PICKERING -- It's had reviews again for
\Ward 2 Re_nonal Councillor Doug Dickerson's
constituenc\ newsletter.
Two weeks ago Nk'ard 2 local Councillor
Sherry Senis took exception to Coun. Dicker -
son's remarks in the newsletter about her
alleged position on the recent Town purchase of
parkland on Frenchman's Bay.
Now it's a local company that's unhappy
with what Coun. Dickerson has written about
one of its projects.

Eastern Power Developers Inc., which oper-
ates a methane gas power plant at the Brock
NVest landfill and wants to establish a new waste
rc,.:%cling/processing facility at the dump,
maintains Coun. Dickerson has provided incor-
rect information about the new project in his
newsletter.

Revolver goes
PICKERING—A 32 -year-old Pickering
man remains in hospital with a bullet lodged
near his spine after police say he and a friend
were "fooling around" with a revolver.
"They were just playing games with a real
gun and the end result was serious injuries;'
said Durham Regional Police Staff Sergeant
Charlie Green, of 25 Division.
Just after 9 p.m. Friday police received a 911

from a gunshot wound was taken to Ajax -
Pickering Hospital by a friend, Sergeant Jim
Grimley said. He said the two had been
"fooling around" with the loaded, small -cali-
bre revolver "when it went off."
Sgt. Grimley said the bullet entered the
victim's shoulder and became lodged in an

area near his neck and spine. He was trans-
ferred to the trauma unit at Sunnybrook
Health Science Centre, where he is listed in
serious but stable condition. Police said
James Edward Thompson, 35, of Parkham
Crescent, has been charged with possession
of a dangerous weapon, careless use of a
firearm, public mischief and possession of a
narcotic. The investigation is continuing and
further charges may be laid.

The task force included representatives from the Ministry
V lVansportation, the Ontario Provincial Police and the
-trucking industry and its recommendations address prob-
lems such as faulty brakes, wheel separations and the over-
�all "mechanical fitness" of trucks.
"We expect to see a lot of these recommendations in the
`spring bill; says Oshawa MPP Jerry Ouellette. Mr. Ouel-
lette says he expects the 15 -day roadside suspension will be
'included in the spring legislation but said he has no fiutiter
details as to what types of infractions would constitute yank-
ing a vehicle's plates.
He says there needs to be a greater level of "accountabil-
ity" on Ontario's highways, adding the task force was com-
mitted to developing tighter rules for the trucking industry.
Theresa Worona, whose sister was killed by a flying truck
tire in Jan. 1995. says roadside suspensions "would probably
act as the number -one deterrent" in getting unsafe rigs off
the road. Ms. Worona says if you're going to change behav-
ior. operators need to be penalized when they commit an
offence. She says a 15 -day suspension is a "pretty stilt penal-
ty" but adds legislation will have to be backed up with a
guarantee of enforcement-

David Bradley, president of the Ontario Trucking Associ-
ation, told reporters the recommendations include "mean-
ingful incentives" to increase truck safety.
He says the recommendations present a contimtment to
improve safety within the industry.
In addition to automatic suspensions, the task form has

called for graduated licensing, tighter manufactis' stan-
dards for wheels and brakes and a reduction{ in the length of
time between inspections from a year to six months.

As evidence of the truth of his
statements in the newsletter, Coun.
Dickerson notes the Region has con-
tracts with other companies to handle
all of Durham's waste.
"That's fact. if that is 100 per cent
of Durham's waste that has been put
into agreements with other compa-
nies. the fact is neither of those com-
panies are going to walk away from
those contracts thc_v have with the
Region."
If EPD really wants to recycle and
process Durham waste. sans Coun.
Dickerson. it should first he asking
Durham Region if it's willing to
change the existing contracts which
already take in all of- the Region's
waste.
As for the issue of a meeting. adds
the councillor, 1 .ee no purpose in
meeting with them when they see no
purpose in giving straight facts."
He says he and other regional
councillors are still waiting for a
complete technical review from EPD
on the process it plans to use at the
plant.
"To this day they haven't present-
ed that. I haven't seen it vet and to
the best of my knowledge no member
of our Regional planning committee
has seen it."
EPD says its proposed facility
would rccvcle much of the waste it
takes in and convert the rest to
methane through an anaerobic diges-
tion process, which involves the use
of bacteria to digest the organic part
of the waste.

