Durham parents confused by new role in education

Parents elected to School Community
Councils (SCCs) are "struggling" to under-
stand their evolving role in education in the
wake of provincial government reform.
"It's really frustrating. You feel like you
are going nowhere fast," Mary McArthur of
Whitby told fellow SCCs members at a
forum on education reform hosted Thursday
by the Durham Board of Education's
Regional Parent Advisory Council (RPAC)
at the board's Whitby headquarters.
"The whole thing is vague, that is why we
are struggling," agreed Brenda Nichols of
Oshawa. "How do you ask a volunteer to be
responsible for things?"
"Do I feel like I actually have input when
it's not my area of expertise?" wondered Jay
Goldmintz of Ajax.
SCCs and RPACs were created to be
advisory bodies, but the provincial govern-
ment's Bill 104 -- The Fewer School Boards
Act -- refers to the possibility of increasing
parental involvement in education gover-
nance.
But most SCCs don't understand what

sure from the devel-
opment industry
and other municipal
governments for
urban development
in north Pickering.
They maintain
the pipeline, togeth-
er with the existing
York- Durham
sewer trunk, would
provide the infra-
structure to service
the provincially and
federally -owned lands in north
Pickering which are now
zoned mostly for agriculture.
"Put all of this together and
it becomes very clear that the
bigger picture is development
opportunities in the northern
communities of Pickering." the
councillors say in a joint
media release. "Why else
would any private sector
(interests) give consideration
to such an expensive undertak-
ing'"*
York Region's proposal,
which would involve private
sector partners, would see the
construction of a
54 -inch pipeline
through the west
end of Pickering.

water from Lake
Ontario at the foot
of Rosebank

"suspicious" fire
broke out, the
Pickering Fire
Department
reports.

smoke began
seeping into the
store, says Deputy
Chief Bill Dou-
glas.
The small fire
burned the insula-
tion off refrigerant
pipes in the store's
stock room. The
pipes run up the
wall in the back of
the store, under-
neath the floor
and comes up in
the stock room.
Damage is
estimated at $500

eral weeks before
the cause of the
fire is known, fire
officials say.
At the same time, the role of
trustees will change dramatically. The
Province will cut the number of
school boards in Ontario from 120 to
66 and the number of trustees from
1,900 to 700 in the next municipal
election in November. A trustee's
annual salary will be capped at $5,000
and they will no longer be responsible
for setting board budgets and munici-
pal mill rates.
"Trustees will serve as guardians
of public education," Mrs. Schedlich
noted. "We know we will be heavily
involved in policy direction and sup-
port."
While Mrs. Schedlich supports
positive change, "in Ontario we are
taking some giant leaps... We need to
work together more than ever," she
told SCC members.
Durham Centre MPP Jim Flaherty
believes the Province is moving in the
right direction. He said constituents
are "talking most about their local
school, not boards of education, not
superintendents or administration."
By taking over education taxes, the
Province can ensure equity across
Ontario, Mr. Flaherty maintains. "We
have rich school boards and we have
poor school boards, including most
separate schools (across the
province). I don't think that's fair ... and
we're going to get rid of it."
The Province's Education
Improvement Commission is to make
recommendations on what role SCCs
will play if Bill 104 is approved.

