of heins a target. and how to react if the\ are
robbed. -
These efforts by the men and women of the Durham
Regional Police Sermice illustrate their keen interest and
commitment to 'protect and serve.'

stronek encourage those who may he at risk to attend
and educate themselves.

Shashi Bhaua wrote a letter recently
in this paperin which she ranted aK)ut
the Liberals and their promise to elimi-
nate the GST.
To clarify a few points: the commit-
ment of the Liberals in the Red B(x)k was
to "replace the GST with a system that
generates equivalent revenue. is fairer to
consumers and small business, mini-
mizes disruption to small business. and
promotes federal -provincial fiscal co-
operation and harmonization". For fur-

In her letter she also refers to our NIP,
Dan McTeague, as a "maverick". Funny
how people who buck the trend and
refuse to toe the line when they strongly
believe in something are often labeled
mavericks. I guess Ms. Bhatia would
rather have an MP like those who sit idly
on their behinds, collecting their pay
from the taxpayers and doing nothing in
return for it.
Dan has always stood up for his con-
stituents and is always there when need-
ed. He was there when Ajax resident

Warren Sun. a young boy with spina bifi-

a golf tournament to a woman dying of
cancer who wanted to take her daughter
to Disney World before she passed away.
Dan spearheaded a fund-raising event
and along with the local community
raised enough funds so Warren could
finalk get his wish to go watch a hockey
game in Switzerland, all expenses paid.
For the second year in a row Dan
organized the id Day celebrations on
Parliament Hill for the he:nefit of his
Muslim constituents. At the urging of one
of his constituents. Dan McTeague intro-
duced a primate members bill. Bill C-353.
to declare April 21 as National Organ
Donor Day. After finally passing all three
readings it was recently given royal
assent. No easy task considering most
private members bills never even pass
fiat reading! How many MPs take the
time to get to know their constituents and
empathize with what affects them? In
contrast we have our local MPP (who
also happens to he the Minister of
Community and Social Services) who at
every available opportunity contributes to
eroding the social fabric of our society.
If Dan McTeague listens to his con-
stituents and does what he says he'll do
and in the process is labeled a "maver-
ick", then I'd rather have a maverick as
my MP representing me in parliament.

MP dodged
the issue
To the editor:
I was thoroughly entertained by Dan
McTeague's response to Shashi Bhatia's
letter to the editor in the Feb. 26 News
Advertiser. Not only did Mr. McTeague
completely avoid addressing the issue
raised by Ms. Bhatia, he clearly demon-
strated that he has nothing better to do
with taxpayers' money than to probe into
the background of honest hard-working
citizens who have genuine political con-
cern.
I really would like to understand Mr.
McTeague's position. How could Mr.
McTeague unequivocally state that he
would "have difficulty running (as a

•nusic. Married last summer, they have wcddcd their
,rparate careers into one and are now touring, and
h�ittin_ together an album under the name Warren
Ind Shannan Parker.
"'Ac soot married in July last year," says Mr.
Parker, an award-winning Canadian gospel musi-
cian. "Now we hath are full-time working together.
singing.
"Being married and being able to sing together.
it's amazing." he says. "Sharman's hecn singing
gospel for about five years now. She's got a dynam-
ic voice and range."
T1 -k- Parkers are touring eastern Canada and
much of the United States and busy working on
their first alburn together, tentativeh called How
Many Fish Haye You Caught" Mr. Parker, who
plays piano. comp(),, --s and arranges music, has just
released his first solo instrumental album, Goodbyc
W irld G(xldb,.c."It's the ministry aspect we love
abx)ut this.- says Mr. Parker. 25. "We're not in it to
make tons of monc}. We're spreading the word of
God to n as mapeople as we can."
They each started their ministry separately. Mr
Parker here in Canada. Mr, Parker, 2 I. in the States
where she was born.
"I got into gospel music in 1991," Mr. Parker
sans. "It was a quartet, Sonshine City, out of Barrie.
I was with them for four -and -half years."
The group was looking for a music arranger at
the time and asked Mr. Parker to help out. He did
and was later asked to join them for performances.
With them, he won the award as Canadian Gospel
Music Association's instrumentalist of the year in
1996. "It was it real honor." he says. "I didn't expect
it." In late 1994 on it tour, he met another gospel
group, the Oycrcorners, in Ohio. One member was
a young woman, named Shannan, with whore he
kept in touch for several months. But they eventual-
ly stopped writing letters.
In 1995. he moved to South Carolina where he
became the pianist for another gospel group, the
Mercdiths. With them he did 260 performances a
year, touring all the time. Meanwhile in Ohio.
Shannan saw a poster for a Merediths' concert, rec-
ognized Mr. Parker from the picture and wrote his
parents.
" Thcy forwarded it to me." he says.
This time the relationship grew, leading to timr-
riagc a vcar later. Shortly after the wedding. Mr
Parker left the Mcrediths and moved to Ohio, living
there until he and Mrs. Parker moved to Pickering,
where his immediate family lives, at the end of the
year to continue their life and careers here.
Thev are currently looking for a third singer for
their group and for sp(msors. Their album is expect-
ed to he released this summer.