Ajax and Pickering teens can enjoy
free flicks, learn to defend themselves,
shoot pool and more during the
remainder of March break.
The Youth Centre, a community
health centre for youth and their fami-
lies, hosts the following events:
Tuesday, March 11 is Retro Tues-
day featuring a coffee house atmos-
phere with music, refreshments and the
movie Grease. It's from 4 to 8 p.m.
Wednesday, March 12: An employ-
ment workshop for 13- to 19 -year-olds
is held from 2 to 4 p.m. Write resumes,
learn how to look for summer jobs,
learn interviewing skills and discover
your career interests.
Thursday, March 13: A drop-in for
physically -disabled youth aged 13 to
21 years is held from 1 to 4 p.m. There

Pickering townhouse foes
win support of Council

PICKERING -- Town Council is supporting
a group of Highbush-arca residents in their oppo-
sition to the construction of townhouses in their
neighborhood which they say would spoil its
character.
Last week, councillors voted to reject a rezon-
ing application that would have allowed the
townhouses to be built.
Maxcon Developments Limited
was seeking a rezoning for some of its
property on Nordane Drive just north
of Pine Grove Avenue between Wood -
view Avenue and Oakburn Street in
west Pickering. Maxcon wanted to
build 10 townhouses on land currently
zoned to permit a total of six homes -- a»&
four detached units and two semi-
detached units. T'i0
Council also rejected a recommen-
dation from the Town's planning
department for rezoning which would
have allowed the construction of six
townhouse units on the land, with S1
design conditions to ensure the devel-
opmcnt would fit in with the existing
neighborhood.

hazardous waste
depot gets nod
from Ajax
Region to monitor
one-year pilot project
PICKERING -- A household
hazardous waste depot proposed for
Pickering has won the approval of
the Town of Ajax.
Republic Emironmental Systcros
(Pickering) Ltd. submitted a propos-
al recently to Durham Region to
operate the depot at its facility at
1070 Toy Ave. one Saturday a month
from 9 a.m. to noon.
Currently, household hazardous
waste can he dropped off at a depot
at the Brock West Landfill on the
Third Concession in Pickering. But
that site is to close at the end of
March and the closest hazardous
waste depot is the regional transfer
station on Ritson Road North in
Oshawa.
The Region will run a one-year
pilot project to monitor the program
and the company's performance.
The depot would accept used
motor oil, oil filters, 20 -pound
propane tanks, car and household
batteries, paints, flammable liquids,
pesticides and aerosols.
Ajax Council voted last week that
it doesn't object to the one-year pilot
project and that the project be
reviewed in a year.

member Roger Anderson said the
Region and Pickering officials will
regularly check Republic's operation
to ensure it follows all provincial
regulations.
The developer has maintained the singles and
semis the site is zoned for would be difficult to
sell.
Maxcon appealed the application to the
Ontario Municipal Board before it even went to
Council. A representative of the company at last
week's meeting said the developer did so because
the residents said they would appeal to the OMB
if the Town approved the rezoning.

When it comes to hospital care in Durham Region, the
Province's Health Services Restructuring Commission
need look no further than the acute care study prepared
recently b} the Durham Region District Health Council.
The study took into account demographic projections
which suggest Durham Region. which already has a pop-
ulation in excess of 460.000, will grow to 560,000 in just
five years.
It recommends the following: that Ajax -Pickering and
Oshawa General hospitals he the two acute care hospitals
in the region, that Whithy General Hospital become the
region's rehabilitation centre: that Memorial Hospital in
Bowman ille become a community facility: and that
Uxbridge and Port Perry hospitals merge to serve the
northern section of the region.
The study has concluded that Durham Region needs
all of its current hospitals -- it just doesn't need them to
be doing the same things.
With plenty of high growth funding coming into the
region for its hospitals, it's unlikely the Hospital
Restructuring Commission will throw Durham any curve
balls. But you never know.
In looking at other areas around the province. it's hard
not to see the effect the commission has had in recom-
mending the closing of hospitals. Two out of three hos-
pitals in Sudbury will close and just last week the com-
mission recommended a whopping 10 hospitals close in
Metro Toronto. However, Sudbury and Toronto are stag-
nant in terms of population growth and already have
more than enough hospitals and hospital beds to look
after their population.
Hospitals in Durham Region have practised preventa-
tive medicine in terms of cutting costs and making them-
selves more efficient. Such activity ensures major
surger} won't he necessary when the Hospital
Restructuring Commission passes through.
We would urge the commission take a long. hard look
at the acute care study before making am decisions.
And, we're hoping when the dust clears, health care in
Durham Region won't be compromised.

drifting off to sleep at operation shacks. That's not a con-
trol room. That's hundreds of feet from a control room and
it has nothing to do with the control room. And, yes,
they've been found playing games at operation shacks.
This is a place where they go for their downtime. It's the
same as you doing these things in your cafeteria. It's not
condoned, it's not professional, but it's not a safety prob-
lem. This type of thing never goes on in the control room.
The authorized nuclear operators are extremely profession-
al. In fact, they remind me of the most professional doc-
tors in terms of their knowledge and conduct. They would
never condone this in the control rooms."