Pickeringfinances auditors
Town has
implemented
changes to
eliminate
problems

PICKERING -- An audit
has found the Town has imple-
mented most of the changes
recommended by the auditors to
deal with procedural deficien-
cies in payment practices that
led to the Town accidentally
overpaying a contractor by
$517,000 in November of 1995.
It also found the rest of the
Town of Pickering's financial
affairs to be in order.
The auditors -- Hurren, Flett,
Sinclair -- found Pickering staff
have put in place six of the
seven recommendations made
to maintain control of the
money the Town pays out.
Not yet implemented has
been a recommendation relating
to the analytical review of costs
to date, costs to complete and
total costs on a project.
Ward I Regional Councillor
Maurice Brenner, who chairs
the Town audit committee,
explains it has not been imple-
mented because the Town does
not yet have the computer soft-
ware required to do so, but is in
the process of obtaining it.
The interim audit was pre-
sented to councillors at their
Monday executive committee
meeting.
Educational
reform topic
of forum
Educational reform and how it will
affect Durham Region is the focus of
an upcoming forum.
Parents, educators and support
workers will be represented at the
forum, to be held Wednesday, March
26 from 7 to 9 p.m. at Sinclair Sec-
ondary School, 400 Taunton Rd. E.,
Whitby.
Keynote speakers are Gerald
Caplan, co-chairman of the Royal
Commission on Learning, and Jackie
Latter of the Ontario Alliance for Edu-
cation.
Panel members are Sid Ryan, pres-
ident of the Ontario division of the
Canadian Union of Public Employees;
Margaret Gee, president of the Federa-
tion of Women's Teachers Association
of Ontario; Phyllis Benedict, first vice-
president of the Ontario Public School
Teachers Federation; and Jim
McQueen, first vice-president of the
Ontario Secondary School Teachers
Federation.
All area MPPs have been invited.
Parents, students and community
members are also urged to attend the
forum.
The event is hosted by local federa-
tions.

"This is certainly a total U-
turn from where we were a year
ago at this time," Coun. Brenner
told his colleagues.
Pickering was plagued with
financial management problems
last year.
Those included the revela-
tion of the accidental overpay-
ment, a $939,000 error in the
1996 draft budget figures pre-
sented to councillors and the
discovery of an investment loss
of nearly $1 million suffered by
the Town on the short-term
money market in 1994 with the
collapse of the Confederation
Life Insurance Company. In
addition to approving recom-
mendations made by the Town's
auditors, Council also approved
a number of financial manage-
ment changes to prevent the
recurrence of similar problems.

cially -owned agricultural preserve lands.
They maintain the study will just open the
door to rezoning of the lands for development
and increase the pressure for urbanization in
north Pickering. as they maintain the pipeline
will.
Coun. Brenner maintained the pipeline plan
is "a hack -door deal" to allow for future dcyel-
opment of the lands.
Ward 3 local Councillor Enrico Pistritto
shared his colleagues' concern.
If the pipeline goes in. he said. "I don't care
if it's the hest agricultural land in the world.
they're going to build houses beside it."
Council rejected a motion to delete the agri-
cultural preserve lands from the Seaton Urban
Study Arca which is part of the Town's new
Official Plan.
Councillors did, however. vote to redesig-
nate the portion of the Seaton study dealing
with the provincial agricultural preserve a
"rural area" stud%.
Thom Flolc% of Durham Region's works
department says the pipeline will be subject to
an environmental assessment which will deter-
mine its best route.
"There's no question it
will have to go through the
agricultural preserve area
because it's in the way.
You have to go through it
to get to York Region." he
notes.
Mr. Floley explains a
pumping station would
have to be built here for
the pipe. but not necessar-
ily a water plant. which
could he located in York.
"It's premature to go
hopping up and down because noth-
ing has been done to he hopping up
and down about. There's a long way
to go. several years.
"There will be ample opportunity
to get involved."

Woman jailed for swindling senior out of $40,000

Former health care aid Margaret Anderton
"went beyond the call of duty" in caring for dis-
abled widow Patricia Dougall.
She immediately befriended the wheel-
chair-bound 66 -year-old senior, who suffers
from multiple sclerosis, helping out during Ms.
Dougall's permanent move from her Pickering
home to a Whitby nursing home where Ms.
Anderton worked. On her off days, she would
take Ms. Dougall
on various out-
ings, shopping
trips and visits to
see her sister.
"She was so
extra nice to me. I
thought she would
do anything for
me," Ms. Dougall
recalls.
But, in the end,
the woman she
believed was her
"true friend," her
confidante, was a
con.
Ms. Anderton,
a former health
care aid at Com-
fort Cottage, the
special care home
Ms. Dougall
moved to in 1995,
was sentenced
Thursday to I (l)
days in jail and
three years proba-
tion for swindling
Ms. Dougall out
of her life savings.
In addition to
the $40,(X)0 that
vanished from her
savings account
over a four-month
period, Ms.
Dougall is still
adding up her
losses. Once a
trusting person,
her "faith in
humanity" has
been stolen forev-
er, she says.
"I never saw it
coming. She
fooled every-