Region Roman Catholic
Separate School Board has
been appointed to the new
Ontario College of Teachers.
Starting March 17, Laura
Sheehan will be a program
officer in the professional
affairs department at the
College, a self-regulatory
body for the teaching profes-
sion.
Ms. Sheehan has been
executive assistant for the
education director for five
years and employed by the
board since 1985, working in
staff development, training
and curriculum.
Two other staff members
have been appointed to the
Education Quality and
Accountability Office, which
focuses on assessment of
Ontario students. Gilles
Fournier, principal of Ecole
catholique Notre-Dame-de-la-
Jeunesse in Ajax, and Iona
Berry, a board curriculum
consultant, accepted second-
ment appointments to the
provincial body.
Education director Grant
Andrews says the board is
pleased to have its staff recog-
nized with these appoint-
ments.

Hospital playroom a prescription
for happy, healing children

Few things are as traumatic
for a child as having to stay in
a hospital.
Not only are they sick or
injured, but they are in unfa-
miliar surroundings, their
routine is disrupted, they're
separated to some extent from
their family and friends, and
doctors and nurses arc often
doing unpleasant things to
them.
Though children's play
may seem like a trivial activi-
ty to grown-ups, even in hos-
pital kids can obtain much
C( cmfort and reassurance from
having an opportunity to play
in pleasant surroundings.
"That's especially so since
play for children is not just
something they do some of
the time; it's what they do
during most waking hours.
Now children staying at
Aiax-Pickering General
Hospital have a new and much
better place to play. With
$30.000 of funding from
Ronald McDonald's
Children's Charities of
Canada and McDonald's
Restaurant of Ajax, a new
playroom has been built at the
hospital for its seven -bed
pediatric unit.
"Everybody likes it;" says
hospital chief of pediatrics
Dr. Valerie Lewis. "The kids
don't want to leave."
The only place for young
APGH patients to play before
was an ordinary room with it
table and some toys, recalls
Dr. Lewis. A good play area is
important in a hospital, she
explains, because it keeps
children's minds off the
frightening and painful expe-
riences they are likely, under-
going.
"Playing is an important
thing for children. We know
that it helps with their emo-
tional health and their phvsi-
cal health gets better if their
emotional health is strong."
The recently -opened play-
room is designed along the
theme of an enchanted castle
and forest, complete with a
'yellow brick road' on the
floor, murals of a medieval
fantasy castle and a knight in
shining armor on the walls;
and an 'apple tree' with shiny
red apples in the corner.
There's also a 'balcony' over-
looking the 'moat', a 'fish
pond' and a colorful 'tent', all
creatively arranged in what
was previously a small patient
room.
Things to play with in the
new playroom include a
'wonderwall' with dials,
heads and blocks to manipu-
late; a sand table with magne-
tized boats and cars. as well
as cupboards full of toys for
kids of all ages. Everything's
designed at kid -sire and kid -
level, though there's a seat for
visiting adults under the apple
tree.
The only reminders that
the room is in a hospital are a
medical gas outlet and call
station on the wall for emer-
gencies, and a sink designed
to encourage hand washing
and infection control.
The playroom was
designed by design consul-
tants, RxScenario, with help
from health care profession-
als, pediatric care specialists,
parents, community advisors
and patrons. A local artist
painted the murals.