reality check
To the editor:
When will all the whining by civil
servants end!
Mr. Roberge attacks Bill 84
because it will affect public safety.
However, he appears to be more con-
cerned about job security. Using
scare -mongering tactics currently
utilized by anti -amalgamation
zealots in Metro Toronto, he equates
reductions in staffing and job quali-
fications with an increase in public
risk. Whether this will come to pass,
only time will tell. But, he seems to
subscribe to a school of thought long
embraced by public servants, and
that is that if you throw more money
at something, it will be better, and if
you reduce funding, the public will
be in jeopardy.
Perhaps, just perhaps, fire depart-
ments and other public institutions
need to re -think how they provide
services. Part-time firefighters do
not mean poor quality firefighters. If
as Mr. Roberge points out, it takes

plaint that the public sector has cried
for a number of years. Whilc job
security is only natural to desire, in
this era, it is not based in reality. The
private sector has not known job
security for quite a long time: why
should the public sector be consid-
ered sacred? Part-time and contract
work, reduced hours, no raises and
no pensions are all part of today's
labor landscape. What Mr. Roberge
needs more than a pay cheque is a
reality check.

PICKERING -- Crime Stoppers and
Durham Regional Police are asking for
your help in solving a robbery in Picker-
ing on Nov. 13 of last year.
Around 9:40 p.m., a woman getting
into her vehicle in the rear parking lot a(
386 Kingston Rd. was accosted by a man
riding a bicycle and brandishing a six-
inch knife. He demanded she hand over
cash, as he pulled his sweater up to par-
tially cover his face.
The woman clutched her purse as she
was pulled from the vehicle in an attempt

by the suspect to rob her. He managed to
grab some of her possessions before flee-
ing the area westbound on his bicycle.

The suspect is described as white. 18
to 22 years old, with brown hair, a light
moustache and medium build. He was
wearing black pants and jacket, white
turtleneck sweater and a black tuque with

for any information that leads to an arrest

HEALTH SERVICES RESTRUCTURING COMMISSION
Hospital Restructuring
The Health Services Restructuring Commission is starting
work in Durham Region, as well as York, Peel and Halton
regions.
The Commission was formed by the Ontario government
to facilitate and accelerate restructuring of the province's
health care system, including hospitals.
The Commission will consider the Durham Region
District Health Council's (DRDHC) recommendations to
the Ontario Minister of Health. The recommendations
were based on the DRDHC's final report of the
Implementation Planning Committee, April, 1996.
To help the Commission with its deliberations, we are
inviting submissions from interested people and
organizations. To make your views known, please submit
your comments to the Commission at 56 Wellesley
Street West, 12th Floor, Toronto, Ontario, MSS 2S3.

The Durham Devils Roller Hockey league is i : 1
pleased to announce that it is adding ladies divisions
to its 1997 program. The Devils have been providing
roller hockey to boys and girls as well as men for the
past two seasons and have received enough interest
to pursue ladies and girls tournament teams. We will
be running a 16 and over ladies house league divi-
sion as well as a Ladies open division tournament
team. The tournament team will he participating in
local metro area tournaments as well as exhibition
games in the 'Metro area.
We are also planning on running girls tournament
division teams as well but at press time are unable
to give specific age groups. Girls 15 dears and
vounger are always welcome to play in our regular
house league program. In 1996 we had 15 girls par-
ticipating at various age levels and are looking at
increasing that number in '97.
All teams will be sanctioned by the O.R.R.H. and
participate in O.R.R.H. sanctioned tournaments.

tuting a house league draft where teams will he re -balanced
4-6 games into the season. This will make for a more enjoy-
able season for all.
Players will be guaranteed 15 games with all games being
played on weeknights in the Ajax arenas. As in past years we
strive to keep as many of the games on the same night of the
week to allow players to participate in other summer activi-
ties and sports.
All participants in the 'rhe Durham Devils Roller Hockey
League will be eligible for discounts through local sponsors as
well as at Source For Sports on Church tit. With corporate
sponsors like Nike, Hyper and Easton we will once again have
plenty of prizes to hand out at the end of the year. All players
will also be eligible to win a pair of Nike In -Line skates
valued at over S30O.1N).
Through our affiliation with The Ontario Regional Roller
Hockey Association, the Devils will once again be offering the
chance for the more skilled roller hockey players a chance to
compete against other lona) roller hockey leagues in "THE
O.R.R.H. METRO TOURNAMENT SERIFS".
The Durham Devils and the Ontario Regional Roller
Hockey Association (O.R.R.H.) are also proud to announce
their involvement in Canada's first Jr. A Roller Hocke)
League. This will give local Roller Hockey plovers a chance to
strive to the next level and display their skills to professional
scouts from the RHI (Roller f Hockey International) pro lea-
gue. With 4 Canadian teams including Hamilton. scouts will
he looking for kcal players to rill their rosters in the upcom-
ing seasons.