one ... It's not fair, but I will think twice now
before I ever trust anyone again as willingly as
I did this time."
Ms. Anderton, 48, pleaded guilty last year
to theft over $5,000, admitting to stealing
$18,000. The Crown dropped charges of credit
card theft and fraud in return for the plea.
Ms. Dougall said soon after she
moved from her Pickering home
into the Comfort Cottage, Ms.
Anderton offered to do her banking.
Within months of giving Ms. Anderton the
secret code to her banking card, the $40,(Xb-
plus in the account vanished. Bank records
showed in excess of 40 cash withdrawals were
made from the account in four months.
The scheme came to light when Ms.
Dougall's monthly residency cheque hounced.
Crown attorney Brian Davies said Ms.
Anderton pretended to be Ms. Dougall's
"friend, her confidante, her caregiver...
""This isn't just a rip-off of some corporate
entity. This is the most personal of relationships
which Ms. Anderton used to plunder the vic-
tim's hank account." he said.

Feds aren't
just blowing
smoke
The tobacco industry and 'smoker's rights'
groups would have you believe federal legislation
restricting (not banning) tobacco advertising is a
civil rights issue, but don't be fooled. ft's a health
issue.
The two shouldn't be confused.
The facts are plain for all to see. Smoking kills
350 people every day in Canada.
Of course, those dying painful deaths in our
hospitals took many puffs over many years to get
to where they are. Most smokers started at a
young age and continued smoking throughout
their lives, unless they were fortunate enough to
kick the habit.
The cost to our health care system is staggering
but the cost in human terms is a tragedy. Yes,
those 19 -and -over still have a right to smoke in
non-public places and many (about 30 per cent of
the population) will still continue to do so. But
smoking — due to health warnings, a lack of
advertising because of government restrictions
and general public awareness — is well down
from what it was several decades ago.
Used to be about 40 per cent of all adults
smoked.
The federal government is showing leadership
on this issue, as it has in the past, by further limit-
ing advertising at tobacco -sponsored sports and
cultural events. It's important to note that tobacco
companies have not been banned from advertis-
ing: they've only been limited in the amount and
type of advertising they can do.
This has upset groups dependent on sponsorship
by tobacco companies but these organizations still
have other options.
The% can approach non -tobacco companies for
sponsorship. The government has made a choice
to try to help protect young people from some-
thing which is hazardous to their health. To do
otherwise would be irresponsible.
It's safe to say nobody would admit that adver-
tising started their smoking habit. It's also safe to
say tobacco companies wouldn't waste a penny on
advertising if it didn't work.
If the government's legislation can lead to even
a small percentage of fewer smokers, and we're
confident over time that it will, it's well worth it.

Do we need
laws to stop
spitting?
To the editor:
As we approach the new millenni-
um it appears to me that it is very
necessary that we regress to the late
1800s and pass legislation putting a
stop to people spitting, especially in
public.
The city of Toronto way back
then did pass a law I believe that is
still in effect. The intent was to
forcibly display the need to clean up
the streets from slime and grime.
Last year, Roberto Alomar, once a
hero of the Toronto Blue Jays, spat
in an umpire's face. Weekly our
youth see the hockey greats spraying
their fluids all over the bench. The
result is that in our society we are
now faced with a horrible reality.
You will find spittle, goobers and
horrible germ -ridden reality in such
places as school halls, church
vestibules, elevator walls, apartment
ashtrays, floors of shopping malls
and even school buses.

You will find both genders doing
it. To my mind there is nothing so
gross as to see a young female spit-
ting. It bothers me extremely that
they would and demand that society
call them young ladies.
It even bothers me more to realize
that young men can not reach into a
pocket and produce a handkerchief
or Kleenex.
Is it time to bring out of retire-
ment the good old, filthy, shiny brass
spittoons'? Do we have to install
them in public places'? Do we have
to re -instate legislation fining people
who offend'?
My solution would be to have a
second offender clean and polish a
public spittoon or two.