PICKERING — A Pickering swimmer
was the most unlikely of gold medalists at the
recent provincial high school championships
in Etohicoke.
Dunbarton High School's Jennifer
burgess, 15, surprised herself by winning dou-
ble gold, one in a record -shattering time, at the
Ontario Federation of Schools Athletic
V,sociation (OFSAA) Swimming
Championships at the Etobicoke Olympium
pml last week.
Burgess finished first in the final of the
_irls' 50 -metre freestyle in a time of 27.69
.cconds to break the old record established in
i9S9.
"tete Grade 10 honor student also won the
sold medal in the girls' 100m free in a time of
one minute, .78 seconds.
Burgess' feats shocked the elite group of
athletes at the OFSAA meet because: she only
started swimming for the Dunbarton Swim
Team in fall and hadn't swam competitively
prior to that.
" I knew I was going into it as the underdog.
I was really happy after I had won. I was hop-
ing I would do well, but I wasn't expecting to
win anything my first time around:' she says.
Most of her time in the pcx)I has been spent
as a member of the Durham Svnchro Club for

at the Ontario Synchronized Swimming
Championships. It was only the urgings of her
brother, Chris, that prompted her to try for the
Dunbarton swim team, under the coaching of
Marion Chambers and Al Johnston.
"I couldn't go out for it last year because
my synchronized swimming schedule con-
flicted. But, I went out and tried it this year and
I really liked it. It was a lot of fun:' she says.
Burgess earned a spot in the Ontario cham-
pionships by winning gold medals in the 50m
and 100m free at the Lake Ontario Secondary
School Athletics (LOSSA) preliminary meet.
In both events, she also set new LOSSA
records. She set a LOSSA record in the 200m
free at an earlier regional meet.
Burgess credits her good fortune in the
pool with her prior training in synchronized
swimming.
-S,* nchro helped me a lot. I have to focus a
lot. (Competitive swimming) is a lot more
stressful than synchro, but synchro has taught
me to deal with that"
Burgess says she'll continue to swim with
the Dunharton High School team, but she
won't try out for another competitive swim
squad because synchro will continue to be her
first love in the Ixx)l.
"I'm more committed to synchronized
swimming, so I can't do both. 1 want to stay in
synchro and stay on the high school swim
team "

for the York-Simcoe championship.
The Panthers won once and lost once
in regular -season against against the
Rangers, the only team to finish
ahead of the Panthers in the stand-
ings.
After going scoreless in the first
period in the fifth game with
Peterborough, Panthers' David
Hughes tallied twice in the second off
corner passes from captain Scott
Billing to give the Panthers the lead.
An early goal by Peterborough in the
third made things tight again until
Billing scored to out Pickering up by
two again. Scott Vahey finished the
scoring with an empty -net marker.

started almost two
weeks ago after the fr

defeated Oshawa in w
the semi-finals. r
Pickering scored
four goals in the 9ff�f1AT�Os
third to post a 6-1
victory. Goals were
scored by Billing, Aaron Calder,
Ryan Pelan, Mark Rogers, Rocky
Ruta and Vahey.
Hughes and Mark Rogers each had
two assists, Andrew Hopkins, Adam
Moyer, Kevin Rogers and Trevor
Small had one apiece. Goalie Chris
Franz was sharp in net.
In the second game in
Peterborough, the Panthers came out
flat on the small ice surface and lost
5-2 to the Nationals who evened the
series at one game apiece.
Evan Georgievski and Ruta scored
with assists to Hopkins with two and
Ruta with one.
The Panthers took the series lead
after a 5-2 victory in game three.
Hopkins, Hughes, Pelan, Ruta and
Vahey scored. Assisting were,
Georgievski and Kevin Rogers with
two each and Brandon Black with one.
In game four of the series,
Panthers' goaltender Luke Gregoire
made several key saves but the
offence couldn't get on track so the
Nationals won 2-1 to force game five.
Kevin Rogers had the Ione
Panthers' goal, assisted by
Georgievski and Ruta. Solid defence
by Michael Dawson and Brandon
Saker kept the game close.