Housing starts in both Ajax and Picker-
ing were down in February over the Janu-
ary total, but the Central Mortgage and
Housing Corporation still expects 1997

In Ajax 56 new houses were started, a
drop from the January figure of 65 units.

However. CMHC senior market analyst
Willard Dunning says starts reached a sea-
sonally adjusted annuai rate (SAAR) of
30,7W in the Toronto Census Metropoli-
tan Area (CMA), which includes Picker-
ing and Ajax. The January SAAR total
was about 24,000 units.
The SAAR takes activity in one month
and projects a yearly total.
"If activity continued at the same rate
(over the course of the year), that's the
number that could be built," he notes.

marketplace. Businesses have
been moving into new locations,"
Mr. Olive says.
"I'd certainly like to see a lot
more building. There w'as a lot of
empty space. That had to be
absorbed before any-
one in his right mind
considered building."
Mr. Olive notes.
Noting "we go
through cycles all the
time," Mr. Olive
hopes more commer-
cial and industrial
development could
be on the horizon.
"Residential growth
usually precedes
industrial growth.

department report notes institu-
tional building permits issued
dropped to $19 million from
almost $82 million.
In 1995, institutional projects
included a new building at the
Whitby Psychiatric Hospital and
various school board projects.

ary total in the Oshawa CMA. CMHC
market analyst Robert Genier notes con-
struction activity normally slows in Febru-
ary.

Metro East Spring Home and Gar-

Pickering comfortably took all
four games from the Toros to
chalk up four points in the league
playoff derby.
In the fourth and final game of
the series, Pickering downed
Clarington 5-1. Stephen Phillips,
David Skrepnek, Brandon
Gifford, Stephen McEachen and
Mark Gosse scored. Assisting
were Phillips and Paul Delsey
with two each, Greg Cusack,
Grant Gooley, Skrepnek, Kevin
Kearn, Mark Gosse and
McEachen.
The third game produced a
solid effort by both teams which
saw the Panthers eke out a 2-1
win. Trailing 1-0 well into the
third period, the Panthers struck
for two quick goals for the victo-
ry. Delsey and Michael Rapson
scored for Pickering, with assists
to Gifford and Cusack. The
Panthers fired 53 shots at the
Clarington netminder.

PICKERING — A local snow -
boarder hopes her tricks treat the
spectators and judges at the world
championships in Finland this week-
end.
Amy Huleatt. 18, of Claremont, a
Pickering High School graduate,
will represent Canada at the Junior
World Snowboard Championships
which start Friday.
It's the first time she's competing
internationally after taking the
provincial snowboarding champi-
onships for her age group the past
two years. Although Huleatt's a
rookie on the international scene.
she's hoping to turn in a good per-
formance at worlds.
"I'm just going to go there to
have a good time and try to snow-
board the best 1 can;' says Huleatt,
who's been snowboarding for seven
years, mainly at Lakeridge Ski
Resort near Ajax. "I'm not expecting
to win because the competition there
will he too great. As long as I have a
good run and give it my best shot,
that's all I can expect. I'm glad to
get the chance to go."
Huleatt was invited to he part of
the junior world snowboard team
after winning the provincial champi-
onship in the women's open division
at Blue Mountain in Collingwood
last month. Competing against 20 of
the best women snowboarders in the
province, she was surprised she
came out on top.

In 1996, Huleatt won the provii

ilal, Walkerton on Friday. February 14, 1997. He
oras 55 Survived by his wife, the former Nancy
Spraggs and his children Andrew. Mary. Ken and
Matthew of Walkerton and one sister Jean Hind of
Windsor. Also survived by his parents - in - law, Ed
and Eileen Spraggs of Ajax. four brothers - in - law,
Robert and his wife Laura. Ken and his wife Use
Richard and Emhe and his wife Diana, one sister-in-
law Gwen Sluba and marry rtieces and nephews Pre-
deceased by his father, Walter Skiba. mother and
stepfather, Mary and Ignatz Stempien, brother
Walter and two sisters Wanda and Bernice. Dick
taught at Sacred Heart Secondary School, Walker-
ton for 30 years and was a member of the Bruce
County Chnstophers and the Walkerton Kriights of
Columbus. Ytsitation at Tamer and Pearson Funeral
Home. Walkerton, on Sunday 7 - 9 p.m. and Monday 2
- 4 and 7 - 9 p.m. Funeral Mass will be field on Tues-
day. February 18. 1997 at 11 :00 a.m., at Sacred
Heart Church. Interment in Calvary Cemetery, Wal-
kerton, Ontario. Vigil Service will be held at the