The case against
amalgamation
Merging Ajax and Pickering doesn't
make sense.
No one has yet made the case that
amalgamating the communities is nec-
essary, that it will save money, or that
taxpayers will be better served.
Let's look at some of the practical
considerations that will have to be
addressed (and 1 think these should be
dealt with before it's decided amalga-
mation proceeds).
If the two communities merged,
where would City hall be'? (The new
community would have to be a City
because a community of 130,000 or so
residents isn't a town). The new City
hall would more than likely be the cur-
rent Pickering municipal building, but
it would have be be expanded at a cost
of millions of dollars.
To avoid alienating Ajax residents,
there would have to be a satellite office
in Ajax. Two offices to serve one com-
munity. Doesn't sound efficient to me.
And, what would the new commu-
nity be named'? Pickax'? Ajing'?
Will residents be better served'? It
will take at least a couple of years to
sort out roles, get the kinks out and set-
tle down. It will take considerably
longer to end a rivalry that's bound to
be created between former Ajax
employees and ex -Pickering staffers.
1 find it odd the Province, with a deficit
of about $8 billion and an accumulated
debt of about $100 million, feels local
government isn't working so change is
needed. The provincial government
should get its own house in order
before turning its eye to municipalities.
If there are ways to make the com-
munities more efficient, explore them.
The two communities recently amalga-
mated handi-transit, saving thousands
of dollars without affecting service.
But wholesale amalgamation just
for the sake of it isn't being efficient.
Before deciding to amalgamate, make
the case taxpayers will be better
served, taxes won't rise and local gov-
ernment will be more efficient.

Oshawa airman laid to rest — 52years after disappearance
The remains of six Canadian Second World
War airmen, including David Cameron of
Oshawa, have been laid to rest with full mili-
tary honors in southeast Asia.
The airmen were the crew of KN 563. an
RCAF C-47 Dakota aircraft that went missing
over Burma (now called Myanmar) on June
21, 1945. Wedncsdav's funeral cerernom was
attended by the Sccretan Of State (%,cteran`),
the Hon. Lawrence MacAulay, family repre-
sentatives of the six crew members, along with
representatives of veterans' organizations and
members of the joint Veterans Affairs -Nation-
al Defence -Foreign Affairs team that recov-
ered the remains of the missing crew from a
remote jungle region in northwest Burma in
Decemher, 1996.

Firefighters kept
hopping in Port Perry
SCUGOG — Scugog firefighters were busy
recently during a three-day stretch, responding to
three motor vehicle accidents and two other calls
between Feb. 27 and Manch 1.
Port Penry-based Station 1 responded to a call
Feb. 27 at 5:36 p.m. for a motor vehicle accident
along the causeway on Highway 7A. Minor
injuries were reported and $6,000 damage was
done to the vehicles.
A day later at 10:30 p.m., firefighters responded
to a fish but that was on fire at a Lakeshore Drive
home.
The department then responded to a Scugog
Line 2 and Old Simcoe Road location after a vehi-
cle rolled over at about 5:40 a.m. March 1. The dri-
ver was hurt in the crash and had to be extricated
from the vehicle. Damages were estimated at
$16,000.
Station I's. final call came later that day just
before 8 p.m. to assist an ambulance at a Pine Point
started a lifetime ago, when the lives of these
six young men were taken — and given — in ser-
vice to their country," said the Hon. Mr.
MacAulay during the service.
"From cities and towns across Canada,
these six young men found themselves togeth-
er at a moment in time that ended their lives
and forever changed those of family and
friends thousands of miles away; every moth -
er's tion, every father's pride and joy, a hero to
a brother or sister. Now they were gone forev-
er." Other members of the crew on the downed
plane were William Rogers of Halifax, N.S.;
William Kyle of Perth, Ont.; Charles McLaren
of Campbellville, Ont.; Stanley Cox of Beres-
ford, Man.; and Comelius Kopp of Duchess,
Alta. The official delegation is expected to
return to Ottawa Friday evening.
Woman — two months after mom
and sister killed — has own
encounter with flying truck parts

MISSISSAUGA — Two months after flying
truck wheels killed her mother and sister in
Oshawa, Sue Sabourin was "totally freaked out"
when truck parts came bouncing toward her car.
The Mississauga woman was returning from
%kork on Highway 401 near Highway 10 at 1 a.m.
last Saturday when "I saw this van in front of me
.wcrve and then this hunk of metal came flying at
me. I couldn't swerve because there were cars to
-,n� right and left."
The driveshaft from a Michigan-based truck
hat underneath Ms. Sabourin's car, damaging her
tl pan and muffler system.
The accident was a grim reminder for Ms.
Sahourin, who lost her mother, Rohina Campbell,
5'�. and sister, %tars Jessiman, 40, Dec. 29 when
a set of dual wheels flew off a truck as their vehi-
cle was eastbound on Highway 401 near Harmo-
ny Road. Ms. Sabourin was not in the car when
the tragic accident happened.
Provincial police have investigated Ms.
Sabourin's accident and no charges have been
laid.
"I was basically irate," she says. "I pulled over
and thought this is not happening. I walked up to
the trucker (a woman) and told her I lost my mom
and sister because of flying truck wheels and she
was so nonchalant and said she couldn't do any-
thing about it. It didn't even fizz on her."
It marked the fifth time this year truck parts
other than wheels have fallen off trucks in the
Toronto -area.
There have also been 27 flying wheel incidents
in January and February.
Crossing guards may be cut in Clarington

CLARINGTON — Claring-
ton's planning department may
have to look at axing crossing
guards if it's forced to cut its bud-
get in the future.
That was the message from
department director Frank Wu
during municipal budget talks
Thursday.
Mr. Wu said his department
reduced its budget from $1.34
million in 1996 to $1.23 million
in 1997 by making cuts in a vari-
ety of areas.
He explained there is "no
reduction in crossing guard ser-
vice, none whatsoever," in the
1997 budget. However, if more
provincial cuts are directed to
municipalities for 1998 "staff will
have to look at it to the future."
"if there are any more cut-;
required, this is the area,"said qtr.

ings could come from.
There are seven or eight cross-
walks that could be eliminated,
since they don't warrant a cross-
ing guard under the municipality
guidelines.
"We have inherited many
locations where there is no rhyme
or reason to," said Mr. Wu,
explaining the municipality has
continued to provide crossing
guards in areas that have tradi-
tionally had guards, put in place
by previous councils.
Mayor Diane Hamre said she
too felt there were many locations
that didn't need crosswalks. How-
ever, after taking a tour of the area

bridge in Cadmus and caused $15,000 in damages.
City councillors in
downtown dispute
OSHAWA — Does City Hall spend too much
money on downtown Oshawa?
Ward 2 Regional Councillor Pauline Beal seems
to think so.
Coun. Beal tried unsuccessfully to have the
Downtown Action Committee's budget — funded
by the City — slashed to $100,000 from $129,500 at
Tuesday's budget session.
Noting the City just approved $203,000 for the
first phase of a street light replacement program
Monday, Coun. Beal wondered, "How much
money are we going to spend on downtown?"

But Coun. Dykstra, who represents the down-
town, said she was "ticked off' by Coun. Beal's
comments and rattled off a list of events and pro-
grams available downtown.
Oshawa spends $50,000
to market airport
OSHAWA — City council has agreed to spend
$50,000 to market the Oshawa Airport.
South Ward councillor Joe Kolodzie tried to get
the funding pulled during budget deliberations, not-
ing the City's Economic Development Office mar-
kets the airport in all its materials. The City allo-
cated $88,000 in funding for airport marketing last

"We've already spent a tremendous amount of
money on the airport," says Coun. Kolodzie, noting
the new $2.4 million terminal is part of $7 million
in improvements implemented at the airport in the
past couple of years.
But Ward 9 Regional Councillor Jim Potticary
says it's vital to have City officials getting out to
"sell, sell, sell" the airport.

tis Aquatic Program, which includes gentle,

last Monday night to pre-
sent a 246 -signature peti-
tion asking that the site he
"shut down as a garbage
dump forever", reforested
and turned into a recre-
ation area.
The signatures are those
of' other students. their par-
ents and staff at the school.

"On hot days, the smell
is unbearable and on
windy days the garbage
blows ever,. where.

The children's teacher,
Tont Newman. told coun-
cillors the class decided to
circulate the petition after
a visit to the Durham For-
est Environmental Educa-
tion Centre.
The students worked
together on the wording
for their petition and gath-
ered the signatures them-
selves.
"Our community has
put up with the eyesore for
too long." Deep Dhaliwal,
1 I, told councillors.
He said reforesting the
site "will give us the natur-
al beauty that the dump
never provided" and noted
it would also provide trees
that would produce oxygen
and fresh air instead of the
"pollution" the landfill
produced.
Jaclyn Palmer. the II -
year -old who first came up
with the idea for the peti-
tion, said she would like to
see a recreational facility
built at the site.
Her suggestions includ-
ed a ski and snowboarding
hill and parkland with
,Aalking and cycling trails.
"Wc hope you will con-
sider our ideas and sugges-
tions." she told council-
lors. "to make Pickeringan
even better place to live."

ing against Metro Toronto
and the Province.
It will remain open only
for the transfer of the con-
tents of the Brock North
landfill.
Recently. Eastern
Power Developers, which
currently operates a
methane gas power plant at
the landfill, proposed to
build a waste conversion
and recycling facility at
the Brock North site.
EPD says its proposed
facility would recycle
much of the waste it takes
in and convert the rest to
methane through an anaer-
obic digestion process,
which involves the use of
bacteria to digest the
organic part of the waste.
On Monday. Council,
which has formally reject-
ed the EPD proposal,
passed a resolution receiv-
ing and supporting the
children's petition.
Councillors added to the
resolution that Brock West
should also be shut down
"as a disposal site" forever,
after remarking that was
probably what the children
intended their petition to
mean.
Gregory Vogt, vice-
president of EPD, said in
an interview the children
had never heard of his
company's proposal and he
was planning to go to their
school to tell them about
it.

PICKERING -- Spending two
weeks in a rainforest in Peru "was like
stepping a century back in time" for 16
members of a local church.
That's because the church they built
"was the most substantial building in
the village," explains Reverend Larry
Chovancek of the Church of the
Nazarene in Pickering.
"The role of the church there is like
it was here at the turn of the century.
"It's a religious centre, a social cen-
tre, a clinic when the doctor comes to
town, a school when the teacher comes
to visit twice a week. It would be like a
town hall when the people gather to
make decisions concerning their vil-
lage."
The trip was the first mission for
most team members "and everyone
was phenomenally influenced," notes
Rev. Chovancek. One man, for exam-
ple, spoke about how much he was giv-
ing up to take the trip -- which cost
each member $2,000 and two weeks of
vacation -- "but realized at the end that
he sacrificed nothing.
He received so much more in the
giving nature of the people."
The team built the church for a con-
gregation of 200 Agaruna Indians in
Curva Chiriaco, near the Ecuadorian
border.

That congregation requested con-
struction of a church through the
Church of the Nazarene's work and
witness program.
(To be eligible, the congregation
needed to demonstrate a growth in its
membership. It had just seven mem-
bers three years ago.)
The team from Pickering was based
at a New Horizon mission station after
arriving at the airport in Lima in Janu-
ary. It took 12 hours to get to Curva
Chiriaco, a memorable trip because of
tiny cockroaches which left many team

But cockroaches posed less of a risk
than other creatures in the rainforest,
such as poisonous snakes, frogs and
caterpillars. "It was a dangerous
place," notes Rev. Chovancek. "That's
why we were not inclined to take
young people."
The village of Curva Chiriaco has a
population of approximately 150 to
175 people, about 75 of them children.
The team took balloons for the young-
sters, who were delighted with the
treat.
"They had never seen balloons
before, and before we blew them up,
the children had to be taught not to eat
them," recalls Rev. Chovancek.
The team also made such things as
barrettes for village members. "They

"They were so appreciative."
Members of the village were also
very giving.
Team member Bill Kimmerer
recalls a man whom he first thought
was trying to sell a basket. But an inter-
preter told him the man wanted to give
him the basket.
"It must have taken that man days to
make that basket," reports Mr. Kim -
meter, choking back tears at the mem-
ory.
The trip was particularly special for
Mr. Kimmerer, as the church the team
built was dedicated to his father Chris,
who taught Sunday school to the mis-
sionary who heads the area in which
the Curva Chiriaco congregation is
located.
While missionaries begin much of
the work of the church, "as the congre-
gation grows, local people take over
the reigns of authority and leadership,"
says Re,,. Chovancek.
The region has seen numerous
changes since missionaries first landed
there more than 30 years ago.
"Just 50 years ago, people in this
area used to use blow guns and poi-
soned darts to kill things like mon-
keys," Rev. Chovancek reports.
